This article examines the legal and policy implications of information asymmetry for foreign domestic workers employed under the Kafala sponsorship system in the Gulf Cooperation Council (GCC) countries. Drawing from ethnographic and field‐based observations in large GCC migrant destinations – including Kuwait, Qatar, and the United Arab Emirates (UAE) – we investigate the information flows and market uncertainties between five key stakeholders: labour‐receiving governments, labour‐sending governments, recruitment agencies (subagents), sponsors (employers), and social networks. Several factors contribute to asymmetric information: the lack of bilateral labour agreements and government policy coordination, programs between and among government entities, the absence of labour law for domestic workers, and the laissez faire approach of the labour‐receiving government. These sources of asymmetric information create serious market vulnerabilities for the domestic worker population, often resulting in loss of employment and early deportation. The concluding section further outlines policy implications and areas of methodological research on GCC migration.  相似文献

This article develops a two-country monetary economy model in order to analyze the international monetary policy game between governments and the domestic monetary policy game between each government and its private sector. We prove that if governments can commit to their own private sectors, the cooperative equilibrium of the game between governments is for them to follow the Friedman rule. When governments lack such ability to commit, we find that the Friedman rule is more likely to be sustained in our open-economy model than in the closed-economy model of Ireland. Abstract There is limited recent research on the strategies that rural local governments are employing in the face of changing intergovernmental relationships, especially in relation to local economic development. This paper draws on data from a survey of local governments in the Ohio River Valley Region that includes a mix of localities on the urban‐rural continuum, to empirically address three issues. First, we examined the extent to which county governments have undertaken local economic development initiatives as well as other, extra‐economic activities designed to improve community well‐being. Second, we assessed the extent to which rural county governments vary from urban counties in their activities and available resources. Finally, we employed logistic regression models of factors associated with use of development strategies to determine the relationship between rurality and local development policy activities. The results show that rural counties are less likely than urban counties to undertake various economic development activities, with observed urban‐rural differences largely attributable to county socioeconomic disadvantages, such as poverty and education.  相似文献

This article seeks to explain Australia's refugee policy and to identify the various objectives and factors that influence the development of that policy.
Australia's refugee programme seeks to: provide a humanitarian response and protection to individual refugees; participate responsibly in the international community; honour its Convention obligations; further the interests of the people of Australia; meet high standards of administration and; acknowledge as much as possible changes in refugee populations.
In fulfilling these objectives, Australian governments must weigh and balance various competing factors. These include: humanitarian responsibility, international obligations, social, political, economic and foreign policy factors, as well as efficient administration.
In balancing the relative importance of these factors, the Federal government hopes to fulfil all its refugee and humanitarian objectives. However, the pluralistic nature of Australian society and the often conflicting ideals associated with protection of Australia's interests and the preservation of the rights of refugees, means that fulfilment of these objectives is difficult.
This article examines the Australian government's response to the Kosovar conflict, to assess the relative success Australia had in fulfilling its refugee policy objectives and identifying the various factors that produced the final result.  相似文献

This paper addresses the puzzle of the unlikeliness of the implementation of elements of the Bologna Process agenda in Europe and post-Soviet higher education systems. Following mainstream policy science theories, the policy initiative would be qualified as “prone to failure”, but surprisingly many governments took up the challenge to develop regulations and guidelines and to change the structures of their higher education systems. Looking at the adoption of Bologna process elements in various countries – east and west – I will be able to point at factors that contribute to explaining why and to what extent countries engaged with the process and hence to contribute to the literature on Europeanisation and policy adoption.  相似文献

I develop a theory of the relationship between government actions and union political protest that uses conjunctures and structures to explain government-related factors which influence union political protest. Conjunctures are dramatic political developments that have the potential to tilt the status quo in industrial relations against, or in favor of, union vested interests. Here, the core conjunctures are significant debts and budget deficits concurrent with governments preaching severe budget cuts and public sector restructuring that, if implemented, can undercut unions. Structures are the policy tools that governments use to implement their agendas. Together, conjunctures and structures constitute a distinct government logic that influences the likelihood of union protest.  相似文献

