This article summarizes and discusses the documents concerning family planning promulgated by the Communist Party, National People's Congress and the Government of China since the start of China's family planning program. In 1955 a document was issued entitled the Directive Concerning Population Control pointing out that the public should be made aware of birth control. In 1965 the summary of the 2nd Conference on Urban Work discussed ways of explaining the significance of family planning, to make it a voluntary action of the people. In 1980 the necessity of 1 child per couple was pointed out and policies were formulated regarding ideological and political education. During the 80's several documents were issued which stressed the voluntariness and initiative of the people in practicing birth control, and that any type of coercion was prohibited. For 30 years the fundamental practice of strengthening publicity and education and opposing coercion has remained unchanged no matter how birth policies have been scored in population control since 1979.  相似文献

Since 1985, there have been no cases of coercion in the practice of family planning and yet also no unplanned births among the over 1200 members of the Chinese Communist Party in Hunan Province's Fuxing Township. Ideological work is aimed at demonstrating that fertility control is in the interest of both individuals and the state. All township cadres are asked by the government to take the lead in practicing family planning, publicizing population policies, and assisting in solving the difficulties of the masses. They are further expected to take the lead in the provision of 5 services: 1) publicity about population theory and family planning policy; 2) birth control training and provision; 3) management and distribution of contraceptives; 4) maternal-child health services, including free health check-ups for the 870 children in the township and follow-up visits to the 2100 women who have undergone tubal ligation; and 5) development of social welfare and assistance to 1-child households.  相似文献

China's February 1982 Directive on Improving Family Planning Work stipulated that family planning should be incorporated into national economic and social planning by understanding it early, carefully, and surely according to the law of reproduction. Understanding family planning early means to implement the policy of birth control as a primary goal, to plan early for births, and to carry out birth control measures, i.e., formulating a plan is the basis of understanding early. For example, the following must be considered when mapping out a plan for 1983: the number of fertile women who wanted children but who remained childless for 3 years of marriage; those who conceived late in 1982 and will deliver in 1983; the number of newlyweds over 23 years of age who have not planned a pregnancy; those with 1 child over 4 years who due to unusual circumstances will have a 2nd child; the number of people planning marriages before March 1983. The next step is to make arrangements, which include submitting individual requests, getting permission from communes and approval from the general public, and delivering contraceptives to the homes of newlyweds and mothers. 9 months after arrangements are completed, adjustments must be made, e.g., those who were unsuccessful in their plan to conceive this year will try the next year. To understand carefully is to understand the concept, circumstances, and data of family planning and thus be able to administer it scientifically. This means primarily controlling fertile women who are newlyweds, mothers of 1 child, and mothers of multiple children. To understand surely is to conform to the organization, concept, policy, planning, and measures of family planning. This means training basic level birth control cadres in population theory and methods of family planning. In addition, it means persuading the masses to be enthusiastic, diligent, fearless, understanding, and to show initiative toward family planning.  相似文献

India, one of the 1st countries to develop family planning, had a 19.9% decline in its birth rate from 1965-80. This, however, is not adequate in degree or speed. India's 1st private family planning clinic was established in 1925. A government sponsored family planning clinic was built 5 years later. By the early 1950s, governmental support for family planning included 6 5-year plans (1951-83), the target of which was to limit the birth rate to 25/1000 by 1984, and 21/1000 by 2001. A mortality rate of 9/1000 by 2001 was also targeted. By 1979, there were 51,972 Health Centers and Stations in rural areas, all manned by 2-3 physicians, and 50-80 support staff. In urban areas, there were over 1900 family welfare centers. But these do not meet the needs of the entire populace. As early as the 1950s incentives were given to those practicing birth control (e.g., free birth control operations, or priority in housing and jobs). A system of fines was instituted in 1976 for those refusing to participate in family planning, resulting in an increased use of contraceptives. For the years 1956-81, 80,000,000 women used some form of birth control. The percentage of married women practicing birth control jumped from 12% in 1970 to 28% in 1981. Of those successful in family planning, 20.2% were sterilized. But the rate of effective use of birth control varies greatly from area to area, ranging from 1% to 35%. Family planning work in India is hindered by a complex political system, religious beliefs, traditional customs, and illiteracy. By 2000, India's population might increase by 40% to 961,000,000.  相似文献

