To “review the urban question” in terms of sustainable development, the premise is formulated that improving infrastructures, equipment and services to preserve the natural and built urban environment is costly and generates expenses of all kinds—at economic and social levels. Without the introduction of equalisation mechanisms, these expenses will increase inequalities between different parts of the urban population.As confirmed by 2 Latin American case studies in Buenos Aires, Argentina, and La Paz Bolivia, the quality of urban environment depends directly on improving living conditions for the resident population. The aim is to assist the poor in developing a rubbish disposal service for the families living in the informal settlements of La Paz, or to extend water supply to the poorer areas on the outskirts of Buenos Aires. The collective benefits of these “innovations” are self-evident. However, understanding the environmental issues involved, and evaluating the social impact of these innovations, means examining what motivates their implementation.The first difficulty was in finding financial and economic information on the global cost of the new technologies, due to the lack of managerial culture and the discretional attitude of private enterprises and public administration.A second observation is that the social dimension of the environmental upgrading process in Latin America cities has been neglected by the main urban decision-makers. In all the contexts, the evolution of the projects’ implementation clearly demonstrates that social issues cannot be dissociated from political ones. Although the players themselves often find it difficult to estimate economic costs, these are nonetheless real and represent burdens that should be distributed equitably among the beneficiaries of services; but which are, in practice, often viewed in terms of profit. This leads to conflicts between different population groups, the political authorities and private intermediaries.Rather than viewing technological action as an unique “source” of innovation, we must consider its global dimension via the social practices it generates. On the other hand, we should reposition every specific event in its immediate environment and see how it reflects contemporary macro-social processes, in a world of “globalisation”.  相似文献

The western United States offers a case study on the importance of access to large population centers and their markets, via road and air travel, for economic development. The vast distances between towns and cities in the American West can be a detriment to business, yet they also serve to attract technology and knowledge-based workers seeking to live in a picturesque setting. In spite of the increasing importance of amenities to migration and business location, also needed is access to markets, particularly via commercial air service. We test a new county classification system for the western United States to reflect differing degrees of access to population centers and account for the increasing importance of airports. Past classifications are based on population size and cross-county commuting. We examine the validity of this new classification and test for differences in economic performance among the three county types. Our findings show that there are three distinct Wests that can be classified using economic performance measures and socioeconomic characteristics. The results show that “metro” and “isolated” counties are clearly distinct, but “connected” counties, those that are rural in nature but have ready access to metropolitan areas via air travel, can be difficult to distinguish from “metro” and “isolated” counties. Much of the variation is explained by travel distance to airports. The findings illustrate the importance of airports in rural development, and the limitations facing those communities that are isolated from markets and population centers. The results apply to other parts of the world with similar characteristics that include large expanses of open space, natural amenities that attract migrants and stimulate new business, and different degrees of access to large population centers via road or air travel, and therefore different rates of economic growth.  相似文献

This paper is based on the belief that online activism is essential for understanding the role and potential of public relations in modern campaigns. In relation to the issue of gender violence against women in football, analyzed and compared are the responses of two official, resource-rich organisations – the National Rugby League (NRL) and Australian Football League (AFL) – and an unofficial, resource-poor fan advocacy group, called Football Fans against Sexual Assault (FFASA). In cooperation and conflict with the leagues, FFASA positioned itself in the market place, taking the widely unoccupied niche of “fan advocacy”—different from “expert advocacy” or “player advocacy”.The article discusses in more detail the major strategy of the group, the Purple Armband Games, which carries many elements of cutting-edge public relations such as advocacy as third-party endorsement; “fan activism” as empowering of “expert advocacy”; “symbolic outsourcing” of participants by facilitating their mode of engagement, the “emblematic richness” of the purple armband symbol, the “oneness” of which overcomes any confrontational dualism.  相似文献