Financial inclusion has recently become a globally acclaimed policy objective. This provokes the need to review policy in this sector, particularly in light of the tensions that arise between donor approaches founded on market modernism and governments with more activist leanings. This is done here in the context of efforts to move donor development policy beyond ‘best practice’ institutional blue‐prints to those which are ‘good enough’, which seek to understand underlying political economy dynamics in order to find space to engage with governments. In doing so, it is argued that there is scope for ‘working with the grain’ and harnessing the political economy of government policy in order to produce financial inclusion outcomes.  相似文献

Governments are actively looking for ways to use public procurement so that it would become more effective in facilitating innovation across public and private sectors. However, a shift towards public procurement of innovation (PPI) has proven to be difficult. Whereas the contemporary debate has mostly focused on how to reduce the barriers of PPI through re-conceptualizing the procurement process, there is a need to take into account also wider strategic factors through which governments create capacity to undertake PPI. By revisiting historic and contemporary policy initiatives, four strategies for the future can be envisioned: PPI as experimental innovation policy, from fiscal policy under austerity to PPI, mission-oriented PPI and shifts in administrative culture towards PPI. Each of the strategies demands different capacities from the entrepreneurial sector, as well as state, policy and administrative capacities from the public sector. These issues should be an inherent part of future policy-making and offer new avenues for PPI-related policy analysis and academic research.  相似文献

As governments draw increasing revenues from the lottery industry, it has become academically important, as well as for policy purposes, to better understand the factors that can explain lottery purchase decisions. The traditional literature uses either the expected return of each lottery ticket (effective price approach) or the jackpot size (jackpot approach) to explain the variation in lottery demand. In this article, we examine these two factors by exploiting a unique lottery game set-up in lottery practice in China. This lottery game is similar to lotteries in other countries except that there is a cap policy on the grand prize, which limits the reward of each jackpot winner. We show that this complex cap policy actually causes both the lottery effective price and the jackpot size to remain almost fixed for the majority of the time while lottery demand significantly fluctuates. The lack of variation suggests that, in China's practice, neither the effective price nor the jackpot size can explain the observed variation in lottery sales. Instead, we find that the size of the lottery rollover fits well in explaining the variation in lottery demand.  相似文献

Many governments are seeking to encourage the extension of working lives to counteract potential labor market shortages that might result from population aging. Nevertheless, research shows that older workers continue to face a range of barriers to their labor market participation. However, this research has not tended to take a holistic view of the factors shaping employer policy and practice or acknowledge that older workers’ experiences are embedded within broader social structures and age dynamics. This article reports on exploratory qualitative research undertaken in Hong Kong. It demonstrates how employer policy and practice toward older workers are shaped by intergenerational dynamics and by the social responsibility that employers feel toward different generations. It is argued that in order to more fully understand employer policy and practice toward older workers, an approach that acknowledges the social context and position of different age groups is required.  相似文献

The member states of the European Union (EU) have recently experimented with constructing a common immigration policy. This gives rise to an important and fascinating question: what happens to immigration policy once it is no longer made in national capitals? Have national governments been able to retain ultimate control over the field of EU immigration policy? Or do we see slippage towards supranational power, with the Commission, Parliament, and Court of Justice expanding their influence? If EU institutions have gained power, do they use this power to defend the rights and freedoms of immigrants against restrictionist national governments? Using participant interviews (listed in Appendix I ) and documentary analysis, I analyse negotiations over three EU immigration laws: the directives on family reunification, long‐term residence, and economic migration. I assess whether national preferences are implemented in these directives, or whether supranational institutions have moved policy away from national preferences, potentially expanding immigrant rights and freedoms.  相似文献

