Kent,leaving OASAS,reflects on high points and challenges

Rob Kent, longtime general counsel for the New York Office of Addiction Services and Supports (OASAS), is leaving April 1 for a new position with the American Association of Orthodontists in St. Louis. A masterful negotiator with a progressive view toward substance use disorders (SUDs), which made him beloved by treatment providers and harm reductionists alike, Kent also knew and could articulately discuss nuances of legal and regulatory issues affecting the state's SUD treatment providers. We talked to him last week to get his perspective on the high points and challenges of his career at OASAS, which he joined in 2007; before then, he was with the state's Office of Mental Health (OMH).     

Going to Pieces: Paul Monette and the Fragments of the Tribe

Author of the highly acclaimed Borrowed Time: An AIDS Memoir (1988) and winner of the 1992 National Book Award for his autobiography Becoming a Man: Half a Life Story, Paul Monette died of complications from AIDS in Los Angeles on February 12, 1995. His most recent work, Last Watch of the Night: Essays Too Personal and Otherwise (1994), is his third volume in a trilogy of autobiographical writing on growing up gay, coming-out, and living with AIDS. A graduate of Phillips Academy and Yale University, Monette received a number of awards for his writing and his work as an outspoken voice in the battle against AIDS, including the National Book Award, three Lambda Literary awards, the PEN Center West Freedom to Write Award, and three honorary doctorate degrees, from Wesleyan University, the City University of New York, and the State University of New York at Oswego. A memorial service was held for Monette on Sunday, February 19, 1995, at the Directors Guild of America on Sunset Boulevard in Los Angeles. Paul Monette was 49.     

Conversation with Herbert S. Strean

Dr. Herbert Strean has been a most influential practitioner and educator in the advancement of clinical social work. Not only has he made an outstanding contribution to our professional literature, but has also been a major critic of our profession's movement away from its therapeutic obligation to clients. Since its inception, he has been on the editorial board of this journal and a regular contributor. After a distinguished career as a professor at Rutgers University Graduate School of Social Work he has retired to direct the New York Center for Psychoanalytic Training. We are fortunate to have the first interview with him after his retirement from Rutgers.     

Focusing on the big picture

As a postdoc in cognitive neuroscience who's also a neurology fellow, Adam Gazzaley is a meld of basic science expertise and clinical experience: He studies brain aging in people by using functional magnetic resonance imaging at the University of California (UC), Berkeley, and he also sees patients at UC San Francisco's Memory and Aging Center. The 34-year-old native New Yorker dives with equal fervor into scientific research and nature photography, two lenses for viewing a single world of discovery. Growing up in Queens, Gazzaley knew from age 7 that he wanted to become a scientist, and as a teenager, he commuted long hours to attend the Bronx High School of Science. He earned an M.D.-Ph.D. from the Mount Sinai School of Medicine in New York City. Gazzaley's hobby as a shutterbug periodically takes him on backpacking trips to document the beauty of the great outdoors. He sells fine-art prints of his photographs to individuals, hospitals, and clinics through his company, Wanderings Inc.     

Guidance Fifty Years Ago

The New York Personnel and Guidance Association recently presented its annual award to Robert Hoppock, Professor of Education, New York University. In accepting the award Dr. Hoppock recalled his own experiences as a young person seeking vocational guidance in the days when professional counselors were rare. Excerpts from his address are printed here because of their historical interest.

Immigrants and refugees: their similarities,differences, and needs

In December 1976, the Director of the Intergovernmental Committee for European Migration (ICEM), Mr. John F. Thomas, addressed a Seminar of the American Immigration and Citizenship Conference in New York, where the author of this article, Dr William S. Bernard, Chairman of the Committee on lntegration of the American Immigration and Citizenship Conference and Emeritus Director of the Center for Migration Studies, Brooklyn College, City University of New York, was honoured for his eminent work and contributions on the world-wide problems of voluntary and forced migratory movements and especially the human aspectsinvolved. The editors of International Migrarion hope that this eminent author will also in future con- tribute his valuable articles to this periodical.     

