Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries.  相似文献

This paper explores the various aspects of mobility requirements and the relationship between competitiveness, excellence, and mobility in scientific research in the European Union (EU). The “expectation of mobility” in science plays an important role in shaping the European Research Area. Research argues that better economic opportunities and advanced migration policy in destination countries promote highly skilled migration. Empirical evidence shows that academics and researchers consider important determinants in the migration decision and destination to be the research environment and conditions, i.e. research support, infrastructures, demand for research and development (R&D) staff, and academics (Millard, 2005). While it can be argued that the European Research Area is designed to encourage the interchange of scientists, skills balance is essential to competitiveness in the European region. Despite the actions and measures taken in the context of the EC Mobility Strategy, unbalanced flows are still a weakness of the European Research Area. There is a need in Europe to coordinate science and migration policies at European and Member State level to enhance the attractiveness of European receiving countries and facilitate return of scientists to their sending nations. This paper, which focuses mainly on Austria, Greece, Italy, Portugal, and the United Kingdom, shows the uneven nature of scientific personnel flows within the European Research Area. The article argues that in Europe mobile scientists are often driven by necessity more than choice, and the longer they are away the more complicated it is to return. If the academic system proved impenetrable to return other opportunities in the private sectors might be explored by the researcher.  相似文献

Abstract

Why have relatively few countries joined the Hague Convention on Protection of Children and Co-Operation in Respect of Intercountry Adoption? Have countries that send children to the United States been more likely to join? The United States has joined this convention and prefers sending countries to do so also. However, our findings show that countries that send children to the United States are not more likely to join than other countries. In addition, countries with large “orphan” populations are less likely to join the convention. These findings have implications for the potential of the Hague Convention to improve transparency and accountability in intercountry adoption.  相似文献

This article uses a competing risks model to examine the effects of origin economic conditions on the probability of temporary U.S. and internal labor migration in the Mexican state of Zacatecas. We measure origin economic conditions with municipal‐level indices of employment and small‐scale investment opportunities that we constructed from population and economic census data. The results of our analysis demonstrate the important influence of local employment and investment opportunities on migration outcomes. Controlling for the prior municipal rate of U.S. return migration and other factors, positive opportunities for small‐scale investment are associated with a higher risk of temporary migration to the United States. This result is consistent with investment oriented migration predicted by the new economics of labor migration theory. We also find comparable social network effects for both internal and U.S. migration. Having social ties to active migrants of one type (U.S. or internal), encourages migration of the same type and discourages migration of the other type.  相似文献

This article explores the roles of population, average earnings and employment rates in the sending and host countries on international migration. Using a model designed by Schultz (1982) for rural‐urban migration, it also tests the validity of two hypotheses, namely, 1) the Harris‐Todaro expected earnings hypothesis and 2) the symmetry hypothesis of effects of sending and host area variables on migration. The empirical analysis examines international migration from the Philippines to 26 non‐Middle Eastern countries in the period 1981–1995. It uses fixed effects panel data regression method to determine the impact of the economic variables in the sending and host countries. Finally, it looks into the influence of economic transformations in the Philippines and the host countries, as well as the relaxation of migration policies by the host countries on the actual migration of Filipinos in the period 1987–1995.  相似文献

The past two decades have seen the steady emergence of various bilateral and multilateral migration agreements between Europe and migrant‐sending countries in the global South. This article provides a critical assessment of the way the EU – and individual countries such as Spain, France and Italy – have played active roles in reshaping old and developing new strategies for keeping migration under control while opening up new opportunities for “regular” migration. It also discusses the extent to which migration agreements help migrant‐sending countries in Africa, Asia and Latin America to optimize the link between migration and development. Based on an analysis of the contents of the migration agreements and their implementation, it has become obvious that there is still a long way to go to achieve “fair multilateralism” and create “win‐win” situations between the EU and the poorer migrant‐sending countries in Africa, Asia and Latin America.  相似文献

