Recent child welfare research has identified supervisors as key to retaining qualified and committed workers. This paper describes implementation of a federally funded child welfare training initiative designed to improve worker retention largely through developing, implementing, and evaluating a statewide supervisor training program in a Midwestern state. Unique to this collaborative effort was involving all child welfare supervisors in identifying needed content components, developing competencies, and conducting self-assessments.  相似文献

Consistency of services to children and their families continues to be an ongoing problem in public child welfare agencies. Worker turnover is high, thus affecting the availability of a well trained, experienced workforce. It is critical that we continue to explore the factors associated with worker turnover and retention in public child welfare agencies. Such knowledge will allow us to determine the needs of workers, administrators, and the agency in general, in an effort to create an environment that will result in worker retention, and a better quality of services. Children and their families will be major benefactors of such knowledge as the consistency and quality of services will be enhanced. Existing research has found that outcomes for families and children are affected by the workload and training of frontline workers, and organizational characteristics (GAO, 2003, NASW, 2004, and Milner, 2003). This study describes personal and organizational factors relative to worker retention for public child welfare workers in the northwest corridor of Georgia.  相似文献

Public child welfare agencies are under pressure to improve organizational, practice and client outcomes. Related to all of these outcomes is the retention of staff. Employee intent to remain employed may be used as a proxy for actual retention. In this study public child welfare staff in one Midwestern state were surveyed using the Survey of Organizational Excellence (Lauderdale, 1999) and the Intent to Remain Employed (Ellett, Ellett, & Rugutt, 2003) scales to assess the extent to which constructs such as perceptions of organizational culture, communication and other areas of organizational effectiveness were associated with intent to remain employed. A number of statistically significant relationships were identified which were presented to the public agency for use in the development of strategies for organizational improvement. Data were also analyzed regionally and based on urban/suburban/rural status to enable development of targeted approaches. This case study presents an example of how ongoing measurement of organizational effectiveness can be used as a strategy for organizational improvement over time in the child welfare system.  相似文献

The recruitment and retention of a stable, qualified workforce has been an on-going challenge for the child welfare system. Prior research has identified both individual and organizational factors influencing retention and turnover in child welfare. The current study uses mixed methods to examine the impact of perceived organizational culture on workers' intention to remain employed. Thematic analysis of the qualitative data revealed that perceived organizational culture, as understood as being comprised of both relationships and values, could be related to worker retention. Based on the qualitative findings, the researchers selected quantitative measures to operationalize the various aspects of organizational culture. Results from the logistic regression indicated that intention to remain employed was significantly related to organizational culture. Implications for practice are discussed.  相似文献

This article describes the need for a better understanding of the moderating effects of child welfare services on delinquency. Although juvenile delinquency is a commonly studied issue, researchers have paid little attention to the degree to which child welfare services may be associated with changes in subsequent delinquency rates. Emerging evidence suggests that for certain groups of maltreated children, such as children of color and females, certain child welfare services are associated with variations in risk of delinquent outcomes. The article discusses key methodological, theoretical, and policy implications that help guide further research in this area.  相似文献

The role ethnic identification plays in worker perceptions of workplace dynamics in child welfare services (CWS) organizations has not often been a topic of inquiry. The current study follows the unexpected finding from a previous study in which African American (AA) social workers were significantly less likely to report that they would remain in their CWS agencies than European American (EA) workers. Utilizing a mixed methods approach, the authors explored whether inequity from bias in CWS agencies related to ethnicity was a contributor to intentions to stay/leave. The results revealed no significant relationships between ethnicity and job satisfaction or intentions to stay in CWS agencies among EA, AA, or Hispanic/Latino (HL) workers. However, striking findings emerged related to worker perceptions of court duties concerning inequitable workloads and pay.  相似文献

The purpose of the current study was to investigate how professional organizational culture and coping strategies (control coping and avoidance coping) related to workers' intentions to remain employed in child welfare. With a sample of 234 frontline workers employed in Department of Human Services-Division of Family and Children Services (DHS-DFCS) offices in a state in the Southeastern region of the U.S., the current study tested a model in which coping strategies mediate the relationship between professional organizational culture and workers' intentions to remain employed in child welfare. Structural equation modeling was used to test the proposed model. Results revealed that professional organizational culture and control coping were significantly and positively related to workers' intentions to remain employed in child welfare. In addition, control coping mediated the relationship between professional organizational culture and worker retention. On the other hand, a significant relationship between avoidance coping and workers' intentions to remain employed in child welfare was not found. Implications of the findings for practice and recommendations for future research are discussed.  相似文献

