Computable general equilibrium (CGE) modelling is a flexible and open way to model the economic systems that allow practitioners to assess the impacts of different policies or external shocks over an economic system. There is some empirical literature dedicated to test the double dividend hypothesis of an environmental tax reform using CGE models. This hypothesis claims that is possible to obtain an improvement of both environmental and economic conditions by imposing an environmental tax and recycling revenues obtained to reduce other pre-existing taxes. This research provides a comprehensive review of this literature including a statistical and a meta-regression analysis. 69 different simulations from 40 studies have been analyzed. 55% of simulations have achieved a double dividend, concluding that although the environmental dividend is almost always achieved, the economic dividend still remains an ambiguous question that needs further research.  相似文献

Negotiation and bargaining are important activities in the implementation of intergovernmental public policies. Given the design of environmental policy, intergovernmental negotiations are an essential part of the interaction of environmental program managers. This study examines the willingness of Environmental Protection Agency (EPA) regional officials to bargain with their state counterparts in the national Superfund program. A model of working relationships is developed to analyze the negotiating behavior of regional EPA officials. The findings of this study indicate that both strategic (trust, involvement) and structural (relations with EPA headquarters, state program capacity, and state political context) factors are associated with whether or not regional officials are willing to negotiate with state-level administrators. The implications of these findings for the national Superfund program, the larger context of intergovernmental management, and larger themes in public administration are discussed in the conclusion of this paper.  相似文献

A growing number of studies have examined the collaboration of actors from two or more policy domains in order to integrate aims and concerns derived from one policy domain into another. In our literature review, we refer to this empirical phenomenon as ‘policy integration’, exemplified by the Health in All Policies approach. Despite the wealth of literature on the subject, the scientific community only has access to a portion of the insights that have come out of this field of research, due primarily to the fact that policy integration is discussed using a variety of different terms, which tend to be specific to the policy domain under investigation. To facilitate a more inclusive scientific debate on policy integration, we provide a comprehensive overview of the different terminologies associated with policy integration and analyse the recurring themes in the respective literature strands. What is the motivation for policy-makers to promote policy integration? What is the design of the instruments used for policy integration? How does policy integration affect the policy-making process? And how well does policy integration perform? These are the four questions guiding our study.  相似文献

Despite the litany of studies examining state environmental protection efforts, few studies have examined environmental policy arenas where target compliance is voluntary and incentives based rather than mandatory and command-and-control. One such nonregulatory approach is pollution prevention policy, an alternative environmental protection strategy that shifts the focus from downstream mitigation strategies to upstream reduction strategies. This article uses the extant policy literature to analyze implementation of pollution prevention policy in California and Colorado. The findings indicate that the extant environmental protection literature produces mixed results, when applied to the pollution prevention policy arena. Of the five variables tested, only three produced findings consistent with previous research, suggesting that nonregulatory policy arenas differ enough from regulatory policy arenas that they require different causal explanations.  相似文献

The article reviews the available quantitative evidence on the relationship between explicit family policy and women's employment outcomes in 45 high-income countries between 1980 and 2016. At the methodological level, we gathered 238 papers through a four-stage systematic qualitative review. We included articles published in English in international journals or by leading research institutes. Despite the accrued importance of the field, comparative works and national case studies do not sufficiently engage one another for methodological and disciplinary reasons. Our contribution is to integrate the findings from both streams of the literature in two ways. First, we chart systematically the debate describing its evolution over four decades, the disciplines involved (demography, economics, politics, social policy, sociology, and interdisciplinary work), and the geographical and policy breadth of the empirical contributions. Second, we provide a rich guide for scholars in the field by exploring how national case studies fit (or not) the broad trends captured in comparative research and discussing key and controversial debates in the field. In conclusion, we point out also important gaps in the literature and propose new avenues for future research. An exhaustive set of tables provides information on each comparative and national case study and on the databases and variables employed in the literature.  相似文献

The level of public participation in response to environmental issues in China has significantly increased over the past 10 years. This expansion of participation occurred as the government was pursuing legislative and regulatory approaches to address environmental pollution. Factors contributing to the development of environmental public participation are explored based on the political opportunity theory and post-materialist values theory. Two participation styles are used as dependent variables in a panel data framework. The empirical results of an analysis of provincial level data indicate that the degree of openness to participation and economic development level show consistently significant impacts on the levels of different environmental participation styles, thus demonstrating the applicability of the political opportunity theory and Inglehart’s post-materialist values theory in predicting environmental public participation in China. The results also show that other variables, including educational level and environmental pollution level have different or even reverse effects depending on the form of participation examined. In general, the results are consistent with cross-national studies of environmental policy development and political participation.  相似文献

