A household is considered asset poor if its assets (financial assets or net worth, taken separately) are insufficient to maintain well‐being at a low‐income threshold for 3 months. We provide the first national‐level estimates of asset poverty for Canada, using the 1999, 2005, and 2012 cycles of the Survey of Financial Security, and juxtapose these estimates with income poverty. The analysis provides new insight into economic insecurity by showing that asset poverty rates are consistently two to three times higher than income poverty rates. In addition to the prevalence of asset poverty across socio‐demographic groups, we analyzed how the composition of the poor change over time. Age and geography shape the risk for asset poverty in distinct ways. We found that while education appears to play a comparable role in shaping both income poverty and asset poverty, immigration places Canadians at a relatively higher risk of income poverty but not asset poverty. Key Practitioner Message: ? Practitioners ought to consider assets as well as income in assessing economic vulnerability; ? Asset poverty levels are 2–3 times higher than income poverty levels; ? Both Canada and the United States are considered liberal welfare states, yet exhibit notable differences in income poverty attributed to social policy. While a more generous welfare system lifts many above income poverty, models of household financial behaviour suggest that more income from the state should displace private savings via a substitution effect. Using nationally representative wealth surveys from Canada and the US from 1998/1999 to 2016 we extend knowledge on the relationship between the welfare state and private wealth accumulation. Specifically, we study household asset poverty defined as financial asset levels that fall below three-month adjusted income poverty threshold. Asset poverty rates varied over time in the two countries and were higher in the less generous US welfare state. Further, income transfer share was positively related to asset poverty in Canada but not in the US. Counterfactual estimates offered evidence of the substitution effect in Canada, where higher levels of transfers may crowd out private asset accumulation. Results invite further consideration of the concept of asset poverty and its relationship to welfare state characteristics.  相似文献

Objective. Over the past decade, federal and state governments have substantially liberalized asset limits in welfare. This article examines whether this policy change promotes asset accumulation among the target population of actual and potential welfare recipients. Methods. Utilizing household data from the Panel Study of Income Dynamics as well as state data, this study employs a difference‐in‐difference approach in order to determine whether state asset limits affect the target population's financial and vehicle asset accumulation. This study develops a new policy measure that considers the time period following the adoption of liberalized asset limits. Results. Analysis results suggest that increased asset limits may have successfully encouraged the target population's asset accumulation. The earlier a state raised its asset limit, the more likely welfare recipients were to accumulate financial assets and to possess bank accounts. Conclusion. It is recommended to liberalize asset eligibility rules to promote long‐term economic advancement of poor households.  相似文献

This study examined: (i) Kosovo's social policy's poverty and inequality outcomes in recent history, namely during Yugoslav self‐management socialism (1952–1989), the United Nations Mission in Kosovo (UNMIK) (1999–2008) and independence (2008 onwards), and (ii) the impact of local politics in the more recent trajectory of social policy. The study shows that the poverty rate after the war (1999) is significantly lower than it was during socialism, but that there is persistent high and deepening Gini inequality and social exclusion. Transfers and taxes of the residual‐liberal policy have reduced more pretransfer–pretax inequality, and especially poverty, compared with self‐management's insurance‐dominated socialism, but their effectiveness is declining due to the policy's underlying long‐term, pro‐market logic and its increasing particularism with respect to short‐term transfers. The article argues that the main local political cleavages have originated from self‐management socialism's extensive stratification. These cleavages matter in distributive conflicts, and they mattered also during the UNMIK period by easing the pathway for the unprecedented influence international organisations have had on policy formation.  相似文献

This study analysed the causes behind changes in the poverty rate among young South Korean households, using the 1995, 2006 and 2016 Household Income and Expenditure Survey. Labour market instability has intensified since the Asian economic crisis of 1997. This has increased the risk of poverty among young people who lack financial assets and must obtain economic security through work. The poverty rates among people aged 18–29 have steadily increased. Using Oaxaca–Blinder decomposition, this study evaluated the contribution that characteristics and structure make to poverty rate changes. The study found that the poverty rate was lower in households with a higher level of education and in households with fewer members. The study also found that the poverty rate was higher in female‐headed households and in households where fewer of its members were employed. Furthermore, the poverty rate was found to have increased among the younger population in general. These findings indicate that social policies should take into consideration the changing life circumstances of young adults.  相似文献

Asset‐building as an anti‐poverty policy emphasizes helping the poor to save and accumulate wealth so as to promote future financial well‐being. This article focuses on how asset‐building discourse is practiced at the frontlines and its implications for how workers come to address issues of poverty. Drawing on qualitative data from a case study of a matched savings programme in the USA, the study finds that asset‐building discourse as enacted by workers is fundamentally contradictory: it promotes the idea that the poor can acquire financial literacy, but simultaneously works to discipline the poor to thoughtlessly save out of habit. More priority is placed on inculcating the habit of saving rather than teaching economically rational decision‐making. These findings indicate that asset‐building is consistent with a neo‐liberal outlook that focuses on disciplining the poor to be market compliant irrespective of whether their participation in market‐based activities effectively addresses the challenges of living in poverty.  相似文献

