Humanitarian information coordination and sharing continue to challenge the international community. Interorganizational networks are believed to be a way to improve coordination and collaboration among humanitarian organizations. Although researchers have devoted a considerable amount of time exploring the influence of network structure on network performance and effectiveness, little work has been done in the humanitarian relief field. We use the theoretical lens of social network to investigate the relationship between network cliques and network effectiveness. Data were collected through multiple sources among members of GlobalSympoNet, a community of humanitarian organizations engaged in humanitarian information management and exchange. Our findings suggest that, similar to the public health service delivery sector, network effectiveness can be explained by network integration and network cliques in the humanitarian relief field. We discuss these findings and provide some implications of our research in designing interorganizational networks within the humanitarian relief field.  相似文献

This study explores how humanitarian organizations (HOs) link donors and recipients in a disaster relief coordination mechanism. Based on an analysis of real data collected from the financial tracking service, our results show that disaster assistance through the HO channel greatly exceeds the funding delivered by the non-HO channel. The severity of the disaster is positively correlated with the involvement of HOs. Disaster-stricken countries that belong to the Non-Aligned Movement receive more assistance through the HO channel. The recipients with less international trade may attract more HO-channel funding, but higher international tourism expenditures also may result in more HO-channel funding. We also found that the determinants of the disaster relief coordination path vary greatly in terms of trade openness, political regime, and geographic factors. Based on the analysis of the primary humanitarian relief supply chain, the results show that some countries prefer to donate through large international HOs (e.g., Japan and Canada), and other countries favor national level organizations (e.g., the UK and the USA). Finally, to improve the efficiency of international disaster relief, the paper suggests a coordination platform that involves the main donors, frequent recipients, HOs, and a Global Information Network that can assist in coordinating disaster relief activities.

Increasingly, nonprofit organizations engage in interorganizational collaboration to address large‐scale social problems. Scholarship typically focuses on the characteristics of both within‐sector and cross‐sector partnerships of two collaborating organizations or all partnering organizations involved in a collaboration, but we know little about the patterns of interorganizational relationships that single nonprofit organizations maintain. This research draws upon surveys from 452 nonprofits and introduces nonprofit network portfolios, which we define as the number, integration, intensity, and duration of relationships that nonprofits purposefully develop with other organizations. Using 12 network measures, Ward cluster analysis revealed three distinct network portfolios: restricted within‐sector (n = 319, 70.58%), which included limited collaboration and prioritized within‐sector partnerships; robust within‐sector (n = 80, 17.70%), which included more nonprofit partnerships than restricted within‐sector portfolios; and cross‐sector (n = 53, 11.72%), which had a rich assemblage of integrative partnerships with nonprofits, businesses, and government agencies. Further, nonprofits that maintained each type of portfolio differed in their revenue and social mission, suggesting these factors are related to the types of collaboration that nonprofits maintain. This study makes contributions to existing research on interorganizational networks and cross‐sector collaboration and suggests practical and policy implications for nonprofit network management.  相似文献

This study involving ninety‐two nonprofit executive directors who engaged in separate interorganizational collaborations investigated the relationship between a select number of individual characteristics (personality and demographic) and perceived collaboration outcome (successful or unsuccessful). The collaborator profile that resulted suggests that directors who are predisposed to perceiving their respective collaborations as successful are extravert, feeling males who have high role ambiguity and low role boundary occupational stress. Given the increasing need for nonprofit organizations to collaborate with other organizations, it is important for nonprofit executives and their boards to be cognizant of some key factors that can lead to successful interorganizational collaborations.  相似文献

Recent disasters have identified that interorganizational collaboration is often fraught with complexity. This article explores interorganizational collaboration in the nonprofit and public sectors during the disaster recovery efforts after a catastrophic flooding event. Based on a series of in‐depth interviews with practitioners involved in the recovery following a flooding event, the findings offer insights into the barriers and mechanisms used to facilitate collaboration. In disaster recovery, collaboration is reliant on established interorganizational structures and trusting relationships. Role clarity is the link between these two characteristics, and this article posits the association between this and the concept of swift trust to facilitate collaboration. Theoretically, this article extends an existing multidimensional model of collaboration into the context of emergency management. Importantly, it also offers a tangible output for industry in the form of an aide‐mémoire for collaborating in disaster recovery.  相似文献

Using a unique data set collected in France among biotech entrepreneurs and their venture capital investors (VCs), we measure the added value of personal relationships at the interorganizational level. Our analyses show that when two entrepreneurs share a personal collaboration tie or a personal friendship tie with a VC investor, the probability of having an advice tie and thus exchange tacit knowledge increases significantly. We confirm the importance of this kind of social embeddedness in the biotech industry where personalized ties––as opposed to institutional and contractual relationships––at the interorganizational level had not yet been examined systematically. Our results suggest that strategies of personalization of exchanges are vital for interorganizational learning. These strategies help entrepreneurs to access resources, participate in knowledge building, and co‐orientate activities in this sector.  相似文献