Rural poverty     
Abstract

This paper examines rural poverty indicators arguing that governments have failed to provide the equitable access to resources needed to empower rural people to address their poverty. The paper illustrates how the decline in the fortunes of agriculture has led to a rapid disintegration of rural communities and to human rights concerns in relation to rural people. On quality of life indicators such as health and education, rural people are seriously disad-vantaged by comparison with urban Australians. Yet, the failure of governments to develop integrated rural policy frameworks that deliver equitable resources and their reliance on market forces is leading to the destruction of rural communities. For social workers, the challenge is to provide advocacy and policy leadership.  相似文献

The recent proliferation of bitcoin has been a boon for users but might pose problems for governments. Indeed, some governments have already taken steps to ban or discourage the use of bitcoin. In a model with endogenous matching and random consumption preferences, we find multiple monetary equilibria including one in which bitcoin coexists with official currency. We then identify the conditions under which government transactions policy might deter the use of bitcoin. We show that such a policy becomes more difficult if some users strictly prefer bitcoin because they can avoid other users holding the official currency in the matching process. Some scholars have shown how the U.S. has deployed several traditional, imperial strategies to maintain global power, including military interventions, support for proxy governments, economic coercion, and the exercise of hegemony. In many countries, though, these strategies cannot effectively work. Some countries have elected leaders that defy U.S. influence, and, in middle‐income countries, the U.S. cannot use economic coercion. The U.S. also cannot militarily invade all countries that possess anti‐American governments. How, then, does the U.S. aim to confront and control anti‐American governments in the contemporary world? I examine U.S. foreign policy towards Venezuela under Hugo Chávez, who recurrently challenged U.S. global power during his time in office. Through interviews with U.S. state elites, who developed policy towards Venezuela, and through analysis of U.S. diplomatic cables, I show how the U.S. has moved away from traditional, imperial modalities and towards new imperial techniques aimed at frustrating political processes within particular countries, as well as containing their global influence. These techniques include pressuring the federal judiciary, utilizing state agencies to fund and support opposition political parties and NGOs, seeking to terminate particular pieces of legislation, and eliminating eligibility for global leadership positions. These efforts do not immediately aim to displace existing governments, but, in the least, they aim to frustrate the domestic efforts of particular governments, and ultimately cultivate conditions favorable for the political opposition to eventually attain political power.  相似文献

This article attempts to resolve a contradiction noted by Charles Tilly between my earlier writings on education and later writings on the welfare state. The earlier work on education was critical of governments’ role in constructing bureaucratic school systems that reinforced inequality; the later work on the welfare state argued for the extension of government social provision. This article shows how the contradiction poses a false dichotomy. It then uses history to show how assessments of governments’ role reflect the political context in which they are written but rest on consistent values and priorities. The article emphasizes, as well, the absence of a counter narrative to the political right’s assertion of government policy failure; the truncated and inappropriate use of “state” in much writing on public policies; and the need for historians of policy to develop means of assessing the success or failure of government policies and programs.  相似文献

Government policies in Canada have taken a hard right turn, and tax cuts now have priority over investing in social programming. Both federal and provincial governments have been withdrawing from direct service provision, with the expectation that the voluntary sector will fill the gap. At the same time, traditional government support for the voluntary sector has declined, which limits the ability of organizations to meet their current service demands. Using a sample of 645 organizations from across Canada, this article explores the use of revenue diversification as a response to policy changes. The findings indicate that the factors related to voluntary organizations' in Canada embracing revenue diversification to support program delivery differ for organizations run by women and nongendered organizations.  相似文献

We offer an explanation of government's preference for discretionary policy action. The main elements are asymmetric information and the ability and desire of governments to maximize reelection prospects. Discretionary policy imposes a social cost. We show that the cost is eliminated if all voters have the same information as the government. An optimal, state contingent policy rule that precommits government through a constitution eliminates the cost by removing government's opportunities to exploit its informational advantage. Rules of this kind, and constitutional restrictions, are difficult to enforce in the presence of uncertainty and different information available to government and the public.  相似文献
