The child poverty rate has increased noticeably in Finland since the mid-1990s, and there are numerous studies in this area. However, little is known about child poverty in the two native and equal population groups, Finnish speakers and Swedish speakers. Using detailed register-based data that cover the period 1987–2011, we analyze how child poverty depends on parental ethno-linguistic affiliation, and whether there is variation in income poverty across these households over time. The poverty measure is relative and based on equalized taxable household income of households with children. Odds of poverty are estimated with logistic regression models using generalized estimating equations to account for repeated observations at the household level. The analyses are restricted to areas with both Swedish- and Finnish-speaking settlement. Single-parent and two-parent households are analyzed separately. Poverty rates increased in all major types of households during the study period, but variation by ethno-linguistic affiliation was fairly modest. Swedish-speaking single-parent and two-parent households experienced a smaller increase in the poverty rate than Finnish-speaking ones, while patterns observed for exogamous households were less clear. The contribution of control variables on the ethno-linguistic poverty differences was modest. Considering that the ethno-linguistic groups studied are indigenous and equal, the small differences in poverty rates between Finnish speakers and Swedish speakers are evidence of a democratic and well-functioning welfare state, although the increasing overall poverty rates over time require future scrutiny by both policy makers and researchers.

Recent work has shown that the gender gap in income poverty has widened in post-apartheid South Africa even though overall poverty levels have declined. One of the main criticisms of money-metric studies of gendered poverty differences is that income is only one dimension of poverty and that other measures of welfare may better reflect the relative well-being of women and female-headed households. This article presents a multidimensional approach to measuring the gender poverty gap in post-apartheid South Africa. Using data from the 2008 wave of the South African National Income Dynamic Study, the internationally comparable multidimensional poverty index (the MPI) is used to estimate gender differences in a number of different achievements. The findings suggest that the multidimensional gender poverty gap is similar to the poverty gap measured by the conventional money-metric approach at several national poverty lines. However, the MPI poverty differential between female- and male-headed households is slightly narrower than the income poverty gap between these two household types. In order to explore these findings further, the paper decomposes the components of multidimensional poverty by gender and for both female- and male-headed households. The paper concludes by considering how greater investments in health care delivery and in basic services, particularly in rural areas, may yield progress towards gender equality.  相似文献

本文基于新疆30个贫困县、3000个农户、2008-2010年的微观面板数据,在控制了家庭规模、劳动力数量等家庭特征变量和粮食播种面积等村庄特征变量的前提下.运用固定效应法与工具变量法分别考察了劳动力迁移规模、迁移方式与迁移区位对家庭收入的影响.并进一步分析了劳动力迁移对贫困的缓解效应。回归结果表明:劳动力迁移规模虽然对农户农业收入有负向影响.但显著提高了农户人均收入与利他性收入:自发性迁移与政府组织性迁移方式均能显著提高农户收入,且自发性迁移的作用更强;省内县外迁移对农户收入的提高最为显著,其次为县内乡外迁移.省外迁移不影响农户收入:劳动力迁移规模提高了中等收入农户的收入水平。但对贫困户的贫困无缓解效应.也不影响富裕户的收入水平。  相似文献

We examined gender-based household welfare differences in Ghana among smallholder households. We measured disparities in welfare outcomes (food poverty, vulnerability, and food consumption inequality) across male and female household heads and identified the set of covariates influencing them. The study utilizes a dataset from a farm household survey undertaken in Northern Ghana from October to December 2018. A multistage sampling approach was adopted in selecting 900 farm households. The Oaxaca–Blinder mean and Recentered Inference Function decomposition techniques highlighted the sources of gender differentials in household welfare outcomes. The findings indicate a significant gap in food consumption expenditure per capita and household dietary diversity scores between male- and female- headed households, and these gaps are as high as 28.2% and 18.1%, respectively. However, there are no statistically significant differences in vulnerability to food poverty between male- and female-headed households. The Lorenz curves confirm inequality in gendered households’ food consumption expenditure and dietary diversity scores. This study highlights the existence of systemic female-headed household vulnerability to food poverty in Ghana. This study provides significant evidence of the need for policymakers to address food systems’ structural deficiencies and inequalities with gender in mind.