Organizational scholars have identified four prerequisites to effective interorganizational collaboration: incentive, willingness, ability, and capacity. This study analyzes data drawn from participants in eight family services collaboratives in order to assess the relationships identified in the literature. Our findings support the premise that each of these prerequisites is positively related to collaborative effectiveness. Implications for collaboration leaders are suggested.  相似文献

This article investigates the impact of national culture on interorganizational relationships among the organizations. Thirty-five companies which have stock offerings in U.S (17 Japanese and 18 American) were matched by their business types. The interorganizational network was defined as the number of shared public relations firms among the companies.A network analysis revealed that the network of shared public relations firms was loosely connected and American companies were more central. The companies were generally clustered into two groups, one composed of the Japanese companies and another of the American companies. However, the results also showed that some companies that had the same business type were more tightly clustered than others within the group. These results indicated that the network structure of shared public relations firms was influenced by the differences in national cultures as well as the companies' business types.  相似文献

Toward a Descriptive Model of Humanitarian Assistance Coordination   总被引:1,自引:1,他引:0  
This paper argues that the operating environment of humanitarian assistance is best conceived as an interorganizational social network or regime and that the problem of power and authority in such situations must be re-founded or reconceived accordingly. This contention is developed to contribute to an important ongoing dialogue among analysts concerning how humanitarian aid may most effectively be delivered in the context of a realistic appraisal of the structural and operating conditions in which it is offered. The paper first outlines the primary elements of the organizational environment in which humanitarian efforts must proceed, next suggests a way of thinking about how one might conceive of those conditions that builds on recent work, and then sketches the elements of a strategic contingency approach to the humanitarian assistance coordination dilemma. This analytical frame leads one to rethink assumptions concerning how best to conceptualize both the environment and the behavior of humanitarian organizations engaged in providing assistance in emergency situations and to suggest that theory building for this domain of study should now turn to a network-based and strategically contingent perspective for its foundation.

This study views interorganizational trust as a dynamic process and examines it in two cross‐sector collaborations in community development. Based on in‐depth case study, we conceptualize the evolution of interorganizational trust into four distinct stages: initial propensity, boundary spanning, diffusion and normalization. The findings show that sustainable cross‐sector collaboration requires the full evolution of interorganizational trust. The findings also highlight the importance of internal motivation and the participation of third parties. In addition, while formal rules contribute to rational trust, informal rules arising from interactive experiences can complement formal rules and promote emotional trust.  相似文献

Interagency collaboration is absolutely essential to achieving the best usage of services and utilizing limited resources efficiently so that duplication of services may be avoided. Although many factors influencing interagency collaboration have been identified in the literature, the extent of their impact varies greatly. The variation has also intensified owing to the differences among social service systems. However, the majority of studies have only listed or categorized the influential factors as opposed to analyzing the extent of their impact in depth. Hence, a conceptual framework is needed to evaluate the impact of factors and to plan effective changes among individual interagency systems or collaboratives. This article proposes an overarching framework for this purpose that is composed of three dimensions: the scope of the impact of influential factors, the duration of the impact, and the developmental stage of interagency collaboration, or the so-called Scope-Duration-Stage framework (SDS). This framework will assist interagency systems in identifying key factors and will expand system capability to promote effective changes. Finally, we apply the framework in an early intervention interagency system to exemplify the application of the SDS framework.  相似文献

Educating handicapped children is dependent upon the relations among organizational and agency implementors. In this paper, factors influencing successful policy implementation are examined relative to the implementation of Massachusetts Special Education Law, Chapter 766. Case exploration suggests several possible strategic points of intervention for other states faced with implementing a later, but similar law, The Education for All Handicapped Children Act (P.L. 94–142). Seen within the larger context of degree of change required by a policy and consensus on policy goals, recommendations at the guideline development, resource distribution, and oversight stages can affect such implementation problems as organizational capability, dispositional conflicts of key actors, and interorganizational communications. The paper supports early analysis and feasibility estimates of policy implementation to enhance the needed interorganizational coordination for the education of handicapped children in the least restrictive environment.  相似文献

While program evaluations are increasingly valued by international organizations to inform practices and public policies, actual evaluation use (EU) in such contexts is inconsistent. Moreover, empirical literature on EU in the context of humanitarian Non-Governmental Organizations (NGOs) is very limited. The current article focuses on the evaluability assessment (EA) of a West-Africa based humanitarian NGO's progressive evaluation strategy. Since 2007, the NGO has established an evaluation strategy to inform its maternal and child health care user-fee exemption intervention. Using Wholey's (2004) framework, the current EA enabled us to clarify with the NGO's evaluation partners the intent of their evaluation strategy and to design its program logic model. The EA ascertained the plausibility of the evaluation strategy's objectives, the accessibility of relevant data, and the utility for intended users of evaluating both the evaluation strategy and the conditions that foster EU. Hence, key evaluability conditions for an EU study were assured. This article provides an example of EA procedures when such guidance is scant in the literature. It also offers an opportunity to analyze critically the use of EAs in the context of a humanitarian NGO's collaboration with evaluators and political actors.  相似文献

