In comparative welfare state research, the question of how to measure and understand cross-country differences and similarities in extents of public welfare provision has led to a major discussion about the indicators that could be used for this purpose. Much scholarly attention approaching this so-called ‘dependent variable problem’ concentrates on social expenditure or on social rights data as indicators of ‘welfare stateness’ or ‘welfare generosity’. However, recently, micro-level data on benefit receipt as another promising but hitherto underused indicator was brought into this discussion. The article at hand extends existing knowledge about the conceptual, methodological and empirical potentials and challenges of this alternative indicator compared to the two prevailing indicators. For the empirical analysis, it uses cash benefit recipiency data from the EU-SILC to investigate differences and similarities in extents of public welfare provision between 29 European countries for the period 2003–2012. The study reveals parallels to findings from research in which indicators of social expenditure and social rights are applied, but it also adds new insights beyond their cost and paper reality. This is mainly the case where priority is given to household-related assistance benefits rather than individual insurance benefits. The main conclusion of the paper is that the benefit recipiency indicator—despite not being flawless and requiring further research—complements existing knowledge on differences and similarities in welfare provision by European welfare states.  相似文献

There is a growing body of literature dealing with the causes behind anti-immigrant sentiment and xenophobia. Based on the literature on the fiscal burden model, this paper contends that the differences in attitudes toward immigration, between low and high statuses, can be explained by the size of the welfare state. We argue that the impact of socio-economic status on attitudes toward immigration is larger in countries where social expenditure is high. Since a potential increase in the number of welfare recipients due to new immigrants might lead to a reduction in per capita transfers, low-income individuals in these countries are expected to be more concerned about the effect of immigration on social benefits. Using multilevel models and data from the European Social Survey we have found that while the effect of socio-economic status on attitudes toward immigration is positive there is a great deal of variation between countries. The difference in attitudes between high and low socio-economic statuses increases as social expenditure increases. Moreover, increases of social expenditure in the short run increases anti-immigrant sentiment as it raises concerns about the impact of immigration on welfare services.  相似文献

In modern welfare states, family policies may resolve the tension between employment and care-focused demands. However these policies sometimes have adverse consequences for distinct social groups. This study examined gender and educational differences in working parents’ perceived work–family conflict and used a comparative approach to test whether family policies, in particular support for child care and leave from paid work, are capable of reducing work–family conflict as well as the gender and educational gaps in work–family conflict. We use data from the European Social Survey 2010 for 20 countries and 5296 respondents (parents), extended with information on national policies for maternity and parental leave and child care support from the OECD Family Database. Employing multilevel analysis, we find that mothers and the higher educated report most work–family conflict. Policies supporting child care reduce the level of experienced work–family conflict; family leave policy appears to have no alleviating impact on working parents’ work–family conflict. Our findings indicate that family policies appear to be unable to reduce the gender gap in conflict perception and even widen the educational gap in work–family conflict.  相似文献

This article examines the link between regime types, social expenditure, and welfare attitudes. By employing data on 19 countries taken from the World Values Survey, the main aim is to see to what degree the institutions of a country affect the attitudes of its citizens. According to Esping-Andersen (The three worlds of welfare capitalism. Polity Press, Cambridge, 1990) welfare regimes can be classified into Liberal, Conservative, and Social Democratic categories. With this as my point of departure, I put forward two research questions: the first concerns the direct influence of regime type on people’s attitudes; the second seeks to trace the contours of the regime types by arguing that both social expenditure and welfare attitudes are products of a country’s institutional arrangements. These questions are answered through regression modelling and by examining the interplay between welfare attitudes, social expenditure, and welfare regimes. First, we see that there are significant differences in aggregated attitudes between countries belonging to the Liberal and the Conservative regimes, with the former’s citizens holding more rightist views than those of the latter. This is explained by the history and organization of welfare benefits of the two variations of Esping-Andersen’s classification. Second, by graphing welfare attitudes against social expenditure the outline of the three regime types mentioned above may be seen. Similar correspondence is not found with regards to an Eastern European category. All in all, this study renders some support for the regime argument.  相似文献

Does immigration reduce natives’ support for the welfare state? Evidence from the European Social Survey (2002/2003) suggests a more qualified relation. For Europe as a whole, there is only weak evidence of a negative association between the perceived presence of immigrants and natives’ support for the welfare state. However, this weak average relationship masks considerable heterogeneity across countries. We distinguish two channels through which immigration could affect natives’ support for the welfare state: a pure dislike of immigrants and concerns about the economic consequences of immigration. We find that natives who hold both negative views react much more negatively to a given perceived share of immigrants than natives who hold neither view. However, there is no clear pattern concerning the relative importance of the two channels. Finally, we find that natives who hold either of these negative views of immigrants tend to be less supportive of the welfare state independently of the perceived presence of immigrants.  相似文献

