Statute and practice relating to s.31 part IV of The Children Act 1989 allow children subject to care orders to be placed at home with their parent(s). It is not uncommon for the courts to accept a plan for children to return home at the final hearing of care proceedings at which full care orders are granted. In such instances, children retain looked‐after status but, in terms of their day‐to‐day care, are looked after by parent(s). Whilst there are a small number of studies conducted in the 1990s relating to children ‘home on trial’, there is a much more limited recent literature. It is important to revisit this population of children, given current concerns about the burgeoning costs of child care proceedings and the looked‐after children system (LAC). This paper reports on a small‐scale exploratory study in one north‐west local authority area. Consisting of a file study and interviews with parents and professionals, the study examines the factors that contributed to initial removal of children to public care, the impact of the LAC system for children ‘home on trial’, stability of placements at home, as well as issues to do with the discharge of care orders. Particular attention is drawn to lone father headed households, a social group over‐represented in our sample. The study aims to inform further multi‐location studies.  相似文献

Anna Yeatman and Joanna Penglase (August 2004) provide a useful review of the literature on ‘Looking After Children’ (LAC), a guided practice system for children living in out‐of‐home care. In summarising the polarised debate, the authors point to an unresolved situation in which advocates have uncritically adopted individualised care planning, as a way of improving outcomes in child welfare while critics have not offered alternatives for systemic reform. This is an area of troubled social policy and the debate cannot rest here. This paper suggests a number of pressing research questions to be addressed. The urgency of the issues and the characteristics of local service systems mean LAC needs to be evaluated in the Australian context, taking into account the local experience and participation of children, families and their social workers.  相似文献

The adoption of evidence‐based practice in social work has been widely promoted in recent years and with this, a growing emphasis on the evaluation of practice using well‐validated and reliable measurement processes. The Department of Health's ‘Framework for the Assessment of Children in Need and their Families’ in the UK includes quantitative measures that form part of a systematic assessment of the needs of children and their families that includes assessment of parenting capacity and parental emotional state. The measure selected to assess parental mood was originally known as the Irritability, Depression and Anxiety Scale, and has been renamed within the Assessment Framework as the Adult Well‐Being Scale. This instrument is designed to assess depression, anxiety, and inward and outward irritability. However, there has been relatively little contemporary evaluation of the reliability and validity of the measure, and the extent to which it measures the four constructs it is designed to assess. This research therefore conducted extensive analyses of the reliability, validity and underlying factor structure of the Adult Well‐Being Scale. The four subscales did not demonstrate sound psychometric properties. At best a total score may be used as an indicator of ‘overall psychological distress’.  相似文献

Wide income inequality in a society has been associated with worse aggregate health. Regarding the relationship, often termed as ‘the Wilkinson Hypothesis’, a number of empirical findings and related systematic reviews have reached inconsistent conclusions. In addition, the Scandinavian welfare regime is expected to have better aggregate health indicators in comparison with the other welfare regimes. The expectation is largely based on the Wilkinson Hypothesis because the regime has relatively narrow income inequalities. Again, related empirical findings and systematic reviews have produced inconsistent conclusions. This article reports on two rounds of ‘review of reviews’ (RR) over six previous (systematic) review articles. The first round of RR found that the review articles reached divergent conclusions. The second round of RR over another set of three review articles also demonstrated that their conclusions did not reach a consensus. Neither the hypothesised Scandinavia's good health nor the Wilkinson Hypothesis was given solid empirical backing.  相似文献

Indicators of the public provision of old age social care are routinely recorded in England and have been used for diverse purposes including performance monitoring. Despite long‐term policy guidance promoting more homogeneous service provision, large variations can still be observed between local authorities (the providers of state‐funded social care). Our aim is to better understand such variations in a small selection of key aggregate indicators. Drawing on multiple data sources and pursuing a two‐step strategy, we first assess the explanatory power of a set of structural predictors and then add to the models a set of specific care management ‘process’ predictors. We find that structural factors beyond the control of local authorities explain a considerable share of the observable variation. The additional explanatory power of care management characteristics is small in comparison. Therefore, our findings suggest that caution must be taken when aggregate indicators of service provision are used for performance monitoring purposes, as a degree of autonomy over outcomes may be implied which in light of the empirical evidence is unrealistic. Past attempts to influence the aggregate pattern of service provision – apparently seeking greater ‘territorial justice’– are likely to have had adverse implications for service users and the uniformity of service delivery across England. Questions are raised about the adequate role of central government in a policy environment characterized by longstanding local government responsibility.  相似文献

