Refugee Muslim women face a number of formidable obstacles in the resettlement process within Australia. As Muslims, they are a religious minority that has come under considerable racial attack in recent years in the wake of international terrorism. As refugees, they are struggling to put past traumas behind them and find ‘security’ in a strange land with different customs. As women, they are trying to find a voice for themselves amidst ethnic traditions that limit their range of expression and an Australian society that aspires to, but has not yet achieved, equality for women. Our qualitative study, upon which this paper is based, explored resettlement issues of Muslim refugee women during their first five years of arrival in Perth, Australia. It is based on focus groups and semi‐structured interviews with 80 Muslim refugee women: 35 Iraqi, 34 Sudanese and 11 Afghan. Our study re‐affirms that well‐documented issues of resettlement continue to be poor English language competency, securing employment and accommodation and gender‐specific problems. In addition, however, our study highlights a new and emerging issue, which is that of personal, psychological and cultural insecurity, heightened by the current political climate and exacerbated by their religious background. This leads to problematic ‘intersections’ with an Australian society that is far more complex and more difficult to cope with than is portrayed in popular discourse and political rhetoric of the easy‐going ‘lucky country’.  相似文献

Abstract

Under transnational migration, migrant women are not confined by the new host society; the unbreakable attachments to the home society constantly affect and shape these women’s perceptions of their gender and position in the host society. As a result of the growing number of Muslim migrant women, both Muslim and non-Muslim communities have begun to be aware of and recognise the rights of Muslim women and the violence that occurs. Yet, unlike international experiences of Islamic feminist groups being established to promote Muslim women’s rights, an increasing number of local women’s rights groups have started to work with Islamic faith-based organisations to disseminate the idea of women’s rights in Muslim communities. With a lack of studies regarding Muslim migrant women in Hong Kong, this article draws on the significance of international studies on culture, religion and migration to understand the situation in Hong Kong. By analysing the social and political influences on minority integration, this article seeks to uncover the capacity of the Muslim women’s rights movement in guarding against gender-based violence in Hong Kong.  相似文献

The concept of the political settlement has risen to occupy a central place in British policy toward conflict-affected and fragile states. Yet, at around the turn of the millennium, the term was barely mentioned in official circles and the so-called ‘good governance’ approach held sway as the dominant operational mode. So, how had this transformation in policy approach come about and what was the role of research? In this article, we demonstrate that research played a central role in influencing the rhetoric of policymakers through a process we term ‘cumulative influence’. Indeed, the subject of political settlements represents an excellent case study for understanding the dynamics of research utilisation. It allows us to build on existing models and suggest useful ways forward in this important area of public policy analysis.  相似文献

Australia is one of the few countries which has specific health policies for boys/men and girls/women as distinct groups. In this article I present an analysis of the discourses of gender, equity and disadvantage drawn upon in Australia's men's health policy. Through comparison with the women's health policy, I show that a dual focus on the essential differences between men and women and the ways in which the health system has failed men contribute to an adversarial gender politics, positioning men and women as rivals with competing needs. Reflecting broader debates concerning the negative impact of societal change on boys/men, I argue that, in its current form, Australia's health policy both taps into and, crucially, legitimises backlash politics, enabling it to ‘pass’ as sound public policy.  相似文献

This article analyses the patterns of reform in care policies in Bismarckian welfare systems since the early 1980s. Based on a comparison of France, Germany, Belgium and the Netherlands, the article shows that these reforms share similar logics and trajectories, which can be explained by the shared conservative and corporatist traits of Bismarckian labour markets and welfare state institutions and their impact on labour market adjustment possibilities and preferences. Indeed, we argue that care policy reforms have been very closely linked to specific employment strategies, and the politics of welfare without work and subsequent attempts to shift away from such a labour-shedding strategy go a long way in explaining both the nature and the timing of child- and elder-care policy reforms in Bismarckian welfare systems. The article also shows how a focus on promoting ‘free choice’ in all four countries has justified the introduction of measures that have simultaneously reinforced social stratification in terms of access to the labour market – meaning that some women have much more ‘free choice’ than others – and weakened certain labour market rigidities. To conclude, we argue that care policy reforms have provided a backdoor for the introduction of labour-cheapening measures and for increasing employment flexibility in otherwise very rigid labour markets.  相似文献

