In this study, Sweden and China's family policies, with a specific focus on their effect on gender equality, are compared. We describe the different goals and objectives of parental/maternity leave and childcare policies. The effect of family policies on gender equality, indicated by equal employment opportunities for women and the gender division of labour in the family in the two countries, is also discussed. A systematic comparison revealed that both countries included the promotion of gender equality in their policy agendas, but they varied in design and implementation. Swedish family policies assume childcare is a public concern, and women's participation in the labour market and men's involvement in childcare are considered to be crucial to achieving gender equality. In contrast, China's family policies emphasize women's participation in the labour market, but overlook the gender division of household work and childcare at home.  相似文献

Welfare states are constructed around values and political and economic preferences, creating social relationships between the genders. As women increase their labour market participation, new patterns of conflict within families and around policies arise. In this article, attitudes towards family and gender relations among men and women in different age groups in Germany, Italy and Sweden are analysed. The findings show that national policies seem to influence the level of attitudes among men and women. Despite the differences between the countries, an overall pattern emerges in which both age and gender influence people's understanding of women's paid work within and between the three countries. Finally, some implications of changing attitudes on welfare state policies for gender equality are discussed.  相似文献

Recent approaches to work/family policies which emphasise options for women have the potential to reinforce gender divisions of labour and to increase conflicts between paid work and family. It is argued here that more account needs to be taken of the interaction between male and female commitments to work and family, and of the possible increased involvement by men in family life. The movement away from the traditional role as the autocratic head of the household towards a more nurturant and available father role, while still small, appears to be gathering momentum. This is reflected in recent research findings, in newspaper articles and other media reports, and in proposals for changes in employment policies (e.g., the ACTU “family leave” test case). While research and everyday accounts provide some hope for future changes in gender divisions of labour, more caution needs to be taken in interpreting research findings and in making statements about the extent to which change has already occurred. A radical new direction in approaches to policy development is needed if the existing status quo of father as the major breadwinner and more distant family member, and mother as the housewife, nurturer and supplementary income earner, is to be altered. Suggestions are made for the development of policies that would both respond to the needs of fathers who are primary caregivers, and help promote a greater sharing of parenting responsibilities by fathers. The basis of these proposals is an argument for the adoption of a presumption of shared parenting to parallel the current presumption of gender equality in the paid workforce.  相似文献

Using multiple indices of family policy efforts – work/family reconciliation, gender equality and income protection, this study offers a nuanced understanding of family policy expansion in 14 OECD countries across three welfare regimes from 1990 to 2010. Findings suggest an overall convergence of family policies, particularly in gender equality and work/family reconciliation. Convergence has occurred simultaneously with distinctive family policy changes across welfare regimes. Conservative welfare states have experienced the most profound family policy alterations, shifting from a traditional gender model to one that encourages women's employment, but have, nevertheless, maintained policy efforts that sustain the traditional gender role. Despite an increase in their family policy efforts, liberal welfare states have continued to maintain minimal state action regarding family policy. Changes in social democratic welfare states have been less substantial, as they seem to continue to pursue a dual‐earner model with high degree of gender equality and work/family reconciliation.  相似文献

This article explores the recent changes in mothers’ employment, childcare policies and attitudes towards gender equality in the labour market, in the Czech Republic and Norway, how these factors interact and what impact they have on the provision of childcare. Analysis suggests that there is convergence of the Czech Republic with Norway in terms of female employment, but divergence in childcare policies. The policy feedback – the mutual interrelatedness of attitudes towards mothers’ employment and childcare policies – has shaped refamilialising policies in the Czech Republic, whereas in Norway policies that support gender equality in work and family have emerged.  相似文献

The example of Spain confirms the common view that contributory pension systems reproduce inequalities between the sexes that result from the nature of labour market structures and the sharing of family responsibilities. In general, women who stay at home are not entitled to their own pensions and are dependent on benefits of lower value such as survivors' pensions (derived entitlements) or non‐contributory pensions. In turn, women who work outside the home accrue lower entitlements than men and, consequently, lower old‐age or disability pensions (personal entitlements). The purpose of this article is to examine the figures for pension distribution by sex in Spain, review some of the pension policies that have been implemented since 2000, and propose direct action for progress in the transition from derived entitlements to personal entitlements. These proposals are designed to promote sex equality, defined as the right to equal well‐being and financial security in old age.  相似文献