This study was prompted by discrepancies observed between the quantitative expansion and the qualitative stalemate in social policy in South Korea. Despite a revamped social security system, changes in South Korean social policies have not led to significant coverage expansion or improved income and poverty distribution. The frequent appearance of the Korean proverb that ‘even the King cannot save the poor’ in policy participants' narratives reflects a lack of confidence in the Government's ability to address persistent social disadvantages and the prevalence of a fatalistic policy perspective. This proverb has a conceptual affinity with an individualistic approach and has effectively functioned as a governance tool to oppress the progress of welfare rights. This research shows that an expenditure‐based model could lead to actual policy situations being misrepresented. Further, institutional policy arrangements may not be a sufficient condition for improving policy performance. It is suggested that a rights‐based approach should be adopted for both theorization of the transition of the welfare regimes and discursive practice for a policy paradigm change.  相似文献

China's health care reform of the 1990s has not yielded much success. The market‐oriented health system has resulted in declines in fairness of health services and efficiency of investment in the health sector. Further health care reform will be required. Among many options, asset‐based policy has demonstrated some potential in domestic policy development. To provide evidence to inform health policy development in China, this study focuses on the effects of household assets on health in China. Specifically, the current study examines how household assets may affect health status and how assets differ from income in predicting health status. Using a random sample of Chinese elderly, we find that asset holding in the form of household durables and household utilities has both direct and indirect effects on health status. Household assets directly affect access to medical care and indirectly affect health by influencing health behaviour and psychological condition. In other words, in addition to economic effects, household assets appear to have behavioural and psychological effects on health. Interestingly, these effects appear to be associated with assets, but not with income. Implications for asset building policy are suggested as a complement to existing health care models.

In the context of global developments in the measurement of child poverty, this article critiques the limited success of the Indian government to develop a comprehensive social policy approach to address multi‐faceted deprivation suffered by Indian children. Since independence in 1947, Indian governments have focused on childhood deprivation through various programmes to improve food security, education and health. However, these programmes have functioned in siloes without any linkages to each other, along with poor budgetary commitment which has resulted in sub‐optimal policy outcomes. Based on the theoretical approaches of Amartya Sen's capability approach and Townsend's consensual approach to poverty measurement, this article highlights the intrinsic importance of child well‐being to society. To achieve its objectives, the article is organized into four main parts. First, the article provides an overview of Indian children's deprivation and poverty, and the policy approach. Second, it provides conceptual advancements globally on the measurement of child poverty and deprivation. Third, it highlights the importance of utilizing these indicators to measure child poverty in the Indian context. Fourth, it concludes with a critical analysis of children's budgets and social policy in India to highlight that the Indian government's approach towards child well‐being is not only conceptually flawed, but that its commitment is extremely poor.  相似文献

In response to growing rural–urban inequality, China is undertaking a series of policy initiatives to promote rural development. In addition to redistributive policy aiming at social protection, asset‐based policy, which integrates social protection and social investment, are a viable option for progressive rural development. In 1998, the Hutubi local government in Xinjiang, China, implemented an innovative retirement programme that allows account holders to use accounts as legal collateral to borrow small loans and invest in productive assets, education, and small businesses. Using the data gathered by the programme organizers and in‐depth interviews with programme participants, this case study closely examines the Hutubi programme. We examine the programme's key features, which have effectively encouraged asset building in a rural community, and identify the programme's strengths and weaknesses. The success of the Hutubi programme has implications for asset‐based policy development in rural China.

Despite its rapid economic growth, China remains a developing country facing serious challenges of poverty and inequality. This article examines the development and effectiveness of China's primary anti‐poverty family policy, the Minimum Living Standard Assurance (MLSA, or Dibao). Using rich administrative data and building on the existing literature, this article provides a critical evaluation of MLSA's benefit generosity, coverage, targeting, and anti‐poverty effectiveness. To help reinforce MLSA's anti‐poverty impacts, local governments in recent years have implemented a series of supplementary policies and programs, including health, education, housing, and work support programs. This article also provides an assessment of these supplementary policies and programs and draws policy implications for the ongoing expansion of the Chinese government's anti‐poverty efforts.  相似文献

ABSTRACT

Previous studies have shown that elderly Asian immigrants face greater risks for living in poverty compared with their native contemporaries. Particularly, Korean immigrant older adults are reported to be most likely to experience poverty among many Asian immigrant groups. The purpose of this study is to examine the extent to which demographic, human capital, and social exclusion factors contribute to such economic vulnerability among Korean immigrant older adults. Adding to previous research, this study broadly conceptualizes social exclusion and tests for its additive effects on poverty using nationally representative public data of Korean immigrant older adults. From the 2008–2010 Public Use Microdata Sample of the American Community Survey, this study extracts a sample that consists of individuals aged 65 years and older whose national origin is Korean, who were not born in the United States, and thereafter immigrated to the United States (N = 3,820). The findings indicate that 3 dimensions of social exclusion—exclusion from social and civic life, exclusion from asset building, and exclusion from the labor market—contribute significantly to Korean immigrant older adults’ odds of living in poverty. The study concludes with practice implications for socially inclusive workforce development as a way to ameliorate economic afflictions among Korean immigrant older adults.  相似文献