Over the last several decades of urbanization and industrialization, China has encountered mass labor force migration from rural to urban areas. As a result, two‐child populations have dramatically increased in number: so‐called left‐behind children and migrant children. Using data from the 2006 and 2009 China Nutrition and Health Surveys, this study examined the effects of parental migration and residency status on the education, health, parenting, and personal values of children, with particular focus on left‐behind and migrant children. The findings suggest that parental migration and residency status play important roles in the educational and health outcomes, parental supervision, and personal values of children. Through analyzing the differences and possible reasons for disparate outcomes among child populations, this study aimed to improve public understanding of migrant and left‐behind children's well‐being in China, and explore implications for future studies and welfare policy making. Since the early 1980s Australian public policy has undergone the most major transformation since Federation. This transformation has been underwritten by two key principles: liberalism – the view that citizens are autonomous individual actors whose interests are best served when they are free from coercive government interventions into individual action; and marketisation – the belief that free markets are arenas which best enable individual autonomy and produce efficient economic outcomes. These principles define ‘neoliberalism’ or ‘hard liberalism‘. After summarising the major policy changes identified with neoliberalism in Australia, the paper introduces a new research project that examines its impact on socioeconomic inequality, gender inequality and politics and culture. Inspection of relevant data indicates that there are important trends in inequality, public opinion and political behaviour that warrant this investigation.  相似文献

In recognition of the significant, but often unknown, impact of government budgets on the role and status of women, both Federal and State Labor government administrations have introduced ‘women's budget’ statements. It is important to recognise that the political motivation of governments in establishing women's budgets has been primarily political self interest. To some extent, however, the move also reflects the growing economic focus, and power, of the women's movement. This paper examines the content and limitations of women's budget programs.  相似文献

Recent historiography has revealed the importance of scientific culture in British society during the eighteenth and nineteenth centuries, with scientific knowledge shown to have been central in a wide range of sites and contexts, from botanical gardens to mechanics’ institutes. The article draws upon the insights of historians of science, urban historians and others to argue that the concept of the English ‘urban renaissance’, the Habermasean model of the public sphere, various aspects of post-structural, post-modern and feminist theory, and attention to ‘the space’ and geography can all be used to enhance the understanding of this culture. Given that scientific culture has often been associated with social groups that have sometimes been described as ‘marginal’, the article explores the historiography of various aspects of what it defines as the ‘marginal model’ of cultural expression. Aspects of its various manifestations are explored with special reference to groups often perceived as ‘alternative’ or ‘peripheral’ to ‘dominant’ or majority culture, such as women, dissenters, gays or immigrants, including recent work in the United States concerning the activities of the ‘creative class’. It is contended that this can illuminate our understanding of British scientific culture, for instance through its emphasis on urban and regional differentiation and on the irrational aspects of intellectual endeavour. The study assesses how successfully models of social marginality account for the varied character and geography of this culture, using case-studies of scientific societies in different types of English town and a review of Scottish Enlightenment science.  相似文献

The paper explores the nature of Muslim women's activism before and after the terrorist attacks on the United States in September 2001. Drawing on the information gathered since the early 1990s, it argues that the focus on Muslim militancy has prompted Muslim women living in Western Australia to become more active citizens. The emerging activism is following two diverse directions: some Muslim women favour orthodox interpretations of Islam as guides to citizenship, whereas others favour a more liberal/moderate approach to being a Muslim and a citizen in Australia. Governmental agencies, it suggests, need to appreciate and take into account this diversity of views and approaches among Muslim women when designing their strategies for engaging Muslims living under their jurisdiction.  相似文献

