The issues surrounding the federal budget, national debt, and budget deficit are complex, but not beyond the reach of young students. This study finds scant treatment of the federal budget, national debt, and budget deficit in high schools today. It is hardly surprising that high school teachers spend so little time discussing these topics in their classrooms, another finding of this study. As bleak as we found the current state of education about these topics, we also found significant opportunities to teach them in high school classrooms. Specifically, we discuss four recommendations for teachers to infuse the federal budget, national debt, and budget deficit into high school social studies courses.  相似文献

As diminishing government funding becomes a major American preoccupation, federal social policies are often evaluated more in terms of their impact on the deficit than their effectiveness. This article discusses the current state and future projections of the budget and the two processes that affect fiscal policy: authorization and appropriation measures and budget resolution/reconciliation. Knowledge of the federal budget process shows social work students how budget restraints have been used as weapons against social welfare programs. In addition, this knowledge allows the policy practitioner to recognize certain “decision points,” or places in these processes, at which social workers can intervene.  相似文献

The paper explores the relevance of social enterprise to social work practice and policy development. Social enterprise refers to a broad set of approaches that use business acumen to address social goals. A marginal activity in social work for a long time, recently social enterprise has been thrust into the spotlight in debates about the future of social policy and community services. It is important that social workers understand the meaning and implications of social enterprise if they are to apply it critically and reflectively in practice and participate in contemporary debates about its relevance in promoting individual and community empowerment. The paper provides an overview of the meaning of social enterprise, outlines the reasons for the renewed focus on social enterprise and related concepts in social policy debates, particularly community economic development, and examines its underlying values. It concludes with a discussion of questions and concerns surrounding the implementation of social enterprise in Australia.  相似文献

In this article, the author investigates the controversial curricular and instructional aspects of teaching about Islam in social studies courses. Specifically, the author discusses pedagogically sound approaches to teaching about jihād and Shari’ah law, two of the most important and controversial concepts in Islam that often generate intense debates among scholars, policy-makers, social studies teachers, and the general public. It is crucial that social studies teachers present all of the competing and complex definitions regarding jihād and Shari’ah law; this task is exacerbated by passionate disagreements among Islamic scholars, lawyers, and historians over the true nature of these concepts. Many K–12 textbooks omit or distort the multiple interpretations of jihād and Shari’ah law because of political pressures, space limitations, and efforts to avoid controversies inherent in discussing religion. Thus, many students are confused by competing views and ideological perspectives by experts regarding Islam; this situation is untenable, given the importance of Islam in contemporary American politics and international affairs.  相似文献

We contribute to the debate on whether the U.S. large federal budget deficits are sustainable in the long run. We model the U.S. government deficit per capita as a threshold autoregressive process. We find evidence that the U.S. budget deficit is sustainable in the long run and that economic policy makers will only intervene to reduce per capita deficit when it reaches a certain threshold. At present, there is an intensive debate on the development of the German school system. Main topics concern teaching methods and how to deal with individual differences, but there are also questions about the need to pursue other aims than cognitive learning and how to cooperate with parents. Last but not least, it has become obvious that schools and teachers need support. The article argues that concepts and results of research in social psychology may be important to manage tasks in the current situation. Important topics of future research are pointed out.  相似文献

In this article it is argued that combining theories of social movements and subcultures provides a way of 'conceptualizing cultural politics'. The focus is on debates that have taken place over the conceptualization of subcultures and social movements as well as the status and viability of cultural politics. Contemporary subcultural theorists are critical of the rigid concepts used by the Centre for Contemporary Cultural Studies (CCCS) but, it is argued, they provide few feasible alternatives. They also have little to say about the supposed contemporary significance of cultural politics. New social movement (NSM) theorists, on the other hand, have generated conceptual frameworks that recognize the complexity of collective phenomena and have developed an approach which enables us to engage with the controversy over cultural politics. However, they concentrate too narrowly on struggles waged at the level of lifestyle, culture and civil society. The article shows how, like the CCCS, critics of NSM theory rightly question the potency of symbolic challenges and stress the persistent role of material issues and the continued part that conventional political actors, such as the state, play in contemporary social conflicts. Finally, the case of New Age Travellers is used to illuminate these debates in subcultural and social movement studies and to show how elements of each approach can be employed fruitfully in empirical research.  相似文献