This article surveys the practice of dual nationality in the Western Hemisphere, particularly as it impacts the naturalization rates of immigrants in the United States. The article begins by looking at the extent and spread of dual nationality provisions and the pathways for its implementation. Next, the article turns to a discussion of the multiple (and at times conflicting) interests – of immigrants, sending states and receiving states – in dual nationality. While immigrants and sending countries are in general agreement on the positive benefits of dual nationality, commentators in receiving countries like the United States continue to express deep unease at the spread of dual nationality and its consequences for American citizenship. Are these concerns justified? Not according to U.S. naturalization rates. Data from 1965 to 1997 indicate that immigrants from countries recognizing dual nationality average higher naturalization rates in the United States than countries that do not.  相似文献

This paper is an empirical investigation of inequality of education opportunities in the Middle East and North Africa (MENA). We use student scores from tests administered by the international consortium Trends in Mathematics and Science Study (TIMSS) for a number of MENA countries and over time since 1999 to estimate the effect of circumstances children are born into on their academic achievement in science and mathematics. We find that inequality of opportunities explains a significant part of the inequality in educational achievements in most MENA countries, but there is ample heterogeneity. Family background variables are the most important determinants of inequality in achievement, followed by community characteristics. The results show that, despite great efforts in past decades to invest in free public education, most MENA countries are less opportunity equal in educational achievement than European countries, and several are less so than Latin America and the United States. From the variation in inequality of education opportunities across countries and over time we draw lessons on the influence of different education systems or changes in policy on equality of opportunity.  相似文献

Despite the historical and numerical importance of international migration between Paraguay and Argentina, the socioeconomic forces affecting the dynamics of the flow remain largely unexplored. This article contributes to the understanding of migration movements between the Latin American countries by analyzing patterns of labor migration from two Paraguayan communities to Argentina. The analysis separates the process of migration into four segments representing different migration decisions that Paraguayan men face throughout their life course: first trip, first return, recurrent trips, and duration of additional trips. Results confirm that Paraguayan migration to Argentina is closely related to individual characteristics and wealth, the extent of migrant networks and experience, and changes in macroeconomic conditions. The relative importance of these factors on migration varies depending on the aspect of migration under consideration. More generally, the analysis shows that unlike migration between Mexico and the United States, Paraguayan migrants to Argentina tend to be positively selected with respect to educational attainment and skills. This reflects the higher transferability of skills between the two countries and the absence of large urban centers attracting internal migrants in Paraguay. In addition, results show that migration between Paraguay and Argentina is very responsive to fluctuations in macroeconomic conditions, particularly income differentials and peso over‐valuation. Government policies oriented towards the regulation of migration flows in the Southern Cone should pay closer attention to the impact of macroeconomic fluctuations on migration decisions, especially in the context of the Mercosur agreement.  相似文献

Since the end of the Cold War era, Western capitalist countries have experienced increased immigration of highly trained professionals from former socialist Eastern European countries and from socialist countries such as China and Cuba. In studies of the determinants of international migration, the focus has repeatedly been on demographic, economic, social network, and political explanations. This study addresses the migration of highly trained professionals from the People's Republic of China (PRC) to the United States of America (USA). Logistic regression analyses of longitudinal data collected between mid‐1988 and the beginning of 1992 show that, in addition to the explanatory power of the above predictors, transvaluation—the shift emphases from the socialist collectivist and interdependent ideological orientations to individualistic, independent, and competitive ideological orientations contribute to the migration decisions of the Chinese intellectuals. The results of field interviews and longitudinal comparisons suggest that the academics who come from an oppressed bourgeois‐class origin, and who experience more independent and competitive lifestyles in China, are more likely to acquire individualistic and independent ideologies than those who come from privileged and working‐class origins in China. The transvaluation is thus argued as a determinant of international migration, rather than as the post facto justification or the assimilation effect that was argued in previous migration studies. The modest erosion of the socialist‐collectivist and interdependent orientations among Chinese academics in the 1988 to 1992 three‐and‐half‐year time frame further enhanced their migration decisions. The longitudinal analyses suggest that the modifications of the individual ideological orientations among the Chinese academics may have occurred before the migration movement, rather than after. This finding thus challenges previous research regarding the determinants of international migration.  相似文献