Child welfare case management systems were designed, in part, to standardize participatory practices for both young people and their parents. This paper reports the findings of a qualitative study of Australian service users' experiences of participation when using the case management systems, Looking After Children and Supporting Children and Responding to Families. Findings indicate that the majority of service users reported positive experiences of participating in the use of these systems. However, participatory relations were often slow to develop and frequently involved conflict. Some service users used their power to control the flow and accuracy of information, or resisted workers in other ways. Some children and young people were excluded from the opportunity to participate because the systems did not have a ‘text‐based’ format to ‘ensure’ that this process occurred. These findings indicate that case management systems did not result in relationships which consistently informed the intervention in a way that the systems' authors had envisaged. Service users did not necessarily take up the openings offered to them and workers did not necessarily comply with the systems' obligations. The findings cause us to question the assumptions that power can be bestowed or withdrawn, in the way suggested by these case management systems.  相似文献

It has long been recognized that children with a parent or close relative in prison are more likely to experience educational difficulties, emotional distress, family breakdown and a substantial reduction in family income (Boswell 2002; Smith et al. 2007; Morgan et al. 2013b; Morgan and Gill 2013). Consequently, children with a parent in prison are more likely to require support from statutory services, especially education and social care. However, statutory support for this group of children is sparse, and children of prisoners tend not to be identified as a priority group. The demand on local authorities to spend their limited budgets wisely means tough decisions have to be made. These decisions are not taken in a vacuum: they are taken in a context of local need, consumer representation, central and local politics; underpinned by the values and attitudes of individual members as well as by the ethos or culture of the local authority itself. In this article we apply Axford's typology (2009) of the different cultures which underpin local authority service provision to data from a research study carried out in 2011 in one local authority which explored support provision in schools for children of prisoners. We examine the contradictions and gaps within the local authority's attempts to synergize the different modules of service delivery into a coherent pattern of provision, and we explore how changes in strategic culture might lead to improvements being made in terms of service delivery to this group of ‘vulnerable’ children.  相似文献

Reports into incidents of child death and serious injury have highlighted consistently concern about the capacity of social workers to communicate skilfully with children. Drawing on data collected as part of an Economic and Social Research Council funded UK‐wide research project exploring social workers' communicative practices with children, this paper explores how approaches informed by social pedagogy can assist social workers in connecting and communicating with with children. The qualitative research included data generated from 82 observations of social workers' everyday encounters with children. Social pedagogical concepts of ‘haltung’ (attitude), ‘head, heart and hands’ and ‘the common third’ are outlined as potentially helpful approaches for facilitating the intimacies of inter‐personal connections and enhancing social workers' capacity to establish and sustain meaningful communication and relationships with children in the face of austere social, political and organisational contexts.  相似文献

This paper examines the reasons behind the continual growth of the phenomenon of famers ‘planting’ cheap and substandard houses on farmland in rural China repeatedly and without government permission. The practice has been commonly interpreted by local governments as schemes instigated by greedy farmers to maximise compensation payments from the government when their properties are requisitioned for public infrastructural or private development projects. Researchers however have found that such practices are measures farmers learnt from others to insure themselves against land grabs as well as inadequate compensation offered by local governments and developers. Their vulnerability however also spanned a growing illegal industry where farmers short of cash were lured into participating in organised ‘house planting’ projects although they could be caught and put in jail by local authorities. Other researchers are equally concerned by the threat of food security should these incidences continue to escalate. However, these problems would not be easily addressed because the survival of local governments has grown to be heavily dependent on both the huge revenues generated by and winning political mileage from urbanising the rural, or converting agricultural to non-agricultural lands.  相似文献

Recent contributions to the policy implementation literature have applied Kingdon's model of ‘policy windows’ to the implementation of policy on health inequalities in the UK, and have identified the key role played by ‘policy entrepreneurs’ at local as well as national level. Despite this, the picture that emerges is of frustration of central policy intentions at the local level, alongside frustration of local aspirations by the centre. This article explores the relationship between central policy and local implementation in the context of a Lottery‐funded initiative to develop community cancer care in the UK. We examine the relationships: between the BIG Lottery Fund and central government; between BIG and the cancer care projects it funded; and between the projects and their local economy of cancer care. We found evidence of success both in vertical cascading of policy and in local policy innovation; 83 per cent of projects succeeded in obtaining continuation funding at the end of their Lottery funding. We suggest that this was due, in part, to two features of Lottery funding and accountability that combined to differentiate it from the other policy initiatives studied. They meant that projects were ‘buffered’ not just from national policy churn, but also from competing local priorities. In the ‘protected space’ that was thus formed, ‘street‐level policy entrepreneurs’ played a key role in developing cancer care innovations for adoption by mainstream funding agencies.  相似文献