Racial differences in average per capita income are decomposed, as are changes over time for both races. The 1960–76 decline in household size accounted for 13 percent of the per capita income inprovement of both races. Whereas real increases in earnings of husbands contributed most to improvements in well-being in husband-wife households, increases in income from sources other than earnings were most important to female headed households. During a period in which a growing proportion of both races resided in female headed households and racial differences in living arrangements widened, the per capita income of female headed households relative to husband-wife households declined.  相似文献

This paper discusses households’ food insecurity among low income, poor urban households in and around the City of Tshwane, South Africa’s capital city. Using systematic random sampling with sampling interval of three, primary data were collected from 900 selected households, though only data from 827 households were analyzed following a rigorous coherence tests. The survey was conducted in Attridgeville, Soshanguve, and Tembisa. In the process, the study employed the use of two-way analyses of variance to explain differences between actual and expected household food security perceptions and those of severe, moderate and mild food insecurity. A favourable (adverse) variance could be interpreted to imply that means for achieving household food security are lower (higher) than predicted or that food security is higher (lower) than expected given the same level of main determinants. The observed variance is partitioned into components attributable to different sources of variation. ANOVA provides a statistical test of whether or not the means of several groups experiencing favourable (adverse) variances are equal. The main findings are that variances in the population means of households’ experiences of food insecurity vary by income class of the head of household, engagement in formal or informal income sources and by categories of social grants received. Poorer households that depend largely on cash income for food purchases experience highest food security variances and those receiving state pension. As such, timely receipt of household income under conditions of unimpeded access to social grants will improve urban poor households’ food security. The level of educational attainment has a very strong impact on a household’s food security. Those with “no schooling” have the lowest level of food security. Experiencing high variances in access to child grants, and low incomes, younger female household heads experience the highest degree of variances in food security and should be particularly targeted in an effective food security policy plan. Negative food security variance among these categories of South Africans could be devastating.  相似文献

This paper analyses poverty and inequality in South Africa based on data from a comprehensive multi-purpose household survey undertaken in 1993 to provide baseline statistics on poverty and its determinants to the new government. The paper shows that South Africa has among the highest levels of income inequality in the world and compares poorly in most social indicators to countries with similar income levels. Much of the poverty in the country is a direct result of apartheid policies that denied equal access to education, employment, services, and resources to the black population of the country. As a result, poverty has a very strong racial dimension with poverty concentrated among the African population. In addition, poverty is much higher in rural areas, and particularly high in the former homelands. Poverty among female-headed households and among children is also higher than average. Moreover, poverty is closely related to poor education and lack of employment. The poor suffer from lack of access to education, quality health care, basic infrastructure, transport, are heavily indebted, have little access to productive resources, and are heavily dependent on remittances and social transfers, particularly social pensions and disability grants. The paper uses an income-based definition of poverty for most of the analysis. In addition, it develops a broad-based index of deprivation including income, employment, wealth, access to services, health, education, and perceptions of satisfaction as its components. While on average the two indicators correspond fairly closely, the income poverty measure misses a considerable number of people who are severely deprived in many of the non-income measures of well-being. This group of severely deprived not identified by the income poverty measure consists predominantly of Africans living in rural areas, concentrated particularly in the province of KwaZulu/Natal.  相似文献

In the absence of a universally accepted method of calculating poverty, household expenditure can be used to provide an indication of inequality of wealth and serve as an indicator of poverty. Household expenditure comprises expenditure of private households on goods and services, irrespective of their durability. The portion of household budgets allocated to different types of goods and services provides an indication of the material standard of living of a population. The article discusses different definitions of poverty and compares the state of poverty according to these definitions in selected countries. This is followed by an analysis of South Africa’s economic position in the world and a comparison of the household budgets and demographic profile of South African households that fall into different income groups in order to identify the differences between the poorest and the wealthiest households in South Africa. Income inequality in South Africa is further elucidated by means of the Gini coefficient. A comparison is also made between the household budgets of the poorest households with the minimum financial living level requirements in South Africa to maintain their health and have acceptable standards of hygiene and sufficient clothing for their needs.  相似文献

