Sub‐Saharan Africa is expected to face the highest population growth rates leading up to 2060, yet this region faces uncertainties concerning how to cope with this demographic boom. Social protection has been a central theme in the political economic literature on advanced democracies, but little research has focused on the current social protection systems in sub‐Saharan Africa. Using a latent profile analysis, four clusters of social protection regimes were found in the region. The clusters range from groups with strong social protection and positive welfare outcomes to a cluster with poor social protection and weak welfare outcomes.  相似文献

This article explores the potential of a relatively new approach to social development as a poverty alleviation strategy in Sub‐Saharan Africa (SSA): asset‐based development, an integrated approach to human, social, and economic capital formation. It considers the theoretical framework guiding asset‐based development and the accompanying set of programmatic and policy‐level tools for poverty alleviation in SSA. After considering the recent historical and theoretical contexts of the approach, the authors examine the potential of asset‐based development programs, specifically savings‐led microfinance programs for the poor, to engender development and, more specifically, poverty alleviation in the region. Many developing regions are facing a youth bulge, meaning that young people comprise the highest proportion of the population. These regions are at risk of losing what could be a tremendous opportunity for economic growth and development if they do not capitalize on this young and economically productive population, also referred to as the “demographic dividend,” defined as the increase in economic growth that tends to follow increases in the ratio of the working‐age population – essentially the labor force – to dependents. Nations undergoing this population transition have the opportunity to capitalize on the demographic dividend if the right social, economic, and human capital policies are in place. In particular, Sub‐Saharan Africa, the Middle East, and North Africa are at risk of losing the demographic dividend. These regions face high youth unemployment, low primary school completion, and low secondary school enrollment. This results in an undereducated and unskilled segment of the population. The prohibitive costs of education prevent young people from finishing school, thereby entering the labor market unprepared. This article presents a case for youth‐focused financial inclusion programs as one of the antidotes to the masses of poor, undereducated, and low‐skilled young people swelling the labor markets of poor developing countries.  相似文献

Ghana and Nigeria recently joined a number of countries that have incorporated fully‐funded defined contribution pension programmes into their national social security arrangements. Contemporary analyses of pension reforms, however, continue to focus on middle‐income countries in Latin America and Central and Eastern Europe, as well as on Member States of the Organisation for Economic Co‐operation and Development, thereby marginalizing recent pension policy reforms in sub‐Saharan African countries. This article examines the complete and partial shifts to defined contribution pension programmes in Nigeria and Ghana respectively, and points to a number of contextual and contingency factors that challenge the use of defined contribution schemes as a means to address problems of benefit adequacy in the sub‐Saharan African context.  相似文献

This study critically considers the applicability of conceptions of child neglect that have been theorised by British and American scholars and promulgated in African countries through the domestication of the Convention on the Rights of the Child. The child protection legislation of five sub‐Saharan nations was compared in order to examine the presumptions embedded in their provisions concerning child neglect. These were then appraised in relation to the socio‐economic conditions pertaining in each country. Food insecurity, over‐reliance on staples and high infection rates among children in conjunction with hard to access health care and poor quality services contest the validity and relevance of dominant Anglo‐centric definitions of child neglect and methods for detecting it. The study concluded that greater congruence between national child protection legislation and the socio‐economic challenges faced by families in sub‐Saharan countries would better protect children against neglect. Key Practitioner Message: ● Child neglect is an ethnocentric concept that requires interrogation to test its relevance before applying it to developing country contexts. ● In sub‐Saharan countries, conditions of absolute poverty and grossly inadequate public services profoundly affect the ability of parents or guardians to meet their children's basic needs. ● Laws that frame child protection systems need to recognise the inter‐relationship between public services, poverty and parental care in the neglect of children.  相似文献