In discourse around disability there has been a shift away from a ‘medical model’, which perceives disability as an individual problem to be ‘cured’ or contained, towards a ‘social model’. The latter focuses on the relationship between people with disabilities and their social environment, locating the required interventions within the realm of social policy and institutional practice. Drawing upon a small qualitative study conducted in Melbourne, this article argues that recent plans by the Australian government to introduce mutual obligation requirements for recipients of the Disability Support Pension (DSP) sit in tension with this shift from the medical to the social models of disability. Mutual obligation is based on the assumption that income support recipients need to be taught how to be more ‘self‐reliant’, to ‘participate’ in society more fully and to become ‘active’, rather than ‘passive’, citizens. This language appears to overlap with that used to articulate a social model, which places emphasis on participation in the community and attempts a shift away from reliance on the medical profession. However, examples from interviews conducted with current and former DSP recipients demonstrate that, in practice, mutual obligation is likely to reinforce a medical model of disability, frame DSP recipients as ‘conditional’ citizens and ignore the obligations of the state and society regarding access and inclusiveness for people with disabilities.  相似文献

Despite the available evidence suggesting gender should be considered in the provision of alcohol and/or drug (AOD) treatment, programmes are frequently offered in an apparent ‘gender vacuum’. This article argues that the generalist ‘one size fits all’ approach of many AOD services is not gender neutral but should be understood as implicitly gendered in that it neglects the specificity of women's needs in relation to abuse, mental illness and parenting. The discussion presented in this article is based on a qualitative study of the experiences of adult women with histories of childhood sexual abuse and/or domestic violence in AOD treatment. By examining the ways in which AOD treatments effectively ignore or minimise gender, this article uncovers intervention practices that efface the complexities underpinning AOD use among women and suggests ways in which alternative models of service delivery can create more validating and supportive environments. Key Practitioner Message: ● Some of the common assumptions underpinning alcohol and drug treatment do not adequately acknowledge the specific needs of female clients and so gender‐neutral service provision can be disenabling for women;Punitive service cultures or behaviour change strategies have a differential impact on female clients, many of whom have prior and ongoing experiences of abuse and violence;Service models that acknowledge the complex responsibilities and relational histories of female clients are more likely to engender a positive response and provide the opportunity to address the multiple and complex needs that can go unmet in non‐specialist services.  相似文献

Several social scientists have recently appealed to their colleagues to turn their focus away from those at the bottom of the structure and to spend more time studying those at the top. The growing literature on social protection in low income developing countries has tended to focus on definitional debates, policy design and impact evaluations, with relatively little consideration of the ways in which politics shape policy. This article argues that politics needs to be at the centre of efforts to understand social protection and outlines a new conceptual framework for investigating this, with a particular focus on explaining the variation in progress made by low income countries in adopting and implementing social protection. We propose that an adapted ‘political settlements’ framework that incorporates insights from the literatures on welfare state development – notably ‘power constellations’ theory, discursive institutionalism and global policy networks – can help frame political commitment to social protection as flowing from the interaction of domestic political economy and transnational ideas. Importantly, this approach situates social protection within a broader political and policy context, and highlights the influence of underlying power relations at multiple levels.  相似文献

Objective. Research on immigrant women's economic and cultural adaptation has increasingly come to the fore of immigration research, yet relatively little remains known about their engagement in the political arena. This study examines this question among Arab Muslims, a group that has been at the center of much public debate but little scholarly discourse. Methods. Using nationally representative data on Arab Muslims, this study examines gender differences in political consciousness and activity and assesses the degree to which different dimensions of religious identity contribute to differences in men's and women's attitudes and behaviors. Results. Both women and men have high levels of political engagement, in part reflecting their relatively affluent socioeconomic positions. Men are slightly more involved than women, and this is explained by their greater participation in religious activities and higher levels of political religiosity. In contrast, subjective dimensions of religiosity—or being a devout Muslim—have no effect on political engagement. Conclusions. Overall, there are few gender differences in Arab Muslim political engagement, suggesting that collective identity based on ethnicity and religion is more salient for the political mobilization of this group. Further, religion is not uniformly associated with political activity, varying by gender and the dimension of religious identity in question, suggesting that future research needs to focus on how different facets of religion influence U.S. political involvement.  相似文献

