The concept of ‘tacit knowledge’ as the means by which individuals interpret the ‘rules’ of social interaction occupies a central role in all the major contemporary theories of action and social structure. The major reference point for social theorists is Wittgenstein's celebrated discussion of rule-following in the Philosophical Investigations. Focusing on Giddens' incorporation of tacit knowledge and rules into his ‘theory of structuration’, I argue that Wittgenstein's later work is steadfastly set against the ‘latent cognitivism’ inherent in the idea of tacit knowledge and tacit rules. I also argue that the idea of tacit knowledge and tacit rules is either incoherent or explanatorily vacuous. Scholars of the emotions maintain that all anger requires an object of blame. In order to be angry, many writers argue, one must believe than an actor has done serious damage to something that one values. Yet an individual may be angered without blaming another. This kind of emotion, called situational anger, does not entail a corresponding object of blame. Situational anger can be a useful force in public life, enabling citizens to draw attention to the seriousness of social or political problems, without necessarily vilifying political officials. In the first half of this paper I show how H. L. A. Hart's theory of rules can resolve, or at least clarify, a central methodological problem in legal anthropology that was first posed in Llewellyn and Egebel's The Cheyenñe Way In the second half I explore and develop Hart's theory (a) of rules, and apply it to problems of agency and behaviourism in legal anthropology, and (b) of legal development, and apply it to the problem of rule-scepticism in legal anthropology as it is posed in Roberts and Comaroffs Rules and Processes and elsewhere. As human beings, we share many historically developed, language-game interwoven, public forms of life. Due to the joint, dialogically responsive nature of all social life within such forms, we cannot as individuals just act as we please; our forms of life exert a normative influence on what we can say and do. They act as a backdrop against which all our claims to knowledge are judged as acceptable or not. As a result, it is not easy to articulate their inadequacies in a clear and forceful manner. However, within most of our forms of life, we have a first-person right to express how our individual circumstances seem to us. And by the use of special forms of poetic, gestural talk—talk that can originate new language-games—we can offer to make our own ‘inner lives’ public. In this paper, I want to claim that this is just what Wittgenstein is attempting to do in his later philosophy: by use of the self-same methods that anyone might use to express aspects of their own world picture, he is offering us his attempts to make the background ‘landscape’ of our lives more visible to us. These methods are explored below. Proponents of the view that social structures are ontologically distinct from the people in whose actions they are immanent have assumed that structures can stand in causal relations to individual practices. Were causality to be no more than Humean concomitance correlations between structure and practices would be unproblematic. But two prominent advocates of the ontological account of structures, Bhaskar and Giddens, have also espoused a powers theory of causality. According to that theory causation is brought about by the activity of particulars, in the social psychological case, individuals of some sort. Consistence would demand that structure be those individuals. But neither Giddens nor Bhaskar wish to reify structure to the extent that would fit it for a role as a powerful particular. If only human beings can be powerful particulars in these contexts, the only way that structures can be real must be as properties of conversational (symbolic) interactions. Human action is social just in so far as people direct themselves to engage well in joint activities with others.

We examined the conversations of 14 preschool children to explore differences in communication between friends and nonfriends in a well-established group. Children's social preferences were identified by analysing relative utterance frequencies which revealed a network structure of 4 cliques. We then examined whether the integration (inclusion/exclusion) and social theme (person/action) content of children's utterances, and the responses (accept/oppose) to these utterances, discriminated relationships in the social network. Our main findings were 1) Exclusive utterances were more likely to occur between nonfriends and to be opposed. Inclusive utterances were more likely to occur between friends and to be accepted. 2) Person and action themes were used differentially. In exclusion statements, nonfriends were more likely to be personally rejected whereas friends were more likely to have their actions rejected. In inclusion statements, personal references were more likely to be accepted between friends whereas references to a peer's actions tended to be accepted by both friends and nonfriends. We concluded that children adapted the integration and social theme content of their utterances to relationship context in order to establish more intimate interactions between friends and more distant interactions between nonfriends.

Designing a mechanism that provides a direct incentive for an individual to report her utility function over several alternatives is a difficult task. A framework for such mechanism design is the following: an individual (a decision maker) is faced with an optimization problem (e.g., maximization of expected utility), and a mechanism designer observes the decision maker’s action. The mechanism does reveal the individual’s utility truthfully if the mechanism designer, having observed the decision maker’s action, infers the decision maker’s utilities over several alternatives. This paper studies an example of such a mechanism and discusses its application to the problem of optimal social choice. Under certain simplifying assumptions about individuals’ utility functions and about how voters choose their voting strategies, this mechanism selects the alternative that maximizes Harsanyi’s social utility function and is Pareto-efficient.

