A historical analysis of trends in immigration to Australia and Canada from 1900 to 1983 is presented. The important role that immigration has played in the development of both countries is stressed. The steps taken to rethink immigration policies following the international economic crises of the mid-1970s are also considered, as is the increased demand for immigration by political refugees. This article explores the migration of Taiwanese immigrant entrepreneurs to Canada and their transnationalism. Their presence in Canada is documented and described with statistical data on their demographic characteristics, human capital, and economic capital. An assessment of their transnationalism is provided by primary qualitative data gathered through in‐depth interviews. Overall, the review of the literature on Taiwanese migration to various countries, and their transnationalism, indicates that research has primarily been conducted in Australia and the United States, while it remained understudied in Canada. The article makes a case for contextualizing Taiwanese entrepreneurial migration in terms of a global immigration marketplace and the specific business migration programmes in Australia, United States, and Canada. Further, the article argues for the appropriateness of conceptualizing these Taiwanese entrepreneurs as operating within the theoretical framework of transnational social space. The findings on transnational social space include the importance of transnational familial networks, transnational business circuits, and transmigration. Transnational familial networks constitute a form of “capital” as the dispersal is a “resource”. The transnational business circuits include three types: (1) Asian production‐North American distribution; (2) retail chains; and (3) import‐export, all spatially distributed with their multiple national sites. In selected areas of the presentation and discussion of the data the policy implications of the findings are explored. These include discussion of the implications of this transnationalism on Canadian policies such as immigration, multiculturalism, business development, international trade, economic development, and citizenship. There is clearly a lack of harmonization among migration policy and other social and economic policies in Canada. While Canadian multiculturalism policy facilitates transnationalism, Canadian citizenship policy is shown to conflict with and discourage transnational practices.  相似文献

"New Zealand's immigration policies and trends since 1945 are compared with those of Canada and Australia. For most of this period, Australia has pursued the more expansive immigration policy while Canada and New Zealand have tended to link immigration intakes to fluctuations in labor demand. All three countries initially discriminated against non-European immigrants but gradually moved towards nondiscriminatory policies based on similar selection criteria and means of assessment. New Zealand has traditionally been more cautious than both Canada and Australia in terms of how many immigrants it accepted and from what sources, but it has recently followed the other two in raising immigration targets encouraging migration from nontraditional sources, particularly Asian countries. Historical, global and national factors are drawn upon to explain the degree of convergence between these three societies."  相似文献

Abstract

This article explores the memory-making of descendants of post-war displaced persons from Eastern Europe now living in Australia. Their processes to uncover their parents’ wartime, refugee and settlement pasts are mediated through public and personal forums. Accordingly, this analysis is framed by a theory of post-memory, which considers the narrative effects of living in close proximity to (the sometimes concealed) stories of their parents’ displacement and family separation. This cohort search for a wider frame to articulate their parents’ pasts as Eastern European (mainly Polish and Latvian) refugees, which is lacking in public discussions around immigration to Australia. They complicate and in some cases undermine celebratory narratives of migration to Australia and of family settlement. On an intimate level, their parents’ experiences are deployed as a means to grapple with their alternative family structures and less-than-conventional childhoods within immigration centres or camps, which were influenced by discriminatory policy for non-British migrants, and single mothers in particular. When adopting a collective lens, these histories are projected onto wider historical understandings of the immigration scheme, which these descendants of displaced persons seek to complicate.  相似文献

This article examines migration policy in Australia with reference to the "White Australia" policy prior to 1975 and the multicultural policy thereafter. Mass immigration has not caused major social tensions. Mass tourism has been welcomed. Australian attitudes have changed from fear of massive numbers of Asians and mass poverty and ignorance to multiculturalism. Suspicious attitudes toward Asians, however, are still present among a minority of Australians. The most influential arguments against Asians are the concerns about employment of new arrivals and the environmental impact of an increasing population. Although there are many cultural differences, Australia is linked to Singapore, Malaysia, and the Philippines in that all have a history of British or American influence. Educated Indians and Sri Lankans are linked to Australians by their common language and Christian religion. The integration of Asians in the business and financial community holds the potential for economic gain over the years. The author finds that the Australian relationship to Asia is more acceptable in public arenas than the comparable changing relationship between Britain and Europe. The roots of a Whites-only policy extend back to 1901, when the Commonwealth Immigration Restriction Act was ratified. The exclusion of non-European immigrants was not specified in the law. The mechanism for exclusion was included in the law. Undesirable immigrants could be excluded. Under mass migration programs after 1947 the population of non-English speaking Europeans increased. By 1973 government shifted from an assimilationist approach to a multicultural approach due to pressure from the Department of Foreign Affairs. Numerous historical events occurring during 1942-80 drew Australia out of its isolationist position in the world. At present about 25% of the total population are of non-British origin. Over 900,000 would have been excluded under the old migration policy. In 1991, 665,315 persons were born in Asia, of which the largest numbers came from Mainland China, Malaysia, and the Philippines. Asian immigrants are either refugees from Viet Nam, Cambodia, and Laos or voluntary Asian immigrants.  相似文献