Recent contributions to the policy implementation literature have applied Kingdon's model of ‘policy windows’ to the implementation of policy on health inequalities in the UK, and have identified the key role played by ‘policy entrepreneurs’ at local as well as national level. Despite this, the picture that emerges is of frustration of central policy intentions at the local level, alongside frustration of local aspirations by the centre. This article explores the relationship between central policy and local implementation in the context of a Lottery‐funded initiative to develop community cancer care in the UK. We examine the relationships: between the BIG Lottery Fund and central government; between BIG and the cancer care projects it funded; and between the projects and their local economy of cancer care. We found evidence of success both in vertical cascading of policy and in local policy innovation; 83 per cent of projects succeeded in obtaining continuation funding at the end of their Lottery funding. We suggest that this was due, in part, to two features of Lottery funding and accountability that combined to differentiate it from the other policy initiatives studied. They meant that projects were ‘buffered’ not just from national policy churn, but also from competing local priorities. In the ‘protected space’ that was thus formed, ‘street‐level policy entrepreneurs’ played a key role in developing cancer care innovations for adoption by mainstream funding agencies.  相似文献

Fear has become central to social scientific understandings of contemporary insecurities. However, this article argues that a focus on fear is not sufficient, and that an exploration of ‘wonder’ is more productive, particularly when trying to understand modes of governance and policy regimes introduced as part of the ‘war on terror’. An appropriate starting point for such an exploration is the globalization of strangeness. The idea that globalization has undermined the familiar territoriality of a world of nation states has become accepted in the social science literature. However, the nature of the resulting unfamiliarity or strangeness of the world is rarely explored. This article focuses on the processes by means of which the world is rendered strange and examines the opportunities for new forms of governance opened up by a world designated as insecure, uncertain and unpredictable. The article pays particular attention to the ways in which this strangeness can generate ‘spaces of wonder’. Examples of such ‘spaces of wonder’ include ‘the world’, the UK's border, now offshore according to the Home Office, and ‘global borderlands’. The article advances a critical reading of contemporary political responses to ‘spaces of wonder’, particularly the ways in which the unknown and threatening are rendered in familiar and cosy terms.  相似文献

Social inclusion policies were championed by the former Rann Labor government in South Australia from 2002 to 2011. In 2011 the Social Inclusion Unit was dissolved by the South Australian government. It is argued that the relatively narrow focus of the former SIU on ‘problem’ communities limited its capacity to provide more than residual solutions. The diminishing political returns on social inclusion also encouraged the South Australian government to abandon this initiative. In 2014 this government has had to grapple with the end of car making in Australia and a declining manufacturing labour force, traditionally a ‘mainstream’ constituency of the Labor Party. The return to ‘mainstreaming’ social policy in South Australia might offer limited space for realignment of social policy with the concept of social citizenship. It might also represent a move away from the functionalist morality of social inclusion. Social inclusion as practiced in South Australia has limited capacity to address generalised social disadvantage. The latter is likely to concern a re‐elected Labor minority government grappling with significant job losses and a declining local economy.  相似文献

This paper explores the construction of Islam as abject and the symbolic positioning of Muslims as being outside secular modernity in Australia through an analysis of the way the criminal legal process and perceptions of criminality are culturalised. The empirical focus is gang rape and the trials of Muslim youth on gang rape charges in Sydney between 2000–2003 which quickly became culturally inflected as ‘Muslim’ and ‘Lebanese’ by media reporting of the criminal trials and moral panic about them as source of social menace. Three dimensions of culturalisation of crime and the criminalisation of culture are identified in the criminal legal process and media reporting of it; firstly the cultural inflection of new laws against gang rape by their association with particular events and trials; secondly the introduction of ‘cultural defence’ by the accused as a mitigating factor in the criminal legal process; thirdly, media reporting and commentary on criminal cases which emphasize cultural explanations for individual criminal behaviour.  相似文献

本文依据2011年中国社会科学院社会学研究所中国社会状况综合调查数据,描述了老一代农民工和新生代农民工在经济、社会、心理和身份四个层面的社会融入状况,分析了人力资本、社会资本和政策制度等因素对社会融入的影响。研究发现,新生代农民工社会融入状况与老一代农民工相比并没有根本差异;影响社会融入的人力资本因素更显著地体现在农民工的工作技能上;政策制度对农民工社会融入具有重要影响;农民工社会融入的经济-社会-心理-身份四个层次不存在递进关系,经济层次的融入并不必然带来其他层次的融入。  相似文献
