Abstract

Communities in Australia and internationally are experiencing massive change. Climate variability is an aspect of change that social workers in Australia, particularly in rural areas, are grappling with. Vulnerable populations will be at increased risk as extreme weather events increase in frequency. Communities will be facing social challenges hitherto unknown. The experience of uncertainty and fragmentation as characteristics of postmodernism has exposed the ambiguous and contested nature of much of social work practice and contributed to a crisis of confidence for the social work profession. The move towards rationality and linear approaches in the postwelfare state is often at odds with the complexity and uncertainty of human situations that has always been social work terrain. It can be argued that social work, with its ethical base, person-in-environment approach, expertise in ambiguity and complexity, and recognition of context, is well-placed to manage postmodern uncertainty. Using the 2009 Victorian bushfire example, I argue that an uncertain future is an opportunity for social workers, those working in rural areas in particular, to reassert social work's moral purpose in working with communities facing change. Implications for social work policy, practice, and education are briefly explored.  相似文献

Abstract

This paper reports on a small-scale research study that explores the impact of climate change on rural women. Qualitative data were collected through interviews with 7 women, who came from a regional centre and were either employed by women's services or who had activist roles within the community pertaining to women's services. Outcomes of the study identified a range of areas of impact, including increased hardship for rural women, implications of household roles, and subsequent organisational responsibilities. A high level of concern, particularly for the vulnerability of women in crisis, was identified among participants. We contend that the effects of climate change are becoming increasingly relevant to the social work profession and that specific groups such as women are at risk of further disadvantage unless collective action is taken to circumvent the impact of climate change. Strategies for social work practice and policy initiatives are considered.  相似文献

Abstract

Cardiac patients frequently experience anxiety and depression as major responses to a life-threatening event. Well-timed intervention by the social worker can assist in alleviating these responses and enhance psychological well-being by the use of counselling and other therapeutic techniques. Two case-studies are presented illustrating the range of work undertaken in a comprehensive approach to working with patients in both the acute and rehabilitation phases of cardiac crisis.  相似文献

Abstract

Social work education has traditionally been taught in urban universities in on-campus programs. In the present paper, the author outlines the nature of social work education at Charles Sturt University, a regional Australian university. The author argues that social work education in a rural/regional university is shaped by rural social contextual issues, as well as by changes in the higher education sector. The author notes that social work education fills a significant gap in that it attracts students who are unable to access urban campuses, adds value to rural service delivery, supports rural/regional research, and highlights issues of rural disadvantage. Despite this, the paper argues that rural disadvantage and higher education sector pressures place the delivery of social work education shaped around and responsive to rural social justice issues in regional universities in jeopardy.  相似文献

Abstract

This essay explores the changing landscape of food sovereignty politics in the shadow of the so-called ‘land grab’. While the food sovereignty movement emerged within a global agrarian crisis conjuncture triggered by northern dumping of foodstuffs, institutionalized in WTO trade rules, the twenty-first-century food, energy and financial crises intensify this crisis for the world's rural poor (inflating prices of staple foods and agri-inputs) deepening the process of dispossession. The circulation of food is compounded by global financial flows into enclosing land for industrial agriculture and/or speculation, challenging small producer rights across the world. Under these conditions, the terms of struggle for the food sovereignty movement are shifting towards a human rights politics on the ground as well as in global forums like the FAO's Committee on World Food Security. This includes in particular the need to develop a discursive politics to reframe what is at stake, namely the protection and support of a production model based on social co-operation, multi-functionality and ecologically restorative principles.  相似文献

Abstract

There have been many calls for social work to renew its commitment to practice. This article argues for an old-fashioned, yet curiously postmodern social work practice, based on integrative thinking. Integrative thinking and inquiry are defined and grounded on the premises of reflexive thinking, practice wisdom and humanistic thinking. Characteristics of integrative thinking are discussed. ABSTRACT

Continuing professional development (CPD) is an integral component of quality social work practice (Australian Association of Social Workers, 2013). Despite this, there is a lack of knowledge around the perceived needs and challenges of accessing CPD for rural and regional social work practitioners. This research explored professional development education needs and challenges for rural social work practitioners. The findings revealed an increase in complex cases in practice leading to the need for more training in mental health, legal aspects, and therapeutic interventions. Strong demand for CPD was evident, with a preference for face-to-face training instead of online modules. In the face of persistent challenges some innovative solutions were possible from a partnership between service providers, higher education providers, and the professional body to better meet the needs of the rural social work practitioners.