This paper argues that the debates on transnationalism are gender implicit, and the discourse shaped by the emergence of Pacific Asian economies as key players in the global economy sees men as the dominant representative of these global forces. Belief in a real or imagined global bonding has become a dominant and problematic discourse that can empower some, while marginalizing others. It is important to examine how women of Chinese ancestry position themselves within their personal and global environments and to give agency to women in these narratives fashioned by tropes of global capitalism and world markets.
Women now outnumber male immigrants to the major immigration countries of Australia, the United States, and Canada, and this shift is due to the increased migration of women from Asian countries. Yet their position in transmigration and settlement patterns has largely been ignored. This paper argues that the global perspective of Chinese diasporic women has significant implications for both Western and non-Western global patterning. The site of the investigation is Australia in the post 1970s and the focus is on women of Chinese ancestry re-migrating from East and South-East Asia.  相似文献

In this paper, the acceptance of bilingualism and the role of bilingual education are studied in Australia and Germany. The differences between these countries with respect to immigration and multiculturalism/multilingualism policies allows the study of the underlying reasons with regard to the handling of bilingualism. While in Germany a contrast between teaching of migrant and minority languages and foreign languages is obvious, the development of LOTE in Australia overcomes this distinction but not the reluctance towards bilingual education. It is then asked what is the meaning of bilingualism with regard to citizenship, which is based on the concept of the nation state in both countries, though in Australia at least concepts of a multicultural state are discussed. The connections of bilingualism/bilingual education and citizenship are also considered with regard to both countries within the context of political developments.  相似文献

"The aim of this article is to examine the experience of Australia with regard to immigration and ethnic diversity since 1945, and to discuss the relevance of this experience for Western Europe." The author finds that "since 1945, over 5 million settlers have come from many different countries, leading to a situation of great cultural diversity.... Over the last twenty years, a policy of multiculturalism has emerged, giving rise to several special institutions. International migration in eastern and southern Africa (ESA) is rarely addressed in population and development policies or regional organizations, and regional organizations must in the articulation of sustainable shared development identify the role of international migration. Poor quality data on international migration hampers analysis. Sustainable, shared, and human development within the region are subregional issues. Permanent migration is characterized among ESA countries as increasing demographic ethnic pluralism that may result in redrawing of territorial boundaries and further population movement. Portuguese and Arab settlement and integration in eastern areas resulted in coexistence, while European immigration to South Africa resulted in racial segregation. Modern colonial settlement and the aftermath of political conflict resulted in independent countries after the 1960s and outmigration of nonAfrican groups. Much of the labor migration in ESA is unskilled workers moving to South African mining regions. Labor migration to Zimbabwe and Zambia declined after the 1960s. The formation of the Common Market for ESA and the potential merger with the Preferential Trade Area and South African Development Community is a key approach to integration of migration into regional cooperation and shared development. Refugee movements create the most problems. Prior to 1992 ESA countries accounted for 83.4% of refugees, particularly in Mozambique, Ethiopia, and Somalia. Some countries blame poor economic performance on the deluge of refugees. Illegal migration is currently detected because of the required work permits, but the adoption of the Common Market would obscure this phenomenon. Human development is affected most by migrations related to drought, labor migration to strong economic areas, and return migration. The Inter-Governmental Authority on Drought and Development needs to become more active and establish better policies on nomadic and refugee movements and displaced populations. Movement of educated populations to countries lacking in trained and skilled human resources is a future challenge. Strategies of immigration should facilitate economic development.  相似文献

