This article provides a model for social work educators seeking to integrate human rights content in the policy course. Each of the four policy-related practice behaviors (e.g., policy formulation, policy analysis, policy advocacy, and collaboration in policy practice) is examined with respect to the traditional methods used in social welfare policy courses and the ways in which these methods can be expanded to include human rights content. Available literature and multimedia resources are noted and practical human rights applications are presented with the goal of supporting efforts to achieve this integration.  相似文献

Bureaucratic confusion and client dissatisfaction since the 1996 changes in welfare policy opened opportunities for third party advocacy on behalf of welfare clients. This paper evaluates Los Angeles ACORN's case advocacy program for welfare clients. Outcomes analyzed include client satisfaction with ACORN's advocacy and effects of the program on welfare clients who later became ACORN members. Ninety-one percent of clients surveyed (N = 99) stated they were satisfied with the resolution of their welfare case complaint. Eighty-eight percent of respondents stated ACORN did a better job resolving their problem compared to the welfare department. Unique aspects of the program include peer advocacy and opportunities for welfare recipients to join ACORN and work on welfare policy changes among other issues.  相似文献

This research uses the development of the disability rights movement in Taiwan as a case study to analyze the impact of state transformation, in particular marketization of social welfare policy, on the disability rights movement. First, the institutionalization of the disability rights movement enabled it to expand its organizational structure and become involved in shaping policy. Secondly, when disability rights organizations started to undertake state-funded projects, their focus shifted from advocacy to service provision. Thirdly, competition for limited state-funding gave the organizations led by urban-middle class advocates a significant advantage over small, community-based NPOs and gathered significantly greater resources. Finally, this paper suggests that, in a context in which the state did not provide basic social services for its citizens with disabilities, the institutionalization of SMOs turned advocacy groups into service providers. Although the number of disability civic organizations increased, the voices of advocacy groups were weakened.  相似文献

In this article, I bring scholarship on welfare reform into discussion with work on crime control and racial and ethnic relations. I locate the genesis of hyper‐incarceration and the moral suasion imposed on the recipients of contemporary social welfare services through the poverty policies of the Victorian era and later the postbellum south, implicating the checkered history of racial domination in the United States in the development of social welfare and criminal justice policy. I conclude by discussing the ways in which the United States has been reconfigured to facilitate these trends and of new terrain in the study of marginality in the neoliberal age. Doing so demonstrates the long‐standing collusion between welfare state and criminal justice actors, identifies the racialized target of punishment and poverty management, highlights the significance of race in the development of social policy, and exhibits the importance of social welfare policy in contemporary race and ethnic relations.  相似文献

Across Europe, and particularly since the 2008 Financial Crisis, new demands for tailor-made services came from different actors and perspectives: user-led organizations, intellectuals, policy makers, social workers, advocacy organizations, which call for a new way of programming, realizing and evaluating social policies. Personalization became a relevant part of the so called ‘welfare innovation narrative’, which concerns – to name but a few – English personalization agenda, Scottish self-directed support, Finnish education system, Norwegian cash-for-care policies. Even the European Commission is addressing new social services, reshaped through users’ capabilities. The aim of this paper is to critically explain, through a case study focused on the Sardinian disability policy, how social policy's morphogenetic cycles influence the governance of personalized disability plans and, consequently, the possibility of their implementation.  相似文献

In 2010, in the UK a new Coalition government inherited an ailing economy at a time of economic uncertainty and recession. Their response was to institute a fundamental revision and retrenchment of government spending accompanied by unprecedented cuts in welfare services and social security provision. This article explores the nature and meaning of these changes from a child‐centred perspective, to understand how and in what ways policy change and welfare retrenchment may uniquely impinge on low‐income children's lives. It reveals that recent cuts and welfare changes have threatened to overlook their needs and exacerbate their deepest concerns.  相似文献

This article, first presented at the Policy Conference 2.0 in Austin, Texas, May 2014, portrays a case example of an undergraduate social work program’s robust response to the imperative that policy advocacy serve as a demonstration to students of commitment to the profession and its mission. This paper provides an examination of the theoretical orientation of constructivism and its application to social work practice as well as the application of social constructionism to understanding and influencing social welfare policy. Explored are the ways in which these postmodern concepts when applied in social work practice and policy courses and reinforced in fieldwork training, provide a means to more readily link the content of these courses. Finally, it is argued that the concepts of constructivism and social constructionism offer a means to open the doors of inquiry and to the development of a range of new opportunities, theories, and interventions conducive to social work practice in its broadest sense.  相似文献

