Community Care in Taiwan

SUMMARY

This article explores the policy definitions and the funder roles of central and local governments in community care in Taiwan. The notion of community care has been adopted in Taiwan following the model of Hong Kong but the main question of the article is whether this has resulted in actual service provisions at the community level, forming an alternative to institutional care. The data has been collected from several sources: policy documents, official statistics, surveys, general reports, funding provision reports, and empirical studies. The results show that neither central nor local authorities are seriously involved in caring for elderly people or persons with disabilities in Taiwan's communities. In Taiwan, community care for these groups of people still means, in practice, informal care provided by female family members without any support from public policies.     

Beauty in the Community

Metacom's War, also known as King Phillip's War, sets a pattern of national expansion through displacement of native people that echoes throughout American history. Helping students further understand this war through the examination of Mary Rowlandson's primary document provides educators and students with an opportunity to delve deeper into the complexities surrounding the convergence of cultures in colonial America. In this article, I provide an overview of the context that led to the conflict between the native populations and the European settlers. Additionally, I highlight passages from Rowlandson's narrative that are relevant to upper-elementary students. The passages are accompanied by questions to assist students as they examine the primary source for a deeper understanding of the people who strove to survive in seventeenth-century Massachusetts. Examining primary sources is one piece of the multifaceted process of historical understanding. In this article, educators learn the historical content of the period and a structured process for their students to examine the primary source.     

Community Control,Community Mobilization,and Community Political Structure in 57 U. S. Cities*

This paper describes the results of a comparative study of the factors which inhibited or facilitated the development of the issue of community control of schools in fifty-seven cities in the United States. The findings suggest that the degree to which blacks and the poor were mobilized for political action and the political characteristics of the city were important in determining whether or not the issue entered the political arena.     

Assertive Community Treatment as Community Change Intervention

Individuals with severe mental illnesses (SMI) are a vulnerable population, struggling to cope with fragmented and often unwelcoming community service systems. Research has examined Assertive Community Treatment (ACT) as an intervention for SMI individuals, but little research has explored ACT's potential as a community system change intervention. Using focus groups with ACT teams, we explored changes in community service systems as a result of ACT teams' presence. Changes identified included increased understanding of SMI; increased access to services; and increased collaboration across service systems. Processes by which these changes occurred included knowledge communication, negotiation, renaming by association, and ongoing relationships.     

Youth-Adult Partnership in Community Organizing

Abstract

This paper presents a case study of a campaign developed around sexuality education policy by a national youth-focused organization, Advocates for Youth, and its network of youth activists. The paper provides an overview of the national sexuality education debate and the specific strategies youth and adults use in partnership to advocate for a comprehensive approach to the education. The case study of the My Voice Counts!Campaign provides insight into the creation and evolution of a youth-adult partnership approach to community organizing, beginning with an online activism campaign and resulting in local youth-led projects to improve sex education policies and curricula. Following an analysis of the Campaign's accomplishments, the paper lays out recommendations for action and research to demonstrate the positive effects of this form of community practice.

Ageist messages are everywhere. Lesbians of all ages must raise their awareness of the harm done by ageism and actively combat it.     

Women Aging Together in Community

SUMMARY

At a fiftieth birthday party 17 years ago, a group of women—lesbian, bisexual, and straight—decided to create a conscious community in which they could age together. The group, where they discuss this process and support each other, is politically and personally meaningful, and a buffer against the isolation and powerlessness many aging women experience. They meet monthly, and at weekend retreats twice a year. They have become a “family of choice,” sharing holidays and celebrations and supporting each other when necessary and possible. After several years, they decided to commit for life. In the group, each feels held and seen in the complex experience of aging in today's world.     

Reconceptualizing Community Organization in India

SUMMARY

This article traces the history of community organization (CO) in the disciplinary and practice arena in India. Although CO within the academia grew with social work, the trajectory of CO practice reveals an increasing tension with the discipline of social work, especially the way it is structured and taught in India. The interface with the community development (CD) programme of the government, as also the growth of the voluntary sector and the influence of new social movements, compelled a review of the orientation of CD and CO. A sectoral thrust on livelihoods, health, education, housing, wages, land alienation, access to entitlements along with the pluralization of debates on caste, ethnicity, tribal and gender identities enriched CO in India. The article offers a perspective on CO based on practice and the critical engagements of faculty members in one of the premier institutes of India which offers social work programmes. Concerted efforts to respond to the changing social and political context with consistent pro-poor stances provided unique insights which are reshaping, refining and re-conceptualizing the perspective of CO in India. This is reflected in course work, the conscious recasting of fieldwork, the criteria of selecting sites of practice and agencies, and the policy work undertaken by faculty members. Could the new curriculum be termed as transdisciplinary or is CO emerging as a distinct discipline? This is a question posed for further debate.
