In a difficult organizing environment, unions have adopted growth strategies including organizing for recognition and bypassing the NLRB election process-a top-down approach. Union salting has become a popular tool toward achieving that goal particularly among the building trades unions. I examine labor’s thrust at the top-down approach toward organizing the workplace using the “salting” strategy, employer reactions to salting, and the pattern of rulings coming from the National Labor Relations Board since the seminal Supreme Court case on salting, NLRB v. In September 2001, the Danish Ministry of Foreign Affairs commissioned a study of the present and potential links between migration and development. In January 2002, the new Danish Government announced a decision to enhance the links between its aid and refugee policies as part of the overall focus on poverty reduction. The present paper provides a state–of–the–art overview of current thinking and available evidence on the migration–development nexus, including the role of aid in migrant–producing areas. It offers evidence and conclusions around the following four critical issues: Poverty and migration People in developing countries require resources and connections to engage in international migration. There is no direct link between poverty, economic development, population growth, and social and political change on the one hand, and international migration on the other. Poverty reduction is not in itself a migration–reducing strategy. Conflicts, refugees, and migration Violent conflicts produce displaced persons, migrants, and refugees. People on the move may contribute both to conflict prevention and reconciliation, and to sustained conflicts. Most refugees do not have the resources to move beyond neighbouring areas, that is, they remain internally displaced or move across borders to first countries of asylum within their region. Aid to developing countries receiving large inflows of refugees is poverty–oriented to the extent that these are poor countries, but it is uncertain what effect such aid has in terms of reducing the number of people seeking asylum in developed countries. Furthermore, such aid may attract refugees from adjacent countries experiencing war or political turmoil. Migrants as a development resource International liberalization has gone far with respect to capital, goods and services, but not to labour. International political–economic regimes provide neither space nor initiatives for negotiations on labour mobility and the flow of remittances. There is a pressing need to reinforce the image of migrants as a development resource. Remittances are double the size of aid and target the poor at least as well; migrant diasporas are engaged in transnational practices with direct effects on aid and development; developed countries recognize their dependence on immigrant labour; and policies on development aid, humanitarian relief, migration, and refugee protection are internally inconsistent and occasionally contradictory. Aid and migration Aid policies face a critical challenge to balance a focus on poverty reduction with mitigating the conditions that produce refugees, while also interacting constructively with migrant diasporas and their transnational practices. The current emphasis on aid selectivity tends to allocate development aid to the well performing countries, and humanitarian assistance to the crisis countries and trouble spots. However, development aid is more effective than humanitarian assistance in preventing violent conflicts, promoting reconciliation and democratization, and encouraging poverty–reducing development investments by migrant diasporas. The paper is a synthesis of current knowledge of migration–development dynamics, including an assessment of the intended and unintended consequences of development and humanitarian policy interventions. We examine whether recent developments in the sphere of international migration provide evidence of a “crisis”, as well as the connections between migration, globalization, and the changing nature of conflicts. We summarize current thinking on the main issues at stake and examine available evidence on the relations between migration and development. Then the consequent challenges to the aid community, including the current debates about coherence and selectivity in aid and relief are discussed and, finally, we elaborate on the four conclusions of the overview.  相似文献

This article poses a challenge to the orthodox binary, conceptualization of work–life balance only made possible by relying on the widespread ‘clock time’ worldview, which understands employment practices in terms of the basic time = money equation. In particular, it is the balance metaphor which relies on a quantification of both work and life in order to make sense and can therefore be seen to be based on an understanding of time as a measurable and value‐able unit. This article seeks to begin the exercise of examining the concept of work–life balance through a broader concept of the temporal dimension than simply limited quantitative notions. Two temporal themes are reported from a study which identified employees who had customized their working pattern to suit the various and multi‐dimensional facets of their lifestyles and thereby successfully improved their work–life balance. Participants in this study demonstrated that an improved work–life balance is more about a mind‐set that refuses to be dominated by a work temporality and is determined to create ‘me time’ rather than e.g. simply choosing a four day week or a part‐time job. It is argued that the notion of work–life balance is more usefully conceptualized within a broader notion of ‘livingscapes’ which contain both elements of work and life and that as researchers, our challenge must be to reflect the complexity of this weave within our analyses of individuals’ work–life balance.  相似文献