There are 9 districts and 7 townships under the jurisdiction of Yuxi City in the Yunnan Province with a population of more than 280,000. The agricultrual population accounts for 85.3% and minority nationalities represent 11.6%. In the past few years, family planning has been carried out in an earnest way in Yuxi City. The natural population growth rate dropped from 17.5 per 1000 in the 1970s to 9 per 1000 in 1984 and the proportion of the 3rd or higher parity births dropped from 34% in 1979 to 2.14% in 1984. The workers of the Family Planning Committee of the Yuxi City program provide good service for family planning in 7 aspects; 1) publicity service; 2) economic aid for single-children households; 3) technical service for birth control; 4) welfare service; 5) health service; 6) service for infertile couples; and 7) nurseries, kindergartens and homes for the aged.  相似文献

On 7 October 1988, the Municipal Government of Guangzhou, China, announced the following Decision: "First, great efforts should be made to strengthen education on the situation and tasks of the family planning programme. Second, family planning work is included in the target responsibility system of leaders at all levels during their terms of office and whether it is good or bad for the fulfillment of their family planning tasks will be considered as one of the criteria for the assessment of cadres in their work to link up with rewards and punishments. Third, the current family planning policies must be resolutely and unswervingly carried out. For those units where family planning policies have not been well carried out and where family planning work has long been stagnant, competent authorities should send capable cadres to help them improve their work within a definite period of time. Fourth, the principle of 'three priorities' (i.e., priority of publicity and education to economic restriction, priority of contraceptive measures to induced abortions, and priority of day-to-day work to shock work) must be adhered to while technical service and work of transforming the backward situation in some places should be done. Fifth, the family planning organizations at all levels must be perfected and ranks of family planning workers be strengthened with the stress on those at the township, town, and street neighbourhood levels. Moreover, the family planning offices should be set up or full-time family planning workers be staffed for enterprises and undertakings in the cities. Sixth, funds for the family planning work must be guaranteed. Seventh, the management of family planning for [the] floating population must be strengthened and a management group for [the] floating population, which consists of representatives from the Municipal Government and departments concerned, must be established."  相似文献

A family planning association was established in each village of Xiaqidu Township in Hunan Province, China in October 1986. The positive functions of each such association were so fully developed that family planning work reached new levels. For example, most villages are no longer experiencing early marriages or unplanned births. Some of the villages have established associations for individual work groups. The traditional method was for both township and village associations to rely upon the positive attitudes of officials to instill into fertile women Party policy, and to arouse their patriotism and initiative. By establishing family planning associations at the village level, however, the people can conduct their own affairs and educate themselves. Emphasis has been placed on attracting into the associations those who are of childbearing age, as well as older villagers of experience. The associations' raison d'etre was to serve the people. They did so through: propaganda (disseminating population theory, birth control and family planning information); helping the people overcome poverty, traditional thinking, and ignorance; assisting women with any problems and anxieties relating to child-bearing; delivering contraceptives to households; and providing the elderly with care and the young with education.  相似文献

The scientific management method of improving family planning through information has produced a low birth rate and natural increase rate in Gaoping County, China, since 1976. In order to promote good family planning, Gaoping County incorporated the scientific management method with the establishment of an information network that included information banks, files, and newspaper columns. The officials of Gaoping County focused their efforts on women most susceptible to unplanned childbirth, e.g., women uneducated in birth control and prenatal care. The women were divided into groups according to their educational needs, e.g., women who were hesitant toward birth control, women who used birth control, women who never reproduced, and women who were newly married. By educating these women to the aspects of planned childbirth, prenatal testing, prenatal care, and contraceptives, Gaoping County effectively promoted good family planning in the areas of birth control and family health. The following statistics are the results of incorporating the scientific management system in family planning of Gaoping County. In 1983, the birth rate in Gaoping County was 11.3%, a 2.8% decline from 1982; the mortality rate decreased 0.2% to a rate of 7.6%; and the natural increase rate decreased 2.6% to a rate of 3.7%. The planned birth rate in 1983 was 90.1% and the rate of 1 child per couple was 91%. This was an increase from the 1982 rates of 21.3% and 25.2%, respectively. From January 1984 to June 1984 the planned birth rate reached 97.2%. These statistics are evidence of the positive results in using information in family planning.  相似文献

