This study seeks answers to the question: ‘Under what conditions do communities with migration experience in refugee-receiving states become more open toward accepting more refugees and why?’. The research seeks answers to this question by examining the attitudes of individuals (N = 37) from Turkey who have been living in Germany for at least a year and who have sufficient familiarity with the characteristics of governance of mass migration in both countries. The findings suggest that the respondents are more pessimistic about the consequences of Turkey accepting more refugees in the future, while they are optimistic about the outcomes of the arrival of more refugees in Germany. This study posits that receiving communities' perceptions about the host state's regulatory and institutional capacity in managing mass migration and integration of refugees shape their attitudes toward the possibility of the influx of more refugees over time. The findings indicate that efficient mass migration governance in a receiving state is identified through four characteristics: (i) admission of educated refugees, (ii) proper refugee registration procedures, (iii) systematic integration processes, and (iv) effective monitoring and law enforcement mechanisms. The study concludes that local communities view public authorities as the key actors in managing the consequences of mass migration and establishing and sustaining good mass migration governance at the receiving state level is likely to facilitate positive attitudes towards accepting more refugees.  相似文献

Poverty is a well‐known short‐term outcome of migration in general and a long‐term outcome of forced migration in a global context. Surprisingly, this outcome appears among refugees in welfare states which provide various asylum and social policies facilitating integration. The article aims to explore the relationship between asylum and social policies and poverty among refugees. The research results are drawn from two studies conducted among refugees, NGOs, national and local administration representatives, and case workers in Poland between 2006 and 2014. The results show that asylum policy contributes to the material and symbolic hardship experienced by refugees, and social policy is ineffective in its prevention. If refugees are settled in regions with high levels of poverty, unemployment and ethnic‐based prejudices, then they experience and continue to live in poverty. In such a context, and due to its weaknesses in addressing discrimination, social policy cannot successfully integrate refugees.  相似文献

Recent trends in international migration are reviewed. Three major trends are identified: changes in the relationships between states due to the presence of a more or less permanent minority population from one state in the other; the flow of illegal migrants despite stricter immigration laws; and the growing problem of refugees and their impact on the migration policies of developed countries. "This article explores the politics of migration policies in the receiving states." The author finds that "a survey of the politics of immigration in the major receiving states shows a strong pattern of restrictionism in the face of unprecedented pressures for entry, but also amnesties, exceptions on humanitarian grounds, and hesitation to enforce the law. As individual states founder, multilateral strategies abound, but with scant success....Ironically, the failure of states to deal with the crisis may reinforce national prerogatives and capacities with respect to immigration and strengthen rather than erode the distinction between economic migrants and refugees."  相似文献

This qualitative study aims to explore the difficulties experienced by Syrian refugees living in the camps of Turkey in the pre‐migration and post‐migration environment and the impacts thereof on their mental wellbeing. Semi‐structured interviews were conducted with Syrian refugees living in three different camps on the Syrian border of Turkey. Syrian refugees were highly exposed to traumatic events in the pre‐migration period, including armed conflicts, human rights violations, and social and economic devastation. Participants reported a wide range of difficulties in the post‐migration environment, including separation from and loss of close ones, camp difficulties, gender‐based, adaptational and economic adversities. They reported a number of psychological and social effects of these pre‐migration and post‐migration difficulties. The implications of the findings are discussed and recommendations are made concerning the necessity of a rights‐based approach to policies and interventions for mental health and psychosocial wellbeing of Syrian refugees.  相似文献

The European Union faced an unprecedented influx of asylum seekers during the 2014–2016 refugee and migration crisis. The admitted refugees pose a critical challenge, but at the same time represent an opportunity for the host countries’ public finances. If the fiscal balance of immigration is positive, then migrants become net contributors to public budgets, helping to alleviate the aging related fiscal burden. However, we argue that this is highly unlikely to happen with refugees entering extensive European welfare states, at least in the short and medium term. By reviewing the existing empirical literature, we demonstrate that the research on the fiscal effects of refugee (or non‐Western) immigration almost uniformly supports the conclusion that the fiscal balance is going to be negative. The noble aims of humanitarian obligation to accept refugees seem to be in conflict with the pragmatic economic interest – a fiscally beneficial immigration – this time.  相似文献

