Over the last few decades, changes in Australia's retirement incomes policy, including the introduction of compulsory superannuation, have seen governments encourage individuals to provide for their own old age from private means. This process has been described as ‘privatisation’ of retirement incomes. However, beyond the ‘privatisation’ thesis, there has been little critical examination of what these changes have meant for the nature and relative importance of the different principles underpinning Australia's retirement incomes system. This paper aims to provide such an examination. Drawing on the principles of deservingness and need, the paper provides an historical analysis of the development of Australia's retirement incomes system, tracing how these two principles underpinned the first age pension and subsequently contributed to the emergence of compulsory superannuation. This approach provides a deeper understanding of how contemporary policy changes have altered the structure of Australia's retirement incomes system, arguing that there are important historical continuities as well as changes. It argues that the phrase ‘state‐supported private saving’, rather than ‘privatisation’, captures the nature of this contemporary reform process.  相似文献

This paper traces some of the persistent criticisms which have attended welfare provision in Australia and many other western industrialised nations over the past twenty years. Clearly, the most concerted attacks on the welfare system have come from the radical Right, who are becoming more adept at manipulating and hijacking the language and sentiments of supporters of welfare. The paper argues that the welfare crisis debate, of which privatisation has become an important component, has deceptively seized upon a particular, and simplistic, interpretation of economics and the economy of welfare, as a means of unfurling a broader ideological position on social and economic policy. The rhetoric of the ‘rational’ Right can have no legitimate place in the restructuring and improvement of welfare provision in Australia. It is essential to the continued development of the welfare system, that the ‘backlash’ proposals of the Right be comprehensively rejected, and exposed for their destructive capacity. Efforts to reverse the ideological shift created by the ‘New Right’, need to consciously reclaim and reinstate concepts of social justice and equity on the social policy agenda.  相似文献

ABSTRACT

The reintegration of ex-offenders into the community has emerged as a key concern of the criminal justice system as prison populations have increased globally. High recidivism rates indicate that prisons have not adequately prepared many prisoners for life after prisons. There are three issues this article explores: first, to unpack the theoretical and methodological issues in understanding the nebulous concept of ‘recidivism’; second, to provide a critique of the ‘risks–needs–responsivity’ model which has formed the basis of prison rehabilitation; and third, to suggest ways to mitigate the effects of institutionalisation to achieve positive rehabilitation and reintegration outcomes.  相似文献

Environmental questions have become a permanent feature of the political landscape in contemporary Australia and now play a significant role in election campaigns at both state and federal levels. Indeed, one of the most significant policy debates in the 1996 Federal election focussed on the environmental policy proposed by the Liberal/National Party coalition, which sought to fund a host of environmental programs from the proceeds of a part privatisation of Telstra. The trade-offs involved in this policy have generated substantial opposition to it and served to underline the prominence of environmental questions in Australian politics. Despite the importance of ‘the environment’ in popular thought, public debate is still typically characterised by ‘feel good’ policy announcements by politicians, sensationalist media reporting and deceptive claims by some environmental interest groups. Whilst progress has undoubtedly been made, the result has often been a plethora of inchoate and frequently conflicting policies. Not surprisingly this ‘muddle through’ approach has produced numerous instances of government intervention not only failing to meet its planned objectives but also generating unintended consequences.  相似文献

The Russian Federation faces multiple challenges for its health and welfare systems and for the development of social policy responses. This article provides a review of some of the key challenges for social policy in Russia and assesses the adequacy of the responses to date. The author surveys recent developments in health and social welfare and makes recommendations on priorities for Russia's policy‐makers and international funders. A range of public health challenges including drug and alcohol misuse, health in prisons and mental health is discussed; HIV/AIDS is singled out for particular attention. While Russia is increasingly attracting the attention of social scientists in the West, there is uncertainty about models and concepts suitable for the analysis of this complex society. Although empirical trends are largely discussed in this article, it is argued that theoretical development is required and some suggestions are made about concepts of the ‘middle range’ to assist in future analyses. Intermediate theories, such as those relating to the management of personal welfare, and development of resilience in a formerly collectivized context, are identified as having explanatory potential for this task.  相似文献

