Although reinvention of government agencies is being extensively discussed, relatively little is known about the reinvention strategies of nonprofit organizations. This article reports survey results for a randomly selected group of nonprofit organizations from across the United States. We conclude that reinvention is being used as a management tool by nonprofit organizations and that it is affecting day‐to‐day operations. Regardless of how reinvention was implemented, these organizations generally view their reinvention activities as successful for increasing productivity, enhancing services, improving performance, and managing costs.  相似文献

Large health services organizations routinely support communitiesthrough provision of services. However, as these organizationshave also become important economic entities, they are increasinglyviewed as having significant potential to make additional contributionsto community development in a variety of ways. The incentivesfor large health services organizations to play broader communitydevelopment roles include the same business advantages thataccrue to other organizations that do so. This paper describes the contributions of voluntary organizations to the provision of social services for the elderly in Norway. It presents data on the volume of social services provided by Norwegian voluntary organizations and discusses the recognition that the central government gives to such organizations, as well as the conditions for supporting voluntary organizations in the Norwegian welfare state. The analysis indicates the scope of the contributions made by these organizations in caring for older people. Though the size of contributions made by the voluntary organizations has been declining rapidly in recent years, the Norwegian government still recognizes their past contributions and the role they can play within the framework of the welfare state's social services for the aged.  相似文献

This article examines the role of two successful grassroots women's organizations in empowering women in old age in Lima, Peru. These organizations include Comedores Populares (soup kitchens) and the Vaso de Leche (glass of milk) Program. The primary goal of both groups is poverty alleviation, specifically through improved nutrition. Through them, women have lobbied on issues such as provision of education and health services, and campaigned against the guerrilla insurgency of the 1980s and the early 1990s. However, evidence from three low-income settlements on the outskirts of Lima implied that no long-term support is available from these organizations to promote the welfare of elderly people. Also, the contribution that elderly members of households make to the work of the organizations is invisible and undervalued. Thus, these findings clearly suggest that even the most successful New Social Movements in Lima are also passive members of society in need of charity.  相似文献

Third-sector organizations provide essential services, but not all types of organizations operate equally well given different intensities of public problems. This article argues for maps that would help social service funding bodies. Those maps would include three elements: (1) a measure of service demanded by a community, (2) data on the full range of organizations able to supply those services, and (3) a chart that identifies those organizations that provide services at different intensities of need. By providing information about the supply of organizations in a community, with measures of demand for services, state funding bodies, foundations, and individual philanthropists can make informed decisions about where to allocate funds. An ideal map is illustrated by using the case of the Holy Cross Dispute (2001), whereby a host of voluntary sector organizations provided a voice for residents in this divided Belfast community. The result is a call for more intensive mapping exercises of voluntary sector social service provision.  相似文献

In Japan, a nonprofit organization system enacted in the late 1990s and the later introduction of privatization policies in human services were expected to overturn government dominance of nonprofit organization activities. By focusing on the long-term care insurance (LTCI) system, which privatized public human services for the first time in the country, this study empirically examines whether, and to what extent, nonprofit–government relationships in Japan have actually changed as a result of this new system. In addition, because LTCI newly allows for-profit organizations to provide services, the influence of such organizations were incorporated into the analysis. The outcomes of this study demonstrate that the government continues to extend its sphere of influence over nonprofit and for-profit organizations through LTCI. In addition, for-profit organizations appear to be more successful than nonprofit organizations, in that the former organizations have overcome their lack of experience as public service providers by taking over the roles that nonprofit organizations have traditionally occupied.  相似文献

We examined barriers to accessing HIV and sexual health services among gay and bisexual men (GBM) in Tasmania, Australia, using in-depth interviews. Most participants were satisfied with the care they had received at public sexual health services. Barriers included the limited number of services, concerns about anonymity and privacy in small communities, difficulties accessing services via a general practitioner, and perceived stigma and discrimination. Improving the accessibility and availability of HIV and sexual health services in Tasmania is crucial to promote the engagement of GBM, which could be achieved via combined efforts of government services and community organizations.  相似文献

Nonprofit human services organizations are playing an increasingly important role in the implementation of government programs. Yet little is known about how the fiscal affairs of these organizations are managed. This article explores the fiscal and budget practices of a group of affiliated nonprofit human services organizations in the western United States in an effort to provide a preliminary assessment of the capacities of these organizations, which have become so critical to the execution of public policy. The findings demonstrate that the organizations surveyed are making widespread use of many sophisticated management tools and methods in their budget processes.  相似文献

This article presents a case study of merging among nonprofit organizations that provide social and community services. The study sheds light on the dynamics and problems of merging nonprofit organizations, whose espoused ideology focuses on promoting the well-being of their clients. The author describes and analyzes a merger in metropolitan Jerusalem, Israel, and highlights the potential problems that may ultimately undermine its success. This merger is the outcome of an ongoing power and political struggle. The analysis focuses on the organizational ideologies and culture as well as the strategies and structure of the merging organizations. In addition, the author deals with the underlying motives for merging, the driving and restraining forces, and the implications of merging nonprofit community services organizations with other social and human services organizations.  相似文献

