In the emerging knowledge society, a major challenge for human resource management theory and practice is how to lead professionals and experts in day-to-day work. The literature on professionals suggests that the relationship between professionals and managers is complicated, as professional ideologies, practices and interests tend to clash with organizational and managerial objectives. This paper questions such an antagonist view and suggests that the relationship between the two groups is a rather intricate one and that there is no such clear disjunction between the two groups. In addition, there is a strong reliance on cases from the health care sector, especially in an Anglo-American context. The paper reports a study of the relationship between professionals, officers and politicians in the Swedish culture sector in the largest Swedish region. The findings suggest that professionals and managers are capable of taking the role of the other and see a broader perspective than merely individual interests.  相似文献

The problems of decision making when the decision concerns large-scale technical plants have increased, largely due to the difficulties of assessing environmental factors. Technology assessment is an approach which can assist in undertaking the necessary analysis which will expose the social impact, participation of affected groups, and the evaluation of political processes for large-scale technical developments. This paper examines the obstacles to the use of Technology assessment techniques by industry and in particular concentrates upon the problems of forecasting future technological change. The paper examines the view that TA is primarily a concept of political decision making and places the concepts of politics in the broadest sense, not merely in a narrow partly political framework. Finally, the paper examines the arguments for and against quantitative evaluation and claims that TA, used properly, can provide valuable qualitative as well as quantitative insights into the impact of processes upon the political, social and economic environment. Thus, suggesting that TA is a technique of forecasting which companies that are involved in the development of major, and therefore heavy resource-consuming, projects should consider the use of this technique as part of their appraisal process.  相似文献

Staff appraisal interviews as a support of coping with a crisis. A case study The implementation of personnel development by launching a pilot project with staff appraisal interviews was part of a change-management process in a non-profit-organisation. This should be a way of supporting employees during this process. Those employees who took part in this project evaluated this management instrument positively. Traditionally, corporate governance has focused on the problem of crafting mechanisms to align the interests of owners and managers. The key characteristic has been to minimize the potential for managers to act in their own self-interest at the expense of shareholders. The purpose of this paper is to focus on employees as stakeholders in the governance process. We argue that creating an environment where employees have help in behaving ethically, in the course of their work, is the first step in encouraging them to voice observations of wrongdoing. Seven groups of professionals in the accounting and insurance fields were surveyed during a 10-year period and asked to indicate the extent to which 14 items were helpful in dealing with ethical challenges. Over 2700 responses were analyzed. The findings indicate that professionals think that their organizational culture and policy for voice was more helpful in dealing with ethical dilemmas than was their professional association. *Presented at the 2004 European Academy of Management Conference in St. Andrews, Scotland  相似文献

Cost-effective health care requires the informed and intensive collaboration of medicine and management. Unfortunately, the two cultures tend to view the health care enterprise very differently. To physicians, the essence is individual physician-patient encounters, patient hospital days, nurse-patient contact hours, diagnoses, and procedures. To managers, the $1 trillion-plus colossus called health care is a challenge to corporate practices of finance, accounting, organization, planning, and personnel. This paper provides an overview of the philosophy of ethics and focuses on a researcher's ethical reasoning. It provides a framework for understanding causes of ethical dilemmas in the context of management research and provides strategies for a way forward through such dilemmas. Major investment decisions are an important factor shaping strategic change in complex organisations. Traditionally, they have been primarily regarded as the domain of financial theory, with a few notable exceptions. This paper explores how the apparent gulf between strategic and financial appraisal of major investment decisions can be bridged. The approach taken in this research study was to explore linkages between strategic and financial appraisal from managers' own perspectives. These perspectives were examined through a learning process. This enabled managers to reflect and debate on their experiences and issues - upon both strategic and financial theory(s). Unlike many prior studies, this research took a qualitative approach to data analysis and interpretation. This yielded a range of insights - some of these amplified findings in earlier research studies; others suggested a more radical shift in thinking on strategic/financial appraisal linkages towards a closer fusion of the two disciplines.  相似文献

Many recent contributions to risk communication research stress the importance of the element of "trust" in the process of successful communication. This paper uses that theme in considering risk communication within the context of seeking consensus on matters of health and environmental risk controversies through stakeholder negotiation. It suggests that there are very good reasons, based on historical experience, for the parties to mistrust each other deeply in such settings. For example there is abundant evidence involving episodes in which risk promoters have concealed or ignored relevant risk data or simply have sought to advance their own interests by selective use of such data. These well-established practices compound the difficulties other stakeholders face, in all such negotiation, by virtue of the inescapable uncertainties (as well as absence of needed data) inherent in risk assessments. These factors encourage the participants to treat such negotiations as poker games in which bluffing, raising the ante, and calling the perceived bluffs of others are matters of survival. In the end we should recognize the genuine dilemmas that citizens face in trying to figure out who and what to believe in making sensible decisions among the range of risks, benefits, and tradeoffs that confront us.  相似文献

This paper develops the idea that following rules of good OR practice is necessary, but not sufficient for ethical OR. Several challenges of introducing ethical aspects into OR are discussed, evidencing difficulties and ambiguities in the relationship to be established between the OR practitioner and his/her clients, decision-makers or stakeholders. It shows that neither analysis nor modelling work nor the choice of analytical tools is entirely ethically neutral; incomparability, incommensurability and incertitude must be dealt with. The purpose of this article is to detail several difficulties or dilemmas an OR practitioner may be confronted with in the course of his or her assignment. In such situations, following rules of good practice may not be sufficient to indicate how to act in a morally good way. This paper aims at stimulating reflection by structuring the debate; it may leave the reader unsettled—unsettlement being a result and even aim of many discussions in moral philosophy.  相似文献