In the period immediately following its election in 1997 the current Labour government in the UK declared a commitment to ‘combating social exclusion’ to be at the core of the domestic policy agenda. The interpretation of the term ‘social exclusion’ has been the source of extensive debate. This paper focuses on one aspect of the current debate, exploring the relationship between housing and social exclusion, both in theory and in contemporary central government policy in England. I argue that theoretical imprecision is a very real issue, not least because it allows policy makers to refer to rather vague causal mechanisms or social processes to justify actions and interventions. I identify some of the areas that require further exploration and theoretical development if we are to have a rigorous understanding of the concept of social exclusion and its link to housing. Most fundamentally, I suggest that the question of whether the concept of ‘social exclusion’ contributes anything valuable to our ability to understand social disadvantage needs to be addressed directly.  相似文献

This article critically engages with Saxonberg's proposal (2013) to replace the (de)familialization perspective with the (de)genderization approach in comparative family policy/regime studies. It argues: (1) there is a need to refine the term ‘(de)familialization’ and to bring in the child's and elderly's perspective; (2) the ‘(de)familialization’ and ‘(de)genderization’ perspectives are mutually irreplaceable; and (3) there is a need to conceptualize the theoretical relationship between these two perspectives. The article further proposes to use the theoretical framework of Amartya Sen's Capability Approach (CA) to reinterpret both analytical perspectives with a dual advantage using that approach would lend. It first conceptualizes the de‐familializing and de‐genderizing policies as ‘means’ designed to increase peoples' ‘capabilities’ to achieve ‘valued functionings’ and not ultimate goals of policies that aim to change people's ‘functionings’. Thus, it addresses the criticism of de‐familialization and de‐genderization as policy strategies that enforce certain, potentially controversial ideals of societal and familial relations. Second, by using crucial CA concepts, i.e. ‘means’, ‘capabilities’ and ‘functionings’, it refines the interpretation of policy‐, regime‐ and outcome‐oriented analyses (typologies). As a result, it clarifies the distinction between these types of analyses and highlights the advantages of both a policy approach and a redefined regime approach.  相似文献

This paper argues that the changes to the delivery of labour exchange assistance to the unemployed, initiated in the 1996 Federal Budget, are unlikely to deliver on the promise of ‘Helping Australians into Real Jobs’. The changes posited by the government are more realistically viewed as a trend to divesting itself of cost intensive functions through the mechanisms of corporatisation and privatisation. Through an analysis of service expectations, the author suggests that the creation of the employment services market will neither build confidence in the Government's strategy to contain unemployment, nor have a positive impact on reducing levels of unemployment. PEPE Ltd, the government owned employment placement enterprise, faces an interesting future as it competes in an open employment services marketplace. It is further suggested that the privatisation trend has serious implications for equitable service delivery to unemployed Australians.  相似文献

This paper examines if ‘naming and shaming’ is an effective tool to increase accountability in school dropout for cities with disadvantaged student populations. It argues that a comparison with other cities might be unfair if regional and population characteristics differ. It discusses the example of two Dutch new towns. The new town policy deliberately attracted low- and medium-income households in the past, such that today the population of those cities differs from other cities. We use a matching analysis to account for observed differences in population and regional characteristics. The results point out that ‘naming and shaming’ may be a dangerous policy to increase accountability: early school leaving differences are driven, to a large extent, by observed differences in population and regional characteristics.  相似文献

