Despite the large number of migrants at both international and internal scales in developing countries, literature on building the links between the two migration processes is still lacking. Using survey data from China's Fujian Province, we elaborate a novel link between international and internal migration processes by examining the response of internal migration to international migration in the migrant origins. Our findings suggest that emigration of one individual initially deterred the internal migration of other family members. Yet, over time individuals from emigrant‐related households had an increasing propensity to migrate internally. During the internal migration process, emigrants’ family members received greater financial returns and had reached farther destinations than other internal migrants. Those emigrant‐related internal migrants with enhanced economic profiles would benefit their domestic destinations in a variety of ways. These benefits support a more optimistic view on the impact of international migration on the development of migrant‐sending countries.  相似文献

World polity embeddedness has traditionally been measured by state and civil participation in formal venues, including international organizations, multilateral agreements, and world conferences. In this study, we highlight an alternative form of embeddedness found in cross‐national social relations and apply this framework to the human rights sector of the world polity. Specifically, we propose that the international migrant community diffuses human rights values and practices via (1) local performance and (2) cross‐national communication. Using data from the World Values Survey, we first show that immigrants are more likely to embrace, and actively participate in, the human rights movement. Next, using network data that report country‐to‐country bilateral flows, we observe a high degree of correspondence between international migration and telecommunications, confirming previous studies that trace telephone traffic to the flow of people. Finally, analyzing a balanced data set of 333 observations across 111 countries spanning the 1975–2000 period, we use ordered probit regression to assess the local and cross‐national effects of migrants on a state’s human rights record. We find that a country’s immigration level and its in‐degree centrality in international telecommunications both positively affect its Amnesty International rating, and that these effects are robust to a number of alternative specifications.  相似文献

This study contributes to the literature of migration studies by addressing the question: why does international migration persist despite welfare improvements in migrant‐sending countries? We propose that the human rights condition of the origin countries is an important determinant of global migration. Although the human rights issue is not new to researchers in migration studies, the concern is primarily about the rights of migrants, refugees, asylum seekers or migrant workers in a host country. We undertake a bilateral panel data analysis to examine the pattern of global bilateral migration between 1995 and 2010. We find that international migration is positively associated with human rights conditions and income. Similar results are also obtained when we control for multilateral resistance and possible sample selection biases in a panel context. Our study implies that efforts to promote human rights may also be assessed in relation to their contribution to migration flows.  相似文献

Asia is gaining prominence as a destination for millions of migrants, totaling to about one-third of total international migrants. The privileged migrants (highly skilled and affluent) make up a large part of this group. They remain a fertile ground for scholarly examination owing to the fact that extremely scarce research attention has been paid to this group. Within this context, this paper focuses on the sense of belonging of this migrant group in the host countries. We argue that professional hierarchy; socioeconomic and sociocultural factors contribute to the privileged migrants’ positionality as an insider or outsider in the host country. In this research, four Southeast Asian countries (Singapore, Malaysia, Brunei, and Thailand) are selected. Via multiplex communication (WhatsApp, email, and phone calls), a total of 27 interviews were conducted. Findings suggest that most of the privileged migrants position themselves as an outsider for multifaceted factors.  相似文献

Studies on the transnational family highlight the emotional difficulties of migrant parents separated from their children through international migration. This article consists of a large‐scale quantitative investigation into the insights of transnational family literature by examining the well‐being of transnational parents compared with that of parents who live with their children in the destination country. Furthermore, through a survey of Angolan migrant parents in both the Netherlands and Portugal, we compare the contexts of two receiving country. Our study shows transnational parents are worse off than their non‐transnational counterparts in terms of four measures of well‐being – health, life satisfaction, happiness, and emotional well‐being. Although studies on migrant well‐being tend to focus exclusively on the characteristics of the receiving countries, our findings suggest that, to understand migrant parents' well‐being, a transnational perspective should also consider the existence of children in the migrant sending country. Finally, comparing the same population in two countries revealed that the receiving country effects the way in which transnational parenting is associated with migrant well‐being.  相似文献

Existing research on international migration has focused on the importance of social networks and social capital in the countries of origin and destination. However, much less is known about the importance of social networks and associated social capital in transit countries. Drawing on ethnographic research on Iranian transit migrants in Turkey, this paper argues that migrant networks and social capital are equally important in transit countries. These networks, however, do not always generate positive social capital for Iranian migrants as there are scarce resources and there is no “enforceable trust”. Iranian migrant networks reorganized in a transit country like Turkey are not static structures and they are largely affected by macro‐variables such as current immigration and asylum policies of Turkey and Europe, transnationalism and globalization, and other place‐specific features like Turkey’s location bridging East and West, the existence of human smuggling networks, and its proximity to Iran. But Iranian migrant networks in Turkey are also affected by micro‐variables, such as gender, religion, and ethnicity of individual migrants.  相似文献

