SR visits: bringing electronic access to the census bureau library

Abstract

The United States Census Bureau Library, acting on a study commissioned in 2002, has undertaken to improve electronic access for their patrons. The library provides e-journal and database access. The staff relies on usage statistics from these resources to sharpen the focus of the collection. Through an aggressive outreach program Census Bureau employees learn about these new products and services. Future plans include adding more e-journals, an open OPAC, and a new library building.     

General characteristics of the electronic data processing system for the national census of 1988

The author describes in detail the procedures used in transferring population census data from the individual questionnaires to machine-readable form and the interim controls employed in the Central Statistical Agency of Poland and its regional offices.     

A controversial census topic: race and ethnicity in the British census

"This paper examines attempts to collect data on a politically controversial topic, race and ethnicity, in the British Census of Population in the post-war period. It discusses an indirect, proxy method of inferring race or ethnicity by asking for the country of birth of the respondent and of his parents, and a direct question where the respondent is asked to identify his racial or ethnic group. Different versions of the direct question are examined, as is the 1979 Census test, which resulted in considerable public resistance to the question. Following the exclusion of the direct question from the 1981 Census, the subject was reviewed by the Parliamentary Home Affairs Committee, the results of whose report--including practical suggestions as to question wording--are discussed."     

Households and families according to the 1984 census

The results of the 1984 population and household census indicate that the trend toward smaller households in Poland has been reversed. The causes of this change, which goes against the general trend in developed countries, are considered. In addition to the impact of changed economic conditions, the author notes changes in the interpretation of the term household that affect the results in question.     

Breaking the boundaries: geographical approaches to integrating 200 years of the census

Summary:  The census and similar sources of data have been published for two centuries so the information that they contain should provide an unparalleled insight into the changing population of Britain over this time period. To date, however, the seemingly trivial problem of changes in boundaries has seriously hampered the use of these sources as they make it impossible to create long run time series of spatially detailed data. The paper reviews methodologies that attempt to resolve this problem by using geographical information systems and areal inter-polation to allow the reallocation of data from one set of administrative units onto another. This makes it possible to examine change over time for a standard geography and thus it becomes possible to unlock the spatial detail and the temporal depth that are held in the census and in related sources.

Ethnic group and the British census: the search for a question

"The 1991 census contained, for the first time, a question on the ethnic group of each member of the population of Great Britain. This paper reports on how a question was developed which has a sufficiently high degree of acceptance from all the main ethnic groups, and which is answered sufficiently accurately, to justify inclusion in the census."     

Using the 2001 census to study human capital movements affecting Britain's larger cities: insights and issues

Summary.  Human capital is increasingly being recognized as crucial to the sustained growth of British cities, and the population census is unrivalled as a source of data on the characteristics of people moving to and from cities. Taking advantage of new features in the 2001 census, the paper examines how successful 27 of Britain's largest cities and their regions are in maintaining their labour force complement, giving particular attention to young adults and people working in high level occupations. Considerable variation is apparent between city regions, but the interpretation of results is somewhat hampered by limitations in the census data, prompting recommendations for future data collection.     

Federal statistics in a complex environment: the case of the 1980 census

A discussion of the 1980 U.S. census is presented. The authors suggest that the taking of a national census is not just a statistical exercise, but an exercise involving ethics, epistemology, law, and politics. They contend that conducting a national census can be defined as an ill-structured problem in which the various complexities imposed by multidisciplinarity cannot be separated. "The 1980 census is discussed as an ill-structured problem, and a method for treating such problems is presented, within which statistical information is only one component."     

An improved estimator of omission rate for census count: With particular reference to India

ABSTRACT

Every large census operation should undergo evaluation programs to find the sources and extent of inherent coverage errors. In this article, we briefly discuss the statistical methodology to estimate the omission rate in Indian census using dual-system estimation (DSE) technique. We have explicitly studied the correlation bias factor involved in the estimate, its extent, and consequences. A new potential source of bias in the estimate is identified and discussed. During the survey, more efficient enumerators compared to the census operations are appointed, and this fact may inflate the dependency between two lists and lead to a significant bias. Some examples are given to demonstrate this argument in various plausible situations. We have suggested one simple and flexible approach which can control this bias. Our proposed estimator can efficiently overcome the potential bias by achieving the desired degree of accuracy (almost unbiased) with relatively higher efficiency. Overall improvements in the results are explored through simulation study on different populations.
