This paper describes an integrated approach to teaching social policy within a unique experience-based social work education program. It argues that the teaching of social policy should not be separate within the social work curriculum and provides an example of the integration of policy and practice in teaching students about child protection. It examines the teaching of policy practice using a strengths perspective where it is seen as a bottom-up, inductive process rather than an activity carried out by social work experts with or without the participation of their client groups.  相似文献

This paper examines various conceptual approaches to the etiology of child abuse and reports the results of an original study. Data on 99 families with children who were court adjudicated as having suffered non-accidental trauma were analyzed by means of a cluster analysis (hierarchical nearest-neighbor clustering). Four empirically-derived clusters of family/case attributes are described and then discussed as representing separate etiologies of child abuse. The implications of this typology are also discussed as they relate to clinical practice and social policy.  相似文献

In this article, we lament the effects of practice-distant research and associated policy initiatives on contemporary children's services in England. In the last decade, as a result of high profile inquiries into non-accidental child deaths, statutory children's social care services in the UK have been subject to a wide-reaching ‘modernization’ programme. We studied decision-making in the high blame environment of local authority children's services. Our research sought to examine the relationship between performance management and the impact of anticipated blame within the decision-making practices of those providing, supervising and managing these services. We show that systems and technologies can be developed which both assist the users in their daily work and achieve desired organizational goals, but without an ethnographically informed, practice-near approach, unsafe work regimes and practices can ensue.  相似文献

This paper examines local authority social workers' decision‐making when considering referrals of children, where the concerns are on the margin of child protection procedures. In doing so, it describes the findings of a qualitative research study undertaken in the policy context of attempts to ‘refocus’ social work practice in the late 1990s and early twenty‐first century. Data collection involved interviews with social workers and parents in 23 cases. Conclusions are that referrals were evaluated on the basis of five key factors, specificity, severity, risk, parental accountability and corroboration, the use of which determined whether an initial assessment or an investigation of alleged abuse took place. The analysis builds on previous work in the child protection field, but demonstrates how the application of these factors differs between cases of child concern and cases of child protection. Policy implications concern the complexity of decision‐making in the uncertain context of limited referral information and it is proposed that the simplistic notion of a continuum of abuse is now outdated. Abstract

A contribution to the understanding of transference and counter-transference as they affect and may be used in social work relationships. Reference is made to case material illustrating various aspects of transference. The value of understanding unconscious interactions is emphasised, especially for those who are working with very disturbed and regressed clients, and cases in which babies and children are at risk of non-accidental injury. If there are two or more workers concerned in these cases, the split transference, evoking equally powerful responses, can cause serious negative interactions between the workers. It is proposed that the objective viewpoint of a supervisor or consultant is required.  相似文献

This article addresses the process of translation, necessary in the present social work academic and practice communities, as a form of transformation of knowledge. It is argued that knowledge is transformed in the translation process on the terms set by the language into which it is translated. As the English language is the lingua franca of the present academic and other international communities, it is the English language that sets the criteria for translation. In social work, which is conventionally seen as context-bound, the translation process includes some loss of the original particularities. The Finnish child welfare system is used as an example. It is demonstrated how complicated, if not even absurd, the translations may be. The English terms, related to a different child welfare ideology and history, do not meet the essence of the Finnish welfare-focused child welfare system. Instead of fluent translation, robust translations are suggested as the way forward. The robust, foreign-sounding translations would recognise the context-bound particularities. Yet, the challenge is how to find a communicative balance between fluent and robust translation.  相似文献

This article attempts to contribute to the historically relevant debate about the role of social work in poverty situations, focusing on the emblematic and radical question whether the poor actually need social work. In the context of the currently dominant policy framework in European welfare states, that is underpinned by the emerging paradigm of social investment, we argue that it is extremely relevant to readdress this question. Within this development, the eradication of child poverty has been considered a key target of poverty reduction strategies and child and family social work has consequently been assigned a pivotal role in the fight against the intergenerational transmission of poverty. We demonstrate that the rhetoric of social investment has found a practical implementation in social work constructing the problem of poverty in terms of education and activation of both the child and the individual parent. Based on an extensive review of literature, we discuss underlying assumptions, consequences and pitfalls of the paradigm of social investment for social work and tease out whether, and on which conditions, poor families need child and family social work.  相似文献