In 2010, the Korean government introduced the Hope Growing Account (Hope) program. The Hope program combines elements of a social assistance scheme (monthly income grants) with matched funds for savings to encourage the working poor to increase income and build assets. This longitudinal study estimated changes in household economic well‐being among 895 low‐income households who participated in Hope between 2010 and 2012. Economic well‐being was measured by changes in household monthly income and income‐to‐needs ratio. The adjusted difference‐in‐differences estimation revealed that the impact of Hope varied over household income distributions: lower income households were more likely to increase their monthly earned income and income‐to‐needs ratio compared to demographically similar non‐participants, while higher income households were less likely to increase their income and income‐to‐needs ratio. We describe how future research is needed to better understand how the Hope program impacts household assets and behavioral changes in the long run.  相似文献

Created to address some of the limitations in China's rural retirement insurance policy, the Hutubi Model represents an innovative approach to asset building. A key feature of the model, the Hutubi loan programme, operated in Hutubi County, Xinjiang, China, from 1998 to 2010. It allowed farmers in Hutubi to borrow against their rural retirement accounts, taking loans for investment in farming and other priorities. This study examines the institutional incentives and structures that enabled the programme to help farmers build assets. We also discuss the programme's implications for the development of asset-based social policy in rural China and consider recent policy developments there. Among these is a new rural retirement social insurance programme.  相似文献

In May 2008, a severe earthquake struck Sichuan Province, devastating many rural communities. Mudslides followed in 2010, undermining some attempts to rebuild. Despite rapid reconstruction efforts by the Chinese central government, many survivors faced uncertainty and substantial challenges. To support rural survivors' efforts to regain livelihoods and hope, social workers launched several asset-building initiatives in the area. The use of asset building as a strategy to address poverty emerged in the United States in the 1990s and spread to Chinese communities in Taiwan and Hong Kong, but there have been only a few efforts to apply the strategy in rural China. This article discusses the conceptual framework of asset building and details asset-building efforts in disaster-stricken rural communities. The article also documents an evolution in the concept of assets and proposes that the concept should be broadened further to include two additional types of assets: social and cultural.  相似文献

It considers the theoretical framework guiding asset‐based development and the accompanying set of programmatic and policy‐level tools for poverty alleviation in SSA. After considering the recent historical and theoretical contexts of the approach, the authors examine the potential of asset‐based development programs, specifically savings‐led microfinance programs for the poor, to engender development and, more specifically, poverty alleviation in the region. The extent of income poverty and its socio‐demographic composition are examined using all ABS income surveys conducted over the period 1982 to 2004. There has been some increase in the proportion of the population in poverty, particularly since 1997, but of more note are the substantial changes in the socio‐demographic composition of those in poverty. Compared with the start of the sample period, persons in poverty at the end of the period were much more likely to be older, in families without dependent children, holding post‐school qualifications and/or foreign‐born. In part, these changes reflect broader changes in the composition of the population. However, changes in the risks of poverty associated with different characteristics have also produced large changes in the composition of the poor, and have in some cases counteracted or reversed effects of demographic change. Specifically, the risk of poverty has increased for the elderly, non‐dependent youth, single people, foreign‐born persons and those without post‐school qualifications, and it has decreased for sole parent families and residents of Queensland, the ACT and the Northern Territory.  相似文献

There has been limited empirical research on the interaction between media influence and governments' decision-making in the social policy field. Drawing on a wider study of the ideation of poverty in South Korea, this research tests if policy ideas represented in the media have bottom-up framing effects on policymaking and can be a reliable indicator of the government's social policy efforts. This study analysed the editorials of major Korean daily newspapers, over the period of a decade from 2000 to 2009. The analysis outcomes identified a significant correlation between the extent of poverty discussions in the media and government welfare spending.  相似文献

Using a nationally representative sample dataset from the 2016 Korean Welfare Panel Study, we examined the anti‐poverty effects of income transfers in people with disabilities. Our findings indicate that in households with a person with a disability, income transfers decreased by 55.9% and 84.8% of the pre‐transfer poverty rate and poverty gap, respectively. Before income transfers, households with a person with a disability were 1.94 times more likely to be poor compared to those without a person with a disability. When income transfers were offered, the chance of being poor in the disability group was only 1.11 times higher than that in the non‐disability group. Findings from the aggregated data suggest that means‐tested income transfers were more effective in reducing poverty levels than social insurance or private income transfers. At the individual level, the provision of means‐tested programs was also more likely to decrease the likelihood of experiencing poverty than social insurance and private income transfers.  相似文献