The article proposes an innovative analyse for cross-national differences in the subjective child well-being introducing new indicators and measures. This dimension addresses the issue of welfare support to parents and child early education. The question of this research is to what extend family policies can explain the variability of subjective child well-being components in different European countries. Based on this question, the two objective of this proposal are: (1) to review the existing literature with respect to conceptualization, measurement, and correlates of children’s subjective well-being, with a special emphasis on the context of family policies and family well-being in different European welfare states, and (2) to analyse the relation between these policies and subjective child well-being. In order to get these aims we have elaborated two indexes: the index of child subjective well-being and family policy index. Data for HBSC (Health Behaviour in School-aged Children) for the first index and data from OECD Family Database is used to build these indicators. We found that the index of child subjective well-being is comparatively higher in those countries where family policies are more generous in the areas of preschool education, family services, family spending and duration of paid parental leave.  相似文献

When evaluating the various aspects of the welfare state, people assess some aspects more positively than others. Following a multidimensional approach, this study systematically argues for a framework composed of seven dimensions of the welfare state, which are subject to the opinions of the public. Using confirmatory factor analyses, this conceptual framework of multidimensional welfare attitudes was tested on cross-national data from 22 countries participating in the 2008 European Social Survey. According to our empirical analysis, attitudes towards the welfare state are multidimensional; in general, people are very positive about the welfare state’s goals and range, while simultaneously being critical of its efficiency, effectiveness and policy outcomes. We found that these dimensions relate to each other differently in different countries. Eastern/Southern Europeans combine a positive attitude towards the goals and role of government with a more critical attitude towards the welfare state’s efficiency and policy outcomes. In contrast, Western/Northern Europeans’ attitudes towards the various welfare state dimensions are based partly on a fundamentally positive or negative stance towards the welfare state.  相似文献

Persons with chronic disabilities report the lowest subjective well-being (SWB) in many countries. The gap in SWB compared with the non-disabled population is smaller in some countries than in others. Data from the European Social Survey were analysed in order to: (1) describe the inequality in SWB in 21 European countries; and (2) identify the main determinants of this inequality in SWB. Data on a range of topics of a total of 40,605 persons, including 2,846 persons with serious chronic disabilities, were used of the European Social Survey. SWB was measured using multi-item scales for ‘emotional well-being’ and ‘satisfying life’. Variables on disability, socio-demographics (age, gender, household composition), socio-economic status (level of education, net household income), participation (paid work, voluntary work, social contacts), and personal resources (supportive relationships, social cohesion, vitality, optimism, resilience, perceived autonomy, perceived accomplishment, perceived capacity, perceived engagement, perceived meaning and purpose) were entered stepwise in regression models of SWB. The results show that persons with disabilities are in a disadvantaged position in terms of SWB in all countries. In the Northern countries, the gaps between disabled and non-disabled persons are smaller than in Eastern European countries. In all countries inequality in SWB is explained mostly by personal resources and not by the level of disability, socio-economic status or level of participation in work. The implications of these findings for policy and practice (e.g. social cohesion and physical exercise programs) are discussed.  相似文献

Welfare effort (social spending as a percentage of GDP) has conventionally been the preferred measure for comparisons in space and time of the level of development of welfare states. However, a wide variety of other measuring systems are potentially available in this field, because there are different sources and different methods for calculating social spending, so a variety of indicators can be calculated, each of which best reflects a different aspect of social protection systems. This paper presents two innovations: first it proposes options other than those generally used to measure the relative development of welfare states. Secondly, it uses those new measurements to show that some widely accepted conclusions on the relative development of welfare states need to be reviewed.  相似文献

The article attempts to show the limitations and dangers of that trend in contemporary research which sees in the interplay between GNP and social security spending as percent of GNP a predominant parameter of the modern welfare state. Through a criticism of this trend and its implications the problematic nature of the correlation between GNP and social security spending is demonstrated. Simultaneously, analysis of several welfare policies showing, among other things, the influence of ideology and strategy on the degree of welfare, calls into question the theses of convergence in welfare policies in rich countries and of ideology's lack of influence.  相似文献

