The failure of program evaluations to provide policy decision-makers with useful information is a familiar complaint. This paper discusses an approach towards designing and implementing more useful evaluations — the stakeholder survey. Stakeholders are individuals, or groups, who have a direct interest in the program being evaluated. The central premise of the paper is that the information needs of stakeholders should be incorporated directly into the formulation of evaluation objectives, and the design of the evaluation to achieve those objectives. The paper presents a rationale for the stakeholder survey, describes its major components, and reports on the application of the approach in a large program evaluation. Key issues involved in applying the approach are also considered. The evidence from this study suggests that such surveys are not only feasible, but also of considerable value to the evaluation team.  相似文献

A frustration often expressed by researchers and policy-makers in public health is an apparent mismatch between respective priorities and expectations for research. Academics bemoan an oversimplification of their work, a reticence for independent critique and the constant pressure to pursue evaluation funding. Meanwhile, policy-makers look for research reports written in plain language with clear application, which are attuned to current policy settings and produced quickly. In a context where there are calls in western nations for evidence based policy with stronger links to academic research, such a mismatch can present significant challenges to policy program evaluation. The purpose of this paper is to present one attempt to overcome these challenges. Specifically, the paper describes the development of a conceptual framework for a large-scale, multifaceted evaluation of an Australian Government health initiative to expand Nurse Practitioner models of practice in aged care service delivery. In doing so, the paper provides a brief review of key points for the facilitation of a strong research-policy nexus in public health evaluations, as well as describes how this particular evaluation embodies these key points. As such, the paper presents an evaluation approach which may be adopted and adapted by others undertaking public health policy program evaluations.  相似文献

Growing interest in the institutionalization of evaluation in the public administration raises the question as to which institutional arrangement offers optimal conditions for the utilization of evaluations. Institutional arrangement denotes the formal organization of processes and competencies, together with procedural rules, that are applicable independently of individual evaluation projects. It reflects the evaluation practice of an institution and defines the distance between evaluators and evaluees. This article outlines the results of a broad-based study of all 300 or so evaluations that the Swiss Federal Administration completed from 1999 to 2002. On this basis, it derives a theory of the influence of institutional factors on the utilization of evaluations.  相似文献

Although the Drug-Free Schools and Communities Act of 1986 and the 1989 Amendments to the Act require states to evaluate their drug-education programs, no guidelines for conducting these evaluations have been produced, and little has been reported on how the states are conducting such evaluations. In this article, the results of a telephone survey on current state-level efforts to evaluate school programs funded under the Act are reported. Some states report studies of the implementation of the program and some report drug- and alcohol-use surveys. Together, these two types of evaluation efforts form the foundation of an approach for conducting evaluations under the Act. Reasons are presented why experimental and quasi-experimental designs might be inappropriate and impractical for the evaluations, and an evaluation approach linking program implementation findings and drug- and alcohol-use survey results is suggested.  相似文献

This article presents the findings of a two-stage study that had two key objectives: to develop a theory about evaluation utilization in an educational organization and to apply this theory to promote evaluation utilization within the organization. The first stage involved a theoretical conceptualization using a participatory method of concept mapping. This process identified the modes of evaluation utilization within the organization, produced a representation of the relationship between them and led to a theory. The second stage examined the practical implications of this conceptualization in terms of how different stakeholders in the organization perceive the actual and preferable state of evaluation utilization within the organization (i.e. to what extent is evaluation utilized and to what extent should it be utilized). The participatory process of the study promoted the evaluation utilization by involving stakeholders, thus giving them a sense of ownership and improving communication between the evaluation unit and the stakeholders. In addition, understanding the evaluation needs of the stakeholders in the organization helped generate relevant and realizable evaluation processes. On a practical level, the results are currently shaping the evaluation plan and the place of evaluations within the organization.  相似文献

This study of evaluation utilization identified organizational, political, and practical arrangements which facilitated wide use of The Interim Report Evaluation in policy making for California's Early Childhood Education program. In a program fraught by tensions, where evaluations had been political tools, this evaluation was special. The research used a field study approach. Analysis was guided by literature on organizations, policymaking, and evaluation utilization. It identified techniques for maintaining political support, marshalling organizational resources, and designing and disseminating an evaluation that used an ethnographic approach and that was directly applied to policy deliberations. Such techniques have significance when evaluators and researchers need to convince policymakers of their worth. This case study adds to knowledge of the research/policy intersect, on ethnographic evaluation, and on state education policymaking.  相似文献

