In this paper we hypothesize that CEOs will be motivated to manage earnings prior to a turnover decision. This motivation
comes from the horizon problem for CEOs nearing retirement age and for CEOs whose profit-based bonus is a large portion of
their total compensation. We find that firms in which CEOs are nearing retirement age have large discretionary accruals in
the year prior to turnover. Although we find firms with a larger proportion of profit-based bonus pay have larger discretionary
accruals, this result is not robust with the inclusion of control variables in the regressions.

This study examines the perceptions of civil servants towards privatization with respect to national development. Using case
studies and official interview data, it also examines the efficacy and effectiveness of privatization programs in a developing
country, Bangladesh. The study rejects the conventional beliefs about the role of bureaucracies as anti-privatization by revealing
that civil servants of Bangladesh have positive perceptions towards privatization with respect to national development. The
study, however, finds no significant differences in the perceptions of different levels of civil servants towards privatization
with respect to national development; they all share a common goal. Research demonstrates that civil servants generally believe
that privatization positively affects economic, social, political and administrative development, although it negatively affects
equity, fairness and social justice issues by widening the gap between the rich and the poor. Additionally, the study demonstrates
that privatization is not conducive to employee empowerment.

In this paper, we study the management of financial risks of a custom manufacturer in the specialty chemicals industry arising
from increased volatility of profits caused by market uncertainty and growing competitive pressure due to globalization. We
argue that such risk management can be established either by creating and utilizing flexibility or by adjusting the risk preferences.
Using a model-based approach, we operationalize flexibility and risk preferences to show their effects on the profit/risk
and the decision making of a firm through a stylized example motivated by the specialty chemicals business.

This article examines the optimal organizational form of project evaluation under competition. The evaluations are carried
out by two fallible screening units that sequentially assess projects. Screening can be organized as a hierarchy or a polyarchy.
We show that as competitive pressure rises, the polyarchy becomes less attractive. Therefore, different organizational forms
might be found in different industries depending on the degree of competition. In addition, we examine endogenous screening
rules under competition: For symmetric situations, we show that polyarchies will employ higher decision thresholds compared
to hierarchies. Nonetheless, as in the case of exogenous screening rules, the hierarchy becomes more attractive the higher
the degree of competition.

The shirking incentives arising within team production are in general counteracted by monitoring and sanctioning. However,
these mechanisms are usually associated with high monitoring costs and cannot be applied to all parts of the production process.
In a laboratory experiment we analyze the impact of less costly elements of organizational structure, such as normative codes
of conduct and screening tests, on team production efficiency. We find that more allusions to a firm context lead to higher
contributions. In particular, codes of conduct significantly increase cooperation and at the same time reduce free-riding
behavior. Our study provides empirical evidence that normative codes of conduct are an effective means of increasing team
production efficiency.

In this paper we examine stock price reactions to cross-border mergers and acquisitions in a particular industry, the automotive
supply industry. We show that cross-border transactions entail a pronounced value creation for the acquiring shareholders
and that this value creation also holds for transcontinental transactions, which to our knowledge have not been investigated
so far. Splitting the sample by different types of targets indicates that the value creation mainly stems from takeovers of
subsidiaries. By examining differences between national and international takeovers in cross-section, we sustain the recent
evidence of a negative cross-border effect (i.e., cross-border mergers and acquisitions entail lower announcement returns
than national ones).

This article analyses emerging trans-global networks of governance that are coming to light within a post-democratic form of governance that relies upon specific technologies of credibility building, as opposed to universalistic mechanisms of representation. Using the NGO sector as a model, and using examples from fieldwork conducted in the unraveled contexts of Bosnia and Croatia, and the unraveling context of Ecuador over the past decade, we show how intervention within the global south and post conflict realms, although often couched using such master terms as democracy, development and freedom, are in fact geared towards the generation of political legitimacy and influence through relationships based upon the exchange of credibility.

The theory on real options has extended the traditional net present value rule in order to capture the value of flexibility
in investment decisions. Typically, the theory of real options does not take into account agency conflicts (between central
and divisional management). In this paper, we investigate the influence of agency conflicts on real options within a LEN-type
model. We extend a standard LEN model with investment activities by explicitly considering the possibility to abandon an investment
project after all parties involved have received further information about the project’s development. Especially, we analyze
how the option’s flexibility value is influenced by the agency conflict. Our analysis shows that the real option alters the
trade-off between risk sharing and incentives that underlies the agency conflict. Thereby, situations can occur in which central
(and divisional) management evaluates the abandonment option ex ante differently than ex post. Using this framework, we discuss
the role of commitment and the advantages of centralization and delegation of the abandonment decision.