How do the structure and relational features of family networks affect refugees’ mental health after migration, particularly when refugees are geographically separated from their family? Using the first wave of the IAB-BAMF-SOEP Survey of Refugees, which is representative of the population of refugees who arrived in Germany between 2013 and 2016, this study finds that the size of the nuclear family has a significant positive relationship with refugees’ mental health, whereas family separation has a significant negative relationship. In addition to members of the nuclear family, only fathers show a significant positive correlation with refugees’ mental health. The structural and relational aspects are discussed in light of health literature focusing on migration stressors and their relationship with mental health as well as in the context of changing family reunification policies in Germany amid the increase in immigration of refugees since 2015.  相似文献

This article examines the relationship between claiming unemployment insurance benefits in Canada and the immigrant class under which immigrants were admitted (namely skilled workers, assisted relatives, family class, refugees), using a new data set that combines income tax and immigration records. Claims rates (or the proportion of immigrants who claimed unemployment insurance benefits) are calculated for each immigrant landing class for the cohorts of immigrants who landed in 1980, 1985 and 1989; for each cohort, annual claims rates are presented from the year after landing to 1995. The claims rates indicate that there are significant differences among the different immigrant landing classes: those admitted as skilled workers have relatively low claims rates, those in the family class or assisted relatives have higher rates, and refugees have the highest rates. For all immigrant landing classes, claims rates rise rapidly during the two or three years after arrival in Canada, but decline thereafter for all classes. Differences in claims rates on unemployment insurance benefits remain across the immigrant landing classes after general economic conditions and some characteristics of the immigrants are controlled.  相似文献

Within UNHCR, there has been a shift in the emphasis on the meaning of protection. Protection of refugees is now primarily defined as security of refugees and refugee operations rather than in terms of the legal asylum process. The article examines the significance of UNHCR placing the refugee issue within both the larger context of forced migration as well as within the context of human security. The paper clarifies and documents a current and general focus of forced migration that includes the internally displaced as well as refugees and offers a framework for comprehending and dealing with the refugee problem that has shifted focus to the security dimension.  相似文献

Countries in Southeast Asia serve as origins, transit routes, and destinations for an increasing number of refugees, asylum seekers, and other people displaced by conflict and persecution. In this article, I consider existing academic literature on refugees and forced migration and situate current trends and processes related to refugees in Southeast Asia within such work. I begin by surveying sociology material on refugees and forced migration processes in general, also drawing from related fields of human geography and interdisciplinary refugee studies. I then review current mixed migration trends and corresponding state responses in the context of globalization and contemporary conflict in Southeast Asia, placing refugee movements within this setting. Finally, using examples from the region, I consider two rough areas of inquiry in need of further sociological exploration – (i) purposive transnational refugee actions and processes and (ii) the dynamic social spaces created and developed out of refugee migration. Human rights implications of these issues are considered throughout, and suggestions to reconsider human rights protection beyond nation‐state‐focused models are given.  相似文献

Parallel to the influx of asylum seekers during the 1980s, xenophobic tendencies have been witnessed in certain Western European countries. While directed at all foreigners, these tendencies sometimes have led to restrictive practices or methods which include both denying that asylum seekers qualify as refugees, so they may be sent home more easily, and shifting the responsibility for examining asylum claims to other countries. An analysis of the increasingly restrictive practices regarding the granting of asylum and the concept of a refugee is a complicated task, which requires a detailed investigation of the jurisprudence in a number of countries. This article, however, will not concentrate on an analysis of jurisprudence regarding asylum but rather on the tendency of various states to shift the responsibility for examining asylum requests to another country.  相似文献