Recent changes in the institutional and political environment, including the rise of a neoliberal logic that favors private solutions to social problems and increasing political partisanship, have created new challenges for statewide legislative advocacy. Yet, there is a lacuna in the study of the sector’s response to new and contradictory environmental pressures. Using the lens of institutional and resource dependence theories on organizations, this qualitative case study targets this gap by examining how a nonprofit statewide legislative advocacy organization for vulnerable children has responded to shifting political and institutional conditions that have transpired since its founding in the early 1990s. It examines 1) how the organization has made sense of these emerging challenges and demands, 2) how these shifts have reshaped its advocacy practices, and 3) how they have influenced the viability of the organization. Adaptive responses of the organization included a shift in emphasis from direct legislative advocacy to advocacy directed at the implementation of policy and grassroots advocacy. Implications for the future of statewide legislative advocacy for vulnerable children are discussed.  相似文献

In the aftermath of the economic crisis of the late 1990s, the Korean government reformed health insurance system to enhance social equity and solidarity. This article identifies the institutional features and political dynamics involved in completing the reform. The Korean case suggests a model of counter-movement that differs from the historical experiences of both democratic corporatist and liberal welfare states. Two institutional conditions within the politics of crisis contributed to the reform. A legacy of limited state welfare was critical in providing the impetus for reforming health insurance system. More importantly, the crisis maximized the state’s coordination capacity by mobilizing a coherent bureaucracy under the presidential authority, and by limiting interest politics. The Korean experience has important implications for the study of economic crisis and social policy response. The way in which a crisis provides new contexts for welfare and policy making institutions, rather than the institutions themselves, should be the main focus in analyzing policy responses. The focus on the political dynamics of an economic crisis helps us acknowledge the limit of ideological forces of a crisis in facilitating a particular policy response.  相似文献

The use of experiential approaches to teach social welfare policy suggests that such methods may increase undergraduate social work students' knowledge of and skill in working on social and economic justice issues. This article compares 2 such methods using qualitative and quantitative approaches. The first teaches social welfare policy as a service learning course and the second integrates social welfare policy into the students' practicum experience. The authors conclude that both approaches are equally effective in helping students to increase their knowledge of policy concepts and may help students feel more competent in using policy-related skills.  相似文献

This paper presents the findings of a survey of Romanian social workers' attitudes towards two key aspects of child and family social work in their country: namely, the development of foster care, and the regulation of inter-country adoption. Major changes to the law on these matters were introduced in Romania in 1997, and the paper links the research findings with discussion of the progress, and difficulties, of putting the new legislation into practice. The research was undertaken in spring 1999, by means of a self-completion questionnaire for social workers and workers in related occupations. Comparisons between the attitudes of the two groups, and analysis of differences within the social work group, generate insights into the ways in which the new approaches to child and family welfare are taking hold in Romania. The research highlights the wide range of opinions and beliefs within the social services workforce in Romania, and draws attention to the complex interaction of professional education, workplace culture, and government policy in shaping those attitudes. The conclusion offers some thoughts on ways forward for child care policy, practice, research, and training in Romania.  相似文献

This paper investigates the relationship between the emergence of social enterprises (SEs) and the historical development of the Italian welfare state. Our research offers a comprehensive overview of the internal and external influences that shaped the constitutive relations between the welfare state and SEs. A qualitative methodology based on semi-structured interviews and focus groups has been adopted. This study suggests that two interconnected dynamics—the emergence of new social needs being answered by private organisations and the increased prominence of third sector actors during the privatisation of the welfare state—shaped the co-evolution of the welfare state and SEs in Italy. The study also suggests that the emergence and evolution of Social Enterprises in the years leading up to 2001 was mainly a bottom-up phenomena stemming from the actions of citizens setting up private organisations (often cooperatives) to answer to social problems created by new social needs and the structural reform of the welfare state. After 2001 especially with the new law on SEs in 2016, the evolution of SEs seems to have been increasingly influenced by the surrounding ecosystem of actors and supranational policy discourses rather than SEs themselves.  相似文献

The disability movement and disabled persons’ self-help organizations (DPOs) are emerging in China, some of which succeeded in promoting policy and social changes with special strategies. Based on an original survey and interview, this article explains the development and survival strategies of China’s DPOs, and especially interprets some successful cases of social advocacy and policy advocacy in the emerging disability movement. It is hoped that scholars will pay more attention to the advocacy and public engagement of the disability community in non-western settings in the future.  相似文献