A 'Simple' Farmer Accused of Murder: Community Acceptance and the Meaning of Deviance

For all of their adult years the Ward brothers have been subsistence dairy farmers in a small rural community in central New York. In the spring of 1990 one of them was found dead and his brother, Delbert, was charged with murder and subsequently tried. A psychologist who testified for the defense put Delbert through a range of standard diagnostic procedures and declared he was “mentally retarded.” Townfolks reacted to the events with a tremendous outpouring of unified support for Delbert and his brothers. Their reaction was so emphatic and so pronounced it attracted regional and national media attention. Parallelling current interest in the integration of people with various disabilities into the community, this paper discusses this family's natural acceptance in the community and the nature of community support.     

Social Change Through Issue Advertising

Mr. Zeigler, a Director of the Center for Issue Advertising in New York, a television and feature film producer, advertising art director and copywriter, teaches a workshop at the New School for Social Research in Manhattan called "Social Change Through Issue Advertising." The class functions as a miniature advertising agency for interest groups whose objectives coincide with the workshop's: the defense of an individual's right to his life, health and properly through legislative changes. Recognizing the power of advertising to educate and persuade, Mr. Zeigler believes the shortest distance to meaningful social change may be along Madison Avenue. The following is from an interview with him.

Graham Martin met Jurgen Hargens at the International Editor's meeting prior to the Second International Conference on Family Therapy in New York, in October 1985, and was struck by his passionate idealism, his development of an international journal almost single-handed, and his forceful defence of the need for a journal which focussed on systemic issues.     

The New York City Beacons: rebuilding communities of support in urban neighborhoods

Established in 1991 in New York City and now operating in at least seven other cities, Beacons are designed to rebuild communities of support for children and youth in urban neighborhoods. The Beacon framework is based on research findings and practitioner experience indicating that programs taking a youth development approach are more effective than those focused on "fixing" specific youth problems. Successful Beacon programs provide positive ways to meet young people's need for safety, a sense of belonging, and mastery; they also provide opportunities for decision making and contributing to others. There are currently eighty Beacons in New York City, serving about 140,000 youth and adults annually. Beacons have been replicated in several parts of the country, including Denver, Minneapolis, Oakland, Palm Beach County, Philadelphia, San Francisco, and Savannah. The Youth Development Institute of the Fund for the City of New York provides technical assistance and training to Beacons in New York City and in all seven replication sites.

Dr. Cornelius Foley, a geriatrician, is Director of Parker Jewish Institute, New Hyde Park, New York. Dr. Foley discussed the use of humor in his work in a hospice and palliative care environment with Dr. Kathleen Monahan.     

An Interview with Maurizio Andolfi

This interview was completed in Rome, Italy, on June 12, 1986. Maurizio Andolfi has evolved into one of the most creative family therapists regarding the use of self and metaphorical objects in the therapy process. For readers familiar with his interview in the American Journal of Family Therapy, 1981, (9)2, and his book, Family Therapy: Interactional Family Therapy, (1979), New York: Plenum, and Behind the Family Mask, (1983), New York: Brunner/Mazel, this interview reflects some of these changes and should provide interesting reading.     

Exploration of Individual Responses to Mass Violence: A Personal Narrative of Trauma on September 11, 2001

This paper presents a personal experience with trauma during and following the terrorist attack in New York City on September 11, 2001. The paper offers a reflection on the traumatic event itself, the author’s immediate and long-term responses, and an exploration of the subsequent diagnosis and treatment provided.     

Coping by nonprofit organizations during the Reagan years

Contrary to expectations that a divested federal role would lead to the demise of nonprofit agencies, the relationship between nonprofit and government sectors in New York at the end of the 1980s was stronger than ever. This article presents longitudinal data for six nonprofit agencies in Rochester, New York, to demonstrate "management by groping along" during the Reagan years, behavior that resulted in increased reliance on state and local governments for funds and programs and in different ways of doing business.     