The presence of network ties between multipoint competitors is frequently assumed but rarely examined directly. The outcomes of multipoint competition, therefore, are better understood than their underlying relational mechanisms. Using original fieldwork and data that we have collected on an interorganizational network of patient transfer relations within a regional community of hospitals, we report and interpret estimates of Exponential Random Graph Models (ERGM) that specify the probability of observing network ties between organizations as a function of the degree of their spatial multipoint contact. We find that hospitals competing more intensely for patients across multiple geographical segments of their market (spatial multipoint competitors) are significantly more likely to collaborate. This conclusion is robust to alternative explanations for the formation of network ties based on organizational size differences, resource complementarities, performance differentials, and capacity constraints. We show that interorganizational networks between spatial multipoint competitors are characterized by clear tendencies toward clustering and a global core-periphery structure arising as consequences of multiple mechanisms of triadic closure operating simultaneously. We conclude that the effects of competition on the structure of interorganizational fields depends on how markets as physical and social settings are connected by cross-cutting network ties between competitors.  相似文献

This article reports findings from a community‐based study of collaboration among seven nonprofit human service agencies in a very low‐income urban neighborhood. The project, funded by a federal demonstration grant, was developed to prevent child abuse and neglect as an alternative to the existing public child welfare system. Findings suggest that privatization, funding uncertainties, and community‐level factors posed external stressors that constrained executives' ability to collaborate. The article identifies five key stressors, analyzes how each constrained the partnership, and then discusses specific adaptations made by executive leadership in political, technical, and interpersonal areas that facilitated strategic adjustment and realignment in a very complex interorganizational arrangement and set of relationships. Finally, implications are drawn for nonprofit managers, social policy, and nonprofit research.  相似文献

Critical feminist scholars of conflict and displacement have demonstrated that “womenandchildren” (Enloe 1993) have become an uncontroversial object of humanitarian concern in these contexts (Carpenter 2003; Hyndman and Giles 2011). Yet very little scholarly work has attempted to understand the position of refugee men as a demographic within humanitarianism. Through an analysis of the Syria refugee response in Jordan, this article investigates how humanitarian workers relate to refugee men and think about refugee masculinities. It argues that refugee men have an uncertain position as objects of humanitarian care. Seeing refugee men as objects of humanitarian care would disrupt prevailing humanitarian understandings of refugeehood as a feminized subject position and of gender work as work that “helps women” (Cornwall 2007; Johnson 2011). It would furthermore challenge prevailing binary visions of refugee men as agential, political actors, and refugee women as in need of “empowerment” through the implementation of technocratic programming. In the context of the Syria refugee response, these gendered and racialized understandings of refugee men and masculinities are mediated by particular conceptions of “Arabness.” This research is based on ethnographic fieldwork and qualitative interviews with humanitarian workers and Syrian refugees, which was undertaken in Jordan in 2015–2016.  相似文献

Various agencies and professionals in the child welfare system work together to prevent and treat child maltreatment. Prior research suggests their ability to collaborate is related to outcomes for children and families and agencies often implement strategies to improve collaboration. However, a review of the literature indicated a lack of research on collaboration between Guardians ad litem (GALs) and child protective services caseworkers. Examination of this relationship is warranted considering federal law mandates GALs be appointed for children in all court-involved child protection cases. This qualitative study begins to address this gap by exploring the GAL perspective on factors that promote or inhibit collaboration between themselves and caseworkers. Interviews were conducted with 12 GALs in a mountain region state. Participants emphasized five individual-level factors that impact the frequency and quality of collaboration with caseworkers. These include frequent and open communication, mutual respect, understanding the other's role and responsibilities, having an open mind, and valuing collaboration. Participants described in detail how these factors facilitate collaboration despite the organizational and systemic obstacles to working together. The findings may help explain why collaboration does not necessarily occur in frontline practice despite the presence of organizational policies and procedures intending to improve collaboration. These findings have several implications for improving GAL–caseworker collaboration in order to better serve children and families in the child welfare system.  相似文献

Government represents one of the most important funding sources for nonprofit organizations. However, the literature has not yet provided a systematic understanding of nonprofits’ organizational factors that are associated with their receipts of government funding. This study combines interorganizational relationships and organizational institutionalism literature to examine the determinants of nonprofits’ obtainment of government funding. Based on a survey of human service nonprofits in Maryland, this research finds that nonprofits with higher bureaucratic orientation, stronger domain consensus with government, and longer government funding history are more likely to receive government contracts and grants. Nonprofits’ revenue diversification, professionalization, and board co‐optation might have very limited impacts.  相似文献

Ivan Turgenev’s activity as a translator was very extensive and spanned his entire career. It is, however, little known and less studied. Not only have most of his translations not been republished, but a comprehensive list, detailing his role and participation, has never been compiled. His translations into Russian (most of which have been republished) were done primarily out of personal interest in the author or the work in question, or out of close friendship (Maria Markovich, song texts for Pauline Viardot, Gustave Flaubert). His translations into other languages, mostly translations from Russian into French, were part of his efforts at making Russian literature, including his own works, better known outside of Russia. These translations were generally done in collaboration and provide insight into his views on translation, views which, within certain parameters, gave surprising leeway to the translator.  相似文献
