In recent years, both academic and policy making circles in the UK have shown a growing interest in the potential uses of information and communication technologies (ICTs) in the delivery of government services. Much of the academic literature has been centred around the concept of 'informatization', and it has been suggested that the new technologies are transforming public services. Key theorists in the field of Public Administration have argued that informatization is one of a number of major trends likely to shape public services in the twenty-first century. However, the dominant theoretical approaches within public administration- those rooted in political sciencesuggest that inertia and stability are the norm in the public sector; clearly there is something of a contradiction between these two broad approaches. This paper outlines three political science perspectives that might be used in analysing informatization: the policy networks approach, rational choice and the new institutionalism. Evidence is then drawn from the social security, health care and social care sectors of the British public sector and related to the political science frameworks in order to examine their utility. Not only do these frameworks rightly highlight the incremental nature of change, but they also help to explain important variations in ICT use across the three policy sectors. It is concluded that combining the study of informatization and political science offers a fruitful avenue for future research.  相似文献

Experimental studies of social dilemmas have shown that while the existence of a sanctioning institution improves cooperation within groups, it also has a detrimental impact on group earnings in the short run. Could the introduction of pre‐play threats to punish have enough of a beneficial impact on cooperation, while not incurring the cost associated with actual punishment, so that they increase overall welfare? We report an experiment in which players can issue non‐binding threats to punish others based on their contribution levels to a public good. After observing others' actual contributions, they choose their actual punishment level. We find that threats increase the level of contributions significantly. Efficiency is improved, but only in the latter periods. However, the possibility of sanctioning differences between threatened and actual punishment leads to lower threats, cooperation, and welfare, restoring them to levels equal to or below the levels attained in the absence of threats. Previous work has demonstrated the effect of social information in the voluntary provision of public goods in the field. In this article, we demonstrate the boundary conditions of the effect. We show that when social information is too extreme, it ceases to influence individual contributions. The results highlight a natural limitation of the social information effect, and provide a characterization of the most effective levels for an organization to use. (JEL M31, H41, D64)  相似文献

This paper examines patterns of political activity and campaigning on Twitter in the context of the 2012 election in the Australian state of Queensland. Social media have been a visible component of political campaigning in Australia at least since the 2007 federal election, with Twitter, in particular, rising to greater prominence in the 2010 federal election. At state level, however, they have remained comparatively less important thus far. In this paper, uses of Twitter in the Queensland campaign from its unofficial start in February through to the election day of 24 March 2012 are tracked. Using innovative methodologies for analysing Twitter activities, developed by the research team, this study examines the overall patterns of activity in the relevant hashtag #qldvotes, and tracks specific interactions between politicians and other users by following some 80 Twitter accounts of sitting members of parliament and alternative candidates. Such analysis provides new insights into the different approaches to social media campaigning which were embraced by specific candidates and party organizations, as well as an indication of the relative importance of social media activities, at present, for state-level election campaigns.  相似文献

This article presents case studies of two men who have a history of political activism on "women's' issues. The aim of my analysis is to describe the interpretive practice (Gubrium and Holstein 1994) through which the respondents construct individual political identities that make sense of their activism. The analysis treats identity as a narrative construction and also demonstrates that the context of this identity work is itself a construction. When respondents talk about their involvement in women's issues, they simultaneously construct an image of the political landscape, their own identities, and a relationship between the two.
In their narratives, the two men constructed very different images of the political landscape and identities in relation to it. One man interpreted the autobiography he constructed in terms of socialization and social learning in an effort to demonstrate an ongoing engagement with feminist concerns. The other man invoked a folk theory, consistent with feminist standpoint epistemology (Harding 1990), that used his gender to "define him out' of activism on women's issues.
I argue that these cases (1) demonstrate that narrative operates as a site at which men negotiate their relationship to gendered politics and women's issues and (2) represent a previously unrecognized dynamic of interpretive practice (Gubrium and Holstein 1995) in which actors assume discretion over the narrative construction of both their identities and the context in which that identity is to be understood.  相似文献

This paper utilizes new data to evaluate the determinants of the political influence of thirty-five manufacturing industries on the U.S. Congress during 1976–80. Several measures of influence serve to distinguish between political activity and success. Seller concentration and geopolitical dispersion increase both activity and success, but neither industry size nor leading-firm size proves significant. We test whether political expenditures facilitate obtaining the favors conferred on an industry by its market structure or by influence independent of that strurture; statistical inference strongly confirms both roles.  相似文献

I integrate constitutional constraints in a model of electoral control of politicians. Two types of politicians compete for office: angels, who never misuse power, and knaves, who abuse delegated power. Political theory suggests that constitutional constraints and elections are substitutes; I find a more complicated relationship. Elections sometimes substitute for constraints, while constraints complement and strengthen electoral controls based on politicians' payoffs. Elections must work perfectly to generally allow constraints to be dispensed with. Knaves might self-select out of politics with constitutional constraints, which consequently appear inconsistent with the observed character of politicians. ( JEL H1, D72)  相似文献