Basic concepts and trends are examined in Medicaid nursing facility reimbursements between 1978 and 1998, because Medicaid payment reform is a common budget reduction strategy pursued by state officials. Non-incremental changes in state rate-setting methods, as well as incremental changes in per diem rates and expenditures per recipient, are analyzed. In addition to substantial cross-state variation, results reveal clear trends in reimbursement policy characteristics over time. Not only do these track closely with changes in the federal regulatory environment, but they also track closely with prevailing fiscal and economic conditions. Given the serious ramifications reimbursement policy changes can have for nursing home residents and providers, it is imperative that the impact of federal disengagement from this policy area be understood.  相似文献

The authors conducted an online survey of elementary teacher education programs within a large midwestern state to assess preservice teachers’ and teacher educators’ beliefs about and preparedness to teach financial literacy. Very few preservice teachers had meaningful experiences with personal finance in high school, college, or personal decision making. No teacher educators reported ever teaching financial literacy in their higher education roles. Only 13% of teacher educators and 25% of preservice teachers thought that it was very important to teach financial literacy in elementary education. Most teacher education faculty and preservice teachers reported that they were not well qualified to use state economics standards or the JumpStart standards for financial literacy. Preservice teachers were more confident in meeting financial literacy standards than teacher educators. Both preservice teachers and teacher educators expressed openness to collaborating with other faculty members, members of the financial service industry, and parents to teach financial literacy. Follow-up phone interviews affirmed that elementary preservice teachers and teacher educators value social studies education (and financial literacy) less than reading and mathematics education. Qualitative results also suggest that elementary preservice teachers and teacher educators would like more easily accessible resources for teaching financial literacy.  相似文献

This paper explores and analyzes the intellectual debate and discussion about the slow reveal of public relations and both the perceived threat to journalism and the corruption of public opinion in American life as it appeared in the periodicals in the early twentieth century. Despite Edward L. Bernays complaint that a “conspiracy of silence” prevailed in the mass media about the growing field of public relations prior to 1930, this review found more than a hundred essays and articles about public relations. The topics ran the gamut from historical explanations and explorations of what were essentially the early beginnings of our contemporary information society to discussions, debates, and warnings about the ramifications of public relations in the commercial, governmental, political, and social areas of life.  相似文献

The legitimation of federal funding of social, economic, and behavioral science research faced a major challenge with the budget reductions of the Reagan Administration in 1981–1982. This article reviews the history of support and opposition to the social sciences in NSF and the collective response of the social science research community to the budget cutbacks. The consequences for research directions as a result of retrenchment and for the future of social science support in NSF are elaborated.  相似文献

This article concerns textbook analysis regarding the presentation of socialism in four leading high school social studies books, one in each of the following subjects: United States history, world history, United States government, and economics. Findings indicate that students relying on these texts to gain understanding of socialism and contemporary expressions of socialist ideas in modern societies will be invariably shortchanged. In most of the books, students are not encouraged to analyze or evaluate socialism. The potential of the books to help students achieve goals identified by the National Council for the Social Studies, certain content standards established by the National Council on Economics Education, and other standards established by state boards such as the California State Board of Education, is quite limited.  相似文献

Efforts to reduce the widening gap between the health and social well-being of people within and between countries have become an urgent priority for politicians and policymakers. The Rio Declaration called on governments worldwide to promote and strengthen universal access to social services and to work in partnership to promote health equity and foster more inclusive societies. This paper contributes to international debates about the role of social work in promoting social justice by reducing social and health inequalities. Despite clear commitments to promote good health, there is a notable absence of a social determinants of health perspective in international social work curricula standards. The current review of social work education in England presents a timely opportunity to integrate such a perspective in teaching and learning and to disseminate this more widely. Employing the concepts of downstream and upstream interventions, the first part of the paper examines the distinctiveness of the social work contribution to this global agenda. In the second part of the paper, we consider how the content of learning activities about health inequalities can be incorporated in international social work curricula, namely, human rights, using Gypsy and Traveller families as an exemplar, inter-professional education and international perspectives.  相似文献