The paper explores the relationship between the demographic transition and international migration, that is, between population dynamics and direct connectivity between peoples. The first part examines how ideas conveyed by migrants to non‐migrants of their community of origin are susceptible to impact on practices that lead to the reduction of birth rates in source countries of migration and concludes that international migration may be one of the mechanisms through which demographic transition is disseminated. The second part shows that declining birth rates in origin countries generate a new profile of the migrant and suggests that future migrants will typically leave no spouses or children in the home country and therefore their objective will no longer be to improve the family’s standing at home for the mere reason that there is no longer such a family, but to increase opportunities for themselves. Migration policies of origin countries on remittances as well as those of destination countries on family reunification will have to be reconsidered.  相似文献

This article explores the migrant networks that develop between migrants, non‐migrants and the larger Indian diaspora. Specifically, it examines the decision to migrate to Toronto, Canada and how this decision is shaped by, and in turn shapes the migrant network. Based on 35 interviews with migrants from Karnataka, South India, two main findings are presented. First, migrants are deliberately choosing settlement countries in which their families are not yet located, thereby becoming “migrant pioneers” in their country of settlement, which is an attempt to expand their migrant networks globally. Second, the narratives these migrants receive and subsequently impart to others are often inaccurate, which can lead to miscommunication flows among these migrant networks. These findings are considered in light of the large body of research on migrant networks and the ways they develop and transmit information. This paper argues that existing understanding of migrant networks is somewhat static. Findings indicate that these “migrant pioneers” may be engaging in global risk‐diversification strategies for subsequent generations, but may themselves suffer from the more immediate consequences of misinformed networks.  相似文献

Since 2000, and especially since 2007, there has been a reduction in the importance of international migration and remittances in major global sending regions as a result of recession in receiving countries, anti‐immigrant policies, and improvement in economic opportunities in origin countries. A household survey in five rural communities in Zacatecas, Mexico, in 1995 and again in 2009 exemplifies these trends. Among youthful adults likely to have first migrated in the decade prior to each of these years, there was a significant drop in the proportion of active migrants. Among the active migrants, stays abroad became longer and more permanent, and their households exhibited fewer remittances, less family business ownership, and fewer local purchases, in 2009 compared to 1995. Finally, non‐migrant households greatly improved their economic status in relation to migrant households over the period, reaching approximate parity with their migrant counterparts.  相似文献

This paper examines the determinants and consequences of temporary and permanent migration from the perspective of migrant source countries. Based on a large and detailed household dataset on migration in the Republic of Moldova, the most important factors that influence a respective migrant’s decision whether to return to the home country or to stay abroad for good are presented first. Second, the remittance behaviour of temporary and permanent migrants is analysed to investigate how developing countries benefit from either type of migration. The results indicate that the most important determinants of permanent migration relate to the economic conditions at home and abroad, as well as to the legal status of a migrant in the host country. Furthermore, economic and political frustration plays an important role in the decision of permanent migrants not to come back. On the contrary, family ties as measured by the number of close family members at home act as a pull factor for migrant return. Interestingly, permanent migrants use source country networks that differ from those of temporary migrants, indicating that the return decision of individuals is influenced by the decision of their migrant peers. Concerning remittances, the results reveal that, in absolute terms, temporary migrants remit around 30 per cent more than their permanent counterparts. This outcome is surprising, because temporary migrants often reside in countries where wages are much lower. Overall, the findings indicate that when compared to permanent migration, temporary migration is favourable for developing countries, as it fosters not only repatriation of skills, but also higher remittances, and home savings.  相似文献

The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase.  相似文献

It is common knowledge that international students are a major conduit of international knowledge transfer and that they become transnational managerial elites and highly skilled migrants. However, few studies show how this transfer occurs. Moreover, people often assume that knowledge transfer is a smooth process. Drawing on in‐depth interviews of former and current Korean international students and non‐migrant Koreans in the United States and South Korea, my study shows that knowledge transfer can, in fact, be highly conflictual. I argue that conflicts in the country of origin between international students (the transferors) and non‐migrants (the recipients) mediate knowledge transfer. I see the conflicts as struggles over the conversion of cultural capital from the Global North into local power and wealth, which reworks Bourdieu's theory of cultural capital for transnational social fields. In so doing, I develop a framework that links knowledge transfer and transnational social reproduction.  相似文献

