Few organizations have the courage to evaluate their own use of risk assessment (identifying hazards and estimating their probability and magnitude) and risk communication (interacting with internal and external stakeholder groups about risks). The USDA Animal and Plant Health Inspection Service (APHIS) wants to enhance its overall risk analysis process for managing a wide range of risks to animals, plants, and human health. We gathered survey data for a baseline of APHIS professionals’ understanding and use of risk assessment and risk communication. APHIS professionals spend a surprisingly large share of their time communicating about risks. They perceive that risk estimates influence decisions, but that risk estimates should have more influence. Respondents reported little opposition to APHIS risk management decisions, and little use of channels such as USDA Extension Service for disseminating risk messages. Substantial variance across responses is explained mostly by differences in the roles of the 11 work units (now 10) within the agency. Location also contributes to the variance. Demographic variables seem less important.  相似文献

The simplified Conjoint Expected Risk (CER) model by Holtgrave and Weber posits that perceived risk is a linear combination of the subjective judgments of the probabilities of harm, benefit, and status quo, and the expected harm and benefit of an activity. It modifies Luce and Weber's original CER model—that uses objective information to evaluate financial gambles—to accommodate activities such as health/technology activities where values of the model variables are subjective. If the simplified model is a valid modification of the original model, its performance should not be sensitive to the use of subjective information. However, because people may evaluate information differently when objective information is provided to them than when they generate information on their own, the performance of the simplified CER model may not be robust to the source of model-variable information. We compared the use of objective and subjective information, and results indicate that the estimates of the simplified CER model parameters and the proportion of variance in risk judgments accounted for by the model are similar under these two conditions. Thus, the simplified CER model is viable with activities for which harm and benefit information is subjective.  相似文献

To protect people from hazards, the common safety regulation regime in many industries is based on the use of minimum standards formulated as risk acceptance or tolerability limits. The limits are seen as absolute, and in principle these should be met regardless of costs. The justification is ethical - people should not be exposed to a risk level exceeding certain limits. In this article, we discuss this approach to safety regulation and its justification. We argue that the use of such limits is based on some critical assumptions; that low accident risk has a value in itself, that risk can be accurately measured and the authorities specify the limits. However, these assumptions are not in general valid, and hence the justification of the approach can be questioned. In the article, we look closer into these issues, and we conclude that there is a need for rethinking this regulation approach - its ethical justification is not stronger than for alternative approaches. Essential for the analysis is the distinction between ethics of the mind and ethics of the consequences, which has several implications that are discussed.  相似文献

We propose a new family of risk measures, called GlueVaR, within the class of distortion risk measures. Analytical closed‐form expressions are shown for the most frequently used distribution functions in financial and insurance applications. The relationship between GlueVaR, value‐at‐risk, and tail value‐at‐risk is explained. Tail subadditivity is investigated and it is shown that some GlueVaR risk measures satisfy this property. An interpretation in terms of risk attitudes is provided and a discussion is given on the applicability in nonfinancial problems such as health, safety, environmental, or catastrophic risk management.  相似文献

Risk Perception and Social Acceptability of Technologies: The French Case   总被引:2,自引:0,他引:2  
The authors present results of a February 1987 survey on judged frequency of mortality causes and risk perception of technologies in a representative sample of the French population. Although the French context is very different, and the impact of public controversies have been very limited on technological choices such as the nuclear energy program, strong similarities in risk perception of technologies are observed with results from U.S. surveys. Results, which could be worthwhile for other countries, suggest that risk perception is influenced by two different types of components. The first influence is the global feeling of "security" that society procures to its members. Such feeling depends on the individual's socioeconomic status, subjective state of health, and personal discomfort in daily life, and explains individual aversion to risk independently of the mortality causes or technologies involved. The second influence is the degree of perceived social legitimization of the activities involving risks. Risks of medical and transportation activities are strongly opposed to illegitimate risky behaviors (smoking, drugs, alcohol); technologies which have been an object of public debate (nuclear plants, the chemical industry, lead in gasoline) have an intermediate position reflecting the remaining uncertainties of public opinion about their risk–benefit balancing. Our society is fascinated with risk in many different areas and disciplines. One of the main ways to describe and communicate the level of risk is through risk indices, which summarize risk using numbers or categories such as words, letters, or colors. These indices are used to communicate risks to the public, understand how risk is changing over time, compare among different risks, and support decision making. Given the different methods to construct risk indices, including flawed methods such as risk matrices, this article develops specific steps that analysts can follow to create a risk index. This article emphasizes the importance of describing risk with a probability distribution, developing a numerical risk measure that summarizes the probability distribution, and finally translating the risk measure to an index. Measuring the risk is the most difficult part and requires the analyst to summarize a probability distribution into one or possibly a few numbers. The risk measure can then be transformed to a numerical or categorical index. I apply the method outlined in this article to construct a risk index that compares the risk of fatalities in aviation and highway transportation.  相似文献

