Political changes related to globalization apparently produce similar effects on old and new democracies. All over the world, comparative research on democratization has showed that political distrust is a common variable affecting the whole of the State and the relationship between citizens and democracy. Nevertheless, political discontent in old democracies has stimulated citizens to adopt new attitudes and modes of political participation, while in newly democratized countries citizens tend to withdraw from politics as a consequence of institutional distrust. In fact, in many new democracies, although adhering to the normative meaning of the democratic regime, distrust of democratic institutions is associated to citizens’ negative feeling about political efficacy, low levels of political interest and political participation, and also preference for democratic models which exclude political parties and/or parliaments. This paper evaluates the meanings and consequences of the contemporary phenomenon of political discontent in Brazil and Latin America and discusses its implications for democratic theory.  相似文献

This study investigates how, and to what extent, citizens use Twitter as a platform for political mobilization in an electoral context. Conceptualizing political participation as a process, we develop a typology of political participation designed to isolate mobilizing calls for action from the rest of the political discussion online. Based on Twitter data collected one week prior to the 2015 British general election, we then identify the top 100 most retweeted accounts using the hashtag #GE2015, classify them by actor type, and perform a content analysis of their Twitter posts according to our typology. Our results show that citizens – not political parties – are the primary initiators and sharers of political calls for action leading up to the election. However, this finding is largely due to an uneven distribution of citizen-driven mobilizing activity. A small number of highly active users, typically supporters of nationalist parties, are by far the most active users in our dataset. We also identify four primary strategies used by citizens to enact mobilization through Twitter: in-text calls for action, hashtag commands, sharing mobilizing content, and frequent postings. Citizens predominantly expressed political calls for action through Twitter’s hashtag feature, a finding that supports the notion that traditional conceptions of political participation require nuance to accommodate the new ways citizens are participating in the politics of the digital age.  相似文献

This article looks at women's participation in formal political institutions in posttransition politics. Employing the case of post-dictatorship Chile, it outlines the barriers to women's participation in the formal political arena; discusses the various strategies that Chilean women are currently employing to overcome their exclusion; and finally, examines the challenges that political women confront in promoting 'women's interests' in political institutions. Throughout the article two main arguments are advanced. First, where women's movements do not demand institutional reforms during the transition period - a time when movements enjoy influence and parties are in flux - then the barriers to women in political institutions re-emerge. In Chile, the fact that women did not demand institutional reforms, such as quotas for women in decision-making positions, is linked tothe broader strategy of the movement tomake citizenship demands based on women's 'difference'. This strategy inhibited women from demanding power (i.e. access to institutions as individuals) because this conformed to a masculine-defined notion of politics inconsistent with women's 'different' style of practising politics. A second,related argument is that a strategy based on women's 'difference' hinders women in politics frompromoting feminist goals,especially in the climate ofsocial conservatism that characterizes post-transition Chilean politics. Despite these constraints and the many challenges Chilean women in politics confront, gains are being made, as women recognize the need for, and begin to demand, institutional reforms to expand their presence in formal politics.  相似文献

Public involvement in traditional political institutions has declined significantly over the past few decades, leading to what some have seen as a crisis in citizenship. This trend is most striking amongst young people, who have become increasingly alienated from mainstream electoral politics in Europe. Nevertheless, there is overwhelming evidence to show that younger citizens are not apathetic about ‘politics’ – they have their own views and engage in democracy in a wide variety of ways that seem relevant to their everyday lives. In the aftermath of the global financial crisis, young Europeans have borne the brunt of austerity in public spending: from spiralling youth unemployment, to cuts in youth services, to increased university tuition fees. In this context, the rise and proliferation of youth protest in Europe is hardly surprising. Indeed, youth activism has become a major feature of the European political landscape: from mass demonstrations of the ‘outraged young’ against political corruption and youth unemployment, to the Occupy movement against the excesses of global capitalism, to the emergence of new political parties. This article examines the role that the new media has played in the development of these protest movements across the continent. It argues that ‘digitally networked action’ has enabled a ‘quickening’ of youth participation – an intensification of political participation amongst young, highly educated citizens in search of a mouthpiece for their ‘indignation’.  相似文献

Viewed as outsiders clinging onto links with their country of origin, immigrants do not often feature positively in electoral politics in their host society. Challenging this conventional view, this article examines how immigrants make use of their transnational ties to foster their political participation in the host state. This exploration is conducted through our study of the political participation of Vietnamese and Chinese immigrants in Taiwan. Our research finds that transnational ties are politicized by the mainstream political parties. However, such politicization does not necessarily restrict immigrants’ agency and their sociopolitical space for political participation. Their transnational ties constitute a dynamic sociopolitical field in which these maintained connections are acted upon and give rise to a variety of strategies for responding to issues affecting their interests.  相似文献