Increasing numbers of sending states are systematically offering social and political membership to migrants residing outside their territories. The proliferation of these dual memberships contradicts conventional notions about immigrant incorporation, their impact on sending countries, and the relationship between migration and development in both contexts. But how do ordinary individuals actually live their lives across borders? Is assimilation incompatible with transnational membership? How does economic and social development change when it takes place across borders? This article takes stock of what is known about everyday transnational practices and the institutional actors that facilitate or impede them and outlines questions for future research. In it, I define what I mean by transnational practices and describe the institutions that create and are created by these activities. I discuss the ways in which they distribute migrants’ resources and energies across borders, based primarily on studies of migration to the United States.  相似文献

This paper describes the six research monographs that were presented at the Emigration Dynamic Workshops in South Asia in September 1996. Research reports were presented by Associate Professor Nasra Shah on an overview of emigration dynamics, Dr. Godfrey Gunatilleke on the role of networks and community structures in migration from Sri Lanka, Dr. Raisul Awal Mahmood on illegal migration from Bangladesh to Singapore, Kuala Lumpur, Bangkok, and Delhi due to desperate poverty, Dr. Farooq-i-Azam on high and low labor-sending migration districts in Pakistan, Dr. Mahendra K. Premi on the impact of internal Indian migration on international migration, and Dr. P.R. Gopinathan Nair on emigration from Kerala, India, to the Middle East. Representatives of South Asian governments discussed the implications of the research findings. Pakistan's representative urged cooperation and joint strategies among labor-sending countries. He cautioned that income and remittance estimates were unstable and unrealistic for inclusion in economic development plans. The Indian representative noted that, although Indian emigration is low, it is highly visible in the press. He agreed with the suggestion for greater cooperation between sending countries. The Bangladesh representative stated that the country needed to locate new markets for Bangladeshi emigrants, to guarantee the rights of emigrant workers, and to prevent trafficking in illegal migrant workers. Three major topics were discussed in the workshop session on the implementation of programs based on research findings. Workshop participants recommended updated information on migration trends, updated information on labor markets in receiving countries, formal and regular policy dialogue between sending countries, and promotion of continuing research by the International Organization on Migration.  相似文献

This article explores the conditions under which interprofessional relations may be characterized by conflict and/or cooperation through a case study of the rise of a software engineering (SWE) profession in the United States, United Kingdom, and Canada. Analysis of professional journal publications produced by the primary computing organizations in all three countries reveals that the development of a SWE profession in the United Kingdom, and to a lesser extent, the United States, has been a collaborative project pursued by engineering and computing organizations. In contrast, the development of SWE in Canada has been characterized by intense interprofessional conflict. The investigation suggests that interprofessional conflict may be mitigated when professionalizing groups seeking to lay claim to the same jurisdiction are similar in terms of their organizational size, outlook, and regulatory status.  相似文献

Research in the United States has shown that children growing up in 2‐parent households do better in school than children from single‐parent households. We used the Trends in International Mathematics and Science Study (TIMSS) data to test whether this finding applied to other countries as well (N = 100,307). We found that it did, but that the educational gap was greater in the United States than in the other 13 countries considered. Results from 2‐level hierarchical linear models demonstrated that international differences in the educational gap were associated with several indicators of national policy and demographic contexts. No single policy appeared to have a large effect, but several policy combinations were associated with substantially reduced educational gaps between children from different family structures.  相似文献

