Practice Change in Child Welfare: The Interface of Training and Social Work Education

This article examines perceptions of the relationship between professional education and workplace training among a select group of public child welfare employees who pursued graduate social work education during a period of major practice change at their agency. Focus groups were conducted with representative members of graduating cohorts as students completed their studies to explore the connections and distinctions between their professional education and the workplace training that introduced case practice reform. Experienced caseworkers, supervisors, and management-level staff, study participants were well situated to contemplate the changes in process at their agency. They offered insights into the progress of reform and the challenges of sustaining change as well as their roles as professional social workers in carrying reforms forward.     

Between a Rock and a Hard Place: Child Welfare Practice and Social Work Education

Social work in the field of child welfare is complex and full of challenges. In British Columbia Canada, the Ministry of Children and Family Development, which is the main employer of social workers, entered a partnership with universities to educate baccalaureate social work students in a child welfare specialization. This paper examines an instructional approach to child welfare education at the University of Northern British Columbia. The geography of the university region as well as the need to maintain a critical standpoint presented challenges in the delivery of a child welfare specialization course. The development of an online child welfare practice course assisted the university in meeting the challenges. This paper describes the practice context for social workers in British Columbia as well as the design of the online course offered to social work students at the University of Northern British Columbia.     

Current Realities and Future Opportunities for Social Work Education

An undergraduate social work curriculum has been enriched to include specific content for students training to work with deaf clients. The unique aspects of deafness examined in this paper include the characteristics of the deaf population, communication skills, and sensitivity to the minority status of deaf people. Content in each of these areas is reviewed as an illustration of specialty material in a generalist curriculum and as a plea for social work education to become more responsive to the special service needs of the deaf.     

Film Portrayals of Social Workers Doing Child Welfare Work

This article reports on research that investigated the images of social workers engaged in child welfare work as portrayed in movies, a major medium of popular culture. Findings from an analysis of 27 movies spanning from 1938 to 1999 are presented with particular attention to themes about how children are depicted as recipients of child welfare services and how child welfare worker activities and interventions are portrayed. Ways that the results of the research can guide intervention efforts that more accurately and more completely portray the activities, values, and knowledge base of the profession of social work are suggested.     

Preparing Social Work Students for Rural Child Welfare Practice: Emerging Curriculum Competencies

Multiple issues that are unique to child welfare social work practice in rural areas markedly affect workforce recruitment and retention, yet little attention is given to the proficiencies needed to equip emerging social workers for this growing area of the field. Curriculum content is needed that provides students with the opportunity to master the skills needed to thrive as child welfare social workers in rural areas. Using an evidence-based practice critical thinking model as a guide, a systematic review of literature and documents addresses many of the competencies needed to prepare social work students for child welfare practice in rural areas. These competencies are identified. Suggestions for integration into the social work curriculum are offered.     

Welfare Status and Child Care as Obstacles to Full-Time Work for Low-Income Mothers

SUMMARY

In this study, we use new data from the Philadelphia Survey of Child Care and Work to expand on previous analyses: we include child care problems as a work obstacle, and we analyze both current welfare recipients and non-welfare “working poor” mothers. Results show that two main obstacles have a large impact on full-time work: poor mental health and child care problems. Net of other factors, mothers with severe child care problems are 22 percent less likely to work full time. Dividing the sample by welfare status, we find a child care problems effect for both groups. Among welfare recipients, the gap in full-time work between those with severe child care problems and those without is 30 percent. Among the working poor, child care problems reduce the chance of full-time work by about 18 percent. Our findings show that improving mothers' child care situation can significantly improve their ability to support their families.     

The Expansion of the Peer Adviser Workforce: Opportunities and Challenges for Social Work

ABSTRACT

Peer adviser roles are becoming an increasingly common—and celebrated—aspect of agencies where social workers are located. This article reports on a qualitative research study exploring the experiences of staff within a homelessness outreach service in which three peer advisers (people with a lived experience of homelessness) commenced employment. Drawing on action research principles, the study explored the experiences of the peer advisers and the broader team following the introduction of the peer adviser roles. Themes identified include, realising the skills of peer advisers, defining the role, taking a “whole of team” approach, and reflecting on power. This study demonstrates that the introduction of peer adviser roles into human service organisations is a promising strategy for creating services that are more likely to respond effectively to the needs of service users. However, social workers need to be aware of the pitfalls of tokenism and the devaluing of experiential knowledge.