The vast majority of migrant workers in Thailand are employed predominantly in low‐paying occupations commonly described as “3‐D jobs” (dangerous, dirty, and difficult). Currently, there are nearly two million documented and undocumented migrant workers, mostly from neighbouring Burma, Lao People’s Democratic Republic, and Cambodia, employed in various industries, including domestic service, throughout the country. While over half a million migrants are officially registered to work in the country, both documented and undocumented migrant workers remain unprotected primarily due to the lack of concrete measures to monitor, implement and enforce laws regarding working and living conditions. Regardless of where they are employed, migrant workers face common problems: low wages; harmful working conditions, poor living conditions; discrimination and harassment, the threat of arrest and deportation; and lack of access to basic resources such as medical care and legal assistance. Based on preliminary research conducted in the summer of 2005, this article looks at the situation of migrant factory and domestic workers in Thailand and explores the ways in which local activists, NGOs, community‐based organisations, and international bodies have been looking to assist and protect migrant workers. Successful migrant workers’ struggles and ongoing efforts of mobilization have been made possible with the help of these support groups, and raise the possibility that union and NGO activity have the potential to improve the situation of migrants in Thailand. This also raises the question of whether advocacy groups should be acting in lieu of the state rather than alongside the state, especially when it appears that they are fulfilling their civic duty as enforcer and monitor of migrant workers’ problems.  相似文献

This research note briefly outlines International Labour Organization concerns about return migration in developing countries, research being done in the field, and activities in related fields. Attention is being focused on the following topics and areas of study: 1) recommendations and conventions which cover workers generally and migrant workers particularly; 2) measures to avoid the departure of skilled workers from developing countries; 3) special problems encountered in improving migrant professionals' working conditions; 4) developing a central pool of information on labor markets and employment at the international level; 5) bilateral or multilateral migration agreements to optimize the flows of health personnel, scientific workers, engineers, and high level technicians, protecting their rights, and facilitating their reintegration into the country of origin; 6) creating a compensation scheme for skill outflows and training substitutes to fill the gaps left behind by migration; 7) classifying migratory policies adopted by developing countries; 8) reattraction of needed skills to developing countries of origin; 9) transfer of know-how through expatriate nationals; 10) labor reinsertion patterns of migrants returning to Greece, Italy, Portugal, and Spain; 11) Socioeconomic reintegration of migrants returning to Pakistan and Uruguay; and 12) Sri Lanka's experience with self-employment schemes for returned migrants.  相似文献

The focus of this paper is one of the paradoxes of international migration: the unexpectedly low level of migration between neighbouring countries with large macro‐economic differentials; in this case migration from the former Soviet republics to Sweden. In line with Faist (2000) , one assumption in the study is that the dynamics of international migration are strongly influenced by the emergence of a transnational social space. Based on a database (ASTRID) containing individual information about all residents in Sweden for the period 1986–2003, the study includes an analysis of migration in relation to the transnational social space ‐‐ its bridging and adaptive functions ‐‐ including labour market integration, family situation, intermarriage, population circulation and the spatial clustering of immigrants. The study reveals an over‐representation of female immigrants and a high frequency of intermarriage among women migrants. Moreover, a changing migrant composition over the past decades was found, including a growing number of students, whereas the empirical analyses indicate a rather weak labour market position among immigrants from former Soviet republics. However, the position of recently arrived migrants has been enhanced over time, and migrants who stay for longer periods attain a stronger position on the labour market. The analyses also show an increasing number of highly educated persons among immigrants from the former Soviet republics. Furthermore, migrants from the former Soviet republics who move to Sweden tend to remain rather than return. In addition, the empirical analysis shows only minor tendencies of spatial clustering among the migrants. In sum, the study indicates that the lack of a more developed transnational social space may explain the rather low level of migration but also that the changing mobility patterns could represent an initial phase of a denser transnational social space that may trigger higher migration rates between the former Soviet republics and Sweden in the near future.  相似文献