Objectives. This article explores the extent to which economic development, ethnic and religious fractionalization, domestic governance, and international trade openness affect civil war in postcolonial Asia and Sub‐Saharan Africa (SSA) from 1950 through 1992. Methods. We estimate a set of multivariate logit models with the generalized estimating equation (GEE) method for time‐series cross‐sectional (TSCS) data. Results. Both in Asia and in SSA, civil war is less likely with increased economic development and trade openness, while mixed autocratic‐democratic regimes raise the likelihood that states will experience civil war. Although neither ethnic nor religious fractionalization has any statistically significant effect on civil war in SSA, civil war in Asia is more likely with greater ethnic fractionalization. Conclusions. Despite cross‐regional variation in causes of civil war, economic development and trade openness seem to play a consistent role in reducing civil war.  相似文献

As international migration increases, the Australian socio‐cultural and political context in which sub‐Saharan African migrant families are settling is causing tension between traditional sub‐Saharan African migrant definitions of child and childhood experiences and host nation definitions particularly when compared with the child protection system. This paper seeks to explore and highlight the fundamental values and differences that determine perceptions and treatment of children within traditional sub‐Saharan African communities. Using a qualitative design, this study was influenced by acculturation theory. Four major themes emerged from the analysis: (a) culture and the sub‐Saharan African child, (b) moulding good children, (c) family functioning and relationships, and (d) host context: perceptions of Australian mainstream parenting. The study found that in order to successfully make decisions that are in the best interest of sub‐Saharan African migrant children that come to the attention of the child protection system, discussions about children rights can only yield good outcomes when the child's socio‐cultural environment is considered.  相似文献

From 1981 to 2007, more than thirty countries worldwide fully or partially replaced their pre‐existing pay‐as‐you‐go pension systems with ones based on individual, private savings accounts in a process often labelled “pension privatization”. After the global financial crisis, this trend was put on hold for economic, ideational, and institutional reasons, despite a rise in critical indebtedness that has facilitated pension privatization in the past. Is the global trend towards pension privatization dead or in the process of being reborn, perhaps in a somewhat different form? Several recent trends point to rebirth as policy‐makers scale back public and private pension systems, attend to minimum pensions and “nudge” rather than mandate people to save for retirement.  相似文献

Research in high‐income countries has identified an array of risk factors for youth antisocial behavior. However, in low‐ and middle‐income countries, despite higher prevalence of offending and antisocial behavior, there is a paucity of prospective, longitudinal evidence examining predictors. South Africa is a middle‐income country with high rates of violence and crime, and a unique social context, characterized by striking income and gender inequality, and increasing number of children orphaned by AIDS. We tested predictors of antisocial behavior at community, family, and individual levels over four years. One thousand and twenty five adolescents from poor, urban South African settlements were assessed in 2005 (50 percent female; M = 13.4 years) and followed up in 2009. The sample analyzed consisted of the 723 youth (71 percent) assessed at both time points. We employed sociodemographic questionnaires and standardized scales. Validity of our antisocial behavior measure was supported by cross‐sectional associations with well‐evidenced concomitants of youth antisocial behavior, including drug taking and truancy. Regression analysis indicated that male gender and experience of community violence, but not poverty or abuse, predicted antisocial behavior. Despite many South African youth experiencing abuse and poverty at the family level, our findings suggest that high levels of violence in communities may be a more important factor contributing to the development of antisocial behavior, particularly among males.  相似文献

This article presents the results of a systematic mapping of social work training programs in countries throughout West Africa, a region historically under‐represented in global discussions of the social welfare workforce. The research illuminates how social workers and related professionals are trained to engage in social work practice in a number of West African countries. The research was conducted in two phases. In the initial phase, the research team collected documents from 12 West African countries and conducted phone interviews with relevant individuals. The second phase included field research in five West African countries ? Burkina Faso, Côte d’Ivoire, Ghana, Nigeria, and Senegal ? where the research team conducted semi‐structured interviews and group discussions with 253 individuals. Framed by indigenization theory, this study describes social service training institutes in West Africa and highlights the varying degrees to which programs have been adapted to indigenous and endogenous realities in the postcolonial era.  相似文献

