Yugoslav Social Policy

Yugoslavia provides an interesting example of a decentralized system of policy-making which implies the abolition of the state's main role in economic and social affairs. Self-management is the basic principle of the socio-political system in Yugoslavia. It involves all levels, processes and fields of social relationships from working organizations (enterprises) and local communities to the communes, republics and Federation. The implications of this system of socio-political organization for social policy and provision are examined.

Resources for Social Policy

The paper attempts the difficult task of identifying and exploring key resource factors which may influence social policy in the next millennium. It begins by critically examining the impact of demographic trends upon finance and demand for welfare in Europe. The possible impact of this is then examined in relation to the role of the family as a primary welfare resource and upon the supply of professional services. The implications of diminishing environmental resources are then examined and green social policy proposals are briefly outlined. However, the paper argues that the key resource is public goodwill and support for a range of social policy interventions. "The public" has been regarded as homogeneous in many surveys, but this paper argues that trends in middle-class welfare support and welfare activity pose concerns for the future of welfare provision.     

Judaism and Social Policy

The article deals with the connection between Judaism on the one hand and social policy and the development of social services on the other. The article deals with those aspects of Judaism that are specifically related to the foundations of social policy: the nature of interpersonal relationships as well as the relationship between society as an all-encompassing framework and the individual who is a part of that framework.

社会工作职业化目前在中国存在社会认同度不高、专业服务组织机构欠缺、社会工作职业制度不健全、高校人才培养与实际部门不衔接以及本土化的社会工作理论亟待建立等问题。社会政策作为支持弱势群体、解决社会问题、促进社会公正的制度化模式,从政府的政策性角色和社会立法这两个维度出发来解决社会工作职业化过程中面临的问题,在推进社会工作职业化进程中起着举足轻重的作用。     

Social Policy and the Discipline of Social Administration

The last ten years have seen a spate of books analysing social policy in terms of ideologies or models of welfare. These models, which combine an explanatory or scientific and a normative or value component, offer the discipline of social administration a terrain or base of its own from which it can legitimately explore a range of normative and scientific issues. It is suggested that the central task of social policy analysis, at the highest level of generality of the discipline, is to tease out the relevant normative and factual propositions or assumptions underlying these models and subject them to close scrutiny. In this the discipline would largely be following, but also extending somewhat, the agenda for social administration outlined by Richard Titmuss in 1968.     

Social Policy and European Union

What social policy developments may be reasonably expected from the European Union? Three possible positions on this question are developed: a market liberal view; a progressive liberal view; and an institutionalist view. None of these positions is obviously the correct one, and in each case a mixture of pragmatic and principled criticisms can be developed. However, it is argued that the progressive liberal position strikes an ethically acceptable balance of competing considerations.     

Social Policy for Social Work: A Teaching Agenda

Though social justice is a central goal of the social work profession,the actual involvement of social workers in social change isvery limited. Moreover, training in social policy and policypractice in schools of social work is minimal. As such, practitionerslack the tools needed to analyse existing social problems andpolicies and to enable them to intervene in the policy processin order to better serve the needs of service users. This articleseeks to further social policy teaching within social work educationby engaging in a survey of the existing literature on the subjectand by offering a detailed programme for integrating this subjectinto the social work training system. The literature surveythat serves as a basis for this programme includes a reviewof studies on the dilemmas linked to social policy teaching,on the goals and content of social policy courses in socialwork and on preferred teaching methods in this field.     

Volunteerism: Social Issues Perspectives and Social Policy Implications

This analytic review focuses on theory and research on volunteerism. First, we define volunteerism as freely chosen helping activities that extend over time and that are often performed through organizations and on behalf of receptive causes or individuals. Next, we link these definitional features to the Volunteer Process Model, which depicts volunteerism as a process with three sequential and interactive stages (antecedents, experiences, and consequences) and at multiple levels of analysis. Then, we use this model to organize the empirical literature on volunteerism and selected work on social movements. Finally, we discuss implications for social policy issues relevant to individuals, organizations, communities, and societies.
