Abstract

This paper explores how social science research has informed recent immigration policy development in Aotearoa/New Zealand. Examples of research use, drawn from in-depth interviews with policy advisors and social science researchers working in the immigration area, are discussed using the stages model of policy development. Intersections between the stages and multiple-streams models of policy development, and Weiss's typologies of research use, are used to examine research use at various stages in the policy development process. The findings suggest that at any point in time there may be any number of policy development stages in action, with research exerting different types of influence, and being used in different ways, within each of these. A two-way conversation between researchers and policy-makers, building mutual understanding and enabling reciprocated influence over research and policy decisions, is shown as critical in bridging the research to policy gap.  相似文献

Abstract

We discuss the pivotal role that housing plays for both social and economic outcomes. All people need to be housed, and housing circumstances help determine social outcomes, especially for vulnerable groups. We outline an analytical framework that treats housing as a dynamic system, incorporating the life‐cycles of both individuals/households and houses. Each is long‐lived; decisions impact on housing for decades. This approach is relevant to the development of housing research and housing policy. We illustrate the issues with reference to the relationship between rental yields and measures of deprivation across New Zealand. The surprising nature of this relationship has consequences regarding potential poverty traps and wealth disparities. While highlighting an important housing market issue, any policy response to this issue is complicated by the need to take account of the life‐cycles of both individuals and of houses, and by the long‐lasting impacts of decisions.  相似文献

Utilising traditional cultural perspectives is an important lens towards developing a platform to create effective social work practice, policy and research. Through this relevant and realistic cultural context, social work as a profession may strive to interface more appropriately with individuals, families and the community. This article examines Pacific epistemologies, and the experiences of eight Western Sydney University social work students who have completed a three-month placement within the islands of Fiji and Samoa; and their reflections on the differences between Western and Pacific epistemologies and respective methods of intervention.  相似文献

To complete this special issue for the fiftieth anniversary of the Beveridge Plan, we felt it appropriate to reproduce an article written by the late Guy Perrin on the occasion of its fortieth. It seemed to us that his exemplary appraisal, as relevant today as it was then, amply merited republication, testifying as it does to the clearsightedness of its author. Publishing it also enables us to pay discreet homage to a colleague who will be much missed: we have no doubt, for example, that if he were still among us today he would use the Beveridge Report as a torch to illuminate for us the likely trends in social security over the next ten years. In this article, first published in 1983, Guy Perrin outlines the major principles governing the Beveridge Plan, namely those of universality, unity and what he calls integration. The many quotations and references afford an insight into the conditions under which the plan was written, enabling us to measure its impact both at the time of its publication and four decades later. It concludes by declaring that "the enduring topicality of Beveridge still exerts an impact today, in the sense that the time has come to stop following him and start imitating him". There lies a challenge which, today more than ever, is crucial for the future of social security in the world.  相似文献

The nature of religious belief is briefly examined and reference is made to specifically Christian religious belief. The practical expression of this is described as four responses under stereotypical allegorical animals. The difficulties of translating religious belief into practice are alluded to and a plea is entered for a fifth response that distils a number of values from a contemplation of society that will be of relevance to it.  相似文献

The Beveridge Committee had an inauspicious start. It was intended by the British government to be a minor tidying-up operation. When the report was completed, the government seriously considered not publishing it. The report advocated family allowances, a free health service and full employment, and that all social insurance benefits should be at flat rate and at subsistence level with the aim of abolishing poverty. But the actual recommendations would not have fully achieved Beveridge's aims. Although the report had a rapturous media reception, the government initially decided not to commit itself to action. But pressure from parliament forced Prime Minister Churchill to produce plans for legislation. When the report finally became law, the benefits were about a third less than Beveridge had recommended. As a result his social assistance safety net, intended to have a very small role, ended up giving ultimate protection to some 7 million persons. The report had a major influence in other countries by setting a much more ambitious agenda for social security than had generally been accepted before.  相似文献

The increase in religious diversity produced by the global movement of people and cultures and the proliferation of internal difference within religious communities raises social policy issues. Consideration of these issues is facilitated by understanding that religious groups intersect with social policy in four basic ways: as objects, sources, critics and implementers of policy. A major issue is the challenge societies face in respecting freedoms of religion and belief on the one hand and providing services to all citizens on the other. Resolving these issues requires an awareness of the religious profile of a society and sensitivity to its religious diversity and to the ways services are delivered. Research into the current status of freedom of religion and belief in Australia is used as a case study to identify issues and potential ways to address them. This research reveals that there is a lack of mechanisms for considering and resolving these issues.  相似文献