The study of resilience and its associated factors is highly applicable to the child welfare population as children living in out-of-home care have often experienced much adversity and are particularly vulnerable to the development of problems in numerous domains of functioning. The use of qualitative research in this area is scarce, and the majority of such studies have been based on the U.K. or U.S. child welfare systems. Therefore, the goal of the current study was to gain child welfare workers' perspectives on resilience and to explore the factors that they believe might influence resilience. Semi-structured interviews were conducted with 11 child welfare workers from Ontario (Canada) to accomplish this goal. The interview was developed using an ecological perspective that inquired about possible sources of resilience from within children themselves, their family, their community, and the child welfare worker and agency. The workers identified a number of factors associated with resilience (e.g., child intelligence, worker communication skills); however, the critical importance of a child's relationships and social support from others underpinned all factors discussed. The findings highlight the importance of including the perspectives of all those involved in the child welfare system in assessing the well-being of children in out-of-home care. In addition, the dynamic interrelationships between the various levels of the ecological model and how these can impact on how a child is doing in out-of-home care were highlighted.  相似文献

The British welfare state developed as a state-centred response to the problem of handling the risks encountered in a typical life-course. The influential work of Giddens and others implies that the traditional welfare state is under attack from two directions: a changing international politico-economic environment limits the freedom of national governments to pursue independent policies involving relatively high taxation to finance social spending. At the same time, changes in the experience of risk and declining confidence in the expertise of welfare state planners and professionals undermine support for state-centred solutions. This approach fails to acknowledge that available non-state services are often inadequate to meet many everyday life risks and that the authority of private sector advisers, insurers and professionals is also increasingly open to question. This article discusses whether people reject welfare state solutions to problems of risk in the context of research on the perceptions and behaviour of people buying or selling their homes, considering provision for long-term care needs and defrauding social security carried out by the ESRC's Economic Beliefs and Behaviour programme. Individual responses endorse the continued provision of state welfare in order to meet unprovided risks alongside disenchantment with the record of both state and private professionals and planners and awareness that state retrenchment requires greater individual responsibility for meeting one's own needs. The theory of risk society requires development to recognize that citizens are not necessarily alienated from state welfare.  相似文献

While professional social workers are clearly obligated to pursue social justice, controversies abound surrounding what that means in theory and practice. Perhaps nowhere are the paradoxes inherent in practice for social justice seen in sharper contrast than in the field of child welfare. Intended to protect the rights of children, child welfare systems themselves have been characterized as instruments of oppression. This article hopes to enrich that discourse through an examination of how these issues are conceptualized and acted upon by front-line child welfare social workers. Through in-depth interviews with 25 child welfare workers, and 3 focus groups, in two Canadian provinces, and employing grounded theory strategies for data collection and analysis, we have explored understandings of the social justice mandate and how it is expressed in practice. Participants in this study conceptualized social justice in terms of both wider societal goals of fairness and equality, and of the quality of interactions and relationships between social workers and those with whom they work; conceptual emphasis on one or the other of these we found to be associated with differences in practice. We reflect on the implications of each of these emphases for effectiveness in advancing social justice aims in the child welfare context, and make recommendations regarding a grounding for educators and practitioners in theoretical orientations that includes attention to the linkages between macro and micro opportunities to advance social justice.  相似文献

This article examines the characteristics of child welfare caseworkers, their views of the child welfare system, their clients, their agency of employment, and child welfare policies, and whether these views vary according to caseworkers' characteristics. Quantitative and qualitative methods were used to analyze in-depth interviews conducted with caseworkers in New York and Chicago. The major themes that emerged from the analysis indicate caseworkers believed that the child welfare system does not meet the needs of the children in care, lacks the resources to appropriately serve clients, and often establishes goals that cannot be attained by the biological parents. Caseworkers held negative views of the biological parents and, although most described their organization as well equipped, almost as many reported that their organization lacked technical, administrative, and personnel resources. Caseworkers' views of child welfare policies emphasized the need for reforming the system and reevaluating funding priorities.  相似文献