The New Policy Agenda of the Reagan and Thatcher years has profoundly influenced aid flows from the industrialized countries of North America and Western Europe to the developing nations of sub‐Saharan Africa. The application of neo‐liberal principles to the disbursement of multilateral and bilateral aid for social development has resulted in the diversion of donor funding away from the public sector towards non‐governmental organizations. The consequences of relegating the role of the public sector in social development is explored through qualitative research conducted in Ghana with state‐employed community development workers. The study exposes how severe financial constraint within the state sector distorts the targeting of beneficiaries and social development activity. This differs from findings revealed by interviews with social development workers employed by international non‐governmental organizations. These indicate that such agencies are able to sustain effectively resourced fieldworkers who are in a position to form positive working relationships with beneficiaries. The circumstances of the Department of Community Development and its relationships with non‐governmental agencies in Ghana are used to explore the effects on state‐building of the New Policy Agenda in the sub‐Saharan region.  相似文献

Rising poverty levels in Sub-Saharan Africa requires a better understanding of inclusive growth determinants to develop effective policy responses. Using panel data from 44 Sub-Saharan African countries for the period 1990–2018, we compute measures of inclusive growth based on gender and the rural–urban divide. We account for endogeneity, cross-sectional dependence, and heteroscedasticity, and estimate an inclusive growth model using the instrumental variable generalized method of moments (IV-GMM) estimator. The empirical evidence indicates that the impact of informality on inclusive growth depends on the measure of informality and inclusiveness. Our results show that financial inclusion exhibits an inverted-U-shaped relationship with inclusive growth. Also, we find that the moderating role of financial inclusion in the informality–inclusive growth nexus is mixed. Our results are robust to alternative model specifications and highlight the importance of financial inclusion and informality in influencing inclusive growth in Sub-Saharan Africa.  相似文献

Social protection as a mechanism for family protection in sub‐Saharan Africa In sub‐Saharan Africa (SSA), the extended family has for generations been the basis for the sustenance of society, offering material, social, emotional and care‐giving support for its members in times of need and crisis. Over the years, however, this institution has been affected by demographic and socio‐economic transformations that have continued to take place in the region. This article illustrates how these changes have contributed to family circumstances that are characterised by economic fragility, debilitating poverty and weakened family support for household chores and care‐giving responsibilities. The article argues that the development and provision of more comprehensive social protection policies and programmes in SSA can help mitigate the impact of the changes on families and their members.  相似文献

This article examines a sample of employer programmes in sub‐Saharan Africa that supplement government efforts to prevent and treat human immunodeficiency virus (HIV). Some of these programmes provide workers with in‐house education, voluntary HIV testing and antiretroviral treatment. Others rely on new forms of employment‐based group health insurance that include an HIV treatment package. In addition, some enterprises use the workplace as a platform for launching efforts into neighbouring communities to reach spouses, children, sex workers, secondary school students and others. Early evidence suggests that employer programmes maintain the health of large fractions of workers living with HIV who are served by them. They further enable enterprises to avoid productivity losses and turnover costs associated with HIV. At the same time, they take pressure off government agencies that face demands for treatment far exceeding their capacity. The article identifies features of successful employer programmes including “elite appeal”, which mobilizes community leaders and role models to deconstruct stigma, change perceptions and call for behavioural change; and “collateral linkage”, which extends the reach of HIV workplace programmes by linking them to related community concerns: e.g. alcohol abuse, malaria and domestic violence. Looking forward, the potential for expanding employer programmes as well as the restrictions associated with the limited scale of formal‐sector employment within sub‐Saharan African economies is assessed. Actions by which governments, employer associations, trade unions and international organizations can encourage further development of such programmes and extend their reach are suggested.  相似文献