There is an ongoing debate between focalization and universalization on welfare policies as the best way to develop the welfare state in Latin America and the Caribbean. However, there is a need to develop a measure that exhibits the multidimensional nature of the welfare state, instead of focusing on the social spending dimension. Segura-Ubiergo (The political economy of the welfare state in Latin America: globalization, democracy and development. Cambridge University Press, New York, 2007) constructed a welfare effort index (WEI) to facilitate understand the relative degrees of welfare state development among Latin American countries. The WEI focuses mainly on social spending and ignores the other dimensions of welfare. Based on a comparative analysis of 17 Latin American countries and following the methodology of Segura-Ubiergo, a new index that aims at enriching the WEI was constructed. The new index is multidimensional in that it has eight indicators relating to three dimensions of welfare: social spending, coverage of welfare programs and outcome of welfare institutions. Principal component analysis was used for reducing the indicators into three indexes that represent three proposed dimensions of welfare. The combination of these three indexes gives the multidimensional welfare index. The results of the index account for more than 75 % of the data variance.  相似文献

The need for support becomes stronger in situations of pressure, uncertainty and overload caused by unfavorable economic, demographic or social circumstances. Especially in countries—such as Italy—where an adequate welfare system is lacking, the individual’s social space can represent a resilience (anti-frailty) tool through the activation of a support network. While the literature has mainly analyzed the support that some vulnerable categories (e.g., elderly and youths) receive from their family, we focus on individuals living in Italy in the first stages of their family life, with the aim of describing their support network. We construct the potential support ego-centered (PSE) network—at partner and couple level—of individuals living in couple using data from the survey “Family and Social Subjects” carried out in Italy in 2009 by the Italian National Statistical Institute. Furthermore, we compare the network typologies detected using two alternative clustering techniques with the objective of finding the partners’ and couples’ network types and verifying whether traditional strong support received by the family persists in Italy and/or whether new kinds of support networks are emerging. Several PSE network typologies, ranging from empty to comprehensive networks, were determined with a fair match between the two procedures. Analysis revealed the importance of friends and neighbors, especially in the North of Italy, to the support of partners and couple as a whole.  相似文献

Measuring welfare state generosity in developing and transitional welfare states is often challenged not only by lack of comparative quantitative data, but also by issues of conceptual stretching. This paper demonstrates and discusses the use of one of the key measures of welfare entitlement generosity developed in the comparative welfare state research in the context of post-communist countries of Central and Eastern Europe (CEE). With the new time series data provided by the Comparative Welfare Entitlements Dataset CWED2, comparative approaches including the CEE countries have become feasible. This paper first discusses quantitative measures of welfare entitlement generosity in the tradition of the social rights of citizenship approach and how they can be applied for cross-country comparisons. It then demonstrates empirically how the emerging CEE welfare states’ generosity compares to mature “old” OECD welfare states. Finally, the paper shows the potential and the pitfalls of quantitative measures of welfare state generosity by discussing, to what extent do indicators of social security scheme generosity measure the same in established and emerging welfare states, which functional equivalents may be relevant in the context of emerging welfare states and how far can we stretch our theoretical concepts.  相似文献

In this study, we investigate to what extent macro-economic circumstances and social protection expenditure affect economic deprivation. We use three items from round five of the European Social Survey (2010–2011) to construct our latent outcome variable, which we label economic deprivation in the 3 years before 20102011. The results of our linear multilevel regression analyses indicate that in countries that perform worse economically, individual experiences of economic deprivation are more prevalent: the stronger the rise in the unemployment rate and the lower a country’s wealth, the more economic deprivation individuals experience. We also find that in countries with high levels of social protection, people experience less economic deprivation as compared to countries with low levels of social protection. In turn, adverse economic conditions in a country temper these positive outcomes of social welfare arrangements. Finally, our study reveals that the strength of the relationship between a low income and economic deprivation strongly varies according to the economic circumstances in a country and the generosity of the welfare state.  相似文献

Life satisfaction is quite heterogeneously distributed across countries of the enlarged European Union. Previous research has shown how living conditions within individual countries, such as access to material and emotional resources, are important for personal well-being, but it has been less successful in explaining differences between countries. This article investigates whether it matters in which political and economic circumstances people live, as well as whether their particular perception of the quality of their societal environment plays a role. People are well aware that the institutional and cultural settings in which their lives are embedded create opportunities and limitations: within individual countries, perceptions of society influence life satisfaction outcomes irrespective of access to resources. However, their importance for well-being differs across Europe: perceptions of societies are highly decisive in countries that provide only a minimum of social security and in which the reliability of political institutions is poor. In rich and stable countries, the impact is weaker and private social support becomes more important. In addition to these country-specific weights of life satisfaction determinants, life satisfaction variations between countries can be explained to a large extent by taking into consideration the economic performance, the social security level, and the political culture in a country—all in all, general conditions that enable people to live a respectable life.  相似文献