This paper considers Australia’s approach to telecommunications infrastructure from the perspectives of the policy official and the public administration scholar. From the official’s perspective, the approach has been successful in stimulating private sector investment in many markets. This has been achieved by promoting open competition and where necessary establishing a government business enterprise as a transitional measure to build and operate a next-generation National Broadband Network (NBN) to provide high-speed fixed-line broadband to all Australian premises by 2020. From the academic perspective, however, the approach reveals the shifting balances between political objectives and market challenges. This paper consists of three main parts. The first is an introduction by a former senior public servant turned public administration scholar. The second is from a policy official and provides an overview of the Australian telecommunications market, starting with some historical context, the deregulation in the 1990s and the privatisation of the former government-owned telecommunications incumbent, Telstra. The third is from a public administration scholar and provides a short complementary critique of Australia’s communications policy. The paper discusses, from different perspectives, the policy settings that have been adopted to support infrastructure competition and investment in the Australian telecommunications market, including the development of the NBN.  相似文献

In recent years ‘nudge’ has come into fashion as a form of policy intervention, under the inspiration of behavioural economics. It has encouraged policy analysts to move away from models of the ‘rational actor’ and instead to start from consumers, clients and citizens as they actually are. Nevertheless, nudge raises larger questions about public policy and the relationship between government and the citizen. This paper takes critical stock of nudge, offers an alternative in terms of ‘nuzzle’ and lays out the very different standpoint on policy to which this points. In doing so, it also puts in question the disciplinary paradigms which underpin ‘nudge’ in the scientific literature, and their underplaying of the social and institutional context of individual behaviour. It offers a perspective on public policy as providing security and supporting creativity: with government under critical scrutiny by citizens, rather than vice versa.  相似文献

The ‘welfare modelling business’ has become central to comparative social policy in recent years. However, we argue that one important element in this literature, the usefulness of identifying ‘ideal types’ of welfare production that support theoretical development, has been neglected. While much effort has been devoted to the results of the number and composition of the worlds, insufficient attention has been paid to the analytical basis of welfare regimes. This article attempts an audit of the ‘welfare modelling business’, with a review and consideration of the main concepts used in the literature. Our main conclusion is that definitions, concepts and methods need to be given urgent priority for the investment in the business to produce future returns.  相似文献

For many years, comparative welfare state research has followed a ‘methodological nationalism’ in the sense that countries were treated as independent units. Yet the recent ‘spatial turn’ in comparative politics has also influenced welfare state research. For some years now, the field has been witnessing a growing interest in questions about interdependencies and policy diffusion between countries. In this article, we provide a structured overview of the state of the art in the policy diffusion and transfer literature that deals specifically with social policy. We present and critically evaluate existing theoretical concepts and quantitative and qualitative methodological approaches that enable the analysis of interdependencies between countries. Moreover, we summarize the empirical findings of quantitative and qualitative studies on the diffusion and transfer of social policy, from some pioneering studies to the latest findings. Against this background we point out what we believe to be promising avenues for future research. We focus on five areas: theoretical work on the mechanisms underlying diffusion and transfer; methodological approaches; the impact of domestic institutions and policy characteristics on social policy diffusion and transfer; programme‐specific dynamics; and the systematic combination of horizontal and vertical interdependencies.  相似文献

By focusing on China's residual features of a welfare system for elderly people, this paper examines three major issues: (i) The residual welfare provision in China presents informal, incremental, hysteretic and multitrack characteristics; (ii) This residual welfare is the result of the interaction of multiple factors, including modernization, social interests, state function, political structure and cultural values; (iii) From a welfare state perspective, the ‘universal’ policy and programmes currently advocated in China are largely a modified residual model. Although certain improvements have been incorporated into the theoretical discussion of social policy, in practice, effective solutions to the existing problems of China's welfare system require a further elevation of theoretical concepts and a reformation in governance structures.  相似文献