China conducted its 1st nationwide Family Planning Publicity Month in 1983, from New Year's Day to Spring Festival (February 13). The campaign emphasized the rural areas and focused on explaining why family planning is a state policy. The most noticeable achievements of this campaign were that every household became familiar with the fact that family planning is a basic state policy. The majority of the population take this policy seriously, realizing that strict control of population growth is both a good and imperative policy. More than 1,830,000 propaganda columns and photo exhibitions were displayed, 5,900,000 radio and television programs broadcast, 2,010,000 theatrical performances, movie and slide showings presented, and 97,000,000 copies of materials published for public dissemination. The activities were varied and interesting, vivid and lively, and purposeful and persuasive. 1 of the most effective methods of publicizing population control has been the presentation of comparative statistics. This aspect of the campaign was a specific and lively form of education in population theory and practice. The presentation of statistics that show the relationship among population, land use, grain produce, and income enabled the population to reason out why population growth needs to match economic and social development. Another important accomplishment of the publicity month was that a large number of couples of reproductive age became convinced of the need to use contraception. According to the incomplete statistics, 8,860,000 people had surgical operations for birth control. The universal promotion of ligations by either partner of a reproductive couple who already had given birth to a 2nd child was an important development of family planning technique promoted simultaneously with the promotion of IUDs. The increase in the number of people doing family planning work was another achievement of the publicity month. More than 15,240,000 publicity personnel and 760,000 medical personnel were trained. The enthusiasm of the Party and the people contributed to the success of the publicity month. The success of the publicity month is inseparable from the achievements and experience gained through China's longterm pursuit of family planning.  相似文献

In seeking a solution to its population problem, China, as a developing socialist country, has been making unremitting efforts to develop economy while controlling the rapid growth. The objective is to control rapid population growth so that population growth may be in keeping with socioeconomic development and commensurate with utilization of natural resources and environmental protection. In the past decade, and particularly since 1979, China has made much progress in developing economy and gained remarkable successes in controlling population growth. The natural population growth rate dropped to 1.15% in 1983, from 2.089% in 1973. Living standards have improved with a gradual annual increase of per capita income. All this proves that the policy of promoting family planning to control population growth along with planned economic development is correct. In China family planning is a basic state policy. The government has advocated the practice of "1 couple, 1 child" since 1979. This does not mean that 1 couple could have 1 child only in every case. The government provides guidance for the implementation of family planning programs in the light of specific conditions such as economic developments, cultural background, population structure, and the wishes of the people in different localities. The requirements are more flexible in rural than in urban areas and more so among the people of national minorities than among the people of the Han Nationality. In rural areas, couples who have actual difficulties and want to have 2 children may have a 2nd birth with planned spacing. In carrying out its family planning program, China has consistently adhered to the principle of integrating state guidance with the masses' voluntariness. The government has always emphasized the importance of encouraging the people's own initiatives, through publicity and education, which is the key link in implementing the family planning program.  相似文献

This history of the Philippine Population Commission, which was created in 1969, is summarized. In 1970 President F.E. Marcos defined the government's task in this area as: 1) educating the people on the urgent need for population control; 2) disseminating knowledge on birth control techniques; and 3) providing facilities, especially in rural areas. Funding began in 1971. The 4 basic policies are noncoercion, integration, multiagency participation, and the partnership of the public and private sectors. The noncoercion policy means that all birth control techniques are offered and couples are free to use or reject whatever they wish. This has probably slowed the spread of family planning, but has also minimized opposition. Family planning has never been the domain of 1 agency but has been implemented through many agencies working together. Now it is being implemented through total community development plans, of which family planning is merely 1 component. This approach puts irrigation workers, agricultural development workers, and many others on the family planning team. private agencies have also had an important role to play in the development of the total program. For the past 5 years these have been mainly voluntary sociocivic and health associations whose interests are very close to or naturally related to family planning. Now the entry of business into the Population Program through the commercial contraceptive marketing program has enlarged the role of the private sector in the diffusion of family planning products and services. It is possible that the partnership between the public and private sectors may soon be based on segmentation of the target population with government agencies going deep into rural areas while private organizations concentrate on urban and adjacent rural areas.  相似文献