The Minimum Living Standard Guarantee System (MLSGS) forms the core of China's current social assistance policy, and special assistance programmes are used to supplement this policy. This paper scrutinizes the evolution and achievements of the social assistance policy, and analyses the challenges and problems that the policy faces. In this paper, we argue that the international trend of social assistance reforms, institutional background changes and the problems of social assistance in China require a developmental model to guide the future development of the social assistance policy. Therefore, social assistance policy should not only fulfil the basic living requirements of the underprivileged and enable underprivileged people to share the outcomes of economic and social development, but also should enable the underprivileged to develop human capital and participate in the labour market. To move towards developmental social assistance, this article proposes several relevant policy suggestions.  相似文献

Disability policy in European countries is displaying a shift towards social investment: increasing human capital and access to the labour market. The reasoning that underlies this transition is that disabled persons would benefit from mainstream employment, but are impeded in traditional policy by deficiencies in labour supply and demand. However, the shift towards more activating policies in many countries is accompanied by a decline in social protection. It is unclear whether social investment may effectively promote the employment chances of disabled persons within this context. The present research examines this question through a quantitative, cross-sectional, multilevel analysis on microdata from 22 EU countries. Our findings suggest greater activation to predict lower employment chances, while reducing passive support shows mixed effects. Conversely, measures for facilitation in daily life predict greater employment chances, as do measures for sheltered work. These findings raise questions over the value of social investment for disabled persons—and underline the need to overcome broader barriers in the labour market and in society.  相似文献

Care work is to a high degree equivalent with female work and has not, to any great extent, been of interest to traditional social sciences. Women's studies has however changed this, and today there is a broad academic discussion about care work as well as about the concept of care itself. This article reviews this discussion; the concepts of care and ethics are linked and given feminine content. With reference to studies within the authors' research programme: "Care for the elderly: conditions and everyday realities", results are then reviewed that show how organizational, political and ideological relationships affect the content and quality of care. Finally, European social policy trends and the consequences of new systems of paying for care are discussed from a gender perspective. The authors warn against a context-free coupling between women and an ethic of care, and show how neoliberal politics can use feminist "struggle concepts" to put women "back in their place".  相似文献

This article takes the increased interest in the relation between culture and social policy as a starting point, and discusses how this increasing attention can be understood as the result of contextual factors such as economic, social and academic trends. It discusses these matters and at the same time reviews briefly some of the main findings of studies that contain a cultural perspective in analysing social policy. A second issue concerns the specific character of cultural perspectives in such analyses. Thus far, most studies in the field have been guided by a notion of culture as consisting of the values, norms and beliefs of welfare state actors. Recently, this notion has been questioned by advocates of the so-called 'cultural turn', who suggest that a radical change in the cultural analysis of social policy is required. Given that more people 'permanently' migrate today than in the past, migration has taken on a heightened profile internationally. Such mobility raises fundamental social policy questions of entitlement and (re)negotiation of caregiving obligations and arrangements. Social policy has traditionally approached problems and developed responses within the confines of the nation-state and faces difficulties in recognising and addressing issues arising from mobility. Migration contributes to family being 'stretched' beyond national boundaries to become dispersed, global or transnational families. This article focuses attention on one dimension of transnational living – older people as members of transnational families. The combination of increasing population mobility and the elongation of new post-retirement life-stages is resulting in a set of pressing social policy issues. It explores immigration, pension eligibility and portability, and social services and caregiving issues. To illustrate these issues the article draws on New Zealand's diverse transnational family forms and experience.  相似文献

Although the notion of developmental welfare is not new, it is only in recent times that its central premises have again attracted attention in social policy circles. Since developmental welfare offers an opportunity to challenge the neo-liberal claim that social expenditures harm the economy, and that economic development requires retrenchments in state welfare, more information about this approach is needed. This article discusses the developmental welfare approach with reference to neo-liberalism's current hegemonic influence on social policy. It traces the historical evolution of developmental welfare, discusses its theoretical implications and outlines its practical proposals.  相似文献