This study examines the factors that influence the success of expatriate performance appraisal systems in U.S. multinationals, as perceived by the organizations. Results involving 94 firms suggest that clarifying performance expectations prior to the performance rating, the fairness of the performance appraisal system, and the incorporation of career development positively influence perceptions of expatriate performance appraisal system success. The frequency of evaluating expatriates performance approached significance and consideration of the local environment in the performance appraisal process was not a significant contributor to the perceived success of the system. Research and practical implications, as well as suggestions for future research, are discussed.  相似文献

The information systems (IS) profession is a stressful profession. However, there is little theoretical or empirical research on the effects of occupational stress on IS professionals. A major reason is because IS professionals and researchers are unaware of the consequences of occupational stress and unfamiliar with the occupational stress literature. The purpose of this paper is to propose a theoretical framework of occupational stress for IS professionals. Based on a review of the IS, psychology, and general management literature, 12 occupational stress models are identified. These stress models are analyzed along the two dimensions of focus and theoretical foundation. The analysis shows that most of the occupational stress models consider stress to be the consequence of the interaction between an environmental stimulus and the idiosyncratic response of the individual. Further analysis of these models suggests that nine key points are critical in developing a theoretical framework of occupational stress for IS professionals. A mapping of how the existing stress models incorporate the nine key points is also presented. The findings of this paper can provide a theoretical basis for further research on the occupational stress of IS professionals. Finally, an agenda for further research into this issue is presented.  相似文献

本文构建了一个结构方程模型,探讨了组织承诺在绩效评价和组织公民行为关系之间的中介作用。研究结果显示:绩效评价对组织公民行为产生正向影响,而组织承诺对绩效评价和组织公民行为间的关系具有中介作用。组织承诺的中介作用在绩效评价的不同层面上有所区别:对绩效评价系统与组织公民行为的关系,具有完全中介作用;对绩效评价程序与组织公民行为的关系,具有部分中介作用。以此为基础,本文对今后同类研究的方向和管理实践提出了建议。  相似文献

Research into the management of professional service quality, other than in health care, has been very limited, despite being particularly problematical. This paper focuses on the interactive, highly customized and labour-intensive service offered by solicitors to their commercial and corporate clients. The intangible nature of legal services, the natures of the professionals themselves and the firms within which they operate, and the perceptions of risk brought to the service by the client create additional difficulties in managing the service and measuring client perceptions of it. Yet solicitors must understand the requirements of the group of clients they seek to serve in order to design their service to match those needs. Clients have to assume the technical competence of their solicitor. Moreover, they seek confidence when buying legal services. Our research, therefore, sought to gain an understanding of the process used by commercial and corporate clients when evaluating legal service, and of the factors that are key drivers in the creation of confidence.  相似文献

This paper examines the need for and the difficulties in implementing strategies for planning the research and development activities of a company. The author does not accept that research planning reduces creativity, though he is of the view that planning's exclusive concentration on economic aspects of a company's activities, such as turnover or profit, can lead to erroneous decisions in the research and development field. This paper outlines a number of specific and explicit research strategies which can be followed, and relates them to the company's strategic objectives. Existing research works on process quality improvement focus largely on the linkages between quality improvement cost and production economics such as set-up cost and defect rate reduction. This paper deals with the optimal design problem for process improvement by balancing the sunk investment cost and revenue increments due to the process improvement. We develop an optimal model based on Taguchi cost functions. The model is validated through a real case study in automotive industry where the 6-sigma DMAIC methodology has been applied. According to this research, the management can adjust the investment on prevention and appraisal costs on quality improvement that enhances process capability, reduces product defect rate and, as a result, generates remarkable financial return.  相似文献

Many physicians and other health care professionals breathed a collective sigh of relief when the 103rd Congress adjourned without passing the Clinton Health Security Act or any other health care reform legilsation. The ambition of this brief paper is to describe why health care reform did not pass in 1994, the issues that need to be resolved if we are to pass legislation, the political forces that will need to be addressed before legislation is passed, and the type of struggles we can expect to see in the coming session of Congress.  相似文献

The purpose of this paper is to offer an analysis of the nonprofit sector from the entrepreneurial point of view in order to show why the organizational form of nonprofit has arisen and, more precisely, why rational entrepreneurs choose to incorporate their business enterprises under the nonprofit regulation. Since nonprofit associations were formed before the emergence of the tax code, the favorable tax-status alone cannot explain an entrepreneurial preference for the nonprofit form. Tax considerations have then to be combined with other elements. The alternative view proposed in the paper is that the supply of factors such as capital and entrepreneurship provides the motivation for the rise of nonprofit enterprises. The entrepreneur and the managers enjoy control of the activity and see to it that service are produced in such a way as to maximize their net income. They do not ignore nonmonetary income in the sense that they find it rewarding to seek pecuniary gains as well as nonmonetary profits in any given period. To explain why an entrepreneur organizes his business as a nonprofit entity we investigate a theater production process.  相似文献

How do managers value the knowledge that they encounter in organizations? A rational perspective assumes that managers carefully and accurately cull the best knowledge from their environments, while a random model situates managers in a chaotic organization, filled with preferences and solutions that are temporally matched. This paper develops a third view, a relational perspective, which describes how social relationships between knowledge messengers and knowledge receivers affect the way that managers evaluate new knowledge. We begin by focusing on two key dimensions of relational perception: social identification and threat appraisals. We then use these dimensions to derive a typology of six “relational schemas” that are commonly perceived between knowledge messengers and knowledge receivers at work. Next, we reveal how, holding knowledge content constant, these relational schemas bias the ways in which managers evaluate new knowledge. While network research demonstrates that relationships determine which knowledge managers see, this paper demonstrates that these relationships also have psychological implications by affecting how managers evaluate the knowledge that they see.  相似文献