The paper summarizes a Department of Health funded research study of the extent to which parents and children were involved in the child protection work of seven English social services departments. The child protection process and the social work practice with a cohort of 220 consecutive cases is described for the period before the initial conference and the 6 months following it. The authors draw on interview data from parents, young people and social workers and on social work records to assess whether the process and practice were participatory and the extent to which family members were actually involved in the decisions and the work. They concluded that there was benefit for parents and children in attempts to involve them, even thought only 3% of 378 family members were rated as partners in the protection process and a further 13% were rated as participating to a considerable extent. There was a statistically significant association between the participation of family members and the interim outcomes for the parents and children being rated by the researchers as good or moderately good.  相似文献

Children left unattended at home often results in the intervention of child welfare services in the UK and elsewhere. The media's discursive construction of 'Home Alone' provides a vehicle to enable social work students to address a range of issues which are central to practitioners' theoretical concerns and their day-to-day engagement with children and families. Furthermore, a detailed deconstruction of 'Home Alone' provides a springboard for social work educators to prompt debate and discussion on a range of themes that are central in the professional formation of social workers. The interrogation of 'Home Alone', it is suggested, is merely one example of how media accounts can be used creatively on social work programmes.  相似文献

This paper is based on analysis of data collected for a study, commissioned by the Scottish Government, which examined child protection work with disabled children. At a conceptual level, the paper draws on Goffman's frame analysis and on different models of disability. Focus groups were conducted with five Child Protection Committees (40 individuals) and semi-structured interviews with a further 21 practitioners from social work, education, health services, third sector organisations and the police. The findings show that, for various reasons, abuse of disabled children may go undetected. Where it is suspected, effective action does not always follow, for example, where practitioners over-empathise with parents. When child protection work is undertaken, disabled children may remain relatively invisible in terms of participation and professional focus. It is suggested that the ways in which practitioners and managers “frame” disabled children has implications for how abuse is responded to and how well these children are protected. Participants also “framed” disability in different ways, and it is suggested that a social relational model seems particularly applicable. In conclusion, in many respects disabled children experiencing abuse may remain absent from or to some extent hidden within child protection services in Scotland. While some creative work is taking place, considerable changes are required to make child protection services accessible to all disabled children, sensitive to their needs and respectful of their rights.  相似文献

Research into the practice of health visitors and child care social workers with depressed mothers is limited. This is surprising in view of the known relationship between motherhood and depression, and the association also between child care problems and maternal depression. The study described below is the first which seeks to compare health visitor and child care social work clients/service users in relation to the issue of maternal depression. In particular, it seeks to compare the extent to which maternal depression is a feature of the work of social workers and health visitors, the relationship between maternal depression and the social composition of different client groups, the relationship between maternal depression and welfare concerns—particularly child abuse—and the extent to which such concerns lead to referral from health visitors to social workers. The research shows: (1) interesting similarities between the depressed health visitor clients and social work clients as a whole; (2) the importance of low income and absence of support in the ‘progression’ from health visitor to social work clients status; and (3) an alarming emerging gap in services provided for severely disadvantaged families with child and family care problems.  相似文献

The article is a discussion of the construction of child neglect in a child and family social work team in the UK, based on ethnographic research in the social work office. Two influential and contrasting professional discourses on neglect are identified, and it is suggested that the dominant construction of neglect in the team studied is maternal failure to adequately service children's bodies. This construction is discussed in relation to some relevant theoretical insights and in the context of trends in contemporary child protection work.  相似文献