In managing major accident hazards in industry risk, both the United Kingdom and the Netherlands use quantitative risk analysis and quantified risk criteria. These should be understood in the historical, legal, and political context in which they were drawn up. Even when criteria are numerically the same they do not necessarily mean the same thing. The legal and historical context differs widely between the two countries. Nevertheless, it is surprising that the final results in terms of land use and levels of risk are very similar.  相似文献

The objective of informing and educating the public about risk issues seems easy to attain in principle, but, in practice, may be difficult to accomplish. This paper attempts to illustrate why this is so. To be effective, risk communicators must recognize and overcome a number of obstacles that have their roots in the limitations of scientific risk assessment and the idiosyncrasies of the human mind. Doing an adequate job of communicating means finding comprehensible ways of presenting complex technical material that is clouded by uncertainty and inherently difficult to understand. The problems may not be insurmountable, however, if designers of risk information programs are sensitive to the difficulties.  相似文献

This article is a retrospective analysis of liquefied natural gas development (LNG) in Gladstone, Australia by using the structure of the risk governance framework developed by the International Risk Governance Council (IRGC). Since 2010 the port of Gladstone has undergone extensive expansion to facilitate the increasing coal export as well as the new development of three recently completed LNG facilities. Significant environmental and socio‐economic impacts and concerns have occurred as a result of these developments. The overall aim of the article, therefore, is to identify the risk governance deficits that arose and to formulate processes capable of improving similar decision‐making problems in the future. The structure of the IRGC framework is followed because it represents a broad analytical approach for considering risk assessment and risk governance in Gladstone in ways that include, but also go beyond, the risk approach of the ISO 31000:2009 standard that was employed at the time. The IRGC risk framework is argued to be a consistent and comprehensive risk governance framework that integrates scientific, economic, social, and cultural aspects and advocates the notion of inclusive risk governance through stakeholder communication and involvement. Key aspects related to risk preassessment, risk appraisal, risk tolerability and acceptability, risk management, and stakeholder communication and involvement are considered. The results indicate that the risk governance deficits include aspects related to (i) the risk matrix methodology, (ii) reflecting uncertainties, (iii) cumulative risks, (iv) the regulatory process, and (v) stakeholder communication and involvement.  相似文献

As part of the celebration of the 40th anniversary of the Society for Risk Analysis and Risk Analysis: An International Journal, this essay reviews the 10 most important accomplishments of risk analysis from 1980 to 2010, outlines major accomplishments in three major categories from 2011 to 2019, discusses how editors circulate authors’ accomplishments, and proposes 10 major risk-related challenges for 2020–2030. This article provides a perspective on critical foundational challenges that this field and discipline faces today, for risk analysis to develop and have societal impact. The purpose of this article is to discuss the role of quantitative risk assessments for characterizing risk and uncertainty and delineating appropriate risk management options. Our main concern is situations (risk problems) with large potential consequences, large uncertainties, and/or ambiguities (related to the relevance, meaning, and implications of the decision basis; or related to the values to be protected and the priorities to be made), in particular terrorism risk. We look into the scientific basis of the quantitative risk assessments and the boundaries of the assessments in such a context. Based on a risk perspective that defines risk as uncertainty about and severity of the consequences (or outcomes) of an activity with respect to something that humans value we advocate a broad risk assessment approach characterizing uncertainties beyond probabilities and expected values. Key features of this approach are qualitative uncertainty assessment and scenario building instruments.  相似文献

There exists a growing desire to base safety criteria in different fields on the same principles. The current approach by the international Commission on Radiological Protection (ICRP) to control radiation exposure touches many aspects such as social, psychological, or economic factors that are important for such principles. This paper attempts to further explore possible ways of defining a common basis for dealing with radiation risks and other safety problems. Specifically, it introduces the following issues: (1) different types of risk are judged differently. To account for this, the concept of risk categories is introduced. (2) The dimension of time may play an important role. There is a difference between an immediate death and a death occurring 20 years after exposure to radiation. Effects such as reduced quality of life after exposure and reduction of lifetime expectancy are discussed. The paper suggests to introduce an individual risk equivalent which allows to compare risks as defined in various fields. Furthermore, it suggests the use of risk acceptance criteria which depend on the different categories of risk.  相似文献