The ‘Third Way’ politics of Blair's New Labour government of the United Kingdom has popularised a number of policy reforms centred on a supposedly new discourse of ‘devolution’, ‘inclusion’, ‘partnerships’ and ‘community’. These notions reflect a re‐emergence of the ideas and values of civil society, participation and localism. Key drivers of this discourse are: new conceptions of citizenship; a retreat from the social state to a politics of community; and a questioning of both ‘big‐state’ interventionist and competitive market approaches to public policy. These trends have resonance in the Australian context. The welfare reform agenda of the Australian Commonwealth government together with community building and engagement initiatives of State governments have been sites for these policy directions. Much of the debate surrounding these policies excludes or minimises the fundamental role of an active state by focusing on an uncritical conception of community. Drawing on the notion of network governance, an alternative framework for re‐conceptualising state‐community relations and delivering improved community outcomes is posited. The paper concludes by suggesting possible social governance methodologies for actioning this framework.  相似文献

Current policy often focuses on ‘Overcoming Indigenous Disadvantage’ by simultaneously addressing multiple deficits that many Indigenous people experience relative to other Australians. International literature often frames such issues in terms of the contested concepts of social exclusion and social inclusion. This paper attempts to analyse what Indigenous social inclusion might look like in a plural society such as Australia. In addition to contextualising Australian policy in broader debates, this paper also briefly introduces several relevant theories of justice, diversity and Indigenous rights to provide a theoretical framework for conceptualising social inclusion. The article concludes with some reflections on some practical suggestions to move the debate forward. In principle, enhancing Indigenous social and political participation in policy design should both increase inclusion and reduce disadvantage by enhancing the effectiveness of programs that have a substantial Indigenous client base.  相似文献

There has been a significant shift in the momentum of national economic policy in Australia, from the market as an end in itself, towards a regulated policy agenda that asserts the social, cultural and economic rule of capital. This ‘new’ policy is what neo‐liberalism really involves. The past two decades have brought significant shifts in Norwegian activation policy towards a joined‐up and employability‐enhancing approach to labour market inclusion in order to promote return‐to‐work despite health problems or disabilities. Utilizing a concept from health promotion, we term this approach an ‘asset model’ of activation. The Norwegian Labour and Welfare Service (NAV) and its local offices are the main agents implementing the new policy. This article aims to investigate the strategies that the frontline workers of NAV engage in, in order to externalize an ‘asset model’ in the adjacent medical field and to the general practitioners (GPs) in particular. We analyze these strategies as forms of creative institutional work – the purposive actions undertaken to change existing presumptions and opinions among relevant actors. We argue that although the new activation policy is not theirs to develop, in order to bring about changes in practice, ‘creating’ institutional work by the frontline workers is required. Our findings show that the frontline workers develop strategies in order to externalize an asset model to the GPs, as part of operationalizing an ‘activation’ reform into practice. We identify four forms of ‘creating’ institutional work undertaken by the frontline workers: ‘defining’ – enacting legislation and regulation in relation to GPs; ‘constructing normative networks’ – creating a more collaborative relationship with the GPs; ‘educating’ – teaching the GPs about the rules and regulations, and the opportunities and assistive measures they can offer to the injured; and thereby also ‘changing normative associations’ of GPs towards the activation policy.  相似文献

This paper proposes a set of distinctions between ‘ordinary’ and ‘special’ modes of everyday living in residential settings for young people in the ‘looked after’ system. The paper begins by reviewing both quantitative and qualitative evidence on the mental‐health needs of the young people, arguing that there is evidence of very high levels of mental distress and disturbance within this group, and that this distress is often undiagnosed and untreated both by psychiatric professionals and within the residential care system itself. There follows a commentary on the tacit assumptions underpinning much residential practice, especially the emphasis in some policy and legal documentation on the young people’s need for ‘ordinary’ everyday experience. The concept of the ‘ordinary’ is problematized, and it is argued that while young people do need to be supported towards mainstream ‘ordinary’ everyday living, they also need specialized everyday care in which their emotional and psychological needs can be recognized and responded to. Four models of ‘special everyday living’ are proposed, based upon existing literature on residential practice, and it is argued that residential care programmes should be based upon a mix of these special and ordinary provisions if the young people’s emotional needs are to be met.  相似文献
