Recently, the Party's Central Committee held numerous meetings to study the problem of family planning. The main goal of these meetings was to find a correct family planning policy, which should be based on common sense, support from the people, and reasonable work from the cadres. Family planning policies and regulations should be realistic and creative. In the implementation of policies, different methods should be adopted for varied situations, and there should also be appropriate guiding principles for different categories. To cope with a new situation, creative methods and approaches should be chosen in order to implement the family planning policy. The correct method will ensure complete implementation of the policy. In family planning work, the first step is the improvement of ideological education, so that the people may have a correct understanding of the need for family planning. In the technical management work of family planning, a constant improvement in the quality of service should be the goal. Through practical working experience in family planning, some rules and regulations will be found, and they should be used to promote the management level and the level of family planning work in general.  相似文献

China's 7th Five-Year Plan recommends that China's total mainland population be held within the limit of 1.113 billion, with an annual average natural growth rate of about 12.4/1000. As a large number of youths will reach marriage and childbearing age during the course of the 7th Five-Year Plan, the Plan affords a high priority to the family planning program and to the control of population growth. The plan proposes 5 policies and measures to realize its goal: continuous efforts need to be made to give family planning a high priority; late marriage, late childbearing, and the 1-child family should be advocated; ideological and political education should be strengthened; scientific and technological research devoted to family planning should be intensified; and family planning communication and service centers at the county level should be consolidated and strengthened, and the family planning program should be conducted systematically and be ongoing.  相似文献

After the Third Meeting of the Eleventh People's Congress, the entire responsibility for agricultural production was transferred to a lower level. Peasants in various areas have adopted the so called production responsibility system, and the phenomenon of an increased population rate has also appeared in some areas. In this article, the author discusses how to solve these problems created by the new situation. The 1st step is try to control population growth through socialist propaganda education, administrative measures, economic incentives and punishments, and family planning work. The 2nd step is to popularize the practice of having only 1 child per household in the rural areas. The 2nd and 3rd child in each family should be controlled and prohibited. This policy formulated by the Central Government should be carried out thoroughly. Families which follow the policy and have only 1 child should be encouraged with economic rewards, and those families which have 2 or more children should be punished economically. The 3rd step is to establish a national work team to be in charge of family planning and birth control. There should be an ideological unity among the nation's leadership. Party members and cadres should establish themselves as good examples for the people so that the population control work may become successful.  相似文献

Psychology has significance in family planning work, because it may promote the scientific nature of family planning work and thus increase its effectiveness. Since people have some common aspects in their psychological process, family planning workers should master some common rules of the people's psychological process in order to understand psychological trends and possible behavior. Through this method, family planning workers may find how to adjust to problems they may encounter in their daily work, such as the worries about a single child being too lonely, spoiled, and hard to handle for the parents, the traditional belief that more children represent good fortune, and more male children may provide security for one's old age. Traditionally, the Chinese people believed that only male children can carry on the family line and that more children will provide a larger labor force, which is beneficial to a family's financial situation. In family planning work, all such incorrect ways of thinking should be corrected and revised. Studies of children's psychology should also be developed so that children may develop a healthy mentality. All these are crucial to the success of family planning work and the promotion of population quality.  相似文献

Because of the popularization of a responsible agricultural production system, the livilihood of peasants has been improving greatly, while the demands and needs of the general public are also increasing at the same time. Still under the influence of the traditional belief of carrying on one's family line and emphasis on having male children, married people prefer to have more childre, and the birth rate is now rising again. In order to solve this new problem, we need to teach the peasants national policies on population, land utilization, and food supply. In order to initiate a new situation in family planning work, we need to control this "gold key" of ideological education and propaganda. The emphasis should be placed on ideological education for cadres at all levels as well as the general public in order that they may understand the Party's strategy. Education on the national strategy should be combined with material interests of the peasants, and reward and punishment in production should also be linked up with that of family planning. Social measures are needed to reduce economic burdens of the peasants, offer better treatment for single-child households, and provide adequate care for old and retired people. Family planning projects should be consolidated and improved. Scientific management, facilities and techniques for birth control, compensation for working personnel in family planning, and other practical problems deserve immediate attention and solution.  相似文献

In 1984 the Keshan (Northeast China) County Government and the Family Planning Committee initiated an education campaign to disseminate family planning information to farmers. The team of propagandists consisted primarily of full-time family planning workers. Village cadres, school teachers, and rural physicians, who are properly educated and positive about family planning work, enjoy high prestige among the workers. They were invited to be team members after training and are supported by the villagers because they come from among the local people. All the childbearing women aged 15-49 in each village were classified by the propagandist into 5 groups according to their marital and childbearing status, i.e., women at the age of puberty, women of new marriage, pregnant and lying-in women, women with children to be reared, and middle-age and old women. The women were organized into groups to attend lectures on different subjects such as population policy, relationship between population growth and socioeconomic development on the 1 hand and individuals and environment on the other. Also included were physiology, the health birth and rearing of children, and health care for women and the aged. The publicity effort included broadcasting, films, video aids, and slide shows. Increased classs were during the slack seasons, and lectures were given once a week. By 1986, about 80% of the population at childbearing age in Keshan County had attended the family planning lectures.  相似文献