  • Increasing complexity in rural, regional, and remote social work practice has placed extra demands on the knowledge resources of social workers.

  • Continuing professional development (CPD) must be relevant and readily accessible to meet the needs of those who practice in these areas.

Abstract

In the context of a discussion of globalisation this paper examines developments in social policy aimed at building civil society and enhancing social capital. It notes that policy driven by a desire for minimal government intervention and market dominance has resulted in a clear disadvantage in rural Australia and growing inequities between urban and rural communities. Clearly poverty has a postcode and overwhelmingly the postcodes are rural. At the same time the demography of ‘rural’ Australia is changing as the inland empties and the coastal regions experience population overload with its accompanying environmental problems. This paper discusses the need for more effective targeted involvement of the state in rural policy development if we are to preserve quality of life, address inequities and overcome the divide between city and country. There is a strong role for social work in forging rural community development. However, the profession has to be much more politically astute in its dealings with governments and community groups if it is to carve out a central role. Strategies are discussed to develop such a role.

Social agencies and social services units currently are experiencing a personnel crisis. Many agency employees who provide direct services to clients lack professional education. Summary

The Asian financial crisis (1997) has created a social care crisis resulting in rising unemployment, poverty, income inequalities and homelessness. Although faced with dwindling public finances, the Hong Kong Special Administrative Region (SAR) government had been compelled to tackle these problems. However, it has been attracted to the neo-liberal recipe: changing the subvention system to a block grant, curbing social spending, and tightening eligibility for social assistance. Notably, the introduction of the Intensive Employment Assistance Projects (IEAPs), which are the first welfare to work programs in East Asia, has become a major policy tool. This paper reports on a study of the impact of the projects, one of the key pillars for welfare to work programs. The IEAPs were found to have brought about positive changes in welfare clients' motivation to work and sense of self-reliance. Social workers from both traditional and progressive NGOs have etched, in various ways, their place in the welfare to work programs and contributed to the debate on welfare reform in Hong Kong.  相似文献

Abstract

Professional distance and the parallel concept of models of practice reliant on professional objectivity have been major platforms in professional education. In social work, these ideas are often seen as contentious, unreasonable and, in some cases, unrealistic. Radical, feminist and rural social work approaches, for example, suggest that the expert role is not only inappropriate, but can be counter-productive and disrespectful of the people with whom we work. Postmodern approaches call for a deconstruction of professionalism in favour of context-specific partnerships between worker and client. How can workers ensure good, professional practice within a more flexible approach to professional distance and expertise? What are the issues and how may they be resolved? Are the boundaries of the professional relationship elastic and, if so, what are the consequences for practice and the individual worker? The present article explores the notion of flexible, elastic boundaries using literature and research from radical, postmodern, feminist and rural social work approaches.  相似文献

Abstract

This paper applies the notion of community resiliency to rural and regional Queensland and explores the role of human services and practitioners in developing this resiliency. Communities can be considered as being ‘resilient’ when they respond to crises in ways that strengthen communal bonds, resources and the community's capacity to cope. Increasingly, community resiliency has become the focus of international research (Kulig and Brown 1996; 1997), In our work, we have been exploring alliance-building between practitioners and their communities in several research projects in rural and regional Queensland. We argue that these alliances contribute significantly to the building of resiliency and are a potential site for further work in strengthening and sustaining rural communities. The implications of community resiliency for social work practice are discussed.  相似文献

Abstract

Living and working as a remote, rural social worker is a challenging experience. This qualitative study explores the experiences of five longer-term social workers in rural Western Australia. It provides a glimpse of their world including initial experiences, factors which support long-term rural practice, the demands and skills needed, the difficulties working in a bureaucracy and the positive aspects of rural practice. Tentative conclusions indicate that rural practice is distinct, due to the demands of living and working in the same community. Moreover, skills must be applied in the context of few secondary referral points or after hours services, and huge distances. The difficulty of maintaining professional identity and feelings of personal isolation are significant, but are compensated for by families who are settled and reluctant to leave, These findings can be used to inform social work education and improve retention of workers and quality of rural practice.  相似文献