Wild foods may offer unique benefits to households afflicted by AIDS, providing a nutritious and freely available food source at minimal labour and financial costs. This article presents the results of food security assessments in two rural South African sites. Detailed household dietary recalls from 227 households, combined with qualitative work, explored the association of household AIDS proxies (recent morbidity, mortality and orphan fostering) with household food security and dietary composition. The study found that AIDS-proxy households were significantly more food insecure, and households fostering orphans were both poorer and more food insecure. Wild foods were evident in 40.3% of the 48 h recalls, with significantly greater likelihood of use in households with fostering paternal orphans, and/or with at least one AIDS proxy. Only paternal orphans were significantly associated with likelihood of using wild foods when controlling for household socio-economic status. Qualitative data suggests that households afflicted by AIDS might curtail their use of wild foods due to household labour shortages and stigma. This is unfortunate, as regressions indicate that households using wild foods may be more economically resilient. This may be particularly important for households registering AIDS proxies, due to a demonstrated negative correlation between accumulated household AIDS proxies and household income.  相似文献

In this paper, I investigate the characteristics and poverty status of female- and male-headed households in South Africa using nationally representative household survey data from the October Household Surveys (1997 and 1999) and the General Household Surveys (2004 and 2006). This decade (1997–2006) represents a period for which there is an extensive poverty literature documenting (particularly in the 2000 s) an overall decrease in the poverty headcount rate. At the same time, however, there is evidence to suggest that female-headed households have a far higher risk of poverty and that the poverty differential between female- and male-headed households widened over the period. The aim of this paper is to identify some of the main reasons that female-headed households are more vulnerable to poverty in post-apartheid South Africa and why poverty has decreased by more in male-headed households (relative to female-headed households). The study examines the key features which distinguish female- and male-headed households and whether these have changed over time. In order to link these characteristics with the poverty differential between female- and male-headed households, I then examine whether (and by how much) controlling for the observable differences between female- and male-headed households reduces the significantly greater risk of poverty in female-headed households.  相似文献

Time constraints, like money constraints, affect Americans’ well-being. This paper defines what it means to be time poor based on the concepts of necessary and committed time and presents time poverty thresholds and rates for the US population and certain subgroups. Multivariate regression techniques are used to identify the key variables associated with discretionary time and time poverty. The data confirm the idea that individuals in households with children have less discretionary time and are thus more likely to be time poor than those in households without children. Controlling for other household characteristics, an additional child reduces a household adult’s daily discretionary time by 35 min. Surprisingly, while one might expect the necessary and committed activities required of an individual to be less in a two-adult household with children than in a one-adult household with children because child care can be shared, the data show that the presence of such a second adult only marginally reduces the necessary and committed time burden of an individual household member. Perhaps even more surprisingly, household income is not a statistically significant correlate of discretionary time or time poverty.  相似文献

This paper empirically examines the disparities over time across six dimensions of poverty (monetary, education, health, housing, basic services, and durable assets) between ethnic minority and majority households in rural Vietnam. Using the five-wave panel data of the Vietnam Access to Resources Household Survey (VARHS) 2008–2016, we observe improvements in most non-monetary dimensions of poverty for both ethnic groups, while the monetary dimension shows the highest degrees of deprivation and the lowest rate of decrease during the studied period. Health is the only dimension in which ethnic minority households are not only better off than those of majority households during the studied period, but also report improvement. We further explore the role of social capital in ethnic minorities and non-minorities at household and community levels in multiple dimensions of poverty by employing multilevel models. Our study reports the significant effects social capital have at the community level on reducing poverty in the monetary, education, housing, and basic services dimensions for ethnic minorities, while social capital at the household level shows significant effects on monetary, basic services, and durable assets. These findings indicate that policy makers ought to consider the role of social capital when designing poverty alleviation strategies for the country.

