This review of current knowledge about emigration dynamics from and within South Asia (Bangladesh, India, Pakistan, and Sri Lanka) opens with a brief history of the three phases of emigration from the area since the 1830s (plantation labor; postindependence to the UK, US, Canada, and Australia; and labor migration to the oil-exporting countries). The influence of the creation of Pakistan and Bangladesh is also covered as are British colonial and commonwealth policies. It is noted that migration data are incomplete and that India exhibits an ambivalence about collecting such information. The discussion then turns to emigration since 1970 and considers permanent migration from South Asia to the traditional receivers; South Asian asylum seekers in Europe; South Asian refugees, illegal migrants, migrant workers (flows and destinations), the stock of contract migrant workers (and their characteristics); returnee migrant workers; and skill levels. Analysis is provided of macro level determinants of emigrations such as gross national product (level and growth), the general demographic and social situation, labor force growth and structure, poverty and inequality, and internal and international migration. Environmental factors causing displacement in Southern Asia include floods, cyclones, river bank erosion, drought, and desertification. Global warming could displace millions of people in the region, and development projects have contributed to displacement. The remainder of the report covers political and ethnic factors, micro-factors influencing migration decision-making, the policies of sending and receiving countries, the consequences of emigration, and the potential for migration in the future.  相似文献

This paper describes the four research monographs on emigration that were presented at the December 1995 Regional Workshop in the Arab Region. The workshop was an exchange of views and discussion of policy implications of emigration. Monographs were presented by Dr. Mayar Farrag on emigration in Egypt, Professor Nadji Safir on migration in the Maghreb, Dr. Setenay Shami on emigration dynamics in Jordan, and Dr. Lynn Evans on behalf of Dr. Ivy Papps on migration in Gulf Cooperation Council (GCC) countries. Dr. Farrag identified three periods of migration. During the mid-1960s to the mid-1970s, migrants were officially encouraged by Egypt to fill education positions. During the 1970s, many migrants left for the oil-producing countries on a temporary basis. Since the mid-1980s, the influences on Egyptian migration have been the economic recession and oil prices in the Gulf states, the completion of infrastructure projects in most Gulf states, and the replacement of foreign labor with nationals. Dr. Farrag recommended improving the migrants' skills in English and technology in order to maintain a dominant flow of temporary migrants to the Gulf region. Professor Safir reported that persons from the Maghreb region (Tunisia, Algeria, and Morocco) migrated to France before independence and subsequently to West Germany and the Benelux countries. Algeria had the highest migration potential, and Morocco had the highest migration. Morocco had established networks in destination countries, high population growth rates, and high unemployment. Maghreb countries are receiving migrants from the south. Professor Safir recommended regional integration. Dr. Shami separated step migration from stepwise migration, which complicates push-pull theories. Dr. Papps argued that use of foreign labor may not be the best option for development, and that sending countries should be more aware of skill needs in GCC countries.  相似文献

The author presents preliminary findings on selected aspects of the dynamics which govern emigration from and within the South Asian region comprised of Bangladesh, India, Pakistan, and Sri Lanka. The paper attempts to identify some of the major reasons for observed migration flows and how the future may be envisaged especially in view of government programs, policies, and priorities. Contract labor migration is given special attention since it has become the predominant type of migration in the region. Sections consider a possible conceptual framework; measuring emigration pressure or potential; data and data problems; the volume of emigration since 1970; South Asian migrant workers; macro-level determinants of emigration; community, family, and individual factors; and sending country policies. The consequences of emigration are discussed in terms of the impacts upon the labor force and non-economic consequences. Observations for the future conclude the paper. Analysis of the dynamics of emigration from South Asia indicate an urgent need to improve data on various forms of emigration, that relevant officials in countries of origin have a longstanding concern about the exploitation of workers in sending as well as receiving countries, and the need to better understand the linkages between various factors relevant to the emigration process. An understanding of such linkages would allow for more realistic policies and planning for future emigration.  相似文献