This paper looks at how an innovative policy comes to be transferred to another country and be successfully implemented. We explore three key dimensions (time, location, and people) in policy transfer studies using two cases of international aid (Saemaul Undong and e-Government projects). Utilizing a case study method, this paper upholds the predominant role of the policy entrepreneur over the environment (different time frame and different social, political, economic systems). The stakeholder analysis shows that policy entrepreneur’s role is critical in making policy transfer successful. In part, this argument is in line with previous “Advocacy Networks” studies, such as that of Keck and Sikkink (1998), highlighted the importance of policy entrepreneurs being able to navigate in the networks of international development. This paper aims to contribute to the literature by applying Dolowitz and Marsh’s policy transfer framework in the international aid context and calls for further empirical research employing the network analysis method.  相似文献

Objectives. To expand scholarly attention to a neglected area of environmental policy and politics, I attempt to test several empirical propositions drawn from the small body of existing research on the politics of market-based environmental regulation. Methods. I analyze public comments on a recent U.S. Environmental Protection Agency regulatory action guiding states on the design of various market-based air pollution control programs. I focus on the types of commenting organizations and the nature, extent, and foundations of their support or opposition to market-based regulatory instruments. Results. I find more support for than opposition to the use of economic incentive programs in air pollution control. The support from business commenters is not surprising, but the level of support expressed by state regulators departs from previous research findings. Environmental groups are the principal dissenters. Overall, the findings suggest both change and continuity in the politics of air pollution control policymaking, with some possibility of a shift in the contours of the advocacy coalitions in the pollution control policy network. Conclusions. Market-based environmental regulation is still an evolving phenomenon in American public policy. Further research on the politics of its development is in order, and the opportunities to pursue such research are substantial.  相似文献

Micro-level studies of welfare service developments are largely absent from the literature on Russian social policy issues, which tends to concentrate on macro-level social security arrangements. This paper highlights the emergence of community-based social services in the post-1991 era, examining their development in two provincial Russian cities, based on an empirical study carried out in 1998. The paper adds to a growing literature which seeks to understand "welfare systems" from the perspective of welfare services as opposed to a social security or policy-based approach. It takes a user-group perspective on the services by looking at their use by, and relevance for, disabled children regarded as having learning difficulties, and their families. The empirical data indicate the shape of "new" services in the field sites, the means by which such institutions were maintained and their integration into the welfare sphere as a whole. Their development and maintenance at the local level is explained in part by socio-economic, political and administrative factors in these regions. By highlighting the various factors that help to maintain welfare provision and drive change at the local level, the case studies indicate the possible shape of future welfare developments in Russia as a whole.  相似文献

Research misconduct negatively impacts the scientific community and society in general. Providing training in the responsible conduct of research (RCR) to researchers is one viable approach to minimizing research misconduct. Although recent evidence suggests ethics training can indeed be effective, little empirical work has examined the similarities and differences across fields. In the present study, we analyzed 62 empirical studies in engineering, biomedical science, social science, and mixed fields. The findings suggest certain instructional principles, or “golden rules,” apply generally to all fields. These golden rules include maintaining a field-specific or field-general approach and emphasizing processes in training. The findings also suggest that content areas contributing to instructional effectiveness vary as a function of field. Generally, it appears that all fields may benefit from taking a multi-pronged approach to ethics education wherein the salient field issues are covered. Implications for RCR education are discussed.  相似文献

Objective . Sound environmental policy is fully dependent upon sound science. However, we have little scientific knowledge of the driving forces behind environmental change. We use the well-known I = PAT formulation (environmental i mpacts are the multiplicative product of p opulation, a ffluence, and t echnology) as a framework to assess the relative impacts of driving forces. Methods . We introduce the concept of plasticity —the potential for each factor to vary, particularly because of purposive human action (e.g., policy)—to fine tune our understanding of how each factor can influence different impacts. We illustrate plasticity by assessing each driving force for a variety of environmental impacts. Results . We demonstrate that population, affluence, and technology have different potentials for mitigating different types of impacts and that no one factor is of greater importance than the others. Conclusions . We conclude that plasticity measures can guide policymakers toward identifying and prioritizing those environmental problems most responsive to policy solution.  相似文献

The effect of partisanship is disputed in the literature on welfare state retrenchment. The ‘new politics’ school argues that partisan conflicts are irrelevant to the understanding of retrenchment, but the second generation of retrenchment research concludes that such conflicts are still important. We engage in this debate by introducing a new empirical approach. Our method provides a necessary but currently missing link in the second generation of retrenchment studies which theorize on the input side of welfare state reform but conduct empirical studies on the output side. Our empirical approach entails a new type of data, compiled on the basis of content analysis of adopted laws, and we analyze the intentions pursued by incumbent governments in social policy‐making. Based on an empirical study, we find partisan effects in programmes protecting against social risks that are disproportionally distributed among social strata.  相似文献