With the establishment of the agricultural production responsibility system, the entire agricultural management and economic system has undergone great changes, and family planning in rural areas has met with many difficulties. Because of this responsibility system, households with more manpower seem to become wealthy more rapidly than others. An existing belief among the rural population is that more children will provide a larger labor force and thus more income. Birth control and family planning are therefore becoming more difficult. In order to change existing beliefs, a comprehensive ideological education for peasants is needed so that they may understand the question of birth control from the viewpoints of national interests. Economic rewards and administrative restrictions may be used as necessary birth control measures. Agricultural production and family planning can be managed well if there is close contact and cooperation between the cadres and the masses. Extra care and benefits should be given to women of childbearing age who undergo birth control operations and agree to a single child in each household. Welfare programs for the masses, such as kindergartens and nursing homes must be established in order to reduce their worries. In addition, efforts are needed to study the new situation and solve new problems. The goal of controlling the rural population growth should be achiefed through practical work and experience.  相似文献

A preliminary survey of specialized households with single children in Tianjian rural areas was carried out in order to understand the impact of the economic system reform on family planning programs. Out of 180,000 specialized households, 37,000 are those of young peasants under 35, accounting for 24% of the total specialized households. The survey showed that family planning publicity could be improved in 4 ways. A change in the peasants' concept of childbearing in favor of family planning should be actively promoted. Publicity efforts should be strengthened. Both the content and methods of family planning education and publicity should be improved. Publicity should be integrated with service. Centers of publicity and guidance should become centers of publicity and service. Family planning workers should become close friends of young couples of reproductive age. Education must be integrated with service. A recent trend of having fewer children has set in. This change manifests itself in 3 ways: the state policy of making the people rich greatly encourages young couples to devote themselves to pioneering causes; after becoming rich, the peasants become aware that they should have healthier and better educated children; when the peasants become rich they worry less about their old age and other problems. The recent trend toward early marriage in rural areas should be curbed.  相似文献

Premarital couples are among priority targets of family planning information in the Philippines national population program as they can serve a pivotal role in slowing population growth. Applicants for marriage licenses are required to attend a family planning session as a prerequisite. Following recommendations of a training effort and seminar on Premarital Family Planning Counseling, on July 20, 1976, premarital information was institutionalized in the country by Presidential DEcree 965 which made family planning counseling obligatory to the marriage license applicants. Shortly after that, a multiagency effort gathered information on the status of the Premarital information program in the Philippines, which showed that there is no full-time specialist for the work. Medical officers; social workers; community welfare supervisors; and program and training officers do this work of information in addition to their usual duties. Distribution of the applicants varied greatly in age groups, educational levels, and professional category. The size of the group, length of session and topics of discussion varied greatly. Necessary efforts should be made to solve the major problems by selecting better sites for group sessions and training more personnel for the purpose. There is a great need fordeveloping more effective and research oriented information, education and communication materials, according to the needs and cultural traits of the target audience.  相似文献

A sound population program must respond to real human needs, must be rooted in values, must generate results, must be administered in an integrated manner, must be based on the ethic and goal of self reliance and on the belief that it must operate and grow on its own steam, and must release human resources for productive economic endeavors. To make any sense at all, population must be linked to the gut level needs of the individual. People should not be viewed as demographic statistics, and the word human should be used in the basic sense of hunger and poverty. If the goal is to bring about lasting change in the way that Filipinos manage their lives and their living, it is necessary to probe their values. If social change is the goal, tradition must be challenged. In the area of family planning, persons who can communicate the fact that the program seeks to enrich life more than prevent birth must be chosen. There has been some criticism that the population/family planning program is "too contraceptive oriented" and too mechanistic in the approach to population. Contraception is behavior, a good measure of acceptance and an effective measure of commitment. The delivery of welfare must be horizontally integrated. Thus it is necessary to learn to work in teams, teams of development workers. The value of self determination and the conscious practice of planning and shaping one's life is the very logic of family planning. The program needs to implant the values of family planning firmly in the community, or, more accurately, in the small face to face primary groups where social norms are set and where change must take place if it is to last. The answer to how to achieve a sound population program lies less in what is done than how it is done.  相似文献

The Government of Korea's 5th 5-Year Economic and Social Development Plan (1982-86) seeks to reduce the population growth rate from its 1982 level of 1.58% to 1.49% by 1986; it is assumed that the population replacement level of fertility (total fertility rate, 2.1) will be attained in 1988. The task of achieving these demographic targets is expected to be made more difficult by factors such as the impact of the 1950s baby boom and widespread son preference. New population control policy measures announced in 1981 call for improvements in the current family planning program management system; a new social and institutional support system to inculcate the small family size norm; strengthened information, education, and communication activities for family planning; and establishment of coordination among the government organizations involved in population-related activities. Numerous social support measures have already been put into effect, including income tax exemptions for up to 2 children, inclusion of population education in the school curriculum, priority in alloting public housing to sterilization acceptors with 2 or fewer children, and provision of IUD services through the medical insurance system. The number of contraceptive acceptors in the government program increased 78.3% from 1981-83, from 614,000 to 1,094,600. Sterilization and menstrual regulation services have shown particularly sharp increases. Program achievement for 1983 was equivalent to 19% of eligible women ages 15-44 years. The total fertility rate stood at 2.7 in 1982. Major efforts now must be directed toward eradicating the strong parental son preference and ensuring better family planning program efficiency and effectiveness.  相似文献