This examination of emigration dynamics focuses on 13 countries extending from Eritrea to Zimbabwe and Mozambique on the eastern African mainland and on 5 Indian Ocean island nations. The first part of the study looks at the temporal, spatial, and structural perspectives of emigration dynamics. Part 2 considers international migration in the region according to Appleyard's typology (permanent settlers, labor migration, refugees, and illegal migrants) with the additional category of return migration. Measurement issues in emigration dynamics are discussed in part 3, and the demographic/economic setting is the topic of part 4. The demographic factors emphasized include spatial distribution, population density, population structure, population dynamics, demographic transition, and the relationship between internal and international migration. Other major topics of this section of the study are the economic base, the human resource base, population and natural resources, the sociocultural context (emigration, chain migration, return migration, and migration linkages and networks), political factors (including human rights, minority rights and security, regional integration and economic cooperation, and the impact of structural adjustment programs), and a prediction of future emigration dynamics. It is concluded that refugee flows remain a major factor in eastern African countries but the development of human resources in the northern portion of the region indicates development of potential labor migration from this area. Data constraints have limited measurement of emigration in this region and may contribute to the seeming indifference of most eastern African countries to emigration policies. Emigration in this region has been triggered by deteriorating economic and political conditions and is expected to increase.  相似文献

The rise in migration for employment since the mid-1970s has had serious consequences for many Asian countries. This discussion examines the issues raised by the migration abroad of thousands of skilled workers and the efforts that sending countries have made in recent years to bring the effects of labor migration more closely into line with their development objectives. It also considers several problem areas requiring the attention of policymakers and authorities responsible for the administration of overseas employment policies. It is estimated that between 1976-81 annual labor migrant flows from the 8 major sending countries in Asia increased sevenfold, from a mere 146,400 to over 1 million. The Asian migrant workers tend to be young, male, married (with dependents in the sending country), and better educated than the average home population. Most of them come from rural areas and are predominantly employed in construction and labor. The most distinctive feature of these workers is their concentration in a few blue collar occupations--carpenters, masons, electricians, plumbers, lorry drivers, mechanics, and heavy equipment operators. These production and trnasport workers outnumber the professional and technical workers by anywhere from 3 to 1 (Philippines) to 17 to 1 (Pakistan and Sri Lanka). At the aggregate level labor emigration affects the sending country's economy through its impact on the labor market, on the financial market, and on the market for goods and services. It can be argued that the outflow of a significant proportion of the labor force should lead directly to a rise in labor projectivity in the sending country since capital per worker among those left behind will increase, yet it can also be argued that since migration sifts out the most skilled and experienced workers there will be an erosion of the country's human captial resources. Specific measures have been adopted in most labor sending Asian countries to protect the welfare of migrant workers, to regulate conditions of employment abroad, to restrict the outflow of scarce skills, and to secure new overseas markets for nationals. Despite the efforts of governments to ensure that workers have satisfactory contracts on going abroad, many cases of "contract substitution" have been reported. The present attitude of many governments toward private recruiters seems to reflect both an acknowledgement of their effectiveness in finding job placements overseas and a growing concern to regulate their activities. The present trend seems to be to allow private agencies easier access while exercising greater supervision over those permitted to operate. The impact of labor migration on the labor markets of sending countries has not been uniformly damaging, but most of the countries have adopted 1 kind of policy or another to reduce the outflow of scarce skills. The use of material and other incentives for retaining workers in the country has obvious advantages but is not very widespread.  相似文献

Recent research on the impact of labor migration on the socioeconomic development of developing countries has provided opportunity to try and resolve some of the long-standing polemics that have pervaded the literature on migration and development. This article focuses on findings concerning the labor, remittance, and social impacts of emigration on countries that have participated in labor emigration. While a great deal more research needs to be done, recent findings confirm that in some situations the sort-term impacts of labor migration on sending countries have been considerable.  相似文献

This study of emigration dynamics opens by noting that emigration is one of the most dynamic economic and social elements in Bangladesh. The history of emigration from Bangladesh is sketched, and the level and trend of emigration is described for various destinations (especially the UK, the Middle East and North Africa, and Japan) and in terms of the socioeconomic background of migrants, channels of migration, occupations, the potential level of emigration, and applications for US Visas. The next section of the report presents the economic and demographic setting in terms of the gross national and domestic products, quality of life, the size and distribution of the population, the labor force, literacy, unemployment and underemployment, urbanization, internal migration, poverty, and income distribution. The discussion then centers on the sociopolitical setting and such factors as unmet basic human needs, the demand for expatriate workers, and emigration policy. It is concluded that the desperate economic situation in Bangladesh has combined with the demand for expatriate workers and the development of institutions to facilitate emigration. The result is increasing interest in emigration, which is fueled by mass communication highlighting the differences between the quality of life in Bangladesh and abroad.  相似文献