This study aims to disentangle the effects of interest in politics and internal political efficacy in the prediction of different political activities. The analysis examines the hypothesis that political interest is a more important precursor of electoral and unconventional political participation, and that both political interest and efficacy are required to promote participation in political parties. Using the German Longitudinal Election Study, multiple regression analyses yield that political efficacy is a strong and positive predictor of intentions to participate in party politics and unconventional political behaviour. Political interest has differential effects on voting conditional on whether respondents are surveyed before or after elections, and differential moderated effects appear for conventional and unconventional political action. The findings are discussed with respect to the importance of political interest and efficacy for citizen participation.  相似文献

Political participation in the rural United States has often been narrowly defined within the confines of electoral politics. Increasingly, participants in rural US social movements have highlighted the shortcomings of democracy defined purely in terms of electoral politics in favour of a more participatory model of politics that focuses on the social and cultural rights of those who are often formally or informally excluded from the liberal definition of citizenship. This article highlights the process of claiming rights as cultural citizens in a political context where there are efforts through the formal political system—usually in the form of ballot referendums at the state or local level—to further limit the rights of specific constituencies such as gay, lesbian and transgendered individuals or immigrants. A second focus of this article is on the dynamics of solidarity and alliance building between different kinds of social movements acting in concert to push for cultural rights and then formal rights for each other's constituencies. The article specifically seeks to illustrate how two organizations that share quite different constituencies and agendas can effectively collaborate in regional and state-wide campaigns in the rural state of Oregon, while also honestly discussing their differences and difficulties in working together.  相似文献

As the 2020 American presidential election approaches, it is worth thinking about the current electoral moment in terms of lessons from the recent and not-so-recent past. This article begins with an unlikely analysis. Ordinary life captures the attention of citizens who vote but do not spend their lives 24/7 on social media or cable news or public radio. Ordinary people do not spend their time discussing social policy over dinner. Ordinary people go to dinner—not dinner parties. The ordinary people are the path to victory in any political contest. This article analyzes the electoral support of the Dutch pensioners’ party 50Plus. Due to its open electoral system and aging population, the Netherlands is a key case to study pensioners’ parties. Our study shows that this pensioners’ party appeals to voters who are characterized by their age and their dependence on the welfare state as well as their policy positions on new lines of political conflict. In particular, their position on the new economic dimension (which concerns welfare state reform) and the new cultural dimension (which concerns immigration and EU integration) is distinct. Moreover, even when the majority of voters for this new party once supported the larger mainstream parties, they are now dissatisfied with the established politics. With rapidly aging populations across established democracies, this study is not just relevant for those studying pensioners’ parties, but rather gives an important insight into the electoral dynamics and popular support for mainstream politics, the welfare state, and social security.  相似文献

ABSTRACT

This article explores the interface of protest movements and opposition parties, considering this remains conceptually under-specified. It does so by proposing a processual framework involving three mechanisms of party-movement interaction – signaling, frame-alignment, and coalition-building – at play in different phases of a contentious cycle unfolding under electoral conditions. Drawing on novel interview data, the article validates this proposal by tracing direct and indirect effects between protest signals, activists, and Argentine opposition parties during the year-long contentious cycle that preceded the defeat of the Kirchner government in the 2013 legislative elections. On this basis, it is argued that interactive dynamics between protest actors and political parties can significantly affect opposition politics, supporting the emergence of collaborative strategies that may have major electoral implications. The article thus makes relevant theoretical and empirical contributions, by both offering an analytical bridge between social movement and party politics literatures with potential for further elaboration, while illuminating new developments concerning the positioning of Latin American center-right parties in relation to mass protests.  相似文献

Political participation can take shape in many types of participation, between which the overlap is low. However, the similarities and differences between various types of participants are surprisingly understudied. In this article, I propose to differentiate between four types of participants: institutional political participants, non-institutional political participants, civic participants, and political consumers. These types differ from each other on two dimensions: whether they are political or publicly oriented and whether they are formally or informally organized. Building on the matching hypothesis, I argue that we should differentiate those four types of participants by their outlook on society (societal pessimism, political trust, and social trust). Using data from the European Social Survey 2006, including participants from 19 countries, logistic regressions show that institutional political participants trust politics rather than people, non-institutional political participants are societal pessimists who trust other people, civic participants are societal optimists who trust other people, and political consumers are pessimists who do not trust politics.  相似文献

A successful democratic consolidation of post-socialist societies depends, among other things, on their citizens’ political culture, younger generations included. Moreover, youth civic engagement today and in the future is a guarantee of the continuity and development of democracy, which means that scientists need to gain insight into young people’s political culture. In this paper we look at political values, institutional trust and participation as relevant components of the civic political culture. The analysis is based on quantitative data collected in the empirical studies of Croatian youth, carried out between 1999 and 2013. Based on longitudinal study results, a downward trend is identified regarding selected political culture indicators: acceptance of liberal-democratic values, trust in social and political institutions, interest in politics and party preference. However, there is a simultaneous increase in participation in various types of organizations, especially political parties. The interpretation of established tendencies is placed in a broader context of an inherited democratic deficit, economic recession and social crisis. Current trends are both indicators and consequences of young people’s inadequate political socialization as well as weaknesses of political institutions and various actors during the transition and consolidation period.  相似文献