We present theoretical and experimental results on spatial competition between two firms. Firms choose locations simultaneously along a line representing a linear market. Identical consumers with non-increasing demand functions are uniformly distributed along this line. We solve for symmetric equilibrium payoffs in an infinitely repeated game for the case of linear demand and an arbitrary discount factor. The set of equilibriums found includes both competitive and collusive payoffs. In laboratory experiments in which the final period was unknown to the players in advance, we observed both competitive and collusive outcomes. Non-binding communication led to collusion.  相似文献

For over two decades, the FOMC has included in its policy decisions a statement of bias toward subsequent tightening or easing of policy. This article examines the predictive content of these statements in a Taylor-rule setting, finding that they convey useful information for forecasting changes in the federal funds rate target, even after controlling for policy responses to inflation and the output gap. Moreover, the evidence suggests that this asymmetry can be represented in terms of shifts to the parameters of the Taylor-rule equation, indicating a greater or lesser degree of responsiveness to information about inflation and output. Previous research has shown that participation in voluntary associations, including those labeled nonpolitical, increases political participation. Using data gathered from 2,517 interviews for the American Citizen Participation Study, we complicate this understanding by exploring the relationship between voluntary association involvement and political activity in a more nuanced manner–separating association involvements according to the level of exposure to political dialogue and information, even within organizations typically considered apolitical. We find that the extent to which association involvement predicts political participation is dependent upon the level of political activity that transpires within these otherwise nonpolitical organizations. In order for participation in voluntary associations to lead to increases in political participation, participants must have exposure to political discourse. It is not the generic act of participation that supports political life but rather the opportunity to engage with politics that serves as an impetus for political activity. In light of this, we offer a critical exploration of existing federal tax policies governing nonprofit organizations.  相似文献

In previous studies on the social marginal cost of public funds (SMCF), the existing tax system has been assumed to be either arbitrary or optimal. This note explores another possibility: the existing tax system itself represents a political equilibrium. Our exploration proceeds in Meltzer and Richard’s (1981) political economy of redistributive taxation. An interesting feature of our finding is that the degree of income inequality as measured by the ratio of mean to median income can play an important role in estimating the SMCF and judging whether the level of redistribution is excessive or inadequate. Political democracy assumes that citizens can form consistent political attitudes that guide their political actions, thereby communicating political preferences to elites. Responding to the longstanding debate about the democratic competence of the U.S. mass public, we use a multitiered framework of opinion formation to describe the structure of mass opinion, showing that the mass public displays relatively consistent responses across multiple issues and uses these to evaluate presidential candidates. Confirmatory factor analysis allows us to examine multiple models of political attitudes, showing the best fit to be three positively correlated general orientations for economic, social, and racial issues. We find no significant racial or educational differences in the structuring of these attitudes but some evidence of "race-coding" of economic issues and class differences in levels of support for economic and social liberalism. Liberal/conservative self-identification operates as a basic structuring principle for organizing these general orientations with liberals and conservatives assigning different salience to specific issues. These general political orientations, in turn, influence presidential evaluations net of party loyalties. Although the mass public may not be ideologically sophisticated, it is "deliberative and reasonable" in its political thinking and, in this sense, democratically competent.  相似文献

A pillar of behavioral research is that preferences are constructed during the process of choice. A prominent finding is that uninformative numerical “anchors” influence judgment and valuation. It remains unclear whether such processes influence market equilibria. We conduct two experiments that extend the study of anchoring to field settings. The first experiment produces evidence that some consumers' valuations can be anchored in novel situations; there is no evidence that experienced agents are influenced by anchors. The second experiment finds that anchors have only transient effects on market outcomes that converge to equilibrium predictions after a few market periods. (JEL C93, D11)  相似文献

An essential issue for laboratory experiments to inform policy debates is the “external validity” of the experimental results; that is, does behavior in the laboratory apply to behavior that occurs in the naturally occurring world? We examine this issue of external validity in the specific context of laboratory experiments on tax compliance, using two different types of evidence. We find that the behavioral patterns of subjects in the laboratory conform to those of individuals making a similar decision in naturally occurring settings. We also find that the behavioral responses of students are largely the same as those of nonstudents in identical experiments (JEL C9, H0, H3)  相似文献

Murray Edelman (1988) argued that media accounts evoke a spectacle that is a construction — an interpretation reflecting the social situations of the agents that produced it. Events take on meanings that perpetuate political roles, statuses and ideologies. Examining this perspective, this study compares the accounts of the “Crisis in the Gulf” constructed by a leading American newspaper, The New York Times, and a leading Indonesian newspaper, Kompas. The research bears on two related questions. First, is the account of this political event offered by each of these newspapers better understood as a symbolic representation of political reality or as a symbolic construct reflecting and serving political, economic and ideological interests? Second, do the accounts offered by the two newspapers differ in this regard?The New York Times operates within the context of a “free press” system while Kompas operates as a “developmental press.” Comparison suggests whether formal media system norms affect media news content.  相似文献

This paper provides limited evidence on the effectiveness of a simple classroom experiment. In different courses in environmental economics or public finance, a brief take-some game was performed. Students who took part in this classroom experiment, as well as those who just watched it, were more successful in answering a multiple-choice test on the "tragedy of the commons" than control groups from the same courses.  相似文献
