This article studies migration from Albania into Greece and schematically looks at the socio-economic integration and/or exclusion of Albanians.
It explores the issue of regularization: first, providing an explanation for the choices made by a government by using a simple game-theoretic framework and, second, it outlines the current efforts made towards regularization of undocumented migrants in Greece.
The game-theoretic example shows that, under certain conditions, the optimal policy for a government is not to legalize an illegal immigrant, whereas under different conditions the optimal policy is to regularize. These conditions relate to factors such as the relative magnitude of the government's payoffs which are in turn dependent on public opinion, lobbying activities, the presence of migrants' associations and the like.
The article then reviews the case of Greece, where initially migrant workers were not regularized whereas at present there exists a new legal framework for their regularization.
The character of Albanian migration into Greece reflects two things: the changing global nature of international migration and the way in which migrants in Southern Europe are embedded in the specific model of Southern European post-industrial society.

"The integration of repatriating Greek migrants, ethnic Greeks and foreign workers has individual and macroeconomic aspects, both of which must be addressed within a dynamic perspective.... This article analyses the problems involved, and the policies and programmes adopted (or the lack of policies), for the integration of incoming workers to the Greek economy. Wherever possible, the suitability and effectiveness of measures taken are evaluated against the experience gained.... "This article deals with the migration of undocumented workers from Albania and Poland to Greece. Its underlying assumption is that migration from the former post-communist countries to Greece is not a homogeneous phenomenon, thus allowing for a distinction and comparison between the migration waves from Poland and Albania to Greece. The article shows that economic migration from Albania and Poland to Greece is primarily an economically triggered phenomenon which results from both individual rational choices and social, structural settings, and which verifies a general tendency of mass flows, characteristic of the era of disorganized capitalism." Illegal immigration through human smuggling originating from the Fujian Province, China, has become a global issue, affecting at least 30 countries. The empirical research on the financial element of illegal immigration suggests the important role of an underground banking system. This study examines the role of ethnic networks in sustaining the operation of Chinese-operated informal fund transfer systems in the United States. The primary source of data is from in-depth interviews with illegal immigrants in New York City and Philadelphia. The findings show that as opposed to lineage-based networks, the networks based on regional dialect allowed illegal Fujianese immigrants, as well as underground bank proprietors, to take advantage of social capital inherent in the expatriate ethnic community. The high levels of trust between underground bank proprietors and their clientele can be understood as resulting from ethnic solidarity and enforceable trust. These features are found to be troublesome at the community level because the research findings illustrate that a community of high ethnic interactions espouses a deviant culture or norms that encourage widely accepted but illegal practices.  相似文献

The debate on the immigration policies in OECD countries has turned its attention towards illegal migrants. Given that migration flows are determined by immigration laws, the probability of potential detection, penalties for unauthorized migrants and their employers, and income differences between sending and receiving countries, this paper presents a new approach to the problem of illegal migration, grounded on the economic theory of illegal behaviour. The framework considers the interaction of potential migrants, citizens, employers, and the government. After introducing the supply function of illegal migration and its determinants, the trade-off between social costs and benefits of preventing and combating illegal migration is demonstrated. This trade-off results in an optimal level of migration larger than zero. A complete "market model" of illegal migration is offered by presentation of a demand curve of illegal migration, based on the tolerance of the society towards clandestine foreigners. Equilibrium forces predict a non-zero level of illegal migration. The rule of law of our legal systems, according to which any illegal activity has to be reduced to zero, bears the danger of producing inefficient disequilibria. A reasonable policy of wanted and unwanted migration should address the question of how to allocate scarce resources. Ignoring social optima and equilibrium forces means to abandon public resources that could be used for other public assignments, such as schooling or foreign aid, for instance, i.e., measures that could strike the problem of illegal migration at its root.  相似文献

We explore the effects of tighter border enforcement and an amnesty on the wages and unemployment rates of natives and immigrants. We extend the Mortensen-Pissarides labor market model to include individuals authorized to work and illegal workers in a framework that accounts for voluntary return migration. Furthermore, we study the effects of an amnesty when a proportion of illegal workers pays payroll taxes. Our results show that the effect of changes in border enforcement on the number of illegal workers in the United States is theoretically ambiguous. While tighter border enforcement deters illegal migration of prospective workers, it also changes the incentives of those already in the United States decreasing return migration. If tighter border enforcement increases the number of illegal workers in the economy, it will also increase the wages of natives as market tightness increases. Our findings show that the larger the proportion of illegal workers paying payroll taxes, the larger will be the decrease in wages, and the smaller the increase in unemployment generated by the decrease in the number of illegal workers in the economy that will follow an amnesty.  相似文献