Some analysts suggest that discussing uncertainties in health risk assessments might reduce citizens'perceptions of risk and increase their respect for the risk-assessing agency. We tested this assumption with simulated news stories varying simple displays of uncertainty (e.g., a range of risk estimates, with and without graphics). Subjects from Eugene, Oregon, read one story each, and then answered a questionnaire. Three studies tested between 180 and 272 subjects each. Two focus groups obtained more detailed responses to these stories. The results suggested that (1) people are unfamiliar with uncertainty in risk assessments and in science; (2) people may recognize uncertainty when it is presented simply; (3) graphics may help people recognize uncertainty; (4) reactions to the environmental problems in the stories seemed affected less by presentation of uncertainty than by general risk attitudes and perceptions; (5) agency discussion of uncertainty in risk estimates may signal agency honesty and agency incompetence for some people; and (6) people seem to see lower risk estimates (10-6, as opposed to 10-3) as less credible. These findings, if confirmed, would have important implications for risk communication.  相似文献

Exploring the Dimensionality of Trust in Risk Regulation   总被引:11,自引:0,他引:11  
This article investigates possible differential levels of trust in government regulation across five different risk contexts and the relationship between a number of concepts that might be thought of as comprising distinctive "dimensions" of trust. It appeared that how people perceive government and its policies toward risk regulation was surprisingly similar for each of the five risk cases. A principal-component analysis showed that the various trust items could best be described by two dimensions: a general trust dimension, which was concerned with a wide range of trust-relevant aspects, such as competence, care, fairness, and openness, and a scepticism component that reflects a sceptical view regarding how risk policies are brought about and enacted. Again, the results were surprisingly similar across the five risk cases, as the same solution was found in each of the different samples. It was also examined whether value similarity has an additional value in predicting trust in risk regulation, compared to the more conventional aspects of trust. Based on the two independent trust factors that were found in this study, a typology of trust is proposed that ranges from full trust to a deep type of distrust. It is argued that for a functioning society it could well be more suitable to have critical but involved citizens in many situations.  相似文献

Relatively little attention has been paid to the role of human perception and judgment in ecological risk management. This paper attempts to characterize perceived ecological risk, using the psychometric paradigm developed in the domain of human health risk perception. The research began by eliciting a set of scale characteristics and risk items (e.g., technologies, actions, events, beliefs) from focus group participants. Participants in the main study were 68 university students who completed a survey instrument that elicited ratings for each of 65 items on 30 characteristic scales and one scale regarding general risk to natural environments. The results are presented in terms of mean responses over individuals for each scale and item combination. Factor analyses show that five factors characterize the judgment data. These have been termed: impact on species, human benefits, impact on humans, avoidability, and knowledge of impacts. The factor results correspond with initial expectations and provide a plausible characterization of judgments regarding ecological risk. Some comparisons of mean responses for selected individual items are also presented.  相似文献

Any practical process of risk ranking must group hazards into a manageable number of categories. Defining such categories requires value choices that can have important implications for the rankings that result. Most risk-management organizations will find it useful to begin defining categories in terms of environmental loadings or initiating events. However, the resulting categories typically need to be modified in light of other considerations. Risk-ranking projects can benefit from considering several alternative categorization strategies and drawing upon elements of each in developing their final categorization of risks. In principle, conducting multiple ranking exercises by using different categorizations could be interesting and useful. In practice, agencies are unlikely to have either the resources or patience to do this, but other groups in society might. Done well, such additional independent rankings could add valuable inputs to democratic risk-management decision making.  相似文献

This study of 29 MBA students compares two models of risk perception for both financial and health risk stimuli. The first, inspired by Luce and Weber's Conjoint Expected Risk (CER) model, uses five dimensions: probability of gain, loss and status quo, and expected benefit and harm. The second, inspired by the Sovic et al. psychometric model, employs seven dimensions: voluntariness, dread, control, knowledge, catastrophic potential, novelty, and equity. The CER-type model provided a better fit for most subjects and stimuli. Adding the psychological risk dimensions from the Slovic et al. model explained only modestly more variance. Relationships between the dimensions of the two models are described and the construction of a hybrid model explored.  相似文献