Social tolerance, i.e. the tolerance for the intrinsic diversity of large social groups, can be viewed as a synergic effect of the features of both individuals and socio-economic environment. This paper proposes a twofold contribution to the literature. First, it advances a conceptual framework in which tolerance at individual levels is explained by social polarization—in the form of income distribution—and the perceived quality of the social relationships and structures. Second, the regression analysis—involving micro-data from World Values Survey covering a time span between 2010 and 2014, for 48 countries—provides robust evidences for a non-linear impact of income distribution on social tolerance. This impact appears to be U-shaped and displays a pronounced degree of asymmetry. Also, labour market position, education, class self-identification, gender, age, marital status, levels of individuals’ personal security and sharing of post-materialist values matter in explaining social tolerance. The same main determinants contribute to the formation of both social tolerance and social capital. The differences are related to the amplitude as well as to the degree of symmetry for the corresponding non-linear transmission channels.  相似文献

This paper addresses the question of whether the value priorities of older and younger adults differ, and if so, whether the pattern of differences is similar in countries with different experience of economic, political and social change. The data from the 2008 wave from ESS about responses to a 21-item version of the Portrait Values Questionnaire (PVQ, Schwartz 2003) were used to compare value priorities in younger (under 30 years) and older adults from five East-Central European countries—Estonia, Latvia, Lithuania, Romania, and Russia—and two relatively stable Nordic welfare states—Finland and Sweden. The study found a clear general trend for younger adults toward Openness to Change and Self-Enhancement on the two value dimensions. Age group differences were more pronounced in East-Central countries, and on Conservation—Openness to Change dimension. Younger people from different countries had more similar values than older adults in regard to the importance placed on Openness to Change. The discussion focused on possible reasons of the findings such as the different effect of societal change on value priorities of people from different age groups.  相似文献

We consider recent trends in pension policies in OECD countries in light of demographic aging associated with welfare regime type (Liberal, Social Democratic, Continental, and Southern European). These regime types represent different responsibilities assumed for social security on the part of the market, the state, and the family. While there are significant differences in labor market characteristics, the demographic similarities in aging bring similar pressures for pension reforms across OECD countries. These reforms address fiscal issues in state pensions, typically by increasing the length of the working life, placing more of the pension responsibility on individuals, or converting to defined‐contribution approaches. Our study shows that there is no single path for pension reform. While there are some variations, welfare states tend to follow their traditional paths, which differ across welfare regime types.  相似文献

Why do individuals support redistribution? Many studies have investigated the factors that influence support for redistribution; however, none have confirmed the role of income satisfaction. The aim of this study is to explore the role of income satisfaction in its support of the mechanism for redistribution. In this study, I suggest relative deprivation theory and the concept of satisfying rationality , as both give income satisfaction a theoretical position. Based on this framework, I argue that income satisfaction could be an indicator of relative deprivation and is understood as the basis of rational action. Specifically, I suggest the mechanism of relative deprivation that a feeling of unfairness weakens income satisfaction, and deterioration in income satisfaction leads individuals to support redistribution. To support this argument, I conduct multilevel path analysis using World Value Survey 6 waves focusing on the OECD countries. I first examine the direct effect of income satisfaction on support for redistribution and find a statistical association between income satisfaction and support for redistribution. Then, I check the relationship between income satisfaction and feeling of unfairness to validate income satisfaction as an indicator of relative deprivation. These findings imply that scholars need to pay more attention to the substantial role of individuals’ subjective reaction to the objective economic conditions.  相似文献

Optimal family relationships are central to individual well-being. The focus of this paper is on family functioning and how socioeconomic status (SES) explains family functioning. Ecological theory states that a family’s socioeconomic context is determined by macro-systemic factors, thereby influencing individuals’ perceptions of family functioning. Within this context, the social causation hypothesis asserts that social conditions influence family functioning. This paper uses the Family Attachment and Changeability Index as measure of family functioning. SES is viewed as multidimensional and individual-, household-, and subjective SES indices are developed using multiple correspondence analysis. Multivariate regression models suggest that household- and subjective SES are associated with higher levels of perceived flexibility in the family. There is no association between SES and family members’ attachment to each other. In general, the findings support the social causation hypothesis.  相似文献