This study draws an economic model of the growth of nonprofit organizations by analyzing the behaviors of three major actors—nonprofit organizations, private donors, and governments—in making decisions on the allocation of limited resources for nonprofit services. Since decisions made by each actor affect resource allocation, it is important to understand what drives these decisions. The model was tested using an unbalanced, 463 panel dataset collected from 28 OECD countries over a 23-year period. The results indicated that macro- and micro-economic trends and government policies framed the decision premises of the three major actors, which led them to leverage the supply and demand for goods and services and, in turn, determined how they allocated limited resources for nonprofit services. This result implies that understanding the interdependencies of all sectors of the economy is critical to comprehending the size and development of the nonprofit sector. Effective management of micro-economic policies and macro-economic stability is necessary. More important, however, is understanding how a decision in one part of the economy will have intended and unintended effects on the nonprofit sector.  相似文献

Nonprofit organizations operate in tumultuous times characterized by constrained funding, increased competition, and greater demand for social services. Existing bases of intangible and tangible assets often are insufficient to fulfill service missions. These organizations appear to be responding by joining forces and restructuring to better accommodate diminished resources. Relatively little is known about the reorganization strategies being employed. The study described in this chapter examined the phenomenon of organizational restructuring among nonprofit hospice organizations. In particular, it identified the factors that propel nonprofits to pursue restructuring as a strategic solution, the elements that impede such restructuring efforts, and how organizations that pursue and implement restructuring differ from those that do not. The study found that an organization's relative placement along a continuum of political and economic strength is determinative in the outcome of its restructuring efforts. Those that take affirmative steps operate from a position of economic strength and exhibit independence in governance and decision making; those that do not are impeded by internal political factors.  相似文献

A national postal survey of voluntay organizations providing for children with life-limiting incurable disorders (n = 147) is described. The majority of organizations originated from the motivation of parents or care workers in response to deficiencies in service provision from other agencies. A wide variety of services were available from the organizations with over half providing an information service, emotional support and counselling, patient and family support and a telephone helpline. The provision of some services, for example respite care, was, hoverer, associated with the size of annual budgets. Publicity, referral and funding arrangements are also discussed. The role of voluntary organizations as partners in care with statutory agencies is discussed in the light of instability of funding arrangements and the use of health and social work staff as the main source of information about voluntary services to parents. Areas of further research in this field are suggested.  相似文献

Many essential public services are provided through networks of community‐based nonprofit organizations. Previous research has demonstrated that simply providing additional resources to these organizations is insufficient to better address demands for public services. We also know little about how and why these organizations adopt network‐level objectives related to service provision. In this analysis, we expand the focus of service provision beyond capacity to incorporate the unique roles that define the very existence of nonprofit organizations, and how these roles affect organizational behavior with respect to service network objectives. We use focus group, survey, and administrative data from one hundred community‐based nonprofit organizations in an emergency food service network to explore the relationships among capacity, roles, and specific program objectives.  相似文献

This study analyzes the implications of government‐contract funding on the staffing pattern of a nonprofit agency, the Canadian Red Cross, Toronto Region. Furthermore, the study explains the implications of the staffing pattern on services and on the agency's organization. Staffing is one area that the literature on nonprofit organizations has not adequately addressed. The findings indicate that contract‐based funding leads to the hiring of temporary staff and affects the retention of employees. Although contract funding has some benefits, temporary staffing is detrimental to the agency's services. It affects not only employee recruitment and retention but also training. The results highlight how change in government funding from grants to contracts resulted in the agency's new staffing strategy and ultimately reduced the effectiveness of the services the agency provided to the community.  相似文献

This paper discusses the Ontario Brain Institute’s theory of change for the Evaluation Support Program, a program designed to enhance the role of community organizations in providing care and services for people living with a brain disorder. This is done by helping community organizations build evaluation capacity and foster the use of evidence to inform their activities and services. Helping organizations to build capacities to track the ‘key ingredients’ of their successes will help ensure that successes are replicated and services can be improved to maximize the benefit that people receive from them. This paper describes the hypothesized outcomes and early impacts of the Evaluation Support Program, as well as how the program will contribute to the field of evaluation capacity building.  相似文献

Abstract

Despite public policies that promote an increased role for faith-based organizations in the delivery of publicly supported services, insufficient attention has been paid to assessing how service delivery by faith-based and secular providers might differ. This study considers the issues involved in evaluating the role of faith-based organizations within the broad context of a community's social service offerings. Criteria are developed for assessing role differences by comparing the types of services, delivery approaches, and service locations offered by different types of providers. The approach is then illustrated using a large sample of social service providers in Los Angeles County. Important role differences are revealed. Faith-based organizations offer fewer and different types of services than their secular counterparts. The results suggest a modest and focused role for faith-based organizations in social service delivery, but one that is complementary to the efforts of secular providers. The methodological issues raised by such analyses are highlighted.  相似文献

Scholars agree that we live in a society in which the lion’s share of human needs is supplied by formal organizations. This article deals with how society reached this situation and the challenges embedded in it. We will postulate that there are three basic narratives of human services, which we have named the progress, the social disintegration, and the power narrative. The narratives will be demonstrated through examples from the field of juvenile and adolescent mental health services. We claim that meaningful professional training in human services must expose students to the interpretations, insights, and possible directions for practice in light of each of the narratives.  相似文献

This paper discusses six youth service organizations that represent different solutions to the same problem: the acceptance of sexual minority youth. These solutions include youth-led groups, organizations dedicated to training and education, and agencies that provide direct services to youth. This chapter tries to bring some insight into the forces that formed these groups and discusses some of the new directions in the youth service community. Although each of these groups started with different structures and services, many have evolved to offer a common set of services. Future organizations will be able to benefit from this by assembling programs from the model components that have already been implemented. Future work should enhance those effective service components that have received little attention and develop new models to meet youth needs.  相似文献