The Nordic childcare policy model is often reviewed and even recommended internationally for its contribution to gender equality, high female labour force participation and, perhaps more indirectly, to a high fertility rate. Nordic childcare services and parental leave schemes have thus been portrayed in the literature as policies which have managed to facilitate a work–family model of dual earners and dual carers. However, the recent introduction of cash‐for‐care schemes seems to go against the Nordic dual earner/dual carer model and ideals of gender equality, in supporting parental (maternal) care of the child in the home. At the same time, new upcoming trends of political fatherhood and the perspective of lifelong learning for the child are also changing the Nordic childcare model. This article provides an analysis of how new childcare policy goals have been articulated into policies from the late 1990s to the late 2000s and how these may challenge the traditional goals of the Nordic welfare states.  相似文献

This article discusses the current social policy reform process in Turkey from a gender perspective. Until now, social security and labour regulations have provided women with special benefits and protections. Depending on the particular case, these gender‐specific policies can be interpreted differently – as positive discrimination, satisfying practical gender interests, or as a reinforcement of traditional gender norms and relations, stigmatizing women as a weaker, vulnerable group in need of special protection. Ongoing reform initiatives, however, neutralize most of these long‐lasting gendered policies, either by terminating rights formerly enjoyed only by women or by extending these rights to men as well. The article questions this changing nature of social policy as to whether it promises equal citizenship for women or increases their vulnerability, in the absence of former benefits and without sufficient policy measures for improved capability.  相似文献

As elsewhere in the world and in Africa in particular, social security in the member countries of the East African Community (Kenya, United Republic of Tanzania, and Uganda) has long been provided through voluntary assistance under the traditional extended family system. Later, and more specifically after independence in the early 1960s, when the region had a major increase in the number of employees in the formal sector — both public and private — who were mainly located in urban centres, formal social security schemes started to gain recognition among employed workers. Thus over the years, the urban population became increasingly detached from rural communities where the traditional extended family system was most effective. In addition, their general standards of living rose to such levels that if they ceased to earn employment income for one reason or another their livelihood could not be sustained through the extended family system. The above social security development trends have resulted even today in societies examining and determining ways to improve social protection beyond the formal sector so as to ensure arrangements are put in place for a large part of the working population to be provided with social security insurance during their working life and after retirement.  相似文献

Across the OECD, public policies seek to support parents in achieving their desired work/life balance. This article introduces the background to and issues at stake in promoting equal partnerships in families in Germany. Families in Germany face considerable challenges to spending more time together and achieving a more gender‐balanced reconciliation of work and family life, as paid work hours for fathers are long on full‐time jobs and many women are in part‐time jobs. Family policy can play an important role and Germany has made substantial progress in supporting families ahead of and after the birth of a child. Important in this regard are the parental leave reforms of 2007 and 2015 and the extension of childcare supports that better enable fathers and mothers to combine work and family commitments. The article assesses recent developments in family policies in Germany while also drawing from the experiences of countries with longstanding policies to support work/life balance and strengthen gender equality.  相似文献

Individual and collective welfare lies at the heart of deliberations about contemporary welfare states. It is not always recognized that social security provisions interact closely with systems for the support of families and for labour market participation. This paper focuses on the interaction of institutional arrangements providing social security for families with children. The analytic framework incorporates family and marital law and social security provisions. Three European welfare states, Belgium Germany and the United Kingdom — with divergent systems of family support — are compared in detail. Among the questions to be posed are: How do these societies organize their support and family-related activities? And what are the rights for individual women, men and children? Among the indicators to be considered are whether the basis for entitlement to social security is individualized or based on a collective unit such as the couple or the household; the extent to which access relates to marriage status or the legitimacy of the children; and the employment-related or universal nature of benefit. One result of the complex economic and social changes currently impacting on state welfare is the emergence of what may be termed "new social risks" as part of the shift to a postindustrial society. These concern access to adequately paid employment, particularly for lower-skilled young people, in an increasingly flexible labour market, and managing work-life balance for women with family responsibilities engaged in full-time careers. They coexist with the old social risks that traditional welfare states developed to meet, which typically concern retirement from or interruption to paid work, in most cases for a male "breadwinner". New social risks offer policymakers the opportunity to transform vice into virtue by replacing costly passive benefits with policies which mobilize the workforce, arguably enhancing economic competitiveness, and reduce poverty among vulnerable groups. However, the political constituencies to support such policies are weak, since the risks affect people most strongly at particular life stages and among specific groups. This paper examines attitudes to new social risk labour market policies in four contrasting European countries. It shows that attitudes in this area are strongly embedded in overall beliefs about the appropriate scale, direction and role of state welfare interventions, so that the weakness of new social risk constituencies does not necessarily undermine the possibility of attracting support for such policies, provided they are developed in ways that do not contradict national traditions of welfare state values.  相似文献