IMPLICATIONS

• Peer advisers in health and welfare agencies add significant benefits to an agency’s capacity to respond to the needs of service users.

• The introduction of the peer workforce is aligned to social work values of service user empowerment and the valuing of experiential knowledge.

• In order to avoid tokenism, the introduction of peer adviser roles should be supported by both the attitudes and actions of other staff members, as well as organisational support structures.

     

Preparing Students for Public Child Welfare

Summary

Universities across the nation are attempting to increase the number of workers employed in child welfare, but thus far there has not been a systematic evaluation effort of these university/agency partnerships. This article addresses evaluation strategies and issues for preparing students for public child welfare by identifying eight beginning steps for university/agency partnerships to consider in developing an evaluation plan. Following the identification of the eight steps, the authors discuss key issues involved in evaluating university/agency child welfare partnerships and suggest recommendations for the future.     

Using Adjuncts in Social Work Education: Challenges and Rewards

Adjunct faculty have become an essential addition to social work programs in the United States. Full-time social work faculty have not been able to meet the demands created by continued growth of BSW and MSW programs. The number of doctoral students in social work programs has not kept up with the growth of the programs. A survey of program directors available through the Association of Baccalaureate Social Work Program Director's (BPD) listserv in the United States found that respondents saw adjunct faculty as assets to social work programs. The survey results indicated that adjunct faculty provide a ‘value added’ component. Adjuncts need to receive an orientation and continual training to help prepare them for classroom management and become aware of university policies. Adjuncts can be retained if they receive training, have frequent contact with faculty, and have access to university resources.     

Educational Linkages between Undergraduate Education in Social Welfare and Professional Social Work Education

Schools of social work in the United States and in Canada have for many years, supported and encouraged their faculty to accept visiting professorships or research appointments in foreign schools of social work. This program has benefited both faculty and students through enriched course content. However, only in recent years have more than a few faculty from foreign schools of social work joined the faculties of schools of social work in the United States and Canada as visiting professors. There is no question that these faculty members have made a contribution to social work education in the schools where they were resident. This author provides insights on how visiting professors might affectively contribute as members of faculty and questions the emphasis we are presently giving to methodology at the expense of our commitment to the ideological and moral base of social work.     

Child Care “Packaging” Among TANF Recipients: Implications for Social Work

This article reports the results of a study that examined the ways in which current and recent TANF recipients assembled or “packaged” their child care arrangements among formal and informal providers. The findings are drawn from in-person, in-depth interviews with current and former welfare recipients. The study found that most of the respondents used multiple providers within the category of informal child care for reasons including availability, the use of a network of social acquaintances as a problem-solving resource, the need to accommodate irregular work hours, and personal trauma that contributed to a distrust of strangers in formal settings. The findings can affect the efficacy of practice with TANF recipients by contributing to social workers’ understanding of the context of decision-making regarding child care.     

Processes Employed by Social Work Practitioners in Child Welfare for Exchanging and Using Knowledge

Organisations in the health and social services sector expend a considerable amount of energy promoting the implementation of better practices and research data use in their establishments. In the field of social work, several studies suggest that social work practitioners do not make great use of scientific knowledge and tend to favour knowledge acquired from their colleagues or through their own occupational experience. However, interactions between types of knowledge are rarely analyzed in explanations proposed by the scientific literature. Based on research conducted with social work practitioners in child welfare, this article discusses the different ways that they acquire knowledge.     

Death in Public Child Welfare

Child welfare workers are in a unique position to help children and youth in out-of-home care who have experienced the death of a significant person. This article discusses the response of children to death from a developmental perspective and offers suggestions on how child welfare workers can use an ecological perspective to help youngsters cope with their grief.