This paper explores the question of the impact of illegal migration on American unity and cultural pluralism in the US. Assuming that over time the descendants of undocumented workers now in the US will behave substantially like descendants of those who immigrate legally, the long-term impact of illegal migration barely will be noticeable provided it is reduced substantially in the future. The process of acculturation will work in the same way for both groups as it has for other ethnic groups in the past, given comparable levels of education and length of family residence in the US. The author takes special notice of the illegal migration of Spanish-speaking workers and hypothesizes that the behavior of their descendants will not differ from that of the descendants of other immigrants, legal or illegal, in ways that disrupt fundamental patterns of American political unity and cultural pluralism.  相似文献

Methodological problems in the study of illegal migration as defined in this article relate to questions of indicators for illegal migration, with special reference to Germany. It is argued and demonstrated that illegal immigrants are traceable, to some degree, in official statistics and that these can be analyzed for trends. In present‐day migration processes, illegal immigration frequently is undertaken with the support of human smugglers. The analysis of the social organization of different forms of smuggling is the other main focus of the article. From a methodological point of view, the literature and public discourse lack adequate concepts for describing and explaining the social organization of human smuggling. The theory of organized crime as a main actor in human smuggling is criticized. The study borrows concepts from market and networks theory and applies these to different forms of human smuggling and illegal migration. The social and technological organization of smuggling is under constant pressure to adapt to new conditions. The dynamism for this change results mainly from an “arms race” between smugglers and law enforcement. Since control over territory and population are central elements of state sovereignty, the state cannot simply withdraw from this race.  相似文献

The emigration flow from Greece between 1971 and 1976 is analyzed. Migrants are categorized by sex, region of origin, and whether they migrated permanently or temporarily. Results show a decrease in permanent migration from Greece, an increase in migration from urban areas, an increase in temporary migration, and an increase in male migration. A questionnaire survey covering MNCs that had invested in Greece during the period 1995–2003 is carried out in order to determine the barriers of inward FDI in Greece through a phase of increased expectations on foreign investment from hosting the 2004 Olympiad. The underlying assumption made is that the views of the local managers reflect the views of the mother company when deciding to invest. Although the findings represent the time that the investment took place, the influence of the conditions shaping the economic environment at the time the survey was carried out is also discussed. The findings indicate that the primary barriers to foreign investors are bureaucracy, taxation, corruption, and the labor market structure and support those of previous quantitative studies, leading to the conclusion that there is no progress made regarding these factors, in order to enhance FDI attractiveness. It becomes crucial for Greece to modernize and upgrade state mechanisms, through a more effective organization and administrative policies.  相似文献

The creation of an effective US immigration policy has been complicated by the diversity of political interests and the absence of reliable statistics to determine the magnitude of the impact on the American economy. Estimates of the number of illegal aliens in the US range from 1 to 12 million. While political biases and complexities and data inadequacies complicate this analysis, some generalizations seem to be confirmed by worldwide experience. There are 2 mutually-supportive, short-run ways to reduce the flow of undocumented workers: 1) to better police US borders and shorelines and 2) to remove the motive for entry by making it illegal for employers to hire workers who are not authorized to work in the US. To give employers an easy defense and to facilitate their compliance with immigration laws, an effective worker identification system should be developed. To avoid the civil liberties, international relations, and human problems associated with mass deportations, illegal immigrants who entered the US before January 1, 1981 and who have been in continuous residence for at least 1 year, should be permitted to remain in the US as permanent resident aliens. The US should not adopt a new guest worker program. The proper sequence of changes in immigration policy is very important. Dealing with illegal immigration is essential; all these measures should be in place before an amnesty is granted. Because it is important to have friendly relations with neighboring countries and because the ultimate solution to illegal immigration is to reduce the wide disparities in employment opportunities between countries, the US should work with other countries to control illegal immigration, but should not link control to energy, trade, or other policies. It is particularly important to discuss immigration control plans with other countries, especially Mexico, and to do everything consistent with US interests to minimize the adverse impact of our immigration policies on our neighbors.  相似文献

