11月29日,国务院扶贫办外资中心党支部与长丰村党支部的共建活动教育中心竣工揭牌. 2010年5月,国务院扶贫办外资中心在长丰村启动了为期3年的共建活动,半年多来已取得阶段性成果,外资中心党支部党员干部先后4次赴红安县长丰村学习交流,依托李先念纪念馆在当地建立了"红色扶贫教育基地",并出资50万元共建经费用于"共建活动教育中心"的建设.

Before independence, the Zimbabwe Republic police force worked in a Law and Order approach. After independence, policing was to involve popular participation. Community Relations Liaison Officers were trained in systemic counselling skills to equip them for the work. Case vignettes show both the challenges and police response.

警察防卫控制技能是警察用来进行自我保护和制服、抓获、控制人犯的一种专门技能,是警察有效制服暴力犯罪的强制性手段,在暴力犯罪依然严峻的时期,警察防卫控制技能越发凸显它的重要性。要从建立警察"逢晋必训警体"制度入手、各级领导高度重视组织各种形式的训练、加强警察元学习方法的指导以及警察自身的正确认知来提高警察防卫控制技能水平,提高警察队伍的战斗力。

Training Police Social Workers: A Neglected Area of Social Work Education

This article begins with a discussion of the vital need for collaboration between social work and law enforcement professionals, with particular emphasis on the need for comprehensive training programs combining criminal justice and social work knowledge. It then documents several historical recommendations for training police social workers that are relevant today, and suggests that social work education programs of the future include provisions for transmitting social work knowledge to police officers. Similarly, social workers planning to practice in criminal justice settings need to have training in the administration of justice.     

A Note on Police Response to the Female Complainant

Police treatment of domestic violence has generated considerable debate between feminists and the police. Feminists attribute the low arrest rate in domestic assaults to sexist attitudes about the marriage relationship and the credibility of female complainants. Conversely, police explain failure to arrest by noting that criminal law precludes warrantless misdemeanor arrests (the most frequent type of assault) uless the crime was committed in an officer's presence. This research analyzes police treatment of domestic assaults. It is based on an examination of police reports from three jurisdictions. Additionally, survey data on police perceptions of female complainants in domestic assaults and the effect of such perceptions on self-reported police treatment of these assaults is also presented. The results indicate a discrepancy between the actually handling of reported domestic assaults and the respondents' verbal reconstructions of their behavior in such cases. The data demonstrate partial support for the contentions of both groups.     

Neighborhood Organizations and Resident Assistance to Police1

Police and scholars note that successful crime fighting requires police and residents to “co‐produce” public safety. However, residents are often reluctant to get involved in policing initiatives or even report crimes they witness. One possible means of stimulating resident involvement in crime‐control activities is through neighborhood organizations. This research, conducted on 1,313 residents of 42 neighborhoods in western South Carolina, investigates whether neighborhood organization participation increases the likelihood of assisting police in crime‐control efforts. Results indicate that organization participants are more likely to assist police than are nonparticipants, even after controlling for social cohesion, perceptions of police legitimacy, various policing strategies, fear of crime, and demographic factors.