China during the early years of Socialism concentrated on economic development. Population problems were given a low priority. But now, at this point in China's history, it is necessary to maintain the stability and uniformity of the birth policy through legislation, alter attitudes toward childbearing through legal education, and protect through laws the enthusiastic nature of family planning work of cadres. Without legislation, family planning work cannot endure. It is the proper time to promulgate "Family Planning Law", the body of laws written by the State Council after 5 years of research in family planning work. Critics of this view feel that conditions in rural areas are not ripe for such a law, or that because China is large and populous, laws are not the proper method for controlling population, or that legal restrictions would bring unforeseen consequences in the future. But China's population problem is immediate and dire, and conditions are indeed ripe for passing this law.  相似文献

Population quality is an undeniable fact. It means people's scientific and cultural literacy, their ability to work, and their physical health condition. Population quality is influenced by sociological and physiological factors. Population quality improves as society and production power improve. Industrialization and rapid development in science and technology in western countries required workers with higher levels of education and physical concentration. In order to change the poor economic situation and achieve the "Four Modernizations" in China, a great number of people possessing knowledge of modern science and technology to manage modern production is needed. Agricultural and meat production need to be improved, thereby improving the people's physical health condition. The importance of population quantity control must be realized. In order to lower the population growth rate we can increase the economic development and improve people's educational level and physical health. To improve population quality we should continue nationwide family planning programs, change our educational structure (increase vocational training and utilize the electronic media and correspondence courses), improve the physical health of children and youth, expand our social welfare system, and emphasize research on genetics and eugenics.  相似文献

This paper summarizes the control of population in China in the past 10 years and the changes that are occurring. Recently, an increase in the number of family members has directly influenced socioeconomic status by increasing family income and improving living conditions. Rural families have no incentives to control the number of children born. The cyclic effect of the 1962-73 baby boom is also causing a recent surge in population. China has studied these problems and has taken the following measures: new family planning systems have been established; population has been controlled macroscopically and flexibility is allowed at an individual level; governmental family planning organizations have been set up and financed; family planning education has been increased; family planning services have been enforced; incentives and restrictions have been implemented. China must work as a whole to enact and enforce these policies. Families must show restraint in childbearing. The only way for this to be accomplished is by decreasing the socioeconomic incentives to have children. Finally, reforms should be in tune with changing situations.  相似文献

The population reproduction patterns of China's minority groups differ to some extent from those of China as a whole. The population of some of the national minorities, such as the Mongolian, tibetan, and Hezhen nationalities, was actually decreasing before liberation. Cited as causal factors are the oppressive policies of past dynasties, lack of medical care in minority areas, and, in some instances, the religious imposition of strict celibacy on significant numbers of the male populaton. After libertation, reproductive patterns were characterized by a high birth rate and low mortality, resulting in a high growth rate. For example, in 1939-408 the birth rate among the Mongolian nationality in Inner Mongolia was 21.7, and the death rate was 28.3, resulting in a negative growth rate. In the period 1952-3, the birth rate rose to 41.5 while the death rate fell to 17.9 resulting in a growth rate of 23.6. This rapid transition is attributed to State policies of accelerated economic and cultural development in the minority areas, and the development of medical facilities. At present, a 3rd population pattern, characterized by a low birth rate, low mortality, and consequent low growth rate, is being seen among the national minorities. This is attributed to the leadership exhibited by minority cadres in family planning work. While advocating family planning, the State adopted a more flexible policy towards the minorities. A government directive stipulates that the specific rules can be drawn up according to the actual conditions by the nationality autonomous local authorities and the related provinces and autonomous regions. Family planning work has been achieved through the mobilization of the minority populations by the cadres, and by mass education on population theory and the relation between religious beliefs, marriage, and customs and family planning. Freedom of the minority people to preserve or reform their religious belief and customs has been absoluetely respected.  相似文献

The national census which was conducted in 1982 has provided reliable population data for formulating policies and plans in China's modernization process. A great deal of experience has been acquired from this census. (1) The census was based upon China's practical situation and a unique system of methods suitable to China's situation was used. (2) Census workers have found appropriate methods through practical experience and also learned the skill of using computers in handling census data. (3) The general public was very cooperative and worked closely with the leadership and professional cadres. (4) Measures were taken to ensure the quantity and quality of the census work so that the goal of promoting the data's quantity and quality could be reached. (5) The spirit of patriotism was developed, and the people realized that the national census is a necessary measure to be taken for China's construction and modernization. The work of the 1982 national census was successful. The unfinished work which lies ahead is still very heavy. The census should keep on learning from the successful experience of foreign countries and try to overcome difficulties so that the work on China's population statistics may be pushed forward.  相似文献