He supports a view of international migration "as a central component of the international political economy--one whose investigation requires a sensitivity to, and intimacy with, the forces operative in the structure and process of the world economy." This article examines available means and activities of sending countries in their efforts to exert control over the "long-term temporary" emigration process. In the European case, the structure of migration has provided sending countries with ongoing channels for promoting their interests. In this picture the political dimensions of immigration are analyzed as epiphenomenal, dependent, or inconsequential. It is assumed that 1) state power directly correlates with economic power, and 2) economic and strategic power differences between states necessarily imply inequality in social and cultural terms. Although emigration may not serve the long-term "objective" interests of senders, it does provide a short-term safety value from the point of view of political managers. Both sending and receiving countries' interests are best served by a system of temporary labor migration, not permanent immigration. The receivers' ability to act according to narrow economic self-interest is restricted by a host of multilateral agreements that regulate and define the obligations and rights of the participants in international migration. Bilateral agreements not only specify the conditions of recruitment, employment, and family migration, they also provide a continuing basis for sending country influence throughout the migration process. Sending states that have a long history of emigration tend to have more developed and articulated emigration policies and commensurate institutional structures to channel and control the migration process in all stages--leaving, working abroad, and returning. The reluctance of Europe's immigrants to serve their social and political ties to their countries of origin is reinforced by the sending countries' activities aimed at insuring the continued long-term but temporary nature of migration.  相似文献

IOM's research project on emigration dynamics in developing countries, launched in 1993, brought together teams of researchers in four regions of the developing world: Sub-Saharan Africa; South Asia; the Arab region; and Mexico, Central America and the Caribbean. The article reports the findings of team members as reported to, and discussed by, 180 participants, including those from 57 governments, at IOM's twelfth Migration Seminar held in Geneva during April 1997.
The research had been carried out under a common conceptual framework which addressed emigration dynamics through changing economic, demographic, political and ecological circumstances in each country or subregion; the role of networks already established between persons in sending and receiving countries; and the nature of entry restrictions imposed by receiving countries.
A central objective of the research was to try and measure interaction between the variables in specific country and subregional situations and, as far as possible, provide results that could assist policy makers in both developing and developed countries. This objective had been facilitated by workshops held in each region during 1995–96 comprising researchers, officials and policy makers.
Although economic, demographic, political and ecological circumstances varied considerably between countries in the four regions, conference delegates agreed that the approach adopted by the researchers, including contact with officials and policy makers, had provided new insights into the emigration dynamics process.
Recommendations made during conference discussions included the need to establish an effective system of migration information exchange between and across regions; that on the basis of results achieved so far research on emigration dynamics should be continued and broadened; and that there should be sustained dialogue between policy makers, officials, researchers and NGOs.  相似文献

This paper eulogizes the life and work of Gunther Beijer (1904-1983), an international migration research supporter, who was himself a refugee from Nazi Germany. The brain drain of professional workers of other nations into such traditional receiving countries as the US, Canada, and Australia particularly interested Beijer. The creation of many independent nations after World War II changed migration trends greatly. By the 1970s the immigration policies of receiving countries had changed to favor non-Caucasian professional workers and relatives of current residents. This new migration may be classified as 1) permanent settler, 2) guest worker, 3) professional transient, 4) clandestine, and 5) refugee. Non-Caucasian immigrants increasingly find that they may not be wanted when perceived as an economic or social threat. Beijer understood guest worker migration within Europe in the early 1960s, but he could not foresee the demands that guest workers and their families would place on receiving countries. Guest worker migration gives sending countries relief from unemployment and provides remittances; it also provides needed labor to economically health countries. Guest workers such as those currently employed in the Persian Gulf may not be accepted socially or politically by the host community and may be considered undesirable employees on their return home. Nations often tolerate illegal or clandestine migration when the labor need is high, but illegals may be expelled when economic or political conditions turn against them. The problems of the estimated 10 million refugees fall increasingly on developing countries, but must be shared by all nations since their increasing numbers affect domestic and international politics.  相似文献