This study aims to analyse the activities and discourses of the non-governmental organizations (NGOs) working in the field of migration in Turkey. The research explores how the NGOs frame the issue of migration differently and how they define and comprehend migration, migrants, and refugees. The article discusses whether the NGOs view refugees as subjects needing help, support, and protection or as actors who have rights and must be empowered and argues that there is tension between the two approaches. These points are discussed through a field study, conducted in 2020 (between February and April), comprising in-depth interviews with representatives of 13 NGOs working in the field of migration. The study points to structural, historical, and conjectural causes and aspects of the weakness of rights-based attitudes and activities among the NGOs working in the field of migration in Turkey. The article finds out that the actions of the NGOs working in the field of migration are concentrated on the basic needs of refugees, and structural limitations, such as political pressure, political polarization, and capacity problems, push the NGOs to evaluate the issue of migration within relatively narrow frames. The article also stresses the importance of an enabling political and legal environment and a coherent and structured communication strategy to promote a rights-based migration agenda.  相似文献

A quarter century ago, the world of international migration looked much different than it does today. International migration was then favorable regarded in many parts of the world. Today, this mood has soured. Guestworkers in Germany in 1989, particularly Turks, are the subject of widespread hostility and a growing anti-immigrant political party. France, too, has developed a significant anti-immigrant political party and now facilitates the repatriation of unemployed Algerian nationals with cash assistance. In the US, a chapter thought closed forever in 1964 might well be reopened as the federal government, in 1989, will decide whether or not to admit replenishment agricultural workers. In the Arab region, the Palestine Liberation Organization was created in 1964 to represent one of the world's largest refugee population - the 1 million Palestinians who fled during the 1'947-1949 fighting and their offspring. Today, Africa contains an estimated 4-5 million refugees. In Asia, the Gulf of Tonkin crisis in 1964 served as a pretext to escalate the war in Indochina that would create millions of refugees. Little concern was expressed 25 years ago about illegal migration from developing countries. Asia, Africa, and Latin America seemed to lie outside the usual path of international migration. A conference on international migration was held at Bellagio, Italy, in July 1988. The contributions comprising this volume were presented at the Bellagio Conference. Each contribution approaches the subject matter of international migration from a distinctive theoretical, disciplinary, or thematic perspective. This volume therefore reflects a large measure of the scholarly diversity that coexists in international migration studies. One of the themes of the conference is the realization that states vitally affect international migration and are greatly affected by the phenomenon. The Bellagio conferees also agreed on the importance of comparative research to greater scientific understanding of international migration. In a world of increasing interdependency, the inevitable effect of a knowledge shortfall is a glaring gap in understanding.  相似文献

This review of the dynamics of international migration in Southern Africa focuses on four aspects of labor migration: 1) while migrant workers suffer from discrimination and lack of protection, there are few alternatives for them; 2) the regulations imposed by the Chamber of Mines in South Africa favor the mining industry at the expense of the workers; 3) worker supplier states have few options for negotiating a commercialized migration policy to achieve economic benefits; and 4) foreign mine workers must unionize in order to escape perpetual subordination. The review opens with a consideration of how migrant mine workers from Botswana, Lesotho, and Swaziland have provided a source of cheap labor which has enhanced the economic prosperity of South Africa. The role of the Chamber of Mines in regulating the supply of labor and employment policy for its members is described. Attention is then turned to Lesotho where land pressure has exacerbated poverty levels. Large-scale migration has led the citizens of Lesotho to consider it a place to live or retire to, not a place to work. Labor migration from Lesotho is organized, is supported by the government, is recurrent, and remains a viable alternative despite faltering demand. The discussion of Lesotho includes a consideration of its political, economic, and demographic situation as well as of ecological factors. Briefer analyses are then provided for Botswana, Swaziland, and Mozambique. The receiving country, South Africa, is shown to be suffering a decline in economic growth which is marked by widespread unemployment. More than 250,000 Whites are prospective emigrants from South Africa. After considering the issues surrounding refugees, regional concerns created by changing economic and political scenarios, and labor strategies which could be adopted by supplier states, the report reiterates a series of recommendations which arose from two major conferences on the problem of unemployment. It is concluded that the tendency to emigrate is fostered by landlessness (Lesotho), surplus labor (Botswana and Swaziland), and political and economic underdevelopment (Mozambique). In order to redirect migrant flows, policies must address labor migration, political refugees, urban-rural dynamics, job-creation, income distribution, and democratization.  相似文献

