This article draws on primary research undertaken in the North East of England to explore the way in which inequalities in access to transport resources impact on women’s opportunities to enter the public domain of paid work. It advances the idea of spatiality as a social construction and, building on previous studies, it explores the way in which a gender division of transport operating in the home and at work limits women’s access to temporal, financial and personal and geographic travel resources; ultimately constraining women’s mobility and restricting their employment opportunities. Finally, the article will argue that, although some women can achieve ‘masculine’ levels of transport resources, the majority of women are stuck in the slow lane and their mobility deprivation often confines them to the private world of the family, or alternatively, to part‐time, low paid work on the periphery of the labour market. This leads to the conclusion that there is an urgent need to provide women with a range of mobility choices which enhance their access to the labour market and to challenge the socially constructed processes which underpin the discrimination women face when accessing the world of paid employment.  相似文献

According to a dualistic view, shadow employment may follow from two main labour market failures: (i) official market labour taxation distortions make it ineffective for some agents to engage in registered employment due to a tax wedge; or (ii) for some workers regular employment may be unattainable do to some high access costs or demand constraints, which results in seeking earning opportunities beyond the boundaries of the official labour market. Whereas in the first case revenues from unofficial employment should be higher than the corresponding official ones (tax evasion hypothesis), in the alternative explanation labour market tightness seems to be an underlying reason (market segmentation hypothesis).We use a unique data set from a survey on undeclared employment from Poland. Using propensity score matching and decomposition techniques we demonstrate that workers of shadow economy are characterised by slightly higher endowments, while their revenues are considerably lower than among matched official economy counterparts. Although unobservable heterogeneity is considerable, results are robust. Although this is not direct evidence, we believe these results point to the labour market segmentation hypothesis and endangerment with social exclusion.  相似文献

Four themes in the developing countries’ position are highlighted. (i) They are seeking meaningful improvements in market access for their agricultural exports. (ii) They have highlighted the asymmetry of current WTO obligations under the Uruguay Round Agreement on Agriculture, and are seeking greater equality of outcomes in the new round. (iii) Meaningful concessions on special and differential treatment will be necessary to satisfy the interests of both exporters and importers, especially on the scope to be allowed for tariff protection to domestic food production. (iv) Innovative and reliable guarantees will need to be provided to the least developed food importers to protect them against the risk of world price volatility.  相似文献

While the WTO and Doha Development Round do not deal with labour issues – they leave this to the ILO – the main countries that conclude free trade agreements incorporate labour provisions, which vary in terms of stringency. Sanctions are rarely used, and fears that “social clauses” would serve protectionist purposes have proved to be unfounded. Labour provisions are designed to meet a variety of sometimes conflicting goals, by means of different mechanisms aimed at improving labour practices and promoting Decent Work; the author makes a number of suggestions in this regard.  相似文献

The Global Compacts on Migration (GCM) and Refugees (GCR) include policy recommendations that aim to increase opportunities for legal labour migration, improve protections for migrant workers, and provide refugees with ‘complementary pathways’ to enhanced protection via labour mobility. This paper explains why there are large gaps between these policy recommendations and the labour market policies and realities in the countries that host most of the world’s migrant workers. These gaps between ideals and realities are likely to limit the effective implementation of the GCM/GCR recommendations on labour migration. More ‘labour market realism‘ is needed to incrementally but effectively improve protections for migrant workers.  相似文献

This article uses the 2001 Cameroon National Household Survey (ECAM II) to analyse how road access affects labour activities. It shows that one‐size‐fits‐all road investments are irrelevant because the effects of roads are neither systematic nor uniform: the impacts of isolation on household well‐being through labour‐market opportunities are heterogeneous and depend on local characteristics. In view of the diversification of activities in household strategy, it finds that better road access increases the number of activities within those households that are most isolated.  相似文献

While previous research has provided general evidence on the positive outcomes of regional mobility for the labour market success of men and single women, most studies have also concluded that for married or partnered women residential relocation imposes severe disadvantages in terms of their economic situation and career. When accounting for these effects, most authors refer to microeconomic household theory – an approach that has been increasingly criticized for its restrictive assumptions regarding intra family decisions. Moreover most of these studies are outdated and do not fully capture the economic and social developments that have taken place in recent decade, especially in Germany. This paper contributes to the topic by extending the theoretical scope to a bargaining model of mobility decisions within couples and by using more current data. Additionally regional labour market structures are seen as important moderators of the effects of mobility and are explicitly considered in the analysis. Based on longitudinal data from the SOEP for the years 1992–2006 the following article focuses on the (longterm) income effects of regional mobility among East and West German couples with special regard to the economic situation of partnered women. The results of the panel fixed-effects estimations not only lend support to bargaining theory and stress the relevance of regional opportunity structures, but also indicate that the consequences of mobility for German women have changed. The paper discusses implications of the results for labour market processes and partnerships.  相似文献