Social work in the UK remains embroiled in concerns about child protection error. The serious injury or death of vulnerable children continues to evince much consternation in the public and private spheres. Governmental responses to these concerns invariably draw on technocratic solutions involving more procedures, case management systems, information technology and bureaucratic regulation. Such solutions flow from an implicit use of instrumental rationality based on a ‘means-end’ logic. While bringing an important perspective to the problem of child protection error, instrumental rationality has been overused limiting discretion and other modes of rational inquiry. This paper argues that the social work profession should apply an enlarged form of rationality comprising not only the instrumental-rational mode but also the critical-rational, affective-rational and communicative-rational forms. It is suggested that this combined, conceptual arsenal of rational inquiry leads to a gestalt that has been termed the holistic-rational perspective. It is also argued that embracing a more rounded perspective such as this might offer greater opportunities for reducing child protection error.  相似文献

Social work in the field of child welfare is complex and full of challenges. In British Columbia Canada, the Ministry of Children and Family Development, which is the main employer of social workers, entered a partnership with universities to educate baccalaureate social work students in a child welfare specialization. This paper examines an instructional approach to child welfare education at the University of Northern British Columbia. The geography of the university region as well as the need to maintain a critical standpoint presented challenges in the delivery of a child welfare specialization course. The development of an online child welfare practice course assisted the university in meeting the challenges. This paper describes the practice context for social workers in British Columbia as well as the design of the online course offered to social work students at the University of Northern British Columbia.  相似文献

This paper examines the potential contribution of forgiveness therapy to social workers who may often encounter clients who have experienced severe interpersonal injury, or who have inflicted significant harm upon themselves or others. Basic theoretical and empirical perspectives on the processes and dynamics of forgiveness, as well as an introduction to forgiveness therapy, are provided. A case example demonstrating the application of forgiveness therapy in a social work setting is utilized to underscore points of convergence and potential divergence between this innovative therapeutic approach and important social work values and practice concepts. Research directions that may promote the further incorporation of forgiveness and forgiveness therapy into social work are indicated.  相似文献

The goal of the social work reform process was to provide a generic framework and single professional body within a broad conception of generic social work. However, debates about the role and nature of social work continue to exist. This paper explores whether contemporary child and family social work is inclined at times to make use of a less humane social work practice with families and children. The policy context and the culture of child and family social work are considered. Implications for social work education are identified. The key message of this paper is twofold. There is a tendency in contemporary child and family social work to become synonymous with a particular version of child protection. The type of child protection adopted tends to be authoritarian with at times a limited consideration of the humanity of parents and adult carers in particular.  相似文献

Social workers are an important source of reports to child protective services in the United States (US). However, it is unclear what role social work education plays in preparing social workers for this responsibility. The current study explores how undergraduate and graduate social work programs in the US prepare students as reporters. This study found that while almost all programs that participated in this study provide students with some content related to their role as reporters of child maltreatment, there are varying ways such content is provided, and many avenues for improvement. Multiple issues that are unique to child welfare social work practice in rural areas markedly affect workforce recruitment and retention, yet little attention is given to the proficiencies needed to equip emerging social workers for this growing area of the field. Curriculum content is needed that provides students with the opportunity to master the skills needed to thrive as child welfare social workers in rural areas. Using an evidence-based practice critical thinking model as a guide, a systematic review of literature and documents addresses many of the competencies needed to prepare social work students for child welfare practice in rural areas. These competencies are identified. Suggestions for integration into the social work curriculum are offered.  相似文献

Abstract

This paper examines the intake practices in child protection in the New South Wales Department of Community Services as a case study of initial assessment in social work intervention. Data was collected in three Department of Community Services local offices where 39 practitioners were interviewed about their child protection work practices. An observational study of the workers' intake practices was also undertaken for a period of approximately 110 days. While official Department of Community Services policy and procedures provided the basis for intake practice, this research found that other important factors relating to the informant, the characteristics of the frontline worker, the workplace environment and the context of child protection practice influenced the intake process. The implications of the research findings for other social work practice settings are considered.  相似文献