Briefly Noted

Last week, Scott Gottlieb, M.D., abruptly and surprisingly resigned as commissioner of the Food and Drug Administration (FDA). He has pushed to reduce teenage vaping, been a vociferous supporter of medications to treat opioid use disorder and is noted in the field for his recommendation that methadone and buprenorphine patients should not be terminated from care for use of benzodiazepines. After he announced his resignation on March 5, vaping stocks surged. He was viewed as critical to protecting youths against nicotine and e‐cigarettes. “He was remarkably successful at keeping the agency moving forward at a difficult time and really focused on public health challenges, including the opioid epidemic and drug prices,” said Joshua M. Sharfstein, M.D., a former principal deputy commissioner at the FDA during the Obama administration, who is now a professor of health policy at the Johns Hopkins Bloomberg School of Public Health, told The New York Times. “He surprised a lot of people in his willingness to take some risks for public health.”     

Community-based management of psychotic clients: The contributions of D. W. and Clare Winnicott

While the term management connotes images of impersonal care, D. W. Winnicott repeatedly used this term to describe the responsive environmental holding that is central to all human development. Influenced by observations of how normal mothers and families address the physical and psychic needs of children, he and his wife, Clare, a distinguished British social worker, operationalized this concept in finding and supporting facilitating environments with a wide range of disturbed children and adults. Using case material from a contemporary community program for the mentally ill, this paper will review the Winnicotts' important, but often neglected, perspectives on the environmental management of psychotic adults.Presented at the Washington School of Psychiatry, January 14, 1989. Simulation Games in Theory Development

Mathematics provides a set of tools and a language by which sociologists can precisely develop and express an abstract theory of society. Simulation games provide relatively limited and controlled contexts in which qualitative observations may suggest insights upon which to build systematic quantitative social theory. James Coleman was one of the strongest advocates for the use of simulation games in developing and communicating social theory; his Democracy game was a valuable tool in the development of his theory of collective action. In this paper, I provide an extended example of the use of observations of simulation games. My observations of two different games suggested ways to reconsider and revise certain aspects of rational choice theory. Building upon Herbert A. Simon's ([1957] Models of Man, Social and Rational: Mathematical Essays on Rational Human Behavior in a Social Setting, New York: Wiley) and John W. Thibaut and Harold H. Kelley's ([1959] The Social Psychology of Groups, New York: Wiley) theories of rationality in the context of incomplete information, my observations suggested that frustration behavior may be a rational response to the failure to meet expectations.     

Franklin D. Roosevelt's Shangri-La: foreshadowing the Independent Living Movement in Warm Springs, Georgia, 1926-1945

American President Franklin Delano Roosevelt is well known to have disguised and minimized his disability in his role as a political leader. Less well known is the remarkable nature of the colony he established for people with disabilities from polio in Warm Springs, Georgia in the 1920s, 1930s and 1940s. The colony at Warm Springs represents a unique historical community in which disability was not stigmatized; where people with disabilities controlled their own resources and their own lives; and where the medical model of disability was repudiated. As such, the Warm Springs community represents a remarkable period and place in disability history that warrants continued study. New evidence drawn from the archives of the Roosevelt Warm Springs Institute for Rehabilitation, the FDR Presidential Library in Hyde Park, New York and the personal scrapbooks of former residents of the Warm Springs colony provides further support for the theory that FDR's Warm Springs colony represented an early precursor to the philosophies and values promoted by the Independent Living Movement that emerged 50 years later. The Warm Springs colony offered an unprecedented approach to rehabilitation and independent living for people with disabilities from polio in the 1920s, 1930s and 1940s, and because of this provides an invaluable lesson from history that deserves ongoing attention.