PurposeThis article explores the implications of outsourcing the evaluation function in South Africa, a context where there is a mismatch between evaluation supply and demand. It unpacks the tradeoffs between internal and external evaluation, and challenges some commonly held assumptions about both.ApproachBased on experiences as an internal evaluator, external evaluator, evaluation manager, and building evaluation capacity, the author explores how each role changes when evaluation is a scarce skill, and looks at implications outsourcing has for both the organization, and the evaluation.FindingsThe purpose of the evaluation must drive the decision to outsource. However, with changing models of collaboration, there may be hybrid options that allow organizations to build evaluation capacity.Practical implicationsOrganisations are faced with a trade-off between commissioning an evaluation, and building internal evaluation capacity. To better understand each approach, it is important to consider the purpose and context of the evaluation. This shifts some commonly held assumptions about internal and external evaluations. Re-examining these assumptions will help organizations make a more informed decision about an evaluation approach.Originality/valueThe field of evaluation is particularly concerned with evaluation use. Most of the literature on this has focused on the approach of individual evaluators, and insufficient attention has been paid to the institutional architecture of the evaluation. This article considers how some of the organisational structures around an evaluation contribute to evidence use, and the case study of South Africa also shifts the focus to the central but overlooked role of context in the debate.  相似文献

This methodological study examines an original data collection model designed to incorporate human factors and enhance data richness in qualitative and evaluation research. Evidence supporting this model is drawn from in-depth youth and adult interviews in one of the largest policy/program evaluations undertaken in the United States, the Drug, Alcohol, and Tobacco Education evaluation (77 districts, 118 schools). When applying the explicit observation technique (EOT)--the strategic and nonjudgmental disclosure of nonverbal human factor cues by the interviewer to the respondent during interview--data revealed the observation disclosure pattern. Here, respondents linked perceptions with policy or program implementation or effectiveness evidence. Although more research is needed, it is concluded that the EOT yields richer data when compared with traditional semistructured interviews and, thus, holds promise to enhance qualitative and evaluation research methods. Validity and reliability as well as qualitative and evaluation research considerations are discussed.  相似文献

Evaluating an innovation for federal, state, and local policymakers and program managers alike entails conflicting demands on the evaluation study. Policymakers at federal, state, and local levels are best assisted by impact evaluations, whereas state and local program managers are best assisted by process evaluations. In-house evaluators often have an advantage in conducting process evaluations; external evaluators generally have an advantage in conducting impact evaluations. A cost-effective approach may be to combine in-house process evaluation and external impact evaluation. This dual approach was found to reduce conflicting demands on the evaluation of an experimental videotex system for agricultural producers.  相似文献

Evaluation of teaching at universities is traditionally realized in terms of student ratings. Curriculum evaluation is rarely done in a systematic manner. More often, the emphasis is placed on a particular aspect, which is only of little help in terms of modifying education. A very prominent example is that of medical education. Here, evaluations of curricula primarily focus on new curricula by contrasting them to traditional ones. The article at hand deals with a different evaluation approach, in which five phases have to be considered and contrasting results to other teaching formats are not the main focus. In this article, the authors concentrate on the first phase (baseline evaluation) of the systematic evaluation of a medical curriculum. They describe several challenges of such an evaluation approach and illustrate the strategies used to overcome them. In addition, associated relevant empirical findings from this evaluation study are presented.  相似文献

This paper compares selected evaluation theories (Practical Participatory Evaluation, Values-Engaged Evaluation, Emergent Realist Evaluation) on the basis of their stated consequences. The discussion follows Mark's (2008) framework for research on evaluation and uses Miller's (2010) criteria of discernible impact and reproducibility in order to delineate the theories. The research on evaluation outcomes shows that some of the claims made by each evaluation theory are supported with evidence, but many substantial claims remain untested. The short term and long term goals espoused by each theory show noticeable differences in the consequences of each evaluation approach, with different emphases placed on organizational capacity, use of findings, or perceptions of the evaluation as outcomes of the prescribed evaluation approach.  相似文献

It is proposed that the present low level of utilization of evaluation findings is traceable in part to their failure to address directly the information needs of a clearly specified decision maker. An alternative model proceeding from such specification is proposed here, with evaluation closely interwoven with the on-going innovation process. The model suggests a number of implications for the organizational role of evalutors, for the design of evaluations, and for directions for methodological development. In particular, we suggest that evaluation designs be assessed against possible “threats to utility” as well as against the traditional “threads to validity.”  相似文献