Because it focuses on the moderating role of political institutions – which emphasize equilibrium policy outcomes under different institutional arrangements derived from the interaction of policy supply and demand – the political market framework provides useful insights for analyzing the determinants of state long-term debt. Thus, different types of state political institutions should affect the degree of long-term debt in terms of specific demands and supply. Despite the numerous studies that have either applied the political market approach to local governments in policy areas or have analyzed the determinants of long-term debt from only a financial management perspective, few studies have applied the political market framework to state governments. Thus, adopting a state financial management perspective and conducting a panel data analysis using state data from 1980 to 2014, this study identifies the reasons why state governments act on long-term obligations in terms of the political market framework. This study also aims to expand the application of the political market framework to state governments and to integrate determinants of state long-term indebtedness.  相似文献

The macroeconomic performance resulting from adopting an inflation targeting policy in emerging economies of Europe and Central Asia are examined. The research includes 26 countries in the period 1997–2019, with a special focus on the period 2008–2019. Our econometric analysis consists of two approaches: dynamic panel modeling and propensity score matching. The results suggest that macroeconomic performance has improved due to the inflation targeting monetary framework. We find that a policy of inflation targeting has been effective in reducing the inflation rate, inflation volatility, and GDP volatility. The results are particularly robust for the subperiod that started in 2008. Econometric results suggest that inflation targeting policy did not affect inflation persistence or GDP growth. Our results suggest that inflation targeting improves the macroeconomic performance of developing countries even when they only partially meet the standard requirements for its implementation.  相似文献

In this paper, the dynamics of debt-to-GDP ratio is analyzed for three countries with long fiscal records: Sweden, the UK and the US. A novel procedure of testing for recurrent explosive behavior is implemented in order to identify episodes of explosive debt dynamics. The detected periods of explosive debt growth can be attributed to changes in economic, political and institutional environment which required active policy responses subsequently followed by fiscal adjustments. The results of the study indicate that the long-run sustainability found for these countries in other studies can be interpreted as the outcome of fluctuating fiscal policies, some of which were unsustainable.  相似文献

Objectives. We seek to investigate the determinants of corruption in authoritarian polities. We hypothesize that corruption in nondemocratic settings will be greater where the ruling group is personalistic rather than a political party or a military clique and that it will be greater where rulers expect to remain in power longer. We construct a new operationalization of the selectorate theory advanced by Bueno de Mesquita et al. Methods. We use cross‐sectional statistical analysis (OLS) to examine a sample of 40‐odd authoritarian regimes as of 2000. Results. Our results indicate that personalistic and personalistic‐hybrid regimes are more prone to corruption than single‐party and military regimes and also that rulers who expect to remain in power for longer are less corrupt. Corroborating previous studies, we document that the availability of natural resources and higher levels of institutionalized autocracy are associated with greater corruption and that wealthier countries experience less corruption. Our results are consistent with previous studies, including that of Bueno de Mesquita et al., but because of our reconstruction of selectorate theory in terms of real‐world regime types, they are more easily interpretable. Conclusions. Our study sheds light on why African countries are so notoriously corrupt. The personalistic authoritarian regimes that have arisen there in the postcolonial period appear especially prone to corruption, whereas military and single‐party dictatorships are less corrupt.  相似文献

Since 1981 close to forty countries have introduced systemic pension reforms that have replaced all or part of prior pay‐as‐you‐go (PAYG) schemes with privately managed funded defined contribution (FDC) pillars or systems. However, over the past decade about half of these countries have subsequently cutback on, or entirely eliminated, these FDC schemes. In this article we explore some of the reasons why this reversal is often taking place in developing countries. As part of our analysis we propose a new pension reform typology that goes beyond the commonly used dichotomy between PAYG and pension privatization. We identify and discuss four factors that are of particular relevance to those seeking to understand the pension policy reversals that have been taking place in many developing countries: low pension coverage and incentive incompatibility, triple burden costs, tradeoffs between pension reforms and social pensions, and difficulties with annuitization.  相似文献