This paper examines selectivity of refugees from Bosnia and Herzegovina in Serbia with respect to certain demographic and socio‐economic structures. Analyses indicated that the demographic and socio‐economic characteristics of these refugees are significantly more favourable than those of other refugees in Serbia and those in the place of origin. The results show that refugees from Bosnia and Herzegovina who, because of war, have sought refuge in Serbia are positively selective compared to the population that moved shorter distances (i.e. within the borders of Bosnia and Herzegovina) for the same reason. Their educational level and participation in the Belgrade workforce, the main urban and functional centre and pole of demographic concentration, support the hypothesis that despite the forced nature of their migration, movement to Serbia as a destination rather than migration within Bosnia and Herzegovina was partly determined by economic factors in keeping with the structural characteristics of the refugees. The directions of recent refugee migrations from Bosnia and Herzegovina to Serbia have continued the historic trend of previous migrations on the territory of the former Yugoslavia. To be specific, the centres with the highest concentrations of recent refugees from Bosnia and Herzegovina are precisely those municipalities with the greatest number of persons who migrated from Bosnia and Herzegovina before 1991.  相似文献

Between 1980 and 2000, about 1.2 million Mexican immigrants settled in 47 new settlement states. In the past, these immigrants would have settled in California, Texas, or Illinois, the three traditional states for Mexican settlement. Explaining this dispersion, the network saturation theory claims that high‐volume migration of Mexicans finally saturated the housing and job opportunities of Mexicans in traditional states and especially in Los Angeles. High rents and low wages then encouraged Mexican immigrants to select new states for settlement. This article subjects the network saturation theory to a rigorous reanalysis using new evidence. The empirical results tend to confirm the network saturation theory.  相似文献

While the issue of giving women their human rights has been firmly placed on the agendas of international conferences, the plight of refugee women has gone largely unrecognized. Refugee women face rape, sexual abuse, sexual extortion, and physical insecurity. Such violations precipitate their flight, characterize their attempts to gain refugee status, and continue during their tenure in refugee camps, where they are excluded from positions of authority. Because the definition of refugees in the 1951 UN Convention Relating to the Status of Refugees omits sex as a grounds for determining refugee status or as a grounds on which it prohibits discrimination based on sex, the UN High Commissioner for Refugees decided in 1985 that such claims must fall under the classification of membership of a particular group. Unfortunately, agreement with this is discretionary for states. It has been argued that states which protect aliens from discrimination based on sex must afford the same privilege to refugees, but, again, such behavior is subject to debate. Concerns about the human rights of refugee women should be strengthened by being addressed in the existing framework of human rights conventions in international law, such as the Commission on the Status of Women and the Committee on the Elimination of All Forms of Discrimination Against Women (CEDAW). One recent advance in this area was the establishment of the Yugoslav and Rwanda War Crimes Tribunals which will investigate the sexual abuse of women during the armed conflicts. The issue of violence against women in every situation must remain on CEDAW's agenda. In addition, the Fourth World Conference on Women provides a welcome opportunity to place these issues in the forefront of global efforts to protect women.  相似文献

Mainstream migration research examines migrant integration mainly as a function of integration policies in the country of destination, paying relatively little attention to policy frameworks in the country of origin. In this article we introduce the concept of “integration constellations” in order to describe multiple actors and actions involved in migrant integration in Europe. The analysis of such constellations includes policies frameworks produced by countries of destination and by countries of origin along with activities by civil society organizations. Our study encompasses all these actors in examining three empirical cases: Chinese student migration to the UK, Iranian refugees in Sweden, and Ukrainian labour migrants in Poland. These examples illustrate how actions by the states of origin and of destination can either complement or oppose each other. Although we concentrate on just three dimensions of integration (education, labour market and political participation), we point out the multidimensional reality of migrant integration.  相似文献