The fifth edition of the diagnostic and statistical manual (DSM) has changed the scoring threshold for a gambling disorder (GD) from five criteria to four and eliminated the illegal acts criterion. The impact of these changes was examined with data from a correctional population (N = 676) in Ontario, Canada. The offenders completed a self-report survey that included the Canadian problem gambling index, the South Oaks Gambling Screen and the DSM-IV criteria. Changing the threshold from 5 to 4 improved the convergent validity for GD and resulted in an increase in the percentage of offenders diagnosed with a GD from 7.4 to 10.2 %. The results also indicate that the illegal acts criterion contributes to the convergent validity of GD. The evidence supports the change in the threshold from five to four, but also reinforces the importance of examining illegal acts when dealing with an offender population. The incorporation of illegal acts into the “lying to others” criteria appears to make up, to some extent, for the removal of the illegal acts criterion.  相似文献

Since 2010, Greece has experienced an unprecedented economic and humanitarian crisis, which continues to have tremendous social impact. Austerity measures and policy cuts have included a dis-investment in social work and social care and more recently the abolition of one of the four national Social Work Departments providing qualifying social work education. In this context, this study addresses the following question: how does pre-qualifying social work education in Greece influence students' ability to manage value tensions in relation to anti-oppressive practice? Using a case study methodology, the research was based in one Social Work Department (subsequently abolished). Data were collected through semi-structured interviews from social work students at the beginning and the end of their professional education (n?=?32) and once from academic staff/placement supervisors (n?=?10). Data were analysed drawing on grounded theory techniques. In this paper only one particular dataset is considered in detail: the attitudes and experiences of final year students. The main findings indicate students' narrow understandings and individualistic approaches towards oppression, reflecting an urgent need to redefine social work education and practice in Greece according to current social justice concerns. Specifically, social work education needs to give greater weight to a structural perspective on the dynamics of oppression. Although focussed on Greece, the paper offers a critical debate of contemporary relevance for social work education in many European nation states.  相似文献

The objective of this paper is to provide a conceptual framework and an empirical evidence of farm business change in relation to the adoption and development of alternative farm enterprises (AFE). The present paper adopts a business typology and looks at the various paths of development. A range of factors condition which path of farm business development will be selected. Some factors relate to the farms' physical characteristics, its business and its human capital. A sample of 200 farmers in the prefecture of Etolia-Akarnania in Greece is analysed in order to identify the factors influencing the choice of farm business development. Three main paths of farm business development are identified in this lagging region of Greece. Conventional (mainstream) farming, alternative farm enterprise development and conventional farming with off-farm employment. Appropriate statistical modelling revealed that both economic and social factors exert an independent effect on the choice of farm business development. Proposals concerning the formulation of future rural policy in the lagging regions of Greece are drawn, based on the results derived from the analysis of the present sample.  相似文献

There has been a profusion of state run legal lotteries over the last two decades. One justification for them has been their supposed diversion of funds from illegal games known as numbers, policy and bolita. Records obtained in a police raid in south Florida provided an opportunity to analyze the impact of Florida' legal lottery on its illegal counterpart. The records ranged over a 13 week period encompassing five weeks prior to the inception of Florida's legal daily numbers and lotto games and seven weeks afterward. While there was a 17 percent decline in monies wagered on the illegal games during the first week of the legal games, illegal wagers quickly rebounded to prelegalization levels.An earlier version of the paper was presented at the annual meeting of the Academy of Criminal Justice Sciences, Washington, D.C., March 1989. The DSM-5 was published in 2013 and it included two substantive revisions for gambling disorder (GD). These changes are the reduction in the threshold from five to four criteria and elimination of the illegal activities criterion. The purpose of this study was to twofold. First, to assess the reliability, validity and classification accuracy of the DSM-5 diagnostic criteria for GD. Second, to compare the DSM-5–DSM-IV on reliability, validity, and classification accuracy, including an examination of the effect of the elimination of the illegal acts criterion on diagnostic accuracy. To compare DSM-5 and DSM-IV, eight datasets from three different countries (Canada, USA, and Spain; total N = 3247) were used. All datasets were based on similar research methods. Participants were recruited from outpatient gambling treatment services to represent the group with a GD and from the community to represent the group without a GD. All participants were administered a standardized measure of diagnostic criteria. The DSM-5 yielded satisfactory reliability, validity and classification accuracy. In comparing the DSM-5 to the DSM-IV, most comparisons of reliability, validity and classification accuracy showed more similarities than differences. There was evidence of modest improvements in classification accuracy for DSM-5 over DSM-IV, particularly in reduction of false negative errors. This reduction in false negative errors was largely a function of lowering the cut score from five to four and this revision is an improvement over DSM-IV. From a statistical standpoint, eliminating the illegal acts criterion did not make a significant impact on diagnostic accuracy. From a clinical standpoint, illegal acts can still be addressed in the context of the DSM-5 criterion of lying to others.  相似文献