This paper examines the contribution of forest provisioning ecosystem services (FPES) to rural households and assesses the contributions of forests to the annual incomes of households in Africa’s Miombo woodlands. The study employed focus group meetings, in-depth interviews, and interviews of households, as stratified by wealth class and head of household gender in Copperbelt, Zambia. The results show that FPES are vitally important in providing food, medicine, fodder, and construction materials to rural livelihoods. FPES provided 43.9 % of the average household’s income and contributed a 10 % income equalisation effect among households, as revealed by the Gini-coefficient analysis. Poorer households received a lower mean annual income from forests than did their intermediate and wealthy counterparts, but in relative terms, forest income made the greatest contribution to the total household incomes of poor households. When stratified by gender, forests contributed 44.4 and 41.8 % of the income of male- and female-headed households, respectively. The study indicates that wealth, rather than gender, was the key determinant of a household’s engagement in the sale of FPES. The inter- and intra-community differentiation in the use and sale of FPES, as revealed in this study, enables more effective targeting of forest management interventions and informs efforts to reconcile the goals of poverty reduction and forest conservation.  相似文献

This paper estimates a Multidimensional Poverty Index for Gauteng province of South Africa. The Alkire–Forster method is applied on Quality of Life survey data for 2011 and 2013 which offer an excellent opportunity for estimating poverty at smaller geographical areas. The results suggest that the Multidimensional Poverty Index for Gauteng is low but varies markedly by municipality and by ward, as well as across income groups. Not only are low income households more likely to be multidimensionally poor, they also suffer from higher intensities of poverty. Multidimensional poverty is highest in areas of low economic activity located on the edges of the province. However, pockets of multidimensional poverty do prevail even in better performing municipalities. Government, at all spheres, needs to devise policies that channel investments into lagging areas and avoid approaches that are indifferent to the heterogeneities that exist across localised geographical extents.  相似文献

The indigenous people have been identified to be among the poorest and the most socioeconomically and culturally marginalized people all over the world. The main purpose of the paper is to explore the socioeconomic and demographic factors of indigenous people in Peninsular Malaysia in context of poverty and the role of income dependency of non-timber forest products (NTFP). The data were collected in 2014 and 2015 through primary and secondary sources. Partial least squares (PLS) method was used to analysis the data. PLS is a modeling technique that features multiple regression and principal component analysis. The study shows that still a large number of indigenous households is involved in the NTFP activities. But the communities are moving away from NTFP based income to cash-crop based income because of poor sustainable forest management and lack of forest property rights. However, NTFP have a significant role in the household income and contribute 24% of the average income. Moreover, the analysis shows that location is significant to the poverty. There should be a suitable sustainable forest management system which can teach these indigenous communities about proper way of NTFP gathering and given proper rights to forest land. Furthermore, education is not significant to indigenous people and there is a high rate of school dropout among them. The government should introduce a different education system for indigenous communities which will emphasize the importance of education to them.  相似文献

Motivated by an interest in investigating factors associated with poverty risks in Italy, our study provides insight into the relationship between various socio-economic, demographic, and behavioural variables and a new measure of the economic inadequacy of households. We propose that a household is in a condition of economic inadequacy when it simultaneously has difficulty making ends meet and is in arrears with payments of commitments for more than 90 days. To analyse the determinants of economic inadequacy, we use cross-sectional microdata collected through a structured questionnaire from a 2012 survey of household income and wealth conducted by the Bank of Italy. The results of the analysis show that the probability of economic inadequacy for Italian households is higher when the household is located in regions in southern Italy, has a low equivalent income, registers a decrease in income compared with that of a normal year, has a low liquidity ratio, pays rent for the house of residence, is over-indebted, is indebted to friends and relatives, and has an unhappy and impatient household head. We also propose constructing a composite indicator at the regional level that combines the percentage of households in relative poverty, as measured by the Italian National Institute of Statistics, and the percentage of households that we identify as existing in a condition of economic inadequacy. The composite indicator allows us to take into account some aspects of household living conditions that are not included in the measure of relative poverty.  相似文献

