Children,Parents and the State: The Children Act, 1908

SUMMARY: This article examines the first major consolidating piece of child welfare legislation in Britain, the 1908 Children Act. The focus is on the relationship established between child, parent, and state. Contemporary reasons for the need for this re-ordered relationship are suggested, but it is also argued that in certain respects parallels can be found between the Edwardian Act and that of 1989. This in turn suggests the persistence of certain issues in child welfare, and especially that of the division of responsibilities for the care of children between parents and State.

Special Children,Integration and Moral Education

SUMMARY: This paper explores issues concerning the integration of children with disabilities into mainstream schools and draws out the implications of the discussions for moral education. Social and personal theories of disability are reconciled to provide a basis for a moral education which bridges ‘alternative’ moral traditions. I argue that successful integration requires a moral education for teachers and pupils which encourages the development of both a ‘caring justice’ and a ‘judicious care’.

Abstract

The standards for promotion and tenure in higher education have changed over the years, particularly with regard to the importance of research and scholarship to promotion and tenure decisions. This study was undertaken to determine the current state of promotion and tenure expectations in graduate social work programs and to establish whether or not these programs felt pressure for increased performance in research and scholarship. Peer review committees and the peer review process also were examined. The major findings show that research/scholarly productivity has become the central criterion for making promotion and tenure decisions and that tenure is clearly tied to rank at the associate professor level.

Children as ‘Being and Becomings’: Children,Childhood and Temporality

Notions of ‘being’ and ‘becoming’ are intrinsic to childhood research. Whilst the ‘being’ child is seen as a social actor actively constructing ‘childhood’, the ‘becoming’ child is seen as an ‘adult in the making’, lacking competencies of the ‘adult’ that he or she will ‘become’. However, I argue that both approaches are in themselves problematic. Instead, theorising children as ‘being and becomings’ not only addresses the temporality of childhood that children themselves voice, but presents a conceptually realistic construction suitable to both childhood researchers and practitioners.     

Professionals, Mentally Handicapped Children and Confidential Files

The professional files kept on E.S.N.(S) children contain self-contradictory justifications for school placements; damaging social stereotyping; moral evaluations of families; professional procedures involving circularity of thought, and attempts by professionals to protect themselves from the types of abuse to which they submit the children and their parents. On the basis that confidentiality offends both quality of information and basic human rights, the abolition of such confidential or secret files is demanded.     

Children,Poverty and the Sustainable Development Goals

The Sustainable Development Goals (SDGs) came into force in January 2016, taking over from the Millennium Development Goals (MDGs). Significant human development progress has occurred in recent decades. Nevertheless, the MDGs have been criticised not least for failing to prioritise inequality and gains for the poorest people. The SDGs create a much more comprehensive agenda and support many key child rights concerns. While SDGs reflect an important global consensus, their delivery depends upon national action.     

Children, spousal love, and happiness: an economic analysis

In this paper we examine how children affect happiness and relationships within a family by analyzing two unique questions in the National Longitudinal Study of Youth’s 1997 cohort. We find that (a) presence of children is associated with a loss of spousal love; (b) loss of spousal love is associated with loss of overall happiness; but (c) presence of children is not associated with significant loss of overall happiness. If children reduce feelings of being loved by the spouse but do not reduce reported happiness even though spousal love induces happiness, then it must be the case that children contribute to parental happiness by providing other benefits. After ruling out some competing compensation mechanisms we infer that loss of spousal love is compensated with altruistic feelings towards children.
