The social shaping of technology (SST) has become a broad umbrella term to cover a variety of theoretical and methodological perspectives in the social sciences. It has also defined a set of funded projects in the UK focused on a particular technical initiative around e-social science – digital social research. It is increasingly understood that social science research and work on the SST, in particular, should be applied to the study of innovations in digital research and their implications for the sciences and humanities. This overview is designed to help introduce the diversity of perspectives that the social sciences can bring to bear, such as under the social shaping umbrella and explain why this set of perspectives is of value to policy and practice in this field. The continuing advance and diffusion of digital research make it ever more important to strengthen the role of the social sciences in this area of multi-disciplinary research, policy, and practice.  相似文献

Consumer evaluation research is defined and analyzed as an experimental model for establishing a link between social science research and public policy. The paper reports the results of an 18-month longitudinal study of an experimental citizen evaluation group. Participant observation was the method used to organize the data. The impact of the model on methodological issues, such as objectivity, researcher autonomy, and control over research decision-making, is discussed. Implications of the CER model for integrating social research and public policy formulation are analyzed.  相似文献

Computer-based simulations provide one vehicle for making theory on social policy come to life and for developing shared experiences. However, computerized simulations often involve extensive front-end technical work. Electronic mail offers an alternative method for constructing simulations. The modern world is characterized by problems that involve systems with social and physical subsystems. They are entangled systems of system of systems with multilevel dynamics. There is no methodology able to combine the partial micro-, meso- and macrotheories that focus on subsystems into a coherent representation of the dynamics of the whole. Policy requires prediction, but the traditional definitions of prediction are not appropriate for multilevel socio-complex systems. Heterogeneous multilevel systems have subsystems that may behave with great regularity over long periods of time, and then suddenly change their behavior due to weak coupling with other subsystems. Thus systems that are usually highly predictable may be subject to rare but extreme events, and this is highly relevant to policy-makers. New ways of thinking are needed that transcend the confines of the traditional humanities, social and physical sciences. Of necessity, this science will be embedded in the design, implementation and management of systems, and therefore the new science will be entwined with policy. Much policy is interventionist experiment. By themselves scientists cannot conduct experiments on socio-complex systems because they have neither the mandate nor the money to design and instrument experiments on the large scale. Policy-makers – elected politicians and their officers – design the future, making it as they believe it ought to be. New kinds of scientific predictions can inform policy but can only be instrumented and tested if there is goodwill between policy-makers and scientists, where scientists are junior partners. Scientists offer policy-makers theories and predictions of social systems based on logical-deductive methods. Policy is generally made on the basis of rhetoric, with the best possible arguments being deployed to support favored conclusions. To convince policy-makers that a particular scientific theory should be used, scientists move from the logical-deductive to the rhetorical. Thus the full theory of a science of complex systems has to provide a logical-deductive metatheory of the rhetorical and logical-deductive systems that make decisions and implement them. Traditional natural and physical science has avoided rhetoric, which is much better understood in the humanities and social sciences. Thus it is concluded that the science of complex systems must embrace the humanities and social sciences not just because their domains of study are relevant but also because their methods are necessary to understand how science and policy work together in complex social systems.  相似文献

This paper argues that schools of social work should determine the empirical consequences of risk-taking changes in educational policy. A commitment to systematic experimentation rather than random innovation is urged in order to promote effective curriculum designs, establish an empirical basis for educational policy decisions, and provide quasi-theories about educational policy change. CSWE is seen as a potential coordinator and repository of data about the effects of changes in educational policy. Furthermore, most schools have the resources to carry out significant studies. With these commitments, we can make policy changes that are predictive of desired outcomes.  相似文献

The postmodernism debate in the social sciences has been misunderstood as primarily an epistemological problem concerning method. The evolution of the postmodernism debate into the science wars has raised the same issues Critics blame postmodernism and science studies for epistemological relativism and hostility toward science, while supporters attempt to use postmodernism as a part of a project to replace positivism with interpretive methods. Both critics and supporters of postmodernism miss the most important aspect of the postmodern perspective: the attempt to break out of epistemology and the Kantian conceptual framework. Critics of postmodernism and science studies also mistakenly argue that postmodernism is the sole creation of the humanities. Many of the key concepts of the postmodern perspective, however, were developed through reflections on novel developments in the natural sciences. Because critics and supporters of postmodernism in the social sciences remain within a Kantian conceptual framework, the postmodern break from epistemology has been overlooked. A close reading of reflexive texts on the natural sciences rules out any claim that the post-modern perspective is simply a relativistic methodology that dislikes science. The pages below focus on key texts by Gaston Bachelard, Georges Canguilhem, Michel Foucault and Bruno Latour as an attempt to re-orient the postmodernism debate in the social sciences. A reexamination of these texts reveals how the postmodernism debate in the social sciences has mistakenly understood postmodernism as a problem of method and epistemology. Science studies represents the maturation of the postmodern perspective by building a non-epistemologically oriented social theory. The possibility of rebuilding social theory after the dismantling of epistemology is the unique halimark of science studies, the most recent development of the postmodern perspective.  相似文献

This paper presents an overview of the content on women from the social science and social work literature that needs to be incorporated into the social work curriculum to eliminate sexist content and to provide a substantive and nonsexist knowledge base concerning women. The body of knowledge reviewed includes the literature that identifies the influence of sexism on established theory and research. This article adopts a case study approach to examine the contribution of social science research to health policy. It concentrates exclusively on the recent Royal Commission on the National Health Service. After describing its background and modus operandi the paper goes on to assess the Report's utilization of social science research, both in its diagnosis and recommendations. This assessment suggests that while the Commissioners made relatively little use of research-based evidence in their diagnosis, their recommendations provide the basis for a substantial increase in the contribution of social scientists, particularly in the field of health services evaluation.  相似文献