Objective. The Intergovernmental Panel on Climate Change predicts that climate change will intensify during the 21st century. The exact distribution of impacts will likely be complex in nature. Although some areas may exhibit benefits, many areas will likely experience environmental decline. The objective of this article is to answer the following question: What are the potential implications of deteriorating environmental conditions for human migration? This is not an easy question to answer because the full effects of climate change are not yet completely evident. Yet by studying the impact of environmental forces on migration in recent decades, we can offer some insight to this question. Methods. In implementing this approach, we employ theoretical and empirical methods. Our theoretical model suggests that environmental degradation should promote out‐migration from affected areas, all other things being equal. To test this prediction empirically, we conduct a large‐N statistical analysis focusing on the role of several environmental factors in emigration to developed countries. Our empirical sample covers the late 1980s and the 1990s. Results. The empirical results suggest that environmental decline plays a statistically significant role in out‐migration, pushing people to leave their homes and move to other countries. Conclusions. In the conclusions section of this article, we evaluate the policy implications of these findings for developed countries in the context of climate change and national security.  相似文献

For many years, comparative welfare state research has followed a ‘methodological nationalism’ in the sense that countries were treated as independent units. Yet the recent ‘spatial turn’ in comparative politics has also influenced welfare state research. For some years now, the field has been witnessing a growing interest in questions about interdependencies and policy diffusion between countries. In this article, we provide a structured overview of the state of the art in the policy diffusion and transfer literature that deals specifically with social policy. We present and critically evaluate existing theoretical concepts and quantitative and qualitative methodological approaches that enable the analysis of interdependencies between countries. Moreover, we summarize the empirical findings of quantitative and qualitative studies on the diffusion and transfer of social policy, from some pioneering studies to the latest findings. Against this background we point out what we believe to be promising avenues for future research. We focus on five areas: theoretical work on the mechanisms underlying diffusion and transfer; methodological approaches; the impact of domestic institutions and policy characteristics on social policy diffusion and transfer; programme‐specific dynamics; and the systematic combination of horizontal and vertical interdependencies.  相似文献

The purpose of this article was to review the empirical literature that investigated trauma and stress among older adults in the criminal justice system. Nineteen journal articles published between 1988 and 2010 were identified and extracted via research databases and included mixed age samples of adjudicated older and younger adults (n = 11) or older adult only samples (n = 8). Findings revealed past and current trauma and stress, consequences and/or correlates, and internal and external coping resources among aging offenders. The implications and future directions for gerontological social work, research, and policy with older adults in the criminal justice system are advanced.  相似文献

Although prior research has shown that risk-taking preferences and choices are correlated across many domains, there is a dearth of research investigating whether these correlations are primarily the result of genetic or environmental factors. We examine the extent to which common genetic factors account for the association between general risk-taking preferences and domain-specific risk-taking preferences, and between general risk-taking preferences and risk taking choices in financial investments, stock market participation and business formation. Using data from 1898 monozygotic (MZ) and 1344 same-sex dizygotic (DZ) twins, we find that general risk-taking shares a common genetic component with domain-specific risk-taking preferences and risk-taking choices.

Although maternal and child health have experienced a continuous improvement in past decades, it is still behind the Millennium Development Goals. This research studies the influence of maternal and child health care institution (MCHCI), which occupies a special position in China’s healthcare field but its impacts on the health of women and children have not been received a plausible attention so far. By using Chinese provincial data, the empirical results show that the increase in MCHCI beds diminishes the incidence and mortality rate of neonatal tetanus in China. Additionally, the rise in MCHCI beds does not correspond to the increase in health expenditure per capita. Our findings reveal the profound significance of MCHCI in promoting social welfare in China, and provide policy implications for other low and middle-income countries to further improve both maternal and child health.  相似文献

Public policy issues arising from climate change projections are becoming increasingly important in terms of the range and the scope of their effects. In order to effectively confront them it is important to address social, environmental and economic aspects as fully as possible in decision-making processes. In this context, social risk assessment techniques have begun to be applied to explore citizens’ risk perceptions of climate change projections. The present study aims to contribute to this area by examining the influence of four social capital parameters (social trust, institutional trust, social norms and social networks) on public risk perceptions of climate change. An empirical study was conducted for this purpose in Greece's fourth largest city, Heraklion. Results demonstrate that social capital is a significant explanatory parameter for citizens’ risk perceptions. Specifically, individuals with lower levels of social capital tend to perceive higher risks from climate change impacts. The most important parameter explaining this result is the low level of institutional trust, revealing that Heraklion's citizens do not believe that existing public institutions will be able to effectively manage projected climate change impacts.  相似文献

OBJECTIVE: Balancing environmental quality with economic growth in less developed settings is clearly a challenge. Still surprisingly little empirical evidence has been brought to bear on the relative priority given environmental and socioeconomic issues among the residents themselves of such settings. This research explores such perceptions. METHODS: We undertake survey research with 2500 residents of coastal Ghana on policy issues, focusing on environmental topics. RESULTS: Our analyses reveal a significant amount of environmental awareness, with education and political engagement consistently predicting higher levels of concern. In addition, environmental issues are deemed important even when considered relative to other socioeconomic issues. CONCLUSION: In the end, we argue that our work sheds light on global environmentalism and the ways in which local populations in less developed settings prioritize social and environmental concerns. This work also has important policy implications since insight on local perceptions may help buttress policy responses designed to cope with global change.  相似文献