The methods for analyzing objective social mobility and subjective mobility as perceived by individuals are reviewed in the case of two surveys: Trois générations by the French Old-Age Fund (CNAV, Caisse Nationale d'Assurance Vieillesse) and Formation qualification professionnelle by the French National Institute of Statistics and Economic Studies (INSEE). These two surveys have formulated subjective mobility in quite different ways, but this observation also holds for objective mobility, which, for the purpose of comparison with respondents' subjective evaluations, is defined using specific procedures. A method is proposed for contrasting these two sorts of mobility based on classical mobility tables. When the latter are designed so as to cross three variables (social origins, destinations and average scores of subjective mobility), the spontaneous sociology that can be collectively detected in the assessments made by respondents turns out to be not very different from the scholarly sociology of social categories produced by sociologists. After showing that subjective and objective mobility vary coherently in relation to each other, an additional hypothesis is advanced to account for some discrepancies.  相似文献

Conceptions of the social world in industrialized countries use categories worked out in the course of a nation's history. In this respect, the notion of cadre for referring to both a concrete social group and a statistical, cognitive category turns out to be a French invention. From a societal perspective, why are there no cadres in Italy? Why is this sort of catchall category for referring to persons in the middle range of employees missing there? Although the notion crystallized through the French experience does not fit the Italian situation, we can inquire into it by examining the history of two close but distinct socioeconomic categories: quadri and dirigenti. A constructivist approach is taken to examining several aspects of the emergence of these categories in Italian society: the place of the institutions that defend and objectify them as a socioeconomic category; the expectations and aspirations that motivate them; the impact of historical and symbolical events in making these categories; and the role of sociologists who persist in analyzing Italian cadres by using quite different theoretical and ideological presuppositions.  相似文献

The struggle for sex equality at work has largely been achieved in the developed world, it is claimed. The number of well‐qualified young women entering white‐collar employment and achieving promotion to first‐line and middle management positions now matches or exceeds their male peers. Many young women have high career aspirations and argue that sex discrimination no longer exists. However, this perception is over‐optimistic. Major sex inequalities persist at senior management level in the salaries and benefits offered to female and male staff and in access to certain favoured occupations and sectors of employment. Questionnaires, interviews and documentary evidence from three Turkish and six British banks and high street financial organizations showed that their claimed commitment to equal opportunities by sex was not matched by their practices. Members of managerial elites (who were almost exclusively male) held firm views about the characteristics of ‘the ideal worker’, which informed organizational ideologies, including human resource policies and practices concerning recruitment and promotion. They also permeated organizational cultures, which affected employees’ working practices and experiences. The outcome of these internal negotiation processes was to differentiate between a favoured group of staff seen as fully committed to the companies’ values, who were promoted and rewarded, and an ‘out’ group, whose members were denied these privileges. This distinction between ‘belonging’ and ‘otherness’ is gendered not only along the traditional lines of class, age, sexual orientation, religion and physical ability, but also along the new dimensions of marriage, networking, safety, mobility and space. Despite local and cross‐cultural differences in the significance of these factors, the cumulative disadvantage suffered by women staff seeking career development in the industry was remarkably similar.  相似文献

This article assesses Charles Tilly’s Durable Inequality and traces its influence. In writing Durable Inequality, Tilly sought to shift the research agenda of stratification scholars. Drawing on my own personal and research experience and on the research of others I consider issues of definition, identity, support, and kinship in relation to lifecourse issues and the experience of 'voluntarily' and 'involuntarily' childless women. Motherhood is still considered to be a primary role for women and women who do not mother children (either biologically or socially) are often stereotyped as desperate or selfish. However, just as the experience of motherhood is complex and varied, so is the experience of nonmotherhood. Whereas some 'voluntarily' childless women define themselves as childfree and some 'involuntarily' childless women feel desperate some of the time, others are more ambivalent. In this article I draw on empirical work that considers the significance of ages and changes to the experience of nonmotherhood and that considers the particular and potential experience of older childless women. As well as demonstrating concerns and challenges, this work also suggests the need to challenge the caricature of the childless woman (and particularly the older childless woman) as bereft. In relation to this I extend my argument to consider both the myth that women who do not mother children of their 'own' always live a childfree life and critically evaluate the view that parenthood automatically leads to kinship support in old age.  相似文献