Using participant‐observation and 58 in‐depth participant interviews, this study examines South Korean youth who undertake overseas English language acquisition across the Philippines, United States, New Zealand, and Australia. This research introduces a concept I call ‘segmented pathways of educational mobility’, which describes the multi‐dimensional and complex levels of stratification within regional educational mobility flows that reinforce existing class inequalities for many migrants. However, segmented pathways also reveal that while resource‐constrained youth understand that their migration choices are more limited, they seek to accrue alternative cultural resources across varied destinations to gain the experiences and credentials necessary to advance in the South Korean labour market. Despite increased opportunities for English study abroad via market liberalization, this research contends that it also produces more levels of stratification within and among youth migrants.  相似文献

The ‘infrastructural turn’ in labour migration studies has shifted attention away from the experiences of migrants to the role of public authorities and private actors in facilitating migrant mobilities. As part of a broader turn towards studying transnational mobilities rather than immigration and settlement, this research shows that the formalization of transnational labour migration has made mobility both freer and more difficult. In this article, I reinterpret mobility infrastructures from a market sociological perspective. Transnational labour migration, I argue, is more clearly conceptualized as the organized ‘making’ of cross‐border labour markets. Moreover, from a market sociological perspective the construction of cross‐border labour exchanges is at the same time a question of how the uncertainties inherent in market exchanges are coordinated by market actors. In its focus on how exchanges across borders are possible at all, a market sociological perspective makes note of the conflicting interests, power imbalances and uncertainties that must be handled for a social order of transnational migration markets to emerge. An important question concerns whether alternatives to the less regulated neo‐liberal market order that is evident in most migration corridors are possible and under what conditions. With reference to the challenges facing the regulation of cross‐border labour markets, in my conclusion, I map an agenda for future research.  相似文献

The Americans with Disabilities Act is both a liberal civil rights bill and a labour economics bill meant to increase the employment of disabled persons. It identifies the source of unemployment in discriminatory attitudes of employers and physical barriers in the work environment, and promotes inclusion through the establishment of regulations that are intended to create 'equal opportunity' in the labour market. Such liberal reforms primarily focus on 'irrational' discriminatory attitudes. Operating within an individualist framework, civil rights have not given sufficient attention to structural barriers, which 'rational' business practices, the economic system and class power relationships erect. This paper will both micro- and macro-economic realities of US capitalism, which directly impede disabled peoples' employment and perpetuate a disabling society. The failure of rights legislation to increase disabled people's employment exposes the contradictions of promoting equal opportunity in a class-based (unequal) society.  相似文献

A comprehensive process of the liberalisation of trade and capital flows notwithstanding, neoliberal globalisation has not been equally successful in freeing the international movement of labour. With the General Agreement on Trade in Services, (GATS), the WTO set up a novel legal framework within the domain of trade politics that includes the cross-border movement of natural persons to deliver services, labelled Mode 4, thus aiming at the promotion of temporary labour mobility. This article seeks to explain the emergence of Mode 4 and its subsequent development as the outcome of a particular politics of scale motivated by the interests of transnational capital as well as the strategic selectivity of specific institutional terrains. The result has been a compromise that restricts Mode 4 liberalisation to highly qualified personnel only.  相似文献