Australia's dispersed population in rural areas contributes to poor access to therapy services and the inability of the existing rural therapy workforce to meet demand. As a result, rural children with a developmental delay wait a long time for therapy. This paper describes participant perceptions of a therapy facilitation service model that has worked to improve access to therapy for children in these circumstances. The model, given the pseudonym ‘Outback’, operates in rural and remote areas of western New South Wales. ‘Outback’ employs local people to work under the guidance of therapists based in larger centres to provide preschool children with developmental delays with access to therapy interventions they might not otherwise receive. A two‐stage case study design involving focus groups and interviews with the director, four therapy facilitators, nine therapists, and seven carers was used. Three themes were identified as central to the service model: 1) being part of the local community; 2) developing therapy facilitator knowledge and skills; 3) improving access to therapy intervention for children in rural and remote areas. The ‘Outback’ model demonstrates that appropriately supported, local therapy facilitators provide a flexible workforce adjunct that expands the reach of therapists into rural and remote communities and enhances service access for children and their families.  相似文献

Mirroring changes across nations of the Organisation for Economic Co‐operation and Development, recent UK governments have redrawn lone parents' entitlement to social assistance benefits ever tighter around participation in the labour market. A radical shift since 2008 has been the gradual transfer of most non‐employed lone parents into the ‘activating’ Jobseekers' Allowance (JSA) regime. The enhanced conditionality requirements of this JSA regime have been justified by both paternalistic and contractualist arguments but, however justified, are built on the premise that behavioural factors drive lone parent employment outcomes, a view made increasingly forcefully under the current Coalition government. This article uses up‐to‐date administrative data at local authority level across England to provide a geographical perspective into the sub‐national changes in lone parent employment outcomes since the transfer to JSA from 2008, as well as the relevant importance of the alternative structural and behavioural accounts to these outcomes. The findings suggest that the JSA transfer has increased lone parent employment, that structural rather than behavioural drivers are more relevant causal factors and that there is good reason to be concerned about the effect of the reforms on the well‐being of lone parents and their children.  相似文献

As there are a number of high‐profile public inquiries into child death tragedies, ‘information sharing’ has now become a moral and political imperative across England and Wales for improving the welfare and protection of children. This paper discusses multi‐agency information practices, at the stage of referral, which were observed and documented in the day‐to‐day practice of child protection work. Drawing on transcribed, professional narrative accounts, a ‘jigsaw’ metaphor is used to describe the process of piecing information together to ascertain a ‘full’ picture of children and families lives. However, these accounts highlight that there is something of a mismatch between the jigsaw, as articulated in the conceptual abstract accounts, and jigsaw practices operating on the ground. It is argued that abstracting professional information practices from situated contexts creates impoverished understandings of these practices. Thus, reported findings in this paper highlight the inherent complexities of jigsaw practices in the ‘everyday’ of child protection work, which challenges objectivist assumptions about a stability of meaning, and further highlight that the ‘endpoint’ of reaching a ‘full’ picture of a child's life is not fixed, nor does it have the same meaning for all professionals, but rather it is a complex process involving sense‐making, translation in context and organizational relevance.  相似文献

We set out to explore the meaning of the attachment categories in the Cassidy/Marvin strange situation procedure, as employed in the home, using data from a longitudinal study of children adopted into UK families up to the age of 42 months from Romanian institutions, and of adopted children without the experience of institutional care––both groups being assessed at 4 and 6 years of age. Inter‐rater reliability was found to be good. Security (meaning the use of the parent as a secure base and no negative behavior on reunion) was the modal categorical rating in both the institution‐reared and comparison groups, but the category of anomalous non‐normative behavior (meaning a lack of any ordered attachment behavior as covered by the standard ratings), previously labeled ‘insecure‐other’, was more common in the institution‐reared children. Because this was unassociated with the usual manifestations of insecurity (such as avoidance or resistance) and because it was largely evident in interactions with the stranger, it is concluded that the adjective ‘insecure’ was not appropriate. Although this ‘insecure‐other’ category was associated with disinhibited attachment as reported by parents (meaning a lack of differentiation among adults, a willingness to go off with strangers and a lack of checking back with parents in anxiety‐provoking situations), it did not prove to be a good index of disinhibited attachment because changes over time in the ‘insecure‐other’ category were not associated with changes in the rate of disinhibited attachment. Also, whereas the rate of ‘insecure‐other’ fell markedly in the institution‐reared group between 4 and 6 years of age, it rose in the comparison group, raising queries over its meaning.  相似文献