Attention in this discussion of the population of India is directed to the following: international comparisons, population pressures, trends in population growth (interstate variations), sex ratio and literacy, urban-rural distribution, migration (interstate migration, international migration), fertility and mortality levels, fertility trends (birth rate decline, interstate fertility differentials, rural-urban fertility decline, fertility differentials by education and religion, marriage and fertility), mortality trends (mortality differentials, health care services), population pressures on socioeconomic development (per capita income and poverty, unemployment and employment, increasing foodgrain production, school enrollment shortfalls), the family planning program, implementing population policy statements, what actions would be effective, and goals and prospects for the future. India's population, a total of 684 million persons as of March 1, 1981, is 2nd only to the population of China. The 1981 population was up by 136 million persons, or 24.75%, over the 548 million enumerated in the 1971 census. For 1978, India's birth and death rates were estimated at 33.3 and 14.2/1000 population, down from about 41.1 and 18.9 during the mid-1960s. India's current 5-year plan has set a goal of a birth rate of 30/1000 population by 1985 and "replacement-level" fertility--about 2.3 births per woman--by 1996. The acceleration in India's population growth has come mainly in the past 3 decades and is due primarily to a decline in mortality that has markedly outstripped the fertility decline. The Janata Party which assumed government leadership in March 1977 did not dismantle the family planning program, but emphasis was shifted to promote family planning "without any compulsion, coercion or pressures of any sort." The policy statement stressed that efforts were to be directed towards those currently underserved, mainly in rural areas. Hard targets were rejected. Over the 1978-1981 period the family planning program slowly recovered. By March 1981, 33.4 million sterilizations had been performed since 1956 when statistics were 1st compiled. Another 3 million couples were estimated to be using IUDs and conventional contraceptives.  相似文献

In 1985, a policy of allowing rural single daughter families to have a 2nd birth was practiced in the Datuan Village of the Xingfu Town in the Zhifu district, about 10 kilometers to the north of the Yantai City, Shangdong Province. Since the practice, 80 single-daughter families (26% of the total) have signed contracts of their own accord with the villagers' council, indicating they would have only 1 daughter in their lifetime. Clearly, family planning has been deeply rooted among the people in this area, and the childbearing concept of farmers is shifting along with economic development. Efforts have been made to accelerate the development of the rural economy and to increase the income of farmers. In Datuan Village, due to the vigorous development of the village-operated enterprises, the gross income of industry and agriculture in the village has increased from 1.958 million yuan RMB in 1980 to 4.769 million in 1986, with an average income ranging from 250-617 yuan. With the improvement in the living standard, people are willing to pursue a modern lifestyle, and the traditional childbearing concept is fading. It is necessary to provide good family planning publicity and services while the collective economy develops. The Datuan villagers now have a better understanding of family planning and have become more voluntary in the practice of family planning. In 1984 the Keshan (Northeast China) County Government and the Family Planning Committee initiated an education campaign to disseminate family planning information to farmers. The team of propagandists consisted primarily of full-time family planning workers. Village cadres, school teachers, and rural physicians, who are properly educated and positive about family planning work, enjoy high prestige among the workers. They were invited to be team members after training and are supported by the villagers because they come from among the local people. All the childbearing women aged 15-49 in each village were classified by the propagandist into 5 groups according to their marital and childbearing status, i.e., women at the age of puberty, women of new marriage, pregnant and lying-in women, women with children to be reared, and middle-age and old women. The women were organized into groups to attend lectures on different subjects such as population policy, relationship between population growth and socioeconomic development on the 1 hand and individuals and environment on the other. Also included were physiology, the health birth and rearing of children, and health care for women and the aged. The publicity effort included broadcasting, films, video aids, and slide shows. Increased classs were during the slack seasons, and lectures were given once a week. By 1986, about 80% of the population at childbearing age in Keshan County had attended the family planning lectures.  相似文献