Peltzman [Peltzman, S., 1984. Constituent interest and congressional voting. Journal of Law and Economics 27, 181–210] argues that if constituents’ economic interests have well-defined “winners and losers” and are appropriately measured, then constituents’ economic interests, and not legislator ideology, are the most important determinates of legislator voting. We test Peltzman's theory by examining senatorial voting on three mandated spending limitation bills. We find, consistent with Peltzman's theory, that the ratio of federal spending in a senator's state to federal taxes paid by that state, and not a senator's personal ideology, matters on legislation where there are well-defined economic “winners and losers.” This is particularly important because unlike other constituents’ economic interest measures that only impact a fraction of the constituency, the ratio of federal spending to federal taxes in a state represents the economic interests of all the constituents in a state.  相似文献

This paper analyses the community values of residential neighborhoods in the southwestern region of Saudi Arabia as an approach to a new theory in urbanism. The indigenous masterbuilders and tribemen incorporated planning decisions pertinent to climatic, cultural, social, economic and religious factors when designing physical elements in their built environment. This is what makes every traditional settlement in the southwest region of Saudi Arabia unique in terms of urban form and social structure. As a step to examining and evaluating the process of residential neighborhood development, three stages of practiced urbanism are discussed. These stages are labelled “vernacular”, “transitional” and “new vernacularism”. These are planning concepts used worldwide in the development of residential neighborhoods throughout history until the present. “New Vernacularism” is envisioned in this investigation as a design/planning objective implemented in most recently planned neighborhoods in Al-Horaidhah, Southwest Saudi Arabia. The achievement of successful urbanism underlies the political goals of urban planning practice. The Al-Horaidhah planning concept is conceived in the light of preservation of community values in neighborhood design/planning as a critical issue.The paper aims to investigate and reconcile the conflicts in the planning of residential neighborhoods in a changing world. The conflicts are restricted between retaining traditions of architecture, urban design and planning with the necessary social, economic, and technological changes in urban formation, mainly, the vernacular and modern. The paper illustrates the concept “New Vernacularism” by presenting Al-Horaidhah scheme as a model for community development in three administrative regions along the Red Sea coastline. “New Vernacularism” as a planning concept looks at the community development in Al-Horaidhah in the light of Sharicah, the Islamic Law and Customary norms by emphasizing the importance of the involvement of local residents in the planning process and gives suggestions of how this might best be achieved and later implemented into new communities.  相似文献

The contribution economists have made to the multidisciplinary field of non-profit studies is remarkable when one considers that non-profit organizations (NPOs) have traditionally been regarded as “non-economic” institutions that lie outside the scope of economic analysis. However, despite its achievements there has been concern about the emergence of “theoretical inertia” in the economics of NPOs. This paper suggests some ways in which the revisionist approach reflected in economic theories of the supply-side of the voluntary sector could be augmented. In particular it focuses on the emotional basis for stakeholder commitments and the consequent dependence NPOs have on their organizational leadership to foster the development of shared hopes that can sustain these commitments in the face of disappointments. These ideas are discussed in relation to the provision by NPOs of supported employment services to the disabled.  相似文献

Russian regions display remarkably different patterns of economic and political development. These differences come into sharp focus when comparing two nearly identical northwestern regions, Novgorod and Pskov. Novgorod's success and Pskov's failure are attributed to the local elite's creative use of key cultural symbols and myths to support regional development. Contrasting two popular approaches to culture and development—“cultural adjustment” and “cultural congruence”—the author argues that the cultural congruence model, adopted by Novgorod, dramatically improves the chances for rapid social and economic transformation.  相似文献

Professor Robert Ashford (1996) has undertaken to bring attention to the economic ideas of the late Louis Kelso, best known as the inventor of leveraged Employee Stock Ownership Plans (ESOPs). ESOPs are but a small part of a much more ambitious policy program for spreading capital ownership, a program predicated on Kelso’s unique economic theory, dubbed “binary economics,” and intended to create a “binary economy.” This article critically examines two normative arguments for creating a binary economy as a question of social ethics. It finds that the argument that a binary economy would be more just has a serious flaw related to Kelso’s concept of “productiveness,” but that the argument that a binary economy would be more democratic offers a more promising normative basis for instituting a binary economy. It concludes that the rest of Kelso’s theory and his policy program are worth further examination.  相似文献