Scholarship on immigration and globalization has failed to adequately analyze the nation‐state’s regulatory capacities, insisting instead that contemporary patterns of migration jeopardize national sovereignty and territoriality. While recognized that states possess the legitimate authority to control their territorial and membership boundaries, recent transformations of these capacities remain largely unanalyzed. This article’s historical analysis of Australia and Canada’s postwar immigration policies demonstrates that the contours of state regulation are intimately connected to the exigencies of state administration and nation building and—in contrast to the expectations of dominant theories—have intensified and expanded within the globalization context. The literature’s inattention to the fundamentally political nature of immigration has obscured the critical effects of national policies within both the migratory and globalization process. Australia’s and Canada’s contemporary policies constitute a unique model of migration control and reflect attempts by both countries to strategically position their societies within the global system and resolve a number of economic, political, cultural, and demographic transitions associated with globalization.  相似文献

Some literature depicts refugees as more passive than active when selecting a destination country. We draw on surveys of over 35,000 people in Afghanistan, Bangladesh, Pakistan, Sri Lanka and Australia, to show that most potential asylum seekers and refugees of Hazara, Rohingya, Muslim and Tamil backgrounds prefer some destination countries over others and that many refugees from these groups surveyed in Australia specifically had Australia in mind as a destination country. We show how Australia's asylum seeker policy was a key reason why many refugees chose Australia in 2011 and 2012 and that subsequent restrictive asylum seeker policy changes appear to be reflected in potential asylum seeker considerations in 2014. We find that despite the restrictive asylum seeker policy changes, perceptions of Australia as a highly functioning civil society, relative to other potential destination countries, may explain why Australia remains a country of choice for asylum seekers from west and south Asia.  相似文献

This paper eulogizes the life and work of Gunther Beijer (1904-1983), an international migration research supporter, who was himself a refugee from Nazi Germany. The brain drain of professional workers of other nations into such traditional receiving countries as the US, Canada, and Australia particularly interested Beijer. The creation of many independent nations after World War II changed migration trends greatly. By the 1970s the immigration policies of receiving countries had changed to favor non-Caucasian professional workers and relatives of current residents. This new migration may be classified as 1) permanent settler, 2) guest worker, 3) professional transient, 4) clandestine, and 5) refugee. Non-Caucasian immigrants increasingly find that they may not be wanted when perceived as an economic or social threat. Beijer understood guest worker migration within Europe in the early 1960s, but he could not foresee the demands that guest workers and their families would place on receiving countries. Guest worker migration gives sending countries relief from unemployment and provides remittances; it also provides needed labor to economically health countries. Guest workers such as those currently employed in the Persian Gulf may not be accepted socially or politically by the host community and may be considered undesirable employees on their return home. Nations often tolerate illegal or clandestine migration when the labor need is high, but illegals may be expelled when economic or political conditions turn against them. The problems of the estimated 10 million refugees fall increasingly on developing countries, but must be shared by all nations since their increasing numbers affect domestic and international politics.  相似文献

Israel is a country of immigrants. Between 1948 and 1997 more than three-quarters of its population entered the country from abroad. Particularly marked within this period was an increase of 20 per cent between 1989 and 1996 following the great wave of immigration from former USSR.
Israel's current absorption problems are a stark example of what is increasingly to be faced, for instance, by countries in South East Asia, North America, and Europe as cross-border migration becomes easier or a matter of survival.
Israel's experience with immigration waves during the last fifty years and its policies of immigration absorption, as well as the components of this policy agenda, should be relevant for other countries.
This article argues that comparative policy studies based on individualnational cases should be regarded as naturally occurring experiments fromwhich broader cross-national generalizations can be made. Their importancelies in their scope and in their ability to provide useful information that hastransnational impacts on policy problems and on policy solutions.  相似文献

This article presents the findings of a critical discourse analysis study of the constructions of people with disabilities within the Canadian immigration system and how this shapes the immigration experiences of people with disabilities, especially those from countries in the Global South. Findings suggest that dominant discourses of opportunities not only construct Canada as a ‘land of dreams’ for immigrants and newcomers but are also used to hide, justify, normalize and facilitate the operation of ableist, racist and colonial discourses that immigrants and newcomers with disabilities experience during their immigration. Recommendations for settlement workers involved in facilitating the settlement and integration process for immigrants and newcomers with disabilities are also presented. The article concludes by emphasizing the actual and potential contributions of postcolonial and critical disability lenses for a social justice-oriented practice at the intersection of disability and immigration.  相似文献