The measurement of service quality is a theme of great importance to service providers, particularly public agencies. Over
the years their role has been changing by providing more and more high quality services, away from basic ones. In this paper
the service quality of a local government is analyzed through the measurement of customer satisfaction. The analysis, based
on a questionnaire survey, identified and classified the most essential factors that make up the customer satisfaction with
the services provided by the Demographic Department of Gioia del Colle, a town in southern Italy.

Our current views of economic competition are still rooted in the imagery of the isolated firm that transacts with its buyers,
suppliers, and competitors via largely anonymous factor and product markets. Yet this view is fundamentally at odds with the
growing importance of business groups in the global economy. We thus need a reconceptualized version of our idea of economic
competition, which is capable of explaining competitive advantage at the group-versus-group rather than firm-versus-firm level
of analysis. In the present paper we build on insights derived from organizational sociology and organizational economics
to develop a business group-level theory of competition and competitive advantage based on embedded competencies.

We study the implications of the absence of arbitrage possibilities on asset pricing with and without personal income taxes.
While no-arbitrage conditions in frictionless markets have sufficiently been investigated, personal income taxation is still
beyond of being fully integrated into arbitrage theory. In extending the primary analysis of Ross (J Polit Econ 95:371–393,
1987) to a multiperiod framework allowing for dynamic trading strategies, we take a major step in this direction. The existence
of a positive linear pricing functional is proven in a general discrete time and discrete state space model. In order to obtain
the linearity of the pricing functional, one has to allow for short sales or, at most, to restrict sales to positions initially
given. Hints at far-reaching economic applications are available.

This paper is aimed at explaining the role of public accountability in promoting public trust in public organizations. Initially
a conceptual model was developed. Then, the model was tested empirically in Iran. The result shows that public accountability
influences the public trust by improving citizens’ satisfaction. In other words, legal, ethical, financial, functional, and
utmost political accountability affect public trust through influencing citizens’ satisfaction. This study also confirms that
changes in social trust, citizens’ trust in government, and media will moderate trust in public organizations.

An alternative minimum tax (AMT) that guarantees a minimum tax payment even in case of losses is often regarded desirable.
We analyze the influence of a wealth tax designed as AMT on marginal investment decisions and provide an analytical approach
and numerical analyses identifying distortive effects. We present a wealth tax AMT paradox under loss offset restrictions.
Modelling enterprises of different structure, industry, size and legal status we show that companies in the financial services
sector are more frequently subjected to this AMT than capital intensive industries. This result runs counter to well-known
effects of a common wealth tax. We resume that whenever income is taxed correctly, AMT is dispensable.

The concept of ‘open source’ software initially referred to software projects managed by grassroots communities in public
forums. Since 1998, the concept has been adapted and diffused to new settings that extend beyond software. While the open
source community has maintained control over which software licenses can be considered ‘open source’, little attention has
been paid to the elements that constitute community management. More private parties now contribute to OSS communities and
more hybrid governance models have emerged. Before we can understand how hybrid models differ from a community managed model,
a more precise definition is needed. This essay takes a step in this direction by identifying five core principles critical
to community-managed governance.

Our study analyzes financial reporting data on earnings management from a rapidly changing economy—the PRC. Some Chinese regulatory
reforms allow for an easy identification of incentives to engage in both accounting and real earnings management activities.
In addition, straightforward economic reasoning suggests that firms incur different costs for pursuing these strategies, which
leads to the possibility of a hierarchy or ranking of different earnings management practices. Our results show that accounting
and real earnings management activities were significantly higher for firms in danger of missing a regulation imposed performance
threshold. After controlling for the availability of the different instruments, our results provide weak evidence for a ranking
of different earnings management activities.

In public economics, effective tax rates (ETRs) are often used to measure the combined effects of tax rates, tax bases, and
the time effect of taxation. Until now, the modelling of comparable figures for revealing tax effects and tax-induced distortions
is not solved satisfactorily. This paper derives an ETR approach based on neutral tax systems. In contrast to traditional
measures of ETRs, the neutrality-based ETR discloses preferential or discriminatory taxation of investments regardless of
their pre-tax rate of return. Moreover, comparing different ETRs exposes the degree of tax-induced investment distortions.

The Japanese government implemented drastic restructuring of the central government in 2001. As a part of this reform, the incorporated administrative agency (IAA) system was newly introduced in view of carrying out certain public functions in a more flexible, business-like and autonomous way. Research and development activities in the public sector are now mostly conducted by the incorporated administrative agencies. In this article, the purpose of this reorganization is firstly described followed by the outline of this system and current accomplishments.
