Using three waves of data (1994–1996) from Czech households, we examined the mediating role of family interactions on the relation between 1994 family economic pressure and increased marital instability 1994–1996. The models demonstrate that economic pressure made both husbands and wives irritable, and their tension exacerbated problem behaviors (e.g., drinking and fighting) and depression. Husbands' problem behaviors generated hostility toward their wives, which increased wives' reports of greater marital instability. Wives' irritability increased their behavior problems, as well, but behavior problems were unrelated to wives' hostility or husbands' marital instability. Instead, wives' irritability directly increased their hostility toward their husbands, which in turn, increased husbands' reports of greater marital instability.  相似文献

Abstract

Preparing students to engage in family policy education and advocacy is a challenge and opportunity for departments that teach family studies and family policy courses. Students not only need to know theoretical implications of family policy and how research enhances the theory, but also understand the policy process and how research-based information about family can inform policymaking. These students also need to acquire advocacy skills in order to work effectively in different policy arenas. This article illustrates how university family policy educators can structure curricula to provide students with both knowledge and skills vital to effective participation in family policy formation, analysis and critique.  相似文献

The old-age, survivors, and disability insurance program is projected to run unprecedented annual surpluses for the next 30 years, accumulating assets equal to nearly 30% of GNP by the year 2018. Hence, by funding its Social Security program, the United States is currently faced with a unique opportunity to augment its low level of national saving. Whether or not saving actually occurs, however, will depend on how the assets in the Social Security trust funds are used. If the reserves are used to finance current consumption-for example, to pay for current outlays in the rest of the budget-no real saving will occur. On the other hand, if the government alters its spending and taxing patterns to produce surpluses at the federal level, the nation will enjoy higher saving and investment. This article first investigates the likely impact of the projected trust fund activity on aggregate saving an capital formation, assuming that the surpluses in the trust fund represent a net increase in saving. It then explores some practical problems associated with achieving this goal-primarily, the temptation to use the funds for other government expenditures. The author concludes that if the nation is willing to increase its saving rate, then the trust fund is a convenient vehicle for doing so and will provide future generations with higher incomes from which to support retired workers. However, if the nation is unwilling to increase saving, then the pretense of a trust fund accumulation should be dropped and, after an adequate contingency reserve has accumulated, the system returned to an explicit pay-as-you-go basis.  相似文献

In 1996, Congress overhauled welfare policy to promote marriage and work as ways to lift American families out of poverty. Almost all of the funding for governmental marriage promotion has been devoted to relationship skills programs intended to help couples strengthen their relationships, encourage them to marry, and thereby prevent poverty. Marriage promotion policy has sparked intense debate, especially over the connection between marriage and family inequality. While advocates of the policy argue the government should promote marriage because it fosters social and economic well‐being, critics challenge the assumption that marriage itself causes these benefits or will help lift poor families out of poverty. Recent sociological research on why poor and low‐income couples marry less finds that they tend not to marry if they cannot meet a specific economic threshold. This suggests that rather than promoting the view that relationship skills en route to marriage can help prevent poverty, marriage promotion policy could likely better serve disadvantaged families by acknowledging and addressing the socioeconomic roots of family inequality.  相似文献

In the past decade the United States Congress has debated and passed legislative policies concerned with women's work, both in the family and in the labor force. The Family Support Act of 1988 and the Family and Medical Leave Act of 1993 fall into this category of legislative policy. A comparative study of Congressional testimony in each case reveals that these two pieces of legislation are excellent examples of how federal policies—and the debates which fashion these policies—maintain and promote a system of policy stratification that perpetuates differences based on gender, race, class and marital and occupational status.  相似文献

This article reports on the development of an innovative family policy practice course for direct practice students that emphasizes experiential learning to develop policy practice skills. The course uses a policy practice framework to understand the creation and implementation of major family legislation. A semester-long project provides students with opportunities to develop skills in advocacy, policy development, and planning by working for social change in the community. The article discusses examples of projects that have been implemented by students, discusses challenges to teaching experiential methods for skill building, and provides critical evaluation of the projects and their relevance for macro practice research.  相似文献

This research used survey data collected between 2005 and 2006 in rural Kentucky to empirically investigate how different types of rural households in Kentucky cope with the changes in economic environment during the post-tobacco buyout by employing two different family business models, the Agricultural Household Model and the Sustainable Family Business Model. Data were analyzed using a multinomial probit model. The results indicate that multi-generational households were more likely to invest in low risk investments and less likely to employ a family member off-farm than couples with young children. Therefore, family structure plays an important part in the types of adjustment strategies chosen by farm families. The results also indicate that the Sustainable Family Business Model is a better predictor of the observed correlation between family structure and family farms’ choices of adaptation strategies.  相似文献

This decade review centers on 2 disconnects between rhetoric and reality. First, public investments in families continue to grow, yet family policy is still not a term widely used by policymakers or the public. Second, social science studies increased in number and sophistication, with some family sensitive and others policy relevant. Few focus on both, which is what is most needed if research is to inform family policy. In exploring these disconnects, we summarize recent trends in family policies and the influence of research on family policymaking. We suggest a rationale for family policy and illustrate its value using the examples of early childhood, welfare reform, and parent education policies. Summary