In-work poverty is a growing problem in many developed economies. In Hong Kong, there were 200,700 working poor households in 2016, and approximately half of the total poor population in Hong Kong was living in those working poor households. A growing body of literature has examined the problem of the working poor, but most studies have used relative income as a measure of poverty. In this paper, we adopt the material deprivation approach for assessing the poverty situation of in-work poverty households in Hong Kong. We have interviewed 3565 workers in Hong Kong during a survey conduct in 2016. We compare the results of the material deprivation approach with those of the income poverty approach and evaluate the adequacy of the official income poverty line in gauging the situation of in-work poverty. Our findings reinforce existing studies indicating that deprivation offers an important complement to the income poverty line in poverty analysis. Our results show that there is a moderate overlap between workers identified as poor by the deprivation approach and by the income poverty line. And these two groups of workers have very different profiles. The results provide important policy implications for alleviating poverty among the working poor in Hong Kong.

This paper presents a pen picture about the changes of livelihood patterns to the char people, mostly living under poverty in Bangladesh. The study was conducted on the three Northern Districts such as Nilphamari, Lalmonirhat and Pabna in Bangladesh, where the Char Resources Mobilization project was provided by an international non-government organization—Concern Worldwide Bangladesh. The study used mixed method approach where quantitative data were collected from 378 households (126 from each District) using structured interview schedule. A number of qualitative data collection methods such as focus group discussion, participant observation, community mapping, case study, and key informants interview guidelines were used to collect data about the conditions of the Char people in terms of understanding its connection with their livelihoods and socio-economic consequences. This study compares the changes with influential factors with a baseline survey conducted in 2007. Findings showed that there were a number of areas such as education, income, family assets and properties, annual household income, employment, savings, improving market chain, food intake and food security, presence of governmental and non-governmental organizations’ services and awareness about disaster and vulnerability and coping strategies were found positive. The study also observed some negative changes on assets base and livelihood options. The paper argues that the findings on these changes will help to formulate policy on poverty alleviation for the government and non-government authorities who implement the similar type of programmes.  相似文献

Over recent decades, the rise in female labor market participation and the increase in “atypical” employment arrangements have brought about a steady decline in traditional “male breadwinner” households and an increasing number of dual-earner households. Against this backdrop, the present paper investigates how different household contexts—ranging from traditional “male breadwinner” households to those challenging this model through joint contributions to household income—affect household members’ subjective evaluations of the justice of their personal income. In the first step, we derive three criteria used by individuals to evaluate the justice of personal earnings: compensation for services rendered, coverage of basic needs, and the opportunity to earn social approval. In the second step, we apply considerations from household economics and new approaches from gender research to explain why men's and women's evaluations of justice are determined to a considerable degree by the specific situation within their household. The assumptions derived regarding gender-specific patterns in justice attitudes are then tested on longitudinal data from the German Socio-Economic Panel Study (SOEP). The results support our central thesis that dual-earner households both reinforce and undermine gender-specific patterns in the evaluation of personal earnings. These patterns are undermined because women in dual-income households tend to have higher income expectations that challenge the existing gender wage gap. At the same time, gender-specific patterns are reinforced because men evaluate the justice of their personal income in relation to their ability to fulfill traditional gender norms.  相似文献

Using consumption expenditure data of the National Sample Survey 2004?C2005, this paper estimates the size of elderly poor and tests the hypotheses that elderly households are not economically better-off compared to non-elderly households in India. Poverty estimates are derived under three scenarios??by applying the official cut-off point of the poverty line to household consumption expenditure (unadjusted), consumption expenditure adjusted to household size and consumption expenditure adjusted to household composition. Results show that an estimated 18?million elderly in India are living below the poverty line. On adjusting the consumption expenditure to household size and composition, there are no significant differences in the incidence of poverty among elderly and non-elderly households in India. This is in contrast to the notion that elderly households are better off than non-elderly households in India. Based on the findings, we suggest that the age dimension should be integrated into social policies for evidence based planning.  相似文献