Abstract Beyond the threat of systems of social protection in the European Union contracting, the issue arises of their restructuring and alignment. Given the common challenges they all face (ageing populations, family instability, unemployment, social exclusion and job insecurity), the priority for the reform debate is the redefinition of fundamental rights and the need to draw a distinction between conditional and universal rights. This article emphasizes the need to combine social security's redistributive and integration functions on the basis of three principles: the activation of benefits; the individualization and universality of certain rights; and the promotion of equality of opportunity across the life cycle. If applied to all member States, this approach would in addition facilitate convergence among their social security systems.  相似文献

Disability policy in European countries is displaying a shift towards social investment: increasing human capital and access to the labour market. The reasoning that underlies this transition is that disabled persons would benefit from mainstream employment, but are impeded in traditional policy by deficiencies in labour supply and demand. However, the shift towards more activating policies in many countries is accompanied by a decline in social protection. It is unclear whether social investment may effectively promote the employment chances of disabled persons within this context. The present research examines this question through a quantitative, cross-sectional, multilevel analysis on microdata from 22 EU countries. Our findings suggest greater activation to predict lower employment chances, while reducing passive support shows mixed effects. Conversely, measures for facilitation in daily life predict greater employment chances, as do measures for sheltered work. These findings raise questions over the value of social investment for disabled persons—and underline the need to overcome broader barriers in the labour market and in society.  相似文献

As a result of pressures from structural adjustment policies, persistent poverty and slow economic growth in most African countries, there is widespread reform of formal social security systems in the region. The designs for reform have ignored gender concerns and non-formal social security systems, yet it is widely known that women and men have different experiences in the labour market and that non-formal systems are currently the main source of social security for most women and men, especially in rural communities. The paper points out the efficiency and equity costs of ignoring gender and non-formal social security systems and proposes action for policymakers.  相似文献

This paper reviews the moral agenda of Thatcherism, in terms of maintaining traditional family structures, family roles and family responsibilities for economic support and personal care of family members. It asks to what extent and in what ways this agenda was promoted during the eighteen years of Conservative rule; to what extent contradictory forces within Thatcherism and elsewhere undermined this agenda; and what have been the consequences for women in family and public life. The marketization of life, pursued under Thatcherism, contributed to undermining the family form which has traditionally underpinned the market. Deregulated labour markets and spreading owner-occupation in an unstable housing market have been important contributions to family breakdown, insecurity and women's access to—and need for—jobs. The idea of family responsibility was promulgated, but in practice family members have become less able to support each other.
Nevertheless, one consequence of these changes has been a stronger position for women as women by the end of this Conservative era. Access to paid work makes women less dependent within families and improves their access to public politics. Social policies geared to the Beveridge-type family had become increasingly threadbare and some changes—such as policies enabling lone mothers to do paid work—had been forced by the increasing mismatch between family realities and the Beveridge model. Many changes owed more to the women's movement than to Thatcherism, but Thatcherite policies played a (largely unintentional) part.  相似文献

As a result of the flexibilisation of labour and the trend towards the 'activating welfare state', social policies show an increasing interconnection of work and welfare issues. The Netherlands is no exception. It is generally believed that the Dutch welfare state is successfully activating its unemployed labour potential (often referred to as the 'Dutch Miracle'), and that flexible and part-time work is protected by adequate 'flexicurity'. This article critically reviews Dutch activation and flexicurity policies. It concludes that there is still more unemployment than the miracle-story suggests; that important target groups of activation policies have not profited from 'the miracle'; that part-time workers have sufficient social protection but that social security for flex-workers still needs major improvements, despite favourable adjustments of labour law.  相似文献

This article overviews the important ships that have taken place during recent decades in scientific thinking with respect to poverty and social exclusion, and social security in Europe. Starting from this it points to the basic aims, achievements and shortcomings of social security policies in the fight against social exclusion. As the lack of labour demand presents itself as the ultimate challenge for social security, the need for a European perspective is addressed, together with the inadequacy of existing policy-making structures.  相似文献