Labeled "hard-to-reach," "resistant," or "unmotivated," involuntary applicants are referred to social workers by coercion and for reasons not of their own choosing (Goldstein, 1986). Although the number of involuntary applicants has been growing in recent years (Cingolani, 1984; Murdach, 1980), the literature reflects only limited attention to working with them. In spite of the special potential of the social work group for helping such applicants, scarcity of knowledge in this area is striking. This limited attention is curious in a society that values democracy and individual freedom (Harris and Watkins, 1987:16). It is particularly serious for social work because of the profession's special concern for clients' self-determination. It has contributed to social workers' frustration and their loss of credibility in working with involuntary applicants. This paper proposes a general model for social work with involuntary applicants in groups. The paper includes a discussion of the problem and issues, a theoretical perspective, several principles for practice, and application of the perspective and principles to social work with groups.

Group work aims both at helping individuals cope with personal difficulties and at eliminating social problems through collective action. Women's groups have made a unique contribution to linking personal and social change through their explicit dual focus. This paper deals with the different ways women use groups to mobilize their strengths towards social change. It begins by explaining why women chose all-female groups as the primary tool for building both individual strengths and a social movement. Key features of different group types are presented, including those focused primarily on social change and those in which social action is a secondary goal. The paper ends with a discussion of obstacles to social change and some ways women's groups can overcome them.

The present study uses the concept of technological efficacy derived from ecological psychology and design studies to offer an alternative way of analyzing how policy instruments affect change. Reasoning from this, the paper outlines a framework for analyzing policy instruments in terms of their affordances. We define affordances as the means through which an instrument exerts influence on its intended target audience. Using this approach, we contend that policy instruments may be analyzed as interfaces that organize social relations and create structures of opportunity and/or restrict possibilities for action. We argue that explicating the pathways through which instruments afford or constrain action is a central task for policy analysis. Our proposed framework of analysis builds on the idea that instruments yield effects by facilitating action and learning. We further contend that the actions that an instrument can facilitate or inhibit are determined by specific affordance modalities of the instrument in conjunction with contingencies of the actor and the policy environment. Examples from research policy are used to illustrate some of these effects.

In this paper the Hurwicz decision rule is applied to an adjustment problem concerning the decision whether a given action should be improved in the light of some knowledge on the states of nature or on other actors' behaviour. In comparison with the minimax and the minimin adjustment principles the general Hurwicz rule reduces to these specific classes whenever the underlying loss function is quadratic and knowledge is given by an ellipsoidal set. In the framework of the adjustment model discussed in this paper Hurwicz's optimism index can be interpreted as a mobility index representing the actor's attitude towards new external information. Examples are given that serve to illustrate the theoretical findings.

Social work with groups in generic practice requires more integration of group process theory and group work methodology in relation to two questions: What is important for all social workers to know about groups and group work and when is the group the most appropriate method-of-choice in generic practice? Important premises and knowledge for this practice are the relationship of the individual to the group; the small group as a microcostic social system; and especially, the stages of group development. This knowledge base and the understanding of the "curative factors" or "change mechanisms" in groups is suggestive of the selective use of groups for providing services in generic social work practice.

The paper first summarizes the author's decision-theoretical model of moral behavior, in order to compare the moral implications of the act-utilitarian and of the rule-utilitarian versions of utilitarian theory. This model is then applied to three voting examples. It is argued that the moral behavior of act-utilitarian individuals will have the nature of a noncooperative game, played in the extensive mode, and involving action-by-action maximization of social utility by each player. In contrast, the moral behavior of rule-utilitarian individuals will have the nature of a cooperative game, played in the normal mode, and involving a firm commitment by each player to a specific moral strategy (viz. to the strategy selected by the rule-utilitarian choice criterion) — even if some individual actions prescribed by this strategy, when considered in isolation, should fail to maximize social utility. The most important advantage that rule utilitarianism as an ethical theory has over act utilitarianism lies in its ability to give full recognition to the moral and social importance of individual rights and personal obligations. It is easy to verify that action-by-action maximization of social utility, as required by act utilitarianism, would destroy these rights and obligations. In contrast, rule utilitarianism can fully recognize the moral validity of these rights and obligations precisely because of its commitment to an overall moral strategy, independent of action-by-action social-utility maximization. The paper ends with a discussion of the voter's paradox problem. The conventional theory of rational behavior cannot avoid the paradoxical conclusion that, in any large electorate, voting is always an irrational activity because one's own individual vote is extremely unlikely to make any difference to the outcome of any election. But it can be shown that, by using the principles of rule-utilitarian theory, this paradox can easily be resolved and that, in actual fact, voting, even in large electorates, may be perfectly rational action. More generally, the example of rule utilitarianism shows what an important role the concept of a rational commitment can play in the analysis of rational behavior.