How does evidence-based sociological research influence public policymaking either directly or indirectly? Based on an analysis of a 2014 NSF-funded public policy research workshop and written case studies by workshop participants, this article provides a conceptual roadmap and varied examples of the pathways through which social science research and social scientists can inform public policy decision-making. Pathways include networks and relationships among academics, social scientists employed in government, special interest groups and non-profits, and members of the media. Many sociologists are committed to using their evidence-based findings to inform solutions to societal problems, yet are often too narrowly trained to write only for scholarly communities and are often unaware of the relations, connections, and networks that can increase the use of sociological and other social science research in public discourse and in the public policy arena. The paper highlights lessons learned about effective networks, communication channels and dissemination strategies from the workshop and case studies in order to better equip those social scientists interested to bring their research into a public policy realm with the tools to do so. Given the current political climate, this resolve seems all the more important.  相似文献

In this paper I first offer a systematic outline of a series of conceptual novelties in the life‐sciences that have favoured, over the last three decades, the emergence of a more social view of biology. I focus in particular on three areas of investigation: (1) technical changes in evolutionary literature that have provoked a rethinking of the possibility of altruism, morality and prosocial behaviours in evolution; (2) changes in neuroscience, from an understanding of the brain as an isolated data processor to the ultrasocial and multiply connected social brain of contemporary neuroscience; and (3) changes in molecular biology, from the view of the gene as an autonomous master of development to the ‘reactive genome’ of the new emerging field of molecular epigenetics. In the second section I reflect on the possible implications for the social sciences of this novel biosocial terrain and argue that the postgenomic language of extended epigenetic inheritance and blurring of the nature/nurture boundaries will be as provocative for neo‐Darwinism as it is for the social sciences as we have known them. Signs of a new biosocial language are emerging in several social‐science disciplines and this may represent an exciting theoretical novelty for twenty‐first social theory.  相似文献

SUMMARY

Public policy is one of the younger, interdisciplinary subfields in the social sciences, but one of the most promising in terms of its social relevance. While public policy has made major strides in terms of analytical and methodological development, it has largely ignored the development of intersectional theory-a broad theoretical paradigm that has much to offer public policy scholars. In this article, the author discusses the contribution made by intersectionality scholars to the social sciences and advances ways in which intersectionality theory could extend efforts to elucidate public policy outcomes and women's political leadership.  相似文献

Abstract

South Africa's Indigenous Knowledge Systems Policy was approved by Cabinet in 2004, and the National Indigenous Knowledge Systems Office (NIKSO) was opened in the Department of Science and Technology in 2006. Proposing the integration of Indigenous Knowledge Systems (IKS) in the arenas of education, commerce, agriculture, the sciences, law, languages, arts, social sciences, and health, the policy document implies several challenges to the idea of knowledge at the postcolonial university, and has significant implications for research and innovation in South Africa. Yet will a dramatically increased budget for research on Indigenous Knowledge Systems bring the kinds of insights and ideas that are needed in order to bring the sciences into dialogue with indigenous knowledge? While arguing for the importance of engaging with the IKS debate, the first part of this paper offers a critique of the conceptual tools contained within the IKS Policy and associated calls for research. The second part of the paper focuses on the question of how universities might approach the task of supporting researchers who are exploring IKS. Arguing that a strong intellectual presence is needed in the implementation of the policy nationally, the paper argues that dedicated IKS research units within universities may be counter-productive to the task of integrating indigenous knowledges with the sciences. However, neither the sciences, nor sociologies of knowledge alone can provide an adequate intellectual home for research on the topic. Rather, if South African universities are to respond productively, there is a need for university executives to remove impediments to teaching and research across faculties and disciplines and between universities, and to stimulate emerging dialogues about the nature of knowledge in the postcolony.  相似文献

“New” social welfare policies are often actually policies borrowed from other states or nations. This paper reviews the recent theoretical developments in understanding the processes of policy transfer and presents a “policy transfer” model that can be a useful heuristic tool for social workers engaged in policy making. It discusses how the field of social work can benefit from understanding the factors underlying successful and unsuccessful policy transfer, and argues for the inclusion of the study of policy transfer in social welfare policy courses.  相似文献

Recent attention to the use of social science research in the formation of social policy highlights the role of narratives in the mediation of the relationships between research and practice, science and policy. This paper demonstrates the value of applied narrative analysis in revealing the function of narratives in this mediation. Public debate over a universal “right to shelter” for homeless persons in Washington D. C. is the central case study. The results illustrate the usefulness of applied narrative analysis in the study of social distress and in the forging of new links between research and policy.  相似文献

This paper describes an integrated approach to teaching social policy within a unique experience-based social work education program. It argues that the teaching of social policy should not be separate within the social work curriculum and provides an example of the integration of policy and practice in teaching students about child protection. Information science stands as a bridge between the practitioner facing clients in a day-to-day world and the mountain of relevant and not-so-relevant information that the social sciences have accumulated. This paper reports one school's attempts to encourage effective utilization of scientific knowledge through experimentation with (1) a computer-based retrieval system, (2) a specialized library of information tools that permits precise retrieval of current materials, and (3) an educational program that stresses the importance of having the best available knowledge as a guide to practice, and provides training in obtaining it.  相似文献

This paper examines a random sample of undergraduate social work program catalogues and compares them with earlier surveys by Sherman Merle and Alfred Stamm to see what changes are taking place in the administrative and curricular relationship of social work to the social sciences. A tendency for programs to separate from social science departments, to increase social work requirements, and to teach more social science courses themselves was noted. Signs of lack of clear direction on the relationship of social work to the social sciences also were detected. The implication of these trends for the future of social work is discussed briefly.  相似文献