A utilization-focused approach in evaluating this program would have placed more emphasis on clearly identifying evaluation users, their information needs, and likely use of findings. With the advantages of hindsight, it appears that such an approach might have led to greater focus on critical implementation issues that affected the eventual decision not to continue the program despite seemingly positive outcomes evaluation findings. Other methods options are also discussed, including the potential usefulness of critical case studies. Finally, there is discussion of how to prepare decision makers for utilization and work with them to interpret and apply findings.  相似文献

This paper explores the linkages between utilization and stakeholder participation in the evaluation process, specifically in the communication of results phase of evaluation. It is argued that key elements of a participatory evaluation process can be linked to meaningful and multiple forms of results utilization through cognitive and political uses of the evaluation process. The Federal Community Mental Health Centers Program (CMHC)-from 1963 to 1981-was heralded as a revolution in mental health care. Championed by many, and severely criticized by others, the actual impact of the program on the nation's mental health remains unclear. The authorization to evaluate the CMHC Program came originally from congressional legislation (PL 90-174), and later from the policies and regulations of NIMH under a series of Federal laws, notably PL 94-63. From 1976-1980, two dominant evaluation strategies were prevalent: funds expended by NIMH each year for studies of CMHC services or program-wide evaluations, and a much larger expenditure by CMHCs to conduct their own, independent evaluations following federal guidelines. As the Center's Program was turned over to the states in the form of block grants (PL 97-35), a group of professionals involved with setting and carrying out federal CMHC evaluation policy of both varieties met in public forum to debate the impact of these two evaluation approaches. While some participants cited gains in evaluation technology and impact upon local management of CMHCs, others found the lack of a coordinated and systematic approach to evaluating the CMHC Program to have been an opportunity missed. The impact of CMHC evaluation efforts are also discussed in terms of their major contribution to the field of evaluation research as a whole.  相似文献

The U.S. Department of Energy (DOE) is sponsoring and will be required to evaluate a wide range of conservation programs. The development of evaluation plans for such programs can often be improved by reviewing evaluations that have been done on similar programs. The Residential Conservation Service (RCS), sponsored by DOE, is discussed as an example of how conducting metaevaluations can improve evaluation planning. Many utilities have sponsored programs that are similar to the RCS. A review of the utility program evaluations suggested key methodological issues and data problems that should be considered in the development of an RCS evaluation plan. The implications of these metaevaluation findings for an RCS evaluation plan are discussed.  相似文献

Abstract

Social work change programmes rooted in a particular practice theory and design are increasingly a fixture of UK local authority social work and the focus of a small but developing body of research. However, in this research to date, there has been a lack of engagement with the perspectives of families. In this article, we detail findings from 23 family interviews undertaken as part of an independent evaluation of a social work change programme in a single local authority. These findings afford insight into the positive influence change programmes can have on engaging families and re-routing practitioners to work in a relationship-based way. They also illustrate the limitations for reshaping practice in the context of rising levels of need, a paucity of supportive provision, and administrative burdens remaining the same as before the introduction of a change programme. As part of the article, we offer some brief reflections on the recruitment of families for evaluative study to assist other researchers and local authority professionals who may be involved in comparable evaluations in future.  相似文献

Conflict of interest refers to a set of conditions in which professional judgment concerning the validity of research might be influenced by a secondary competing interest. The competing interest that has received most attention in the literature addressing the prevalence and effects of such conflicts on the practice of empirical research has been that of financial relationships between investigators and research sponsors. The potential for conflicts of interest to arise in the evaluation of drug prevention programs was raised by Moskowitz in this journal in 1993, but to date there has been no attempt made to estimate the scope of this problem. The present study addressed this issue using a sample of “model” school-based drug and violence prevention interventions by first, identifying the types or relationships that exist between program developers and program distributors, and, second, by assessing how many of the evaluations of these programs published in peer-reviewed journals had been conducted by the developers of the programs compared to independent evaluation teams. The data presented indicate that there are relatively few published evaluations that do not involve program developers and that there are few instances in which there is complete separation between the program developer and program distributor. Using the open systems model of the Institute of Medicine Committee on Research Integrity as a framework, it is argued that the culture and norms of the program developer and those of the program evaluator are fundamentally distinct and therefore failure to separate these roles produces high potential for conflict of interest to arise.  相似文献
