This paper is concerned with how ‘social work’ is constructed in policy documents of Belgian criminal justice social work, applied to the Houses of Justice, Department of Offender Guidance (previously called the probation service). We argue that Belgian probation has been indeed under influence of controlling tendencies, however, these are masked in a managerial cloth rather than an open punitive stance. Second, we notice that social work values are interpreted in a very limited and methodical manner, namely with reference to the systems perspective of the Palo Alto school of Gregory Bateson and Paul Watzlawick as the work method for all Belgian probation tasks. Hence, from this analysis, we argue for a more radical debate on the relation between probation and social work.  相似文献

Since 1980, national and international research knowledge on carers and care-giving has been accumulating. However, the theoretical bases of this research are usually unstated and implicit. Theory is vital in shaping social work research programs and types of social work intervention. This paper examines and critiques the social work theories influencing published social work research on care-giving. A search of key social work journals from 1980 to 2001 identified a total of 102 research articles about care-giving. The perspectives informing these articles fall into four groupings: positivist; interpretivist; systems; and feminist/radical. Building on the model developed by Howe (1987), which differentiates theories of radical change from those concerned with social regulation, each perspective is critically analysed for its underlying assumptions, level of analysis, research methodology and implications for policy and practice. Our review indicated that research on care-giving is dominated by a positivist approach that focuses on stress-coping and social support theories. These approaches are essentially individualistic, focus on the burden of care and prescribe interventions that assist carers to adjust to or cope with the care-giving role. Future social work research on care-giving should be informed by critical social work theories offering deeper structural analysis. This would be more consistent with our discipline's concern for social change and social justice.  相似文献

Abstract

Rapid global change, massive world migration, and increasing political and economic uncertainty demand that policy practice be taught from a global perspective. If social work students are to be effective policy practitioners and advocates, they need skills to consider local, national, international, and global issues as the context for policy analysis and action. This paper focuses on implementation of a new policy practice course built on the foundation of international human rights emphasizing comparative policy analysis and principles of liberty, equality and justice within a social development perspective. Recommendations include assignments, suggested texts, and classroom activities.  相似文献

This paper explores the contribution that interactionist approaches may make to the study and understanding of social policy based on a discussion of: (1) the general orientation of the interactionist line on inquiry and the general assumptions which the theoretical stance makes about the character of the world, (2) the problems that are of primary interest to those who work within this perspective, and (3) the methodological and technical aspects of this approach. Fruitful foci for basic and applied research from the interactionist perspective include: (1) how policy is constructed through negotiation within a structural context, (2) the multiple interpretations of policy intent and implementation, (3) the experience and meaning of social “problems” for those who are the intended objects of the social policies, and (4) the consequences of policies for the social order. Some of the major properties of the social policy context (uncertainty, decentralization, and political pluralism) are explored for their relevance to social policy analysis. Finally, we discuss the contribution of an institutional-contextual-social worlds approach as a macro-micro bridging mechanism in social policy studies.  相似文献

The objective of this paper is to clarify some of the perspectives of the discipline of sociology, to identify radical viewpoints and how they have evolved and converged, and to indicate some of the consequences of a radical sociology and its prospects. A radical sociology calls for a radical perspective, namely, a structural perspective. Such a perspective requires uncovering economic and political realities in the attempt to understand social structure. Intellectual relevance should not merely be cloaked in terms of efficacy demands which derive from state welfarism and militarism, but should be the extension of a radical and structuralist perspective.  相似文献

Abstract The AIDS crisis has aroused considerable interest in the critical examination of public health. Much of this work has come from the perspective of 'cultural analysis', combining postmodernist theories with the politics of radical pluralism'. This work constitutes a rejection of Marxist state theory, and indeed has directed attention away from the state as an object of inquiry. This article is a response to 'cultural analysis', which uses an historical examination of public health in Canada to shows the ways in which it has been oriented around the state, reflecting the character and limits of social policy.  相似文献

Macro-economic policy shapes and structures social welfare policy, services, and their implementation. As a result, the commoditisation of social welfare services and the use of markets as well as private sector management philosophies and tools have colonised and fashioned the design, provision and implementation of social welfare policy and structures. The impact has been far reaching, from limiting social welfare responses of elected democratic government to shaping the profession in a range of intended and unintended directions. Written from a UK perspective, this paper proposes a discussion of the impact of macro-economic neoliberal policies in the field of social welfare and explores the implications for social work practice. The paper also promotes a debate within the profession regarding the importance of macro-economic analysis and possible responses, as well as suggesting a way forward within European and, more broadly, international practice contexts.  相似文献

Recent work in economics has begun to integrate sociological ideas into the modeling of individual behavior. In particular, this new approach emphasizes how social context and social interdependences influence the ways in which individuals make choices. This paper provides an overview of an approach to integrating theoretical and empirical analysis of such environments. The analysis is based on a framework due to Brock and Durlauf (2001, forthcoming). Empirical evidence on behalf of this perspective is assessed and some policy implications are explored.  相似文献

This paper describes an integrated approach to teaching social policy within a unique experience-based social work education program. It argues that the teaching of social policy should not be separate within the social work curriculum and provides an example of the integration of policy and practice in teaching students about child protection. It examines the teaching of policy practice using a strengths perspective where it is seen as a bottom-up, inductive process rather than an activity carried out by social work experts with or without the participation of their client groups.  相似文献