This article explores the proposition that the developmental potential of emigration depends on the context of the sending countries. It builds on the insights from the institutional approach to development and adapts them to the migration‐development nexus. It argues that government involvement is necessary if resources from emigration are to become seeds for development. By analysing the case of Romania, one of the largest labour sending countries in Eastern Europe, it argues that its laissez‐faire approach is likely not enough to capitalize on emigrants' resources for development.  相似文献

This report on emigration dynamics in India opens by providing background on short- and long-distance migration to and from India in response to such events as the formation of Pakistan as well as to the policies of the British Empire and Commonwealth. Section 2 discusses India's demographic and sociocultural setting in terms of population growth, urbanization, patterns of internal migration, growth of the labor force, economic growth, poverty alleviation, health, and education. The third section describes the lack of data on international migration. Some data are available on emigrants, but the only information on return migration is that gleaned from surveys in Kerala. Section 4 considers emigration to industrialized countries and notes that it is almost exclusively permanent and largely composed of individuals with professional, technical, or managerial skills. The resulting brain drain is described as is the incidence of illegal migration. India does not create conditions from which citizens must seek asylum, rather the country has absorbed flows of refugees from Pakistan, Tibet, Bangladesh, Afghanistan, and Sri Lanka. Available data on the characteristics of emigrants and return migrants are reviewed in the next two sections, and section 7 looks at the data on financial flows gathered from macro-level estimates of remittances. Section 8 is devoted to the community, family, and individual factors which influence emigration including the networks that facilitate migration and means of meeting migration costs. The ninth section summarizes the political setting with an emphasis on the adverse reaction of Nepal to population movement from India. The final section of the report projects future population movements. It is noted that if there were no restrictions on migration, millions of Indians would emigrate to the Americas, Africa, and Australia. Whereas poverty, unemployment, and population growth will likely erode living conditions in India, the government has no policy to encourage emigration. This paper seeks to demonstrate the major benefits that a dedicated policy of co–development can bring to three major actors affected by immigration: receiving states, countries of origin, and the immigrants themselves. True co–development involves sustained cooperation between receiving nations and source nations in the management of both legal and illegal migratory flows. At the same time, it fosters the economic and demographic development of both the sending and the receiving country. This cooperation is based in large measure on understanding that, more than ever before, the best migration policy for developed nations is one that seeks not to block, but to smoothly regulate the circulation and re–circulation of the majority of foreigners and immigrants. As a result, Northern countries will be able to concentrate the state’s limited control resources on selected targets such as criminals, delinquents, and migrants arrested multiple times for unauthorized entry or residence. Developed nations must recognize that the vast majority of immigrants wish to retain close links to their country of origin, and with drastically improved transportation and communication links, most migrants are increasingly able to do so. Northern states should adapt policies that, for the most part, accommodate immigrants’ wishes to maintain active ties to their homeland. Such measures are generally in the best interests of the receiving countries, source countries, and of course, the immigrants themselves. The various problems faced by these three main actors regarding migration as they seek to pursue activities in their best interest is considered, followed by the advantages that a policy of co–development has for these actors: for receiving nations in terms of meeting labour force needs, reducing demographic problems, and controlling illegal immigration; and for source countries in terms of increased access to visas, increased amounts and efficacy of remittances, and the return and re–circulation of skilled and seasonal workers, and retirees. The interests of the immigrants themselves will be considered at various points throughout the discussion, in the context of the effects that the various policies of receiving and sending countries will have on them.  相似文献