This article is based on participant observation research at a seniors' center in central Canada in which the writer sought to acquire an understanding of how older adults define, interpret, and negotiate their realities and identities. Through activity and group membership, the center members — the majority of whom are single, older women between the ages of 50 and 90 — seek to distance themselves from the category of “old” and the accompanying ageist stereotypes. Striving to establish and preserve their precarious membership in the “not old”, center members struggle to reconcile their belief and experience of older adulthood as a time of activity, health, and happiness with their ever-present fear of declining health and the realities of widowhood and the loss of youthful attractiveness.  相似文献

Controlled experimental designs and functional measurement procedures were used to study how people perceive the effects of changes in major economic variables. In experiment I one group of subjects rated economic well-being and another group of subjects rated personal satisfaction for a variety of economic scenarios described by variations in salary, rate of increase in salary (annual raise), and annual rate of inflation. Stimulus interaction effects were found for each response scale showing that there is not a simple subtractive relationship between wage gains and inflation in determining perceived economic impact. Experiment 2 further investigated the interactive effects of raise and inflation on personal satisfaction. Results were discussed in terms of two complementary psychological processes: a “negativity effect” whereby unfavorable levels of raise and inflation have disproportionate weight, and a comparison of raise and inflation rate whereby personal satisfaction is incremented disproportionately when raise changes from below the inflation rate to above the inflation rate. Psychological concepts revealed in this study were related to economic concepts of “elasticity of demand” and “money illusion”.  相似文献

Jakarta is on the way to become a “world city”, but to classify in this regard, it needs to be more than the size of the metropolis but it should be enlightened management, the kind of services the city offers to ensure a balanced economic, social, political and environmental development; thus, criteria which would indicate its social, economic and environmental “sustainability” and quality of life. The recent years have shown Jakarta's current management to evolve as promoter of centennial projects like the modernization of the center, the establishment of an integrated public transport system, the redevelopment of the waterfront and a new harbor, the conservation of the Old City, and creation of a few gentrified public parks. While these grand projects are still in the making, many infrastructure and environmental problems still continue to prevail, and there is substantial concern about the pro-rich and anti-poor policies which are being pursued, while Jakarta pretends to make the quantum jump to a modern city.  相似文献

Although there are well-known theories of adolescent development in the West, there is a notable lack of theory and empirical support for understanding the outcome of Chinese adolescent development. This paper examines the cultural themes that account for Chinese–Canadian parents’ and adolescent’s construction of adolescent development outcome. A qualitative study approach was used to explore the experiences and views of 19 adolescents and 10 of their parents. Four major themes identified reflect deep-rooted cultural effects. These themes include: be a good person (self-cultivation), be a good child (filial piety), be a self-reliance person to honor family (Chinese familism), and be a mature person (the quest for harmony and other-related attributes). A concept of “self in relational networks” is therefore proposed for understanding the unique outcome of Chinese adolescent development in the Chinese–Canadian context. “Self in relational network,” in this context, refers to the development of a web of good fitting, harmonious, appropriately positioned, and socially acceptable interpersonal relationships in the adult world. The view reflects the indigenous concept of “guanxi” in Chinese culture.  相似文献

This paper begins with a review of the literature on culture and development and finds that a “questionable” controversy divides the field: on one side are supporters of the ‘achievement motivation’, while on the other side are supporters of the ‘trust syndrome’, both in search of the ultimate attitude promoting economic development.This controversy is analysed through the lens of a broader conceptual framework, and a solution is proposed to settle the debate. The theoretical hypothesis asserts that economic culture, as any other aspect of culture, passes through stages of development. In the early stages, economic culture dwells on the problem of wealth distribution and, only later, does it focus on the core question of its growth. Using empirical data extracted from the World Values Survey Archives, we verify that during this latter stage both achievement motivation and trust syndrome are needed to promote economic growth.  相似文献

Change in rural activities is frequently seen as: (1) reaction to changes in other areas and sectors, and (2) negative. This downplays the role and importance of entrepreneurs, both farm and non-farm, in sustaining the vitality of rural areas. The notion of entrepreneur can be extended to entrepreneurial activity by other people, e.g. local government activity, which is an integral part of rural community economic development. Both the entrepreneur and the quasi-entrepreneur in local government are critical leaders in urban fringes and other rural areas alike. Their activity in an area is partly dependent upon the broader political, social and economic environment which influences: (1) the need to change and (2) whether any “benefit” can be derived from entrepreneurial activity. A framework is presented in this paper to place entrepreneurs and entrepreneurial activity into the context first, of decision-taking generally in the rural environment, and second, of the broader “enabling” environment. It is argued that constraints originating in this broader environment are often necessary, but they may have unforeseen side-effects in discouraging innovation. Changes in such constraints or in the manner in which they are implemented may be a necessary ingredient to maintain rural vitality through encouraging entrepreneurial activity.  相似文献