In this paper we develop a relational approach to the question of animal agency. We distinguish between agency and action and, using three examples of non‐human animal behaviour, explore how human‐other animal interactions might be understood in terms of action, agency and resistance. In order to do this we draw on the distinction between primary and corporate agency found in the work of Margaret Archer, arguing that, while non‐human animals are able to act and to exercise primary agency, they are unable to exercise corporate agency. Animals are therefore agents; they act and their actions have consequences, they also resist conditions which they do not like and, in some circumstances, are able to change the conditions of their agency. We discuss the place of animals in the social world and the political implications of this way of viewing animal agency.

Despite extensive research on the importance of conceptualizing respect, little is known about how respect recipients and peer onlookers evaluate showing respect. Few studies have examined how such evaluations affect children's peer relations across four levels of social complexity (individual, interactions, relationships, and group), and few have assessed how gender influences the evaluations of showing respect to peers on peer social competence. This study used multi‐group structural equation modeling (MSEM) to examine how (a) cross‐evaluators’ views on showing respect mediated the relation between multiple measures of social complexity and children's social competence and (b) whether gender moderated the above relations. Two hundred and sixteen participants were chosen from third to sixth graders (111 girls; Mage =10.30). They completed self‐reports of social competence and showing respect, and peer reports of classmates’ showing respect, overt aggression, physical victimization, mutual friends, and social competence. Self‐evaluations of showing respect were negatively related to group‐level social competence. Peer evaluations of showing respect mediated the association between peer relations (specifically, number of mutual friends and overt aggression) and individual‐level and group‐level social competence. Gender moderated three paths in the model, namely links between overt aggression and (a) peer evaluations for showing respect; (b) group‐level social competence; and (c) individual‐level social competence. Negative associations were stronger for girls than for boys. The research findings suggest that gender norms shape the complex relations between children's showing respect and social competence, and an understanding of these relations must take into account differences in evaluations made by children and their peers.

This article describes how social work and social group work strategies are used to enhance social work student participation in an interprofessional education program (IPE) that includes social work and five health care disciplines. Concurrently, social work students take part in a small group to assist them in the application of their social group knowledge to their IPE experience. Interprofessional collaborations between social work and health care can work toward alleviating health inequalities and poor access to health services. Social work has a crucial and significant role within these teams because of the profession’s focus on individual well-being, within the context of their social environment and support systems.

Discussions about homelessness can be approached as action that constructs social reality. From this point of view, an important finding in the analysis of interviews with four leading politicians is the number of rhetorical devices the speakers use in factual accounting: to make the state of affairs and events around homelessness appear as obvious facts, a reflection of reality. Five strategies of factual accounting are identified in this article: the witness strategy (the speaker has seen or heard the facts him- or herself), no alternatives strategy ("this is the only way to act"), the quantification strategy (warranting by means of figures and/or nonnumerical quantification), the social norms strategy (appealing to consensually accepted issues) and the expertise strategy (appealing to specialized knowledge). These strategies are used by the speakers to warrant the truth of facts that in many ways are more than likely to contribute to homelessness. Above all, they create an image of a static housing problem for which there is no remedy. It is, however, possible to alter this static picture if we start from the assumption that there are two sides to every issue. It is possible to argue against facts offered as true; the housing problem may not be so static after all, and solving it may not be so hopeless.

This paper deals with various connections that are found to exist between statistical estimation methods for decision-making and rules of group choice in the social choice area. Initially the aggregation of individual opinions is formulated as a pattern recognition problem; firstly it is shown that individual preferences lead to a natural representation in terms of binary patterns. Then we proceed to show how the search for a group preference pattern can be conducted by classifying the input preference patterns into various pattern classes and using the resulting classification boundaries to define the area of mutual agreement over some of the available alternatives. This leads to a decision-theoretic problem which consists in defining a decision rule (for classification) that is least likely to lead to misrecognition of arbitrary preference patterns. A maximum likelihood solution is obtained and compared with some well-known rules of group decision-making. Other solutions are also possible, on the basis of different optimality criteria, and their social choice interpretation is suggested. Finally, a method using Coleman's linear model for attributes is applied to yield group decision rules by feature weighting of election issues.

This study explores the potential impact of cultural orientation on the relationship between financial satisfaction, life satisfaction, and political action within the United States and South Korea. The total sample size was 3,432 individuals (United States = 2,232, South Korea = 1,200). 1 confirmatory factor analysis (CFA) model and a path analysis model were assessed using a maximum likelihood estimation. The findings showed a strong positive relationship between financial satisfaction and life satisfaction in both countries. Also, in both countries, more progressive individuals participated in more political actions. When exploring political action, we find an inverse relationship—with greater political action among lower‐income individuals in the United States and greater political action among higher‐income in South Korea. In South Korea (culturally “collectivistic”), middle‐income individuals were also found to participate in political actions that likely benefit larger segments of society. From a cultural dimensions theory perspective, these data suggest political actions in the United States (classified as “individualistic”) were largely conducted by low‐income individuals, potentially as means to enhance their individual well‐being.