The historical position for Comrade Mao Zedong's thoughts about population cannot be ignored. History has told us that the Party and Government of China have always treated the problem of birth control and family planning seriously. In 1957, Chairman Mao lectured both inside and outside the Party on the importance of family planning. Regulations were drafted to govern the excercise of family planning. According to these regulations, people who live in the populated areas should be educated concerning the need for and practice of birth control, and they should have children according to family planning regulations. In this way, the overburden for families may be reduced, the younger generation may receive a better education, and they will have sufficient employment opportunities when they grow up. In the areas inhabited by ethnic minorities, and exception should be made as far as family planning is concerned. In general, family planning should be integrated as a part of the overall plan for the development of the national economy. On the need for emphasizing both quantity and quality in population policy, Mao Zedong pointed out that people should learn how to manage material production and how to "manage themselves." Such thoughts of Mao Zedong provide an essential guideline in China's revolution and social construction.  相似文献

Statisticians from Varanasi, India have proposed 2 mathematical models for forward birth interval which are more realistic than past models. For example, past models have assumed fecundability to be constant throughout a woman's reproductive life. On the other hand, the proposed models assume fecundability changes with parity. Further the statisticians use all types of marital durations making their models usable even for short marriage durations. The 1st model uses a parity specific model to develop a model for forward birth interval regarless of parity. The statisticians also include moments of the 1st and 2nd models as expressed for the rth order raw movement of these models to estimate some of their parameters. These models can be used to conduct prospective surveys of family planning programs since birth intervals can best evaluate the effect of these programs. These models have not yet been advanced enough to follow women over a fixed period, however. They only observe women until the last woman conceives. The statisticians do not apply the models to parity specific data because they were not available. Yet they do run the models with parities 0 and 1. The models reveal that the mean length of forward birth interval is strongly influenced by the conception rate which the woman has at the time of the survey. Thus, if women with a certain parity in a community begin an effective family planning method on the survey day, which in effect would reduce the prevailing conception rate, that method would significantly postpone the next live birth.  相似文献

China is a socialist and developing country. As the most populous country in the world, China has a population now of over 1 billion, making up more than 1/5 of the total world population. However, China has a rather poor economic and educational foundation to start with. This is particularly true in the rural areas, where 80% of the total population lives. The problem of population increase and decrease in arable land has grown more acute. Hence, the Chinese Government has been promoting family planning since the 1970s. The Constitution of the People's Republic of China explicitly stipulates that "the state promotes family planning so that population growth may fit the plan for economic and social development." Thanks to the implementation of the basic state policy of family planning, the blind population growth is turning into a planned one. It is estimated by the fertility rate of the 1970s that 200 million births have been averted during the last 16 years. Thus, China has made contributions to the stability of the world's population. Were China to allow its population to grow blindly instead of having practiced family planning over the past 10 years, the world population would be substantially over 5 billion by the middle of this year.  相似文献

The China Family Planning Association was set up in May 1980 as a nongovernmental organization under the leadership of the Communist Party of China. Funds come from the government, international organizations, and individual or community donations. 13 branches have been established so far. The Association has contributed to publicity, education, and research: members have given lectures on family planning, genetics, and population theory, and have helped develop contraceptives. The lectures on population problems have been published. In addition, the Association's periodical "Ren Sheng" is published bimonthly, and has a circulation of 125,000. Meeting have been convened for the exchange of information and experience among family planning workers. The Association organized tripartite seminars with IPPF and JOICFP in June and October, 1983. Under the auspices of the Association, 8 trainees have been sent to the David Owen Center in the United Kingdom for a Year's study, and 1 trainee was sent to the London School of Hygiene and Tropical Medicine. The Association was accepted as a full member of the IPPF at the conference held in Nairobi, Kenya, in November, 1983.  相似文献

According to Dr. Somboon Vacharothai, Director General of the Ministry of Public Health, the number of people in Thailand who practiced family planning exceeded last year's target. 664,895 individuals used family planning services; this was 62.2% above the planned target for 1976. It was further predicted that 700,000 persons would be recruited by the family planning program in 1977. The preferred method of birth control was the oral contraceptive; it is the method of 800,000 acceptors. Service outlets have been extended rapidly with 5836 medical centers providing family planning services throughout Thailand. Government allocations for family planning have increased from 0.9 million dollars in 1975 to 2.47 million dollars in 1977.  相似文献