The cooperatives are too economically oriented to be included in the non-profit sector and too socially oriented to be considered as an economic for-profit organization. These “enfants terribles” are wholly depersonalized. They represent a broader phenomenon, going beyond the dominant global economy. As such, cooperatives are seen as a model based on dual components, an economic and a social. Here lies the source of the incompatibility between the hegemonic economic paradigm and an organizational rationale claiming to be based on the co-existence of two features, the social and the economic.Therefore, this article supports the idea of non-profit economy, the cornerstone of the social economy but facing outward offering competing goods and services which can facilitate the market economy and mitigate the tendency towards oligopoly.  相似文献

Semantic network analysis was used to compare differences in benefit appeal in two sets of letters written by the business community to the internship director. In the Unpaid set (N=72) the promise of “opportunity” co-occurred more often with appeals such as “for credit,” “flexible schedule” and “supervision.” In the Paid set (N=73) emphasis was placed on writing skills and work related tasks. This study reveals the business community's understanding of student expectations from the internship experience.  相似文献

Though commonly used in social science research to measure the influence of social networks, the link between discussing “important matters” within networks and the achievement of instrumental ends is frequently unspecified or untested. To address this gap, we explore the consequences of using the general “important matters” approach versus one in which the substance of discussions is directly linked to the outcomes of interest. The egocentric social networks of people experiencing an acute health crisis are examined. We identify the characteristics of and the degree of membership overlap between “important matters” and “health matters” discussants, and explore their relative power in explaining a wide range of health and health services-related outcomes. We find no evidence for the influence of “important matters” networks, while characteristics of “health matters” networks demonstrate a significant effect across all models.  相似文献

The electronic purse (chip-card) is promoted as an option offering consumers an easy means of payment. It also offers advantages to traders and banks by reducing transaction costs. However, successful launching of the electronic purse depends mainly on consumers' acceptance, which in the past was very low in Austria. We study consumers' acceptance of the electronic purse, cash and established non-cash payment systems by analysing social representations of payment facilities. Semantic contents of associations raised in response to the stimulus words “means of payment in general”, “cash”, “cheque”, “ATM-card”, “credit-card” and “electronic purse” have been analysed. Overall, 264 people were studied applying two techniques: the “associative network” and the “conceptual network”. It is shown that means of payment are categorised on two dimensions: cash and non-cash. Non-cash payment facilities are characterised by high abstraction levels, and loss of subjective control over expenditures. The electronic purse is perceived as highly dissimilar to other means of payments.  相似文献

This paper explores the relationship between economic theory and public relations, in order to explain how public relations management contributes to companies’ overall economic gains. It uses a “blend” of economic theories to explain the role and contribution of public relations from the economic point of view. This article explores a promising theoretical approach for reassessing the relationship between inequality and economic growth. The article draws some insights from the influential inverted U-curve hypothesis originally advanced by Simon Kuznets, but drastically recasts the original arguments by shifting two fundamental premises. First, retaining Kuznets’s emphasis on the importance of economic growth in generating demographic transitions between existing and new distributional arrays, we argue that a “constant drive toward inequality” results after replacing a Schumpeterian notion of “creative destruction” for the dualistic assumptions in Kuznets’s model. Second, while Kuznets devoted considerable attention to the impact of institutions on distributional outcomes, we argue that institutions should be understood as relational and global mechanisms of regulation, operating within countries while simultaneously shaping interactions and flows between nations. The article argues that economic growth, unfolding through institutions embedded in time and space, produces a constant drive towards inequality that results in a multiple and overlapping matrix of distributional arrays, an overall income distribution (e.g., within and between countries) that is both systemic and historical.  相似文献