This article examines available means and activities of sending countries in their efforts to exert control over the "long-term temporary" emigration process. In the European case, the structure of migration has provided sending countries with ongoing channels for promoting their interests. In this picture the political dimensions of immigration are analyzed as epiphenomenal, dependent, or inconsequential. It is assumed that 1) state power directly correlates with economic power, and 2) economic and strategic power differences between states necessarily imply inequality in social and cultural terms. Although emigration may not serve the long-term "objective" interests of senders, it does provide a short-term safety value from the point of view of political managers. Both sending and receiving countries' interests are best served by a system of temporary labor migration, not permanent immigration. The receivers' ability to act according to narrow economic self-interest is restricted by a host of multilateral agreements that regulate and define the obligations and rights of the participants in international migration. Bilateral agreements not only specify the conditions of recruitment, employment, and family migration, they also provide a continuing basis for sending country influence throughout the migration process. Sending states that have a long history of emigration tend to have more developed and articulated emigration policies and commensurate institutional structures to channel and control the migration process in all stages--leaving, working abroad, and returning. The reluctance of Europe's immigrants to serve their social and political ties to their countries of origin is reinforced by the sending countries' activities aimed at insuring the continued long-term but temporary nature of migration.  相似文献

This article focuses primarily on countries that had been, prior to 1914, among the most favored destinations for East European Jewish migrants: chiefly the United States, Canada, Palestine, Brazil and Argentina. In the inter-war years, these ceased to be the only ports of final entry for Jewish migrants. However, despite restrictive migration regimes and unfavorable economic conditions, traditional receiver countries continued to absorb the largest share of such migrants (the U. S. and Palestine, between them, accounting for over 800,000). Jewish migration to countries other than the United States peaked around 1933; was just about equal to the U. S.-bound migrant stream by 1938; and fell off in 1939–1940. The Jewish case raises several theoretical and methodological issues, including the definition of migrant motivation as well as the framing of immigration policy as products of mixed factors – both political and economic.  相似文献

The first waves of Asian immigration to the United States were halted by exclusionary and racist legislation in the late nineteenth and early twentieth centuries. With the reforms of the 1965 Immigration Act, there has been a resurgence of immigration from Asia. This study analyzes changes in the socioeconomic composition of immigrant and native-born Asian-Americans (Japanese, Chinese, and Filipinos) from 1960 to 1976. The educational levels of all Asian groups, immigrant and native-born, have equaled or exceeded those of whites in recent years. Asians are more likely to be found in professional occupations than are whites, although there is also a concentration of immigrant Chinese and Filipinos in service occupations and the retailtrade sector. Native-born Asian-Americans have reached parity with whites in terms of average earnings, though immigrant Asians remain far behind. The findings are discussed in light of the changing structural conditions and opportunities of Asians in American society.  相似文献

"This article examines recent flows of Asian professionals to the United States based on the Immigration and Naturalization Service data for the fiscal years 1988-1990. Three specific dimensions of the Asian migration stream were investigated, namely, size, composition and mode of entry. The results show that Asians emerge as a dominant group in the immigration of all professionals. An examination of mode of entry indicates an existing demand for foreign professionals of certain occupational backgrounds in the U.S. labor market.... In this paper, I explore the possibilities of linking and expanding existing sending and receiving countries' initiatives that mobilize immigrants to participate in the development process of their countries of origin in such a way as to advance two main goals of such initiatives: (1) to multiply their developmental impact in sending regions; and (2) to help increase the social and political capital of immigrants and immigrant associations, so as to facilitate both their role in the development of their countries of origin and also their integration in their host societies. In the paper, I will study the Mexican 3×1 programme and Spain's co‐development model and explore the ways in which programmes such as these could be ideally linked and implemented, in diverse contexts, in a way that is advantageous to both sending and receiving societies. The paper is based on research conducted over the past 9 years with Mexican immigrant associations in the United States; on interviews with Mexican government officials in Mexico and the United States; and on interviews conducted in 2008 and 2009 in Spain.  相似文献