This article explores the changing role of social work in the context of community care legislation, the political era and the resulting care management process, using Kuhn's concept of paradigms. (Kuhn, T. (1970) The Structure of Scientific Revolutions (2nd Edition), (Chicago, University of Chicago Press). The article suggests that it is our values, the theories we use and the environment that is impacting on and creating a shift in the social welfare paradigm and social work. It proposes that there is a fundamental conflict between the traditional values and model of social work and the evolving care management role that social workers are assuming, which can, and is resulting in an identity crisis for social work professionals and presents evidence for this. The article concludes that social work is in a state of transition and crisis. In order to re-define itself it needs to consolidate its basis for being. Social work needs to re-align itself with its value base and firm knowledge base. Putting the client first rather than the State or its own professional interests, otherwise it is in danger of becoming simply an agent of the State rather than a service striving for equality and the welfare of its communities. In order to do this the article proposes that social work needs to be clear of its purpose, whom it is serving and how it proposes to move forward.  相似文献

ABSTRACT

Responses to profound contemporary transformation processes are characterised by ‘situationalism’ as the expression of resignation in the face of overwhelming complexity. An overemphasis on personal autonomy accompanied by a withdrawal to the seeming security of ‘given boundaries’ undermines programmes of social solidarity, which had been a means of creating stability and social integration at national and European levels. Social work’s origins as an academic discipline and as a profession reach back to the crisis phenomena that accompanied the early ‘project of modernity’, and reflection on that history can help to identify a critical role of social work education in view of what could be described as the current crisis of modernity. A future vision of social work education centres on the conventional mandate of this profession to ‘make a critical difference’ with regard to the deepening of social divisions through rampant individualism as well as concerning trends to impose uniformity as a substitute for equality.  相似文献

Abstract

Social work education in New Zealand is undergoing considerable change as new registration and education policies take effect. Within a complex environment, the major force is the implementation of registration since the passing of legislation in 2003. Parallel to this is considerable change in tertiary education policy. Both the Social Workers Registration Act (2003) and the New Zealand Tertiary Education Strategy (2002) will have considerable impact on social work education. The present article explores the challenges of this environment and briefly considers strategies to ensure that the perspectives of key stakeholders are sought in the development of responses to this complex situation. Students, practitioners, social work educators and researchers, agencies, and the communities we ultimately serve all have a stake in what we do in schools of social work, but have different roles. A review of the system and nature of social work education may be timely.  相似文献

ABSTRACT

In a guanxi-driven acquaintanceship, the worker, the client, and the community are tied together more closely than they are in mutually agreed-upon service contracts. This paper re-examines the contemporary boundaries in the social work relationship, especially in Asian nations such as China, where ‘relationships’ are generally translated and perceived as ‘guanxi’. The indigenisation of social work must be managed with care when translating from West to East. Drawing from the experiences of community development projects in rural Hong Kong, this paper discusses how guanxi among social workers, clients and other stakeholders in Chinese communities might challenge the professionalism of social work and breach the boundaries of social work relationships.  相似文献

Abstract

In recent years, Australian governments at all levels have adopted social capital and related concepts to frame social policy. Hence, these ideas provide the backdrop within which much contemporary social work practice and social policy development occurs. Despite extensive coverage of social capital concepts in the social science literature there has been limited discussion of their application to social work practice. In this paper we review the origins and meaning of social capital. We then turn to a discussion of its application to progressive social work as well as a consideration of the criticisms of social capital concepts. We introduce a synergy model of social capital formation that incorporates a dual focus on local community networks and the role of the institutions of government, non-government agencies and business in the creation of social capital. The paper concludes with consideration of how a synergy approach can be applied in, and developed through, social work practice.

Our paper on reconstructing and re-conceptualising social work in the emerging milieu is intended to contribute to an ongoing debate about the organisation and conceptualisation of social work in the Australian social, political, economic and cultural context. The responses to our paper by our colleagues, O'Connor, Furlong and Ife, provide a diversity of important perspectives for the social work profession in Australia to consider. Abstract

Video conferencing is a technology that facilitates the provision of high quality education, health-care and consultation to clients and families served by rural area health professionals via visual and audio transmissions. It also plays an important role in the education, and training of rural health professionals and the development of a multidisciplinary team dialogue between rural and metropolitan partners. This paper describes our experience of a video conferencing program conducted at the Goulburn Valley Mental Health Service and St George's Older Persons Mental Health Service. We have found a number of benefits of this technology for clients, their families and for health professionals themselves. The development of expertise in the use of video conferencing technology has empowered social workers in their work places. Video conferencing has been extended to other aspects of social work practice. A pertinent example of this is the use of video conferencing in Guardianship and Administration hearings for patients who would otherwise be unable to attend because of health problems (physical, mental and mobility).  相似文献