The education of social workers in the Spanish university is structured around the professional competencies that will subsequently be applied in the labour market. As social work is a profession focused on the provision of social welfare and the prevention of social exclusion, it is expected of social workers that they become analytical, thoughtful professionals within their environment and that they play an active role in preventing social exclusion and inequality. However, there are important splits and contradictions between the official recognition of such competencies by universities and their effective implementation in the labour market. In this paper we analyse the main constraints and contradictions involved in the acquisition of the professional skills of social workers in their transition to the labour market. We present findings from an anthropological field study on the role of language and language policy in migration from Poland to Norway, and the larger implications for emerging language and immigration policy in Europe. Initial fieldwork in Norway found that Polish workers without knowledge of the Norwegian language struggled to secure employment in the formal economy. The 2008 financial crisis intensified competition in the labour market and underscored fluency in Norwegian as a means of discriminating among workers. Comparative case studies of language schools revealed that these organizations are active participants in channeling Polish migrants' movements into a segmented labour market, often in ways that involve cooperation between private companies and the State. We frame the Norwegian case within the larger context of Europe and the trend there toward favoring integration over multiculturalism. The emergence of restrictive language policies in Europe may be interpreted as a legally and culturally acceptable means for discouraging access to rights associated with permanent residency or citizenship by work migrants from CEE countries, while at the same time permitting them access to the labour market for temporary work. The long‐term consequences of such policies for European society are uncertain.  相似文献

A plethora of government- and non-government actors are involved in the labour market integration of highly skilled refugees, forming a complex “system” that is difficult to navigate for integration actors and refugees. Based on interviews with 32 labour market integration actors in Sweden, this article examines multi-level governance gaps in the wake of the simultaneous centralization and decentralization of labour market preparation services. It examines various “steps” in the labour market integration process to gain a more holistic perspective of “the system”, and identifies governance gaps in each step. The article finds that the devolution of services has opened up participatory spaces for non-government actors, but narrowly defined mandates and short-term funding mechanisms hamper cooperation within and between territorial levels of policy implementation.  相似文献

Graduates of the German dual system of vocational education and training differ in their chances of directly entering horizontally and vertically matching labour market positions. This article discusses how structural characteristics of training occupations impact such differences. I focus on three characteristics: the average training costs, the degree of occupational closure and how broadly applicable the qualifications are. Using data from the National Educational Panel Study (NEPS), I analyse the first labour market position for individuals who graduated from apprenticeship training between 1974 and 2004 in West Germany. I develop measures for occupational characteristics based on data from the BIBB Cost Benefit Studies and the BIBB/IAB Employment Surveys and merge these measures with the individual-level data. Applying multinomial logistic regression models, I simultaneously analyse the influence of the occupational characteristics on the probability to find employment in the first place and to reach horizontally and vertically matching positions. The results show that the occupational characteristics provide different opportunities within the training occupation but also within other occupations. The article, thus, helps us understand how occupational characteristics structure individual labour market chances and sheds light on the long-term consequences of unequal access to training occupations.  相似文献

While migration has been found to enhance welfare across a range of settings, most of the literature focuses on rural‐to‐urban migrant flows. Using a unique dataset from north‐western Tanzania, this article probes an important, yet overlooked, link between land markets and rural‐to‐rural migration. A mixed‐methods approach is used to discern how these two forces are intertwined in village life. Results indicate that household decisions to migrate are particularly influenced by the ease of market‐based land access in their new communities. This suggests that labour mobility may be facilitated through the development of a well‐functioning land market.  相似文献

This article advocates an institutional perspective in analysing labour mobility, since rules governing cross‐border labour markets are an embodiment of access and participation rights, and can determine the formalisation or informalisation of work and the protection and benefits accrued by migrant workers. It examines the East African Community's Common Market Protocol of July 2010, which seeks to promote the ‘free movement of workers’ within the Community. It argues that there are contradictions and inconsistencies in implementing the Protocol and provides recommendations for addressing them.  相似文献

The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes.  相似文献

The historical links between international factor mobility and the extent of international trade are analysed over the long term for three high labour immigration countries (Australia, Canada and the United States) and one high labour emigration country (the United Kingdom).
Time series data are used. Current international openness is assessed relative to this experience. International factor market integration has increased over time with trade liberalization, suggesting that traditional Hecksher-Ohlin thinking cannot be readily used to account for long-term trends in several important economies.
Both trade and factor mobility have an episodic character that makes it misleading to assess current international openness only in terms of post-World War 2 economic trends.  相似文献

This article is concerned with examining working children's perceptions of how adults in a range of different settings view their employment. In particular, the article explores how participation in the labour market influences adult‐child relationships within the home, at school and at work. Children interact with adults across a variety of different spheres. Dependence and independence permeate children's relationships with adults in different social settings. Entry to the labour market and access to earnings promotes responsibility among children and encourages self‐reliance. The purpose of the article is to assess the extent to which these traits affect children's interaction with adults within and across the social spaces of the home, school and place of employment.
