Whereas digital technologies are often depicted as being capable of disrupting long-standing power structures and facilitating new governance mechanisms, the power reinforcement framework suggests that information and communications technologies tend to strengthen existing power arrangements within public organizations. This article revisits the 30-year-old power reinforcement framework by means of an empirical analysis on the use of mobile technology in a large-scale programme in Danish public sector home care. It explores whether and to what extent administrative management has controlled decision-making and gained most benefits from mobile technology use, relative to the effects of the technology on the street-level workers who deliver services. Current mobile technology-in-use might be less likely to be power reinforcing because it is far more decentralized and individualized than the mainly expert-dominated and centrally controlled technologies that were the main focus of the 1970s and 1980s studies. Yet this study concludes that there is general support for the reinforcement framework in the contemporary application of mobile technology in public sector home care.  相似文献

Social services are entering the information society. Over the past decades, information technology applications have slowly permeated service agencies. Although originally the domain of administrative and management staff, now core operational staff are also confronted with making increased use of technology. The way information management in human services is shaped is not only dependent upon technology, but increasingly seems to result from an interaction between social policy developments and information technology opportunities. Similarly, social policy developments are shaped by the existing information management infrastructure. One of the purposes of this paper is to explore–taking social services and social work as the exemplar, and mainly drawing upon experiences from the UK and the Netherlands–the relationship between new technology and the policy environment. We also reflect on whether or not this relationship is more complex than indicated by globalization and related post-Fordist theories.  相似文献

A combination of economic, demographic, and political factors is pressuring health care providers into improving discharge planning and long-term care services for their clients, particularly the elderly and poor. Case management, with its emphasis on patient assessment, monitoring, and program evaluation, is one tool increasingly adopted to accomplish these goals. ABSTRACT

In this article, we argue that to extend the research on performance management we need to examine further how organisational members interweave the technology of such management into their work. Using Maurice Merleau-Ponty’s philosophy, we question the notion that technology acts on bodies in a linear manner as ‘meat’ to be manipulated. His reversible ontology suggests that these materials can be woven into the flesh of organising in a multitude of ways. Specifically, we refer to professional rugby, and the manner in which its players utilise the technology of performance management, to forge a localised expression of sacrifice. We suggest that this expression provides a means for players to define and evaluate themselves against ‘good rugby’. As forms of evaluation may vary in organisations, we recommend that researchers do not solely associate performance management with metrics but also look to other, more localised, expressions to inform their work.  相似文献

Whilst the concept of resilience in engineering is mainly focussed on the availability of technical systems, we rather see resilience as socio-technical construct and show opportunities to encourage cooperative resilience with the help of cooperation technologies. After a general definition of resilience in our application field of emergency management and in the context of cooperative structures, we present our methodology and the developed cooperation technologies. They address the collaboration of diverse players (such as police, fire department, and citizen) in major emergencies. Finally we discuss the input of this technology for cooperative resilience to overcome crises of cooperation with the help of adaptability to modified realities by means of cooperation technology.  相似文献

The immediate future of human services and information technology is examined in terms of their unifying principles and potentials. Effects on human relationships are used as a departure point to forecast changes in professional training and work and changes in the problems people experience. Professional training will incorporate high skill levels in the use and application of information technology. Changes in professional work may include more home based work and more automation of professional tasks. Changes in the problems people experience are addressed in four areas: (1) near consequences of life in an intellect intensive society; (2) human services subject to dramatic improvement; (3) information technology as a "male" technology; and (4) the growth in social support networks. In this article, we advocate for innovation in public relations pedagogy by importing ideas and practices from four areas. The first area involves work on disruptive technology and education that applies lessons from Silicon Valley innovations to high school education. The second area considers how knowledge management and project management findings confirm the value of teaching as the cocreation of knowledge. The third draws parallels between the challenges of moving from traditional to future management and moving from traditional to future education. All three areas offer models for innovation by adopting a more improvisational, experimental, and risk-taking ethos in education. In the fourth area, we shift from theoretical advocacy to look at how these innovations feed into an example of public relations pedagogy as co-created stakeholder participation.  相似文献