The Economics Across the Curriculum approach encourages the integration of economic concepts into various disciplines. This article features the essence of the approach built on best practices described in the literature. Several creative lesson ideas for teaching about money and inflation are showcased. These lessons were field-tested by high school teachers in algebra, American history, and Spanish language classes. The goal is to inspire teachers to try these ideas in their classrooms. Any subject area can be a fruitful ground for the infusion of some economic concepts and making lessons engaging and meaningful for students.  相似文献

This paper considers ways in which truancy, as a form of social exclusion, has its origins in the history and politics of compulsory education. Despite widespread concern expressed about declining standards, rising indiscipline, incompetent teachers, outmoded curriculum and mounting truancy in the U.K., it is argued here that such issues are not new. Thus, for the purposes of the paper contemporary research, policy and media hype, premised on ‘discovery’ of declining standards of behaviour and school attendance, is questioned precisely because the level of analysis from which they begin is inadequate. Hence, two interrelated aspects of this phenomenon are considered. The first concerns a socio-historical account of compulsory education as it is mediated by the relations between family, law and economy. Here, questions regarding whose interests state education serves, and the juxtaposing of education vs schooling are considered. The second concerns the relatively recent status of mass schooling and shifting definitions as changing policy, historical, political, economic and legal conditions alter its relationship with parents, pupils and the world of work. In this respect the paper adopts an interdisciplinary approach to an inter-agency phenomenon. What the paper seeks to demonstrate is the way truancy touches on a sensitive and deeply embedded social nerve, which has its root in the very history and ethos of compulsory state education and its worth.  相似文献

This article offers a contextual analysis of contemporary immigration issues impacting the institutions in the United States, in particular the school. It discusses the importance of addressing this theme in the classroom and presents its curricular value in the elementary and middle school social studies and interdisciplinary curricula. Using a picture book thematic text set on the topic of immigration allows for multiple curricular venues and connections through which teachers can address the complexities of immigration. Included is a recommended thematic text set annotated bibliography of twenty-three picture books of different reading levels about historical and mostly contemporary immigration issues. This annotated bibliography is a valuable curriculum resource for teachers because it supports the social studies’ curriculum and its integration with other subject areas, such as language arts and the arts. Each book's bibliographical information offers teachers suggested teaching focal themes and content knowledge, target processes of inquiry and discussion, and attitudinal dispositions that can be fostered.  相似文献

Picture books engage young learners across the elementary curriculum and can effectively help teach about a variety of social studies topics. Social studies may be a neglected subject in many elementary schools, but purposefully incorporating it through children's literature provides an effective means of advancing both literacy skills and social studies understanding. In this study, first graders from two different schools were each provided with five books related to social studies ideas as part of a summer reading program. A picture-sorting activity with six of the students as they began second grade found variations in cultural awareness. Students were found to display chauvinism and presentism more with images relating to a country they had not read about (China) than with one that was included in the books (Tanzania). This study found that providing students with opportunities to read picture books with text and images that accurately reflect contemporary life in different countries can help young students become attuned to cultural similarities and differences, which promotes cultural awareness.  相似文献

In light of the growing federal deficit, pressure is mounting to cut federal spending. If the budget for social security programs is cut, who will suffer? This article presents the results of a study that investigated the degree to which taxes and public income transfers change the level of income, the degree of inequality in income distribution, and the poverty rates of various demographic groups. Major findings are that public income transfers are more powerful than taxes in equalizing the income distribution and that poverty reduction through non-means-tested transfer programs is more effective among elderly people, white people, and people in married-couple families, whereas poverty reduction through means-tested transfer programs is more effective among nonelderly people, black people, and people in female-headed families. Implications for social work practice are discussed.  相似文献

Abstract  This speculative essay is prompted by the formal characteristics of contemporary debates over the progress of medicine, namely their oscillation between claims about ever greater possibilities and dire warnings about threats to fundamental human values, and by a troublesome, yet resonant, phase from Nikolas Rose's reflections on contemporary governmental mechanisms. The effects of federal deficits on Federal Reserve behavior as proxied by changes in the growth rate of the monetary base are analyzed in this study. Multivariate Granger-causality tests are employed in the analysis. The deficit measure that is the focus of the analysis is the change in the real market value of privately held federal debt. The tests indicate that the deficit Granger-causes the monetary base. Additionally, concerns for financial market stability, real output, and exchange rate movements in the period of floating rates also affect Federal Reserve behavior.  相似文献