Based on an extended period of qualitative research with mental health service‐users in north‐east England, this article considers the various forms of ‘magical work’ and ‘recovery work’ that emerge in the lives of people living with severe mental health problems. Given the now sizeable body of literature which seeks to problematize traditional conceptual boundaries of work, the article asks to what extent these hidden and unusual work‐forms might also be considered legitimate members of the category. Rather than argue for the expansion of the construct to accommodate these activities, the paper attempts simply to problematize the extent to which so‐called ‘mad’ forms of work are irresolvably different to more conventional forms of occupation. In challenging notions of the psychiatric patient as inevitably inactive, new vocabularies for service‐user work are explored. Concluding remarks are also directed to recent policy debates concerning ‘back‐to‐work’ welfare reform for long‐term out of work service‐users.  相似文献

Abstract This article argues that the conventional division of early modern rural England into 'fielden' and 'forest' regions serves well neither agrarian nor social historians. It is suggested that the 'fielden-forest' model is too blunt an instrument to analyse the diversity of regional farming systems, social structures and landholding patterns. Drawing upon an alternative seven-way classification of agricultural regions, a more open-ended and flexible 'continuum' model is proposed. It is further argued that the new schema offers a more satisfactory way of examining local differences in social and cultural structures than a division into two opposing regional blocks.  相似文献

This paper provides an empirical assessment of the prevalence and determinants of cross‐state social exchanges and attachments among Latin American immigrants living in the United States. As we shall show, using data from a recent survey of Latin American migrants living in the United States, migrant cross‐state social action comes in a variety of types, with the direction of conditioning factors differing from one type to another. Moreover, social and political incorporation in the United States reduces affective ties and provision of material support, all the while facilitating other forms of cross‐state social action. Consequently, while international migrants regularly engage in trans‐state social action, the paper shows that neither transnationalism as condition of being, nor transmigrants, as distinctive class of people, is commonly found.  相似文献

Literature examining the effects of mothers’ work status on infant language development is mixed, with little focus on varying work schedules and early vocabulary. We use naturalistic data to analyze the productive vocabulary of 44 17‐month‐olds in relation to mothers’ work status (full time, part time, stay at home) at 6 and 18 months. Infants who experienced a combination of care from mothers and other caretakers had larger productive vocabularies than infants in solely full‐time maternal or solely other‐caretaker care. Our results draw from naturalistic data to suggest that this care combination may be particularly beneficial for early lexical development.  相似文献

Since the 1990s, a new organisational form of the administrative system in France has been steadily redefining relations between central administrations and local state units. Labelled “the steering state” or the “managerial state”, this new paradigm hinges on separating the strategic functions of steering and controlling the state from the operational functions of execution and policy implementation. The making of this new form of state organization involves two parallel processes: political and cognitive. For one thing, the adoption of concrete measures for “government at distance” results from power struggles between three major ministries (Home Office, Budget and Civil Service). For another, a new legitimate “categorization of the state” is being formed in the major committees involved in the reform process of the 1990s; it is borne by top civil servants and inspired by the ideas of New Public Management. — Special issue: New patterns of institutions.  相似文献

Open outcry was fully replaced at the Paris Bourse by an automated trade execution system (CAC) in the late 1980s. In this article, we focus on the circumstances that made this transition possible. We analyze the diverse compromises (both social and technical) that the officials and engineers in charge of the innovation process constructed in order to stabilize the new market device. They had to carefully inscribe into the new system the interests of the actors at stake: bankers and stockbrokers. This case study contributes to economic sociology by drawing a relation between a technical device and the interests set around the “modernization” of a market.  相似文献