Bilateral and multilateral measures implemented to assist migrants who return to their country of origin have been designed to respond to a number of different but specific situations. 2 bilateral agreements are briefly described: 1) an agreement between the Federal Republic of Germany and the Republic of Turkey signed in the early 1970s, and 2) an agreement between France and Algeria signed in 1980. 3 different types of multilateral activities are described: 1) the operation of the so-called Return of Talent program by the Intergovernmental Committee for Migration, 2) the Transfer of KNow-how Through Expatriate Nationals program of the UN Development Programme, and 3) the elaboration of a model machinery on return migration by the Organization for Economic Cooperation and Development. While the 1st 2 activities are operational programs, by which annually between 1000-2000 professionals are assisted in their permanent return to or temporary sojourn in their developing countries of origin, with the financial support of both the developed and the developing countries concerned, the 3rd initiative is a conceptual effort aimed at assisting governments to implement policy measures designed to make return migration commensurate with national development goals. 3 recent proposals include 1) the proposal for an international labor compensatory facility, 2) an international fund for vocational training, and 3) an international fund for manpower resources. A common factor shared by all these programs is that they have all involved on 1 side industrial receiving countries which feel themselves obliged to observe a number of principles guaranteed by law and which govern employment conditions and working relations. The reintegration measures implemented or proposed in cooperation with them have been adopted in full consideration of the prevailing standards of these countries, as different as they may be from 1 country to another. A common consideration has been that the returning migrant should reintegrate in his country of origin as far as possible in conditions allowing the returnee to attain self-sufficiency and social security coverage. However, this underlying context does not necessarily prevail in all world regions where different forms of labor migration take place. Therefore the measures experienced in the relationship of specific countries cannot be easily copied for implementation in other countries. Multilateral measures benefited a rather limited number of individuals only, in many instances skilled and highly skilled migrants.  相似文献

The portability of pension rights is an increasingly important issue in the Caribbean. The large and increasing flows of migrant workers, including both permanent and temporary migrants, the small size of the domestic economies and the process of regional integration and economic openness call for effective means to make pensions portable. This article presents a select survey of the literature on pension portability, and reviews the progress made by the Caribbean countries as well as some remaining challenges in the light of the international experience.  相似文献

International migration figures prominently on the agenda of the United Nations. Solid migration data are crucial for supporting this global debate. This article describes the international migration data sets produced by the Population Division, Department of Economic and Social Affairs, United Nations. The Population Division’s Migration Section produces migrant stock estimates for the world’s countries by sex and, more recently, by age. The Section also produces a database containing annual data on inflows, outflows, and net flows of international migrants by country of origin for major destination countries. The Section maintains the Global Migration Database, containing the world’s most complete set of empirical statistics on the international migrant stock by country of birth, citizenship, sex, and age for more than 200 countries and territories for recent decades. Most research on remittances focuses on economic motivations, with little emphasis on the social contexts in which the remittance economy operates. Through an analysis of in‐depth interviews with migrant workers in a London hotel and hospital, we examine how migrants’ familial and social relationships in both sending and receiving countries inform the decision to send remittances. We suggest that remittances are a mechanism through which migrants are able to fulfil multiple obligations to families and places of origin, while also enhancing their own economic status and future. First, satisfying the cultural expectation of sending remittances helps migrants maintain their social worlds at “home”. Second, we observed that both positive and negative changes in power and resources influence the decision to send remittances by motivating migrants to invest in their social position in either their home or receiving country. In sum, we argue that the migrants’ social experience in the United Kingdom might be just as predictive of remittance behaviour as their economic and social status in the country of origin. We, therefore, call for a need to move beyond the often one‐sided concern with development by concentrating on the overlapping social worlds of migrants.  相似文献

Kritz reviews national concepts and policies of migration. She examines how nation-states approach migration and how they define who is a migrant. Policies for permanent, temporary, and illegal migrants are examined for selected countries. While the traditional permanent immigration countries--Australia, Canada, New Zealand, and the US--continue to admit large numbers of permanent migrants, they are also admitting growing numbers of temporary migrants. Other countries, in Europe and the developing world, have different migration histories and use other approaches to admit foreigners--migrants are generally admitted on a temporary basis for work or other purposes. Growing numbers of these temporary migrants, however, do become long-term or permanent settlers, and the distinction between permanent and temporary migration policies becomes a short-term legal one rather than a long-term sociological one. Governments have been seeking those policy instruments that would allow them to improve control over who enters and settles in their territories, and temporary migration policies are the measures to which they are turning. While increasing restriction characterizes the policy stance of most countries toward international migration, this does not necessarily mean that the number of migrants entering is declining. Kritz argues that the concepts employed by countries in their immigration policies frequently do not correspond to the reality, making it necessary to examine the actual context.  相似文献