The eruption of the Spanish 15M movement in 2011 was marked by a high degree of political participation and creative experimentation. The political repertoire has constantly been re-evaluated, with methods revised and evolving, from the occupation of public spaces to the recent creation of new constitutional parties. One of the key aspects of these tactical revisions has been the involvement of anarchist actors in an experimental process of engagement in electoral processes, a method of political engagement anarchists standardly oppose. Our study identifies the motivations and theoretical justifications that have recently led libertarian activists to take the electoral path. This paper stands in the small but growing tradition of works that examine the recent phenomenon of new parties built by ‘street’ activists, but uniquely concentrates on a detailed case study of the anarchist actors linked to the platform Castelló en Moviment (CsM). It thus describes the anarchist influence in recent electoral developments, identifies proponents’ justifications for engaging in these previously rejected methods and highlights some of the doubts raised about the electoral experiment.  相似文献

This paper reviews and explains the relationship between socioeconomic status and political participation from a structural perspective; i.e., social organization influences people's range of options, producing different rates of behavior among those in varying locations in the society. There are six categories of political participation: cognitive, expressive, organizational, electoral, partisan, and governmental. In each case, the poor display the lowest and the rich the highest rate of participation. This difference reflects variations in political and psychological resources and the structure of the electoral process. As a result, political benefits also differ by social class.  相似文献

Abstract In this article we deploy transnational ethnography to explore the transnational electoral politics by which Andrés Bermúdez, a successful tomato grower and labour contractor from Winters, California, who came to be called ‘the Tomato King’, was elected mayor of the municipality of Jerez in the Mexican state of Zacatecas. We seek to explain the meaning of his transnational electoral victory and its impact on the role of ‘the migrant’ as a new social actor in Mexican political development. We thus situate the Bermudista phenomenon in the context of the literature on migrant transnational politics. We hope to move the literature on migrant political transnationalism forward by advancing an agency‐oriented perspective that incorporates both the politics of representation of ‘el migrante’ in transnational electoral campaigns and the emerging dynamics of transnational coalition politics. Our approach underlines the need to carefully historicize the relationship between transnationalism and citizenship ‐ namely, to map the contingency and agency underlying the changing practices of states, migrants, and transnational institutional networks vis‐à‐vis questions of transnational citizenship. This is best done by paying close attention to the actual social and political practices whereby human agents pursue historically specific political projects that extend the practices of citizenship across borders.  相似文献

Popular discontent with political performance has been a preeminent feature in Taiwanese politics since the first power alternation in 2000. Potential explanations include economic decline, deteriorating quality of democratic governance, and electoral over-competition. For an emerging democracy like Taiwan, the political experience under the Chen Shui-bian administration was a crucial test for the transition to a mature democracy. While popular discontent with various political agencies might convey different messages, the author argues that the synthetic outcome is a partisan-laden perception of political accountability, which led to serious political gridlock and ingrained partisan rivalry that could have jeopardized Taiwan's fledgling democracy. More importantly, polarized politics in Taiwan under the Chen administration can be seen as a lesson, one that illustrates how the process of democratic consolidation can be possibly reversed in an emerging democracy.  相似文献

In the last decade, religious politics seemed to sweep the world. Calls have been issued for religion to regain its rightful place in the study of politics. We contend that the influence of religion on politics is hardly novel and that religious beliefs and organizations have had a profound effect on polities both in the developed democracies and in developing societies. Drawing widely on the comparative sociology of politics, we trace the role of religion in the generation of political attitudes and preferences, in the process of democratization, in the formation of interest organizations and confessional parties, and consider the contemporary debate concerning religious violence. We will demonstrate the importance of religion in inspiring political behavior, including both electoral and non-electoral politics, and in the shaping of political institutions and the regulatory framework surrounding the religious sphere. Our survey indicates that neither arguments concerning the secularization of polity and society nor for the recent return of religious fervor to politics is persuasive. Religion is, and has been, fundamental to modern politics.  相似文献

We want to find out if and how European citizens are interested in using Facebook in political communication on the European level and if that can lead to more participation and more inclusion of citizens in the political processes on the EU level. Democracies are experiencing historic disruptions affecting how people engage with core institutions such as the press, civil society organizations, parties, and elections. These processes of citizen interaction with institutions operate as a democratic interface shaping self-government and the quality of public life. The electoral dimension of the interface is important, as its operation can affect all others. This analysis explores a growing left-right imbalance in the electoral connection between citizens, parties, elections, and government. This imbalance is due, in part, to divergent left-right preferences for political engagement, organization, and communication. Support on the right for clearer social rules and simpler moral, racial and nationalist agendas are compatible with hierarchical, leader-centered party organizations that compete more effectively in elections. Parties on the left currently face greater challenges engaging citizens due to the popular meta-ideology of diversity and inclusiveness and demands for direct or deliberative democracy. What we term connective parties are developing technologies to perform core organizational functions, and some have achieved electoral success. However, when connective parties on the left try to develop shared authority processes, online and offline, they face significant challenges competing with more conventionally organized parties on the right.  相似文献