In particular such a model has been inefficient in meeting labour and population needs in the US states. In the second half of the nineteenth century, the young Italian state was concerned with various groups of refugees. These refugees experienced little interference for the heroes of the Italian unification had themselves lived in exile. The tide turned at the time of Mussolini. Immigration and refugee policy became increasingly restrictive under the Fascist regime. Nevertheless, numerous Jewish refugees were able to survive under this dictator. Given the duration of time that has passed since the Afghan refugee influx into Pakistan began and the absence of any immediate prospect for a political settlement which would allow the refugees to return home, it is necessary to consider what the long-term requirements of this population might be and the implications of permanent resettlement on both the refugees and the host country. For policy makers, these are urgent questions that must be confronted not only to help ensure the health, safety, and productive future of the refugees, but also to minimize the risks of even greater political instability in this troubled region. This article attempts to provide some basic insights into the society and culture of the Afghan refugees and will consider what impact dislocation and settlement have had specifically on tribally-organized Pakhtuns, who comprise approximately 50% of the Afghan population generally and perhaps 80-90% of the refugee population (author's).  相似文献

Due to declining fertility rates and increased numbers of immigrants, legal foreign immigration now comprises 1/4 of the US's annual population growth. This article uses 1900-1979 Immigration and Naturalization Service data on immigrants' intended destination to examine immigration policy and its effect on immigrants and the American people. From the US's beginnings to the 1880s, immigrants came mainly from Great Britain, Germany, and other Northern and Western European countries, in the 1890s; over 70% of immigrants came from Italy, Austria, Hungary, Russia, and Germany. Immigration had peaked at over 1 million persons a year at the outbreak of World War I, then declined sharply, and rose again greatly during the first 2 decades of the 20th Century. The first significant legislation to restrict ethnic groups was in the early 1880s with the Chinese Exclusion Act; In 1924, Congress passed the 2nd Immigration and Naturalization Act which used the 1890 census to set quotas for ethnic groups, and later used the 1920 census to fix quotas in the national origins system; both pieces of legislation favored Northern and Western Europeans. Immigration declined drastically during the 1930s and early 1940s, but the Displaced Persons Act, the War Brides Act, and 1950s legislation allowed more Asian refugees and some other ethnic groups to enter the country. The nationality origins quotas were eliminated in 1965, and were followed by dramatic changes in immigration character as persons from formerly low quota nations flooded into the US. 1976 and 1978 legislation made immigration still more equitable, and the Refugee Act of 1980 allowed admittance of 50,000 refugees with no regard for geographic or ideological biases. A preference system, in operation since 1924, has favored relatives of citizens and immigrants with certain skills. Females presently outnumber male immigrants, average immigrant age is 26.2 years, and over 1/2 of the immigrants since 1950 have been housewives, children, or others with no occupation. In the 1970s, 1 in 10 immigrants was a professional or technical worker, probably from Asia. In 1900, most immigrants headed for mainly northern, industrialized cities, especially New York. In recent years, too destinations have included New York, California, Washington, Texas, and Florida. Throughout the century, 3/5 immigrants went to only 5 states, so many states have received very few immigrants since 1900. Due to the amount spent on receiving refugees, and economic and job problems, many Americans think immigration should be greatly limited. Today's 1 million legal and illegal immigrants will continue to change the composition of the American population, as the long established Northern and Western European population declines.  相似文献

This paper uses data from the Longitudinal Survey of Immigrants to Australia to examine the empirical relevance of a model of immigrant occupational mobility. Consistent with the model, there is a U‐shaped pattern of occupational change from the pre‐immigration occupation through to the occupation held after three‐and‐a‐half years in Australia. The U is shallower for immigrants from countries similar to Australia than it is for immigrants from countries that differ more in language, occupational requirements, and labour market structure. The U‐shaped pattern is deeper for immigrants who are refugees than for family migrants and is the least deep for economic migrants.  相似文献

Australia is at a crossroads. Its long history of relying on overseas trained medical practitioners and the last decade’s changes, in terms of the introduction of policies to recruit large numbers of temporary doctors, both require examination. Not only is Australia alone in its overt policy initiatives but it also fails to be aware of the consequences for some sending countries. Australia has not entered into the spirit of international attempts to ameliorate the potential effects of developing‐to‐developed country medical migration and trade. This paper will provide an overview of the current international situation regarding supply and demand, major ethical issues, Australia’s immigration policies and regulatory framework and the situation with respect to the labour market integration of overseas trained doctors (OTDs). It will be argued that Australia ‘lures’ with little concern for the consequences for source countries.  相似文献