The aim of this article is to trace the evolution of Spanish family policy from its beginning in the 1930s to the present, showing the shifting role played by the State in defining and supporting family formation and functioning. Different periods areconsidered according to the objectives and characteristics of this policy as well as according to the support it received from the political forces ruling in each period. For each period, objectives, mechanisms, output and outcome are analyzed. The evolution over the whole period has been, on one hand, away from support of the patriarchal family to the recognition of family pluralism, and, on the other, evolution from a government provided family salary to a policy intended to combat poverty.  相似文献

R&D expenditures of national firms decreased considerably and structural changes of R&D financing followed the fall of planned economy in the transition period of Central Eastern European economies. In the middle of the 1990s, business R&D started to grow in the Czech Republic and Hungary due to investments of foreign affiliates and restructuring of domestic companies. Nowadays multinational companies have a decisive share in business R&D in these countries, which entails special challenges for national innovation policy. In this paper, we look through the development of the Czech and Hungarian innovation policy considering MNEs R&D. We use case studies of the Czech automobile industry, the Hungarian pharmaceutical industry, and the new MNE-related university units and private universities to show how these companies influence innovation systems in transition economies.   相似文献

European countries show substantial variation in family policy and in the extent to which policies support more traditional male‐breadwinner or more gender egalitarian earner–carer family arrangements. Using data from the European Social Survey, the authors implemented multilevel models to analyze variation in fertility intentions of 16,000 men and women according to individual‐level characteristics and family policy across 21 European countries. Both traditional and earner–carer family support generosity were positively related to first‐birth intentions for men and women. In contrast, only earner–carer support maintains its positive relationship with second birth intentions. Family policy is not in general related to third and higher order parity intentions.  相似文献

Abstract

Family policy is coming to be recognized as an important component of programs focusing on family issues. As political leaders continue to engage in debates about family issues and family service professionals report spending more time on policy issues within their professional practice, attention to policy issues has become more important in the education of students in family courses. Because of the increasing presence of public policy study within the family studies curricula, it is important to consider students' policy perceptions and experiences as they enter family policy classes. Argued here is that students are more likely to become engaged with family policy topics that are timely and meaningful to them. This research examines student perceptions of various policy topics and issues in an attempt to better design courses with family policy content.  相似文献

In this paper, the concept of Income Satisfaction Inequality is operationalized on the basis of individual responses to an Income Satisfaction question posed in the German Socio-Economic Panel (GSOEP). Income satisfaction is the subjective analogue of the objective income concept. The paper introduces a method to decompose Income Satisfaction Inequality according to the contributions from variables such as income, education, and the number of children. Given the panel structure of the data, inequality may be attributed partly to permanent individual circumstances and partly to transitory changes. The paper shows that by far the largest part of the satisfaction inequality has to be ascribed to unobserved heterogeneity. Distinguishing between a structural and an unexplained part of inequality we find that income explains the largest part of structural Income Satisfaction Inequality together with household membership; for non-working individuals, the age distribution is very relevant as well.  相似文献

ABSTRACT

In a recent article published in the Journal of Family Social Work McNeece (1995) argued that family therapy has no interest in or relevance for social policy interventions. Through the presentation of several arguments he constructs an irreconcilable dichotomy between policy and practice, suggesting that therapeutic interventions are responsible for pulling resources away from the development of effective social policy interventions. This paper challenges the dichotomy between policy and practice and presents an alternative view concerning the relationship between social policy and family therapy. The increasing importance of family policy in family therapy is summarized and a new trend within marriage and family practice, policy as practice, is discussed. Current family practice literature and personal case examples are used to provide alternative viewpoints to three main points that were presented by McNeece concerning family therapy practice, and the therapy/policy interface. Finally, the current practice context of managed care is used to illustrate the interdependence of practice and policy, and the need for a new understanding concerning family practice.  相似文献

Prior Journal of Marriage and Family decade-in-review articles have grappled with the definition and role of family policy for research and policy practice while emphasizing its value to both. In this article, we begin with a broad conceptualization of family policy that encompasses actions intended to achieve explicitly stated goals for families (explicit policies) and those that affect families without an explicitly stated goal for doing so (implicit policies), which we believe provides a solid framework for guiding and understanding both research and practice in the field. Second, we review major U.S. policy initiatives in the past decade and their documented and potential effects on families. Third, we describe several key aspects by which contemporary families have become more diverse and complex. Fourth, we discuss the implications of ongoing family complexity for public policies. We conclude with a discussion about future research and policy development in the context of contemporary family complexity.  相似文献

Using an experimental design, this research examines the effect of the nation's first family cap on the births, abortions, and contraception use of over 8,000 women receiving public assistance in New Jersey. The family cap denies additional cash benefits to children conceived while the mother is receiving public assistance. Our research shows that a targeted welfare benefit manipulation does influence fertility behavior; however, the effect is conditioned by race. We find that Black women in the experimental group have a 21% lower birth rate and a 32% higher abortion rate than Black women in the control group. We do not find a birth effect for Hispanic or White women. We discuss the policy implications of the effects of a segmented family cap.  相似文献