This paper reviews economic policies and instruments available to the developed countries to reduce unwanted migration from developing countries, not all of which is irregular migration. Countries generally welcome legal immigrants and visitors, try to make it unnecessary for people to become refugees and asylum seekers, and try to discourage, detect, and remove irregular foreigners. There are three major themes: 1. There are as many reasons for migration as there are migrants, and the distinction between migrants motivated by economic and non–economic considerations is often blurred. Perhaps the best analogy is to a river – what begins as one channel that can be managed with a dam can become a series of rivulets forming a delta, making migration far more difficult to manage. 2. The keys to reducing unwanted migration lie mostly in emigration countries, but trade and investment fostered by immigration countries can accelerate economic and job growth in both emigration and immigration countries, and make trading in goods a substitute for economically motivated migration. Trade and economic integration had the effect of slowing emigration from Europe to the Americas, between southern Europe and northern Europe, and in Asian Tiger countries such as South Korea and Malaysia. However, the process of moving toward freer trade and economic integration can also increase migration in the short term, producing a migration hump, and requiring cooperation between emigration and immigration destinations so that the threat of more migration does not slow economic integration and growth. 3. Aid, intervention, and remittances can help reduce unwanted migration, but experience shows that there are no assurances that such aid, intervention, and remittances would, in fact, lead migrants to stay at home. The better use of remittances to promote development, which at US$65 billion in 1999 exceeded the US$56 billion in official development assistance (ODA), is a promising area for cooperation between migrants and their areas of origin, as well as emigration and immigration countries. There are two ways that differences between countries can be narrowed: migration alone in a world without free trade, or migration and trade in an open economy. Migration will eventually diminish in both cases, but there is an important difference between reducing migration pressures in a closed or open world economy. In a closed economy, economic differences can narrow as wages fall in the immigration country, a sure recipe for an anti–immigrant backlash. By contrast, in an open economy, economic differences can be narrowed as wages rise faster in the emigration country. Areas for additional research and exploration of policy options include: (1) how to phase in freer trade, investment, and economic integration to minimize unwanted migration; (2) strategies to increase the job–creating impacts of remittances, perhaps by using aid to match remittances that are invested in job–creating ways.  相似文献

According to the economic literature, high‐skilled emigration may either harm or benefit developing economies. Recent research highlighted several positive and negative channels through which the brain drain operates. This paper aims at evaluating the relative magnitudes of various brain drain channels and quantifying their global impact on migrants' sending countries. For this purpose, we develop a 10‐region general equilibrium model of the world economy characterized by overlapping‐generations dynamics. Our findings suggest that the short‐run impact of brain drain on resident human capital is extremely crucial, as it affects not only the number of high‐skilled workers available to domestic production, but also the sending economy's capacity to innovate/adopt modern technologies. This latter effect is particularly important in globalization, where capital investments are made in places with high production efficiencies. Hence, despite positive feedback effects, those countries facing prevalent high‐skilled emigration are the most candid victims to brain drain. (JEL F22, J24, O57)  相似文献

The heavy reliance on foreign labour in the care sector by Western countries (particularly those in southern Europe) is fuelling a growing feminization of migration in many emigration countries. This migration has a new impact on the countries of origin: it adds the problem of “care drain” to the better known “skill drain” problem ‐‐ which has already been extensively examined in the literature. In this article, we investigate how this phenomenon is taking place in Romania. In particular, the article explores the compensatory strategies put in place by Romanian families and local welfare states to limit the impact of care drain. Furthermore, it considers the persistence of a “care shortage” problem, which constrains both individuals and local institutions in Romania and requires the establishment of new social and cooperation policies. The research is based on the results of qualitative interviews conducted between the winter and spring of 2006 with 30 Romanian female care‐workers living in Turin and Rome, and with 40 family members of female care‐workers (often belonging to the same family units as the women interviewed in Italy) in Romania. With a view to gaining a more comprehensive overview of the phenomenon, more than 35 privileged observers were also interviewed in both countries in which the field work was carried out.  相似文献

This paper is inspired by three issues, namely ongoing research on South Africans of Indian origin, the anecdotal evidence that accumulates through ongoing discussions on a casual level with such people and the increasing interest among researchers about how globalization and transnational movements are impacting upon identity formation among minorities who are seeking employment or a new life in the developed economies of the ‘big five’ English-speaking countries, i.e. the USA, Canada, Australia, New Zealand and the UK. It is in countries such as these that a third identity emerges and develops to instill a sense of triple identity. The information here suggests that, when people of Indian origin migrate to one of these countries, they continue to cling to South Africa because it is their country of birth, as well as to India, more for sentimental rather than practical reasons. The topic of this paper reflects a contemporary phenomenon not just among the Indians in South Africa, but also among other diasporas such as Chinese in Latin America, whose new and final emigration destination always seems to be the US. In addition, people of Chinese origin in the countries of Indochina, such as Vietnam, Laos and Cambodia, experienced similar patterns of becoming diasporas in Europe, North America and Oceania in the 1970s. However, migration implores them to renegotiate their identities in order to adapt and settle in accordance with their newly adopted host territories. This gives rise to an identity that straddles three countries, which induces the need to examine new ways of identity building in a global transnational economy.  相似文献