Child welfare professionals and foster parents increasingly suggest the importance of establishing clear and consistent policies and procedures to address the sexual and reproductive health of youth in foster care. The present study examines the content and context of such policies across 18 California counties through a search of publically available county policy documents, and surveys and expert interviews with child welfare professionals (N = 22). A policy framework for agenda setting and policymaking was used to guide the data collection and analysis process. Child welfare professionals were aware of multiple sources of information, support and services for foster youths' sexual and reproductive health, though few practiced in counties with formal policies that outline the resources and support that youth should receive. Participants demonstrated widespread recognition that issues of youth sexual and reproductive health were significant; posing challenges to youth, foster parents and child welfare staff. Identified policy solutions included: 1) training for social workers and foster parents; 2) collaborative partnerships with public health nurses and community providers; 3) data tracking and monitoring of outcomes to assess youth needs and evaluate the impact of programs and policies; and 4) involvement by advocacy organizations in defining problems and advocating for improved services and support for youth in care. Social workers largely perceived that support from child welfare administrators and policy leaders is necessary to prioritize this issue and initiate policy formation. Additional research is needed to further examine the impact of policy mandates on social workers, foster parents and youth in foster care.  相似文献

This analysis examines the role of agency policy and supervision in the decision-making of child welfare workers about their work-related social media use. Data were collected using a mixed-methods internet-based survey of 171 child welfare workers and interns about their social media use related to their direct-practice work with child welfare clients. The study finds that supervisor approval and agency policy is correlated with worker's social media use, and that workers find utility in social media use, but have poor clarity about how they should use social media in the child welfare work setting. These results suggest a need for agency policy and practice guidelines. Implications for child welfare agencies include an opportunity to consider the types of policy development necessary to ensure that multiple stakeholders are represented in policy and practice decisions, and that they reflect the possible benefits and risks of social media use.  相似文献

In first reviewing the most recent trends of social policy in Western Europe, the present article argues that social policy is best conceived of as a plural action system that enhances the interactions between community care and intermediary welfare organizations and does this within the framework of a welfare state working as an Observation‐Diagnosis‐Guidance system. After the Asian Financial Crisis, the government of Hong Kong embraced the model of work-integration social enterprise (WISE) to sustain its facilitative and productivist welfare regime. Using the WISE of Pro-Love for marginalized women as a case study, the article examines the meaning of employment and social disadvantage in the organization. The ethnographic data reveal that while the WISE encourages women to participate in the paid labor market, it constructs employment in the social enterprise as part-time jobs for supplementary family income, restricts the extension of social networks for the female workers, and reinforces the cultural stereotypes of marginalized women. The study reflects on the mechanisms of the project of WISE in the welfare contexts of Hong Kong, and argues that programs targeted at labor participation cannot be automatically translated into reduction of exclusion in other domains. Long-term planning, policy coordination, and social advocacy are necessary to achieve social integration.  相似文献

Not only the concept of social inclusion is widely recognized as an important basis today for making social policy, but it also provides a platform for the policing of the poor. Thinking uncritically about social inclusion prevents us from seeing how it operates to re-inscribe subordination even as we help the poor overcome their marginalization. With an awareness of the paradox of inclusion, it is possible to examine how welfare policy today operates to discipline the poor as people who must accept their plight at the bottom of the socioeconomic order. While formal policy may not make this paradox apparent, the disciplinary effects of an inclusionary social assistance policy are starkly visible when we examine its implementation, where we can see how the excluded become included in ways that perpetuate their subordination. Social assistance recipients obtain a benefit, but the way they are treated does not correspond with full social rights, which is reminiscent of Georg Simmel's discussion of the poor. As exemplified by research at one local social assistance office in Austria, welfare recipients are ultimately neither included nor excluded. Welfare, as administered today, upholds the system of social stratification by perpetuating an ‘in-between’ status for the claimants of social assistance benefits at the frontline.  相似文献

Deinstitutionalization is a key issue in the field of social policy. The community-based services movement has challenged the role of institutions as far back as the 1950s, but it is a relatively new development in Central and Eastern Europe. EU membership and the use of structural funds have been key elements of change in many countries; however, the Soviet heritage still overshadows progress and decision-making in social policy. Though deinstitutionalization’s overall meaning and aims are generally well known, less information is available about the processes and policies underlying deinstitutionalization. In post-communist countries, deinstitutionalization is often narrowly associated with large institutions, but its embedment in the social welfare policy framework is less discussed. Nevertheless, first attempts to change the design of social services to more participatory and integrated solutions are evident. For more than 20 years, developments in the field of social-welfare policy have aimed to reduce the gap between Estonia and other developed countries. This article reviews relevant documents in Estonia’s social welfare policy reforms from re-independence to the present. The article discusses the prospects and challenges for achieving deinstitutionalization’s intended goals in Estonia.  相似文献