This paper sets the context for the subsequent papers by giving an overview of recent changes in legislation and social policy with respect to child welfare in England and Wales, Scotland and Northern Ireland. In England, services for children have been radically affected by the implementation of the Children Act 1989, which has introduced a unifying service to promote the welfare of children at risk, although it leaves a significant gap in supportive provision by excluding child offenders. By contrast, Scotland incorporates juvenile justice within its social work services and has developed a service unique in Europe. As in England and Wales, Scottish services for children are substantially concerned with child protection and the paper gives an exposition of recent developments and proposals for legislative change in this area. The emphasis in Northern Ireland is contained within the context of the ongoing violence which is a day-to-day occurrence within the province. The Irish experience is differently organised from that in other parts of the UK, giving a unique emphasis on voluntary services and a more pronounced use of residential child care. Moves are afoot to introduce amendments to the law which will emphasise working in partnership with parents and separate the disposal of juvenile offenders from other children. The paper ends with a resume of the following papers, linking them to the recent changes in policy and law.  相似文献

Causal inference refers to the assessment of cause and effect relationships in observational data—i.e., in situations where random assignment is impossible or impractical. Choices involving children in the child welfare system evoke core elements of causal inference—manipulation and the counterfactual. How would a child's circumstances differ if we changed her environment? This article begins with one mathematical approach to framing causal inference, the potential outcomes framework. This methodology is a cornerstone of newer approaches to causal inference. This framework makes clear the identification problem inherent in causal inference and highlights a key assumption often used to identify the model (ignorability or no unobserved confounding). The article then outlines the various approaches to causal inference and organizes them around whether they assume ignorability as well as other key features of each approach. The article then provides guidelines for producing good causal inference. These guidelines emerge from a review of methodological literature as broad ranging as epidemiology, statistics, economics, and policy analysis. These steps will be illustrated using an example from child welfare. The article concludes with suggestions for how the field could apply these newer methods.  相似文献

In preparing students to function as competent social workers, educational establishments have to be mindful both of the need to communicate the ideals and values of the profession and the requirement to produce practitioners who are capable of functioning productively within the organisational environment. It cannot be assumed that these two tasks are necessarily complementary. Feedback from former students suggests they feel less well prepared for the latter. This paper explores the way in which one Diploma in Social Work programme attempts to prepare its students for the realities of the organisational context of their work with service users. It focuses on a module which aims to teach students about some of the key tensions inherent in social welfare organisations by arranging for them to interview managers and practitioners in their chosen pathway setting. Their findings are analysed in relation to the theoretical teaching given at the start of the module. The positive feedback from the students suggests the overall learning experience for the student group is very positive.  相似文献

Although computer technology is central to the operation of the modern welfare state, there has been little analysis of its role or of the factors shaping the way in which it is used. Using data generated by expert informants from 13 OECD countries, this paper provides an indicative comparison of the aims of computerization in national social security systems over a 15-year period from 1985 to 2000. The paper seeks to identify and explain patterns in the data and outlines and examines four hypotheses. Building on social constructivist accounts of technology, the first three hypotheses attribute variations in the aims of computerization to different welfare state regimes, forms of capitalism, and structures of public administration. The fourth hypothesis, which plays down the importance of social factors, assumes that computerization is adopted as a means of improving operational efficiency and generating expenditure savings. The findings suggest that, in all 13 countries, computerization was adopted in the expectation that it would lead to increased productivity and higher standards of performance, thus providing most support for the fourth hypothesis. However, variations between countries suggest that the sociopolitical values associated with different welfare state regimes have also had some effect in shaping the ways in which computer technology has been used in national social security systems.  相似文献

Despite long-standing knowledge about child welfare clients' poor educational outcomes, we know less about these vulnerable young people's situation in school. This article addresses school satisfaction among upper secondary students who have been in contact with the child welfare services. These child welfare clients' school satisfaction is compared with their peers' satisfaction. The results from a survey indicated that the majority of child welfare clients were satisfied with school but that they were less satisfied with school than were their peers. The results showed that the association between school satisfaction and positive school experiences explains a large part of this difference. Among students who reported they were doing well in school, had supportive teachers and friends at school, the difference in school satisfaction between child welfare clients and others was small. Among students who did not report similar positive experiences in school, difference in school satisfaction between child welfare clients and their peers was more substantial. These results show that school can be a good place for child welfare clients, but that facilitating support from teachers, increasing opportunities for making friends at school, and working to develop the child welfare clients' academic performances are important as efforts to improve school satisfaction.  相似文献