Two important traditions of research on the causes of voting preferences, one that stresses social variables and is associated with the University of Columbia and the other that examines current issues and is identified with the University of Michigan Survey Research Institute, are drawn upon to help provide an analysis of political party preference in Greece. Among the social variables used in the study, age is the only significant one. Issues related to foreign policy concerns, socioeconomic redistribution, and government record tend to have strong effects on left-leaning party preference. It is suggested that Greek parties do tend to proclaim rather distinct positions on foreign policy issues and socioeconomic redistribution, and Greeks perceive a difference between the parties on these issues. However, the Panhellenic Socialist Movement (PASOK) in reality may not be as radical on foreign policy issues as some of its rhetoric suggests.  相似文献

Across the world, political leaders and policy experts frequently use the labels ‘public’ and ‘private’ to organize social policies. A line seemingly separates public from private efforts, with social policies publicly organized in some countries and privately organized in others. According to this perspective, a public social policy is undertaken by government or deals with a public matter. When a social policy is private, non‐public actors and institutions, like employers, undertake it or it deals with a private matter, like body control. This article examines whether public or private approaches to managing social policies are currently emphasized in European countries. I begin by defining social policy and then provide an overview of the public–private dichotomy in managing social policy. I review predominant typological frameworks of public–private organization of social policies and examine three welfare social policies and three social policies dealing with body control by comparing public–private organization of these six policy areas across 21 European countries. I conclude by discussing the limited diversity of public–private organizations of social policies in Europe.  相似文献

This paper summarizes, from a cross-national perspective, some commonly used models of evidence-based practice and relates them to social work practice with children and families. We first identify concepts and dimensions central to an analysis of the outcomes of social work practice. We then present and discuss key components of social work practice that any evidence-based model must take into account. Finally, we provide some examples of strategies that may be useful to practitioners and policy makers across nations and cultures in order to build a solid knowledge-base for effective social work practice.  相似文献

In examining various ways of thinking about the development of long-term care policy for the baby-boom cohorts, this article discusses the importance of basing long-term care policy discussions on a recognition of social and economic trends, as well as on the informal exchanges of care that occur over life and the diversity within the baby-boom cohorts. The implications of two ways of thinking about challenges posed by the aging of baby boomers--the generational equity/crisis perspective and the generational investment/gradual adjustment perspective are also discussed. It is suggested that the generational equity perspective is consonant with proposals to expand private savings for long-term care contingencies and private long-term insurance and, secondarily, with proposals to expand means-testing for benefits. The second perspective is more consistent with proposals to create new universal services through a traditional social insurance approach, or through a block grant such as the one discussed in the context of the Clinton health care reform plan.  相似文献

This article aims to compare and analyse the different models used to define and understand disability in the legislation on disability and social protection in five Latin American countries. Five countries with different structure and historical development of social protection systems were selected (Brazil, Chile, Colombia, Costa Rica and Mexico) and a thematic analysis of 75 legal documents was conducted. The results demonstrate a contradiction between definitions and perspectives used to understand and establish strategies to include disabled people. Indeed, the five countries have used an International Classification of Functionings, Health and Disability perspective in their legislation on disability, but an individual perspective for the social protection legislation. The article offers insight into the inherent tensions presented in such models given the legislative and policy framework around them and reflects on the impact this has for implementation.  相似文献

Gender mainstreaming has been celebrated as a new policy strategy for change in gender relations. However, its transformative potential seems to be lost in the process of implementation. The aim of this article is to evaluate the policy effectiveness of gender mainstreaming and its ability to bring about change in gendered social structures and practices. Previous research has focused on gender mainstreaming as a policy strategy. This article provides a new perspective on the problems of implementation by approaching gender mainstreaming from an organizational perspective. Gender mainstreaming takes place in certain organizational contexts, implemented by local actors. This article reveals the practices of implementation in the Finnish state administration, specifically in the Ministry of Defence. The analysis is based on a discursive reading of thirteen group and individual interviews collected in the Ministry of Defence in 2012. The article pinpoints two interlinking problems concerning implementation of gender mainstreaming on the organizational level. First, the state officials, who should implement gender mainstreaming, do not have enough information to do so successfully. Second, there is resistance toward gender mainstreaming on the organizational level. This article suggests that negotiations about gender, gender equality and gender mainstreaming as complex issues concerned with social power relations should be included in the process of implementing gender mainstreaming.  相似文献

In this article, I examine the social exclusion approach that has influenced social policy in Europe, and demonstrate the effectiveness of this approach in explaining the emergence of new forms of inequality in modern society. First, I consider recent studies of social exclusion to show two important points: the paradigm shift from poverty to social exclusion and the introduction of a new policy framework of social inclusion. At the same time, I examine the inherent dilemma of social exclusion in response to radical critics of the social exclusion approach. Next, I point out an internal dilemma in the active labor market policies prioritized today by European Union member states. This dilemma is that these policies make the unemployed more vulnerable by forcing them into paid work. I then show how the enhancement of social networks in local communities and the provision of assistance to support cultural identity can serve as a buffer to compensate for the destructive influence of the economic dimension of social inclusion. In addition, I point out that citizenship as rights claiming is indispensable to social inclusion for all. Finally, drawing on the analysis outlined above, I conclude that a multi-tiered mechanism of social inclusion can reasonably be considered the most effective framework in a precarious society where people bear various risks in the era of globalization.  相似文献