This paper describes my efforts, as a practising play therapist, to listen to children’s opinions about the play therapy experience. There has been ongoing interaction between this project and my clinical work. Previous research has attended to adult agendas, and I have tried to give children a voice. There have been methodological challenges. However, data from the children confirm the overriding importance of the relationship, providing the context for the therapeutic experience. Within the playroom, children distinguish between talking and playing, and both have a role. However, while therapists ascribe meaning to play, most children see it as ‘just fun’. For some children having fun, in the context of a thoughtful and sustaining relationship, was the most significant aspect of the therapeutic process. Others were able to reflect more deeply and recognize the value of having difficult feelings thought about and understood.  相似文献

Legislation within England states that local authorities should provide services for all those families in need. However, research has identified that regardless of the introduction of strategies to identify need and enhance family support, ongoing barriers to services adhere. Taking a social constructionist approach, this study explored professionals' experiences of the use of the Common Assessment Framework form. Data were collected in four different local authorities in two phases. Forty‐one professionals from a variety of agencies took part in semi‐structured interviews. Data were analyzed thematically. Findings demonstrate that the professionals experienced difficulties in working through the Common Assessment Framework process, for example, in completing the form and engaging families. This situation led to the more experienced and knowledgeable professionals utilising creative ways to successfully navigate the ‘referral process’. Such creative working practices included the terminology used to complete the form and how the process was ‘sold’ to parents, so that they could be in a better position to engage parents and complete the Common Assessment Framework form. Because of this, more experienced professionals seem to be able to accelerate the referral process in order to access much needed support services for children and young people.  相似文献

The article reports on a longitudinal study of children placed in a children's home during the first two years of the 1980s. The 26 children placed when younger than 4 years of age and staying more than 4 weeks were followed up 3 and 9 months after leaving the children's home and 5, 10, 15 and 20 years later. The children's family relations, including early attachments and later parental relationships and the perception of who is their family, have been one of the predominant themes in the recurrent studies. None of them had lived with both parents after leaving the children's home and 20 of them had been in foster care for periods or permanently. At the time of the last study the children were young adults, aged 20–25. They are categorized in three rather distinct categories, one for those with a ‘good’ and one for those with a ‘moderate’ social adjustment and well‐being and one for those with a ‘bad’ social adjustment and well‐being insofar as involvement with drugs, criminal behaviour and legal sanctions are concerned. Their contacts and relationships with birth parents and foster parents and the perception of who is their family are analysed by use of attachment theory and developmental psychopathology.  相似文献

This paper focuses on offending behaviour and children in residential care. The paper considers whether children's residential care is a ‘criminogenic’ environment, i.e. whether this type of care environment helps to provide the conditions that produce crime or criminality. The paper draws on the findings from recently completed research on 10 children's homes in a large county local authority in England. This paper focuses on the patterns shown in trend data collected on problematic and offending data across these homes over a 7‐year period (2001–2007) and a 1‐year cohort study of 46 young people. Interviews with care staff and young people are used to contextualize these patterns. The data provide evidence of an environment where conflict and offending behaviour are common. It is argued that the residential care environment, particularly for older teenagers, often presents a set of risks that tend to reinforce offending behaviour and that this is in part due to its ‘last resort’ status.  相似文献

The work that is done with children and young people by the practitioners of health, education or social care forms part of their experience of growing up, and can have a profound impact on their future outcomes. Children may find themselves ‘impotent at the hands of powerful others’, particularly where their behaviour causes concern. This paper reports on a key theme from the author's doctoral research, demonstrating the ways that the emotion‐laden interactions between practitioners in multi‐agency children's services, children and parents, affected the diagnosis, treatment, communication and outcomes for children's well‐being, as defined within Every Child Matters. Exploring the emotion within interactions permits a different perspective on ‘need’, and finally, the paper argues for a more careful and emotionally reflective practice from those who work with children.  相似文献
