ABSTRACT

Debate over the potential impacts of welfare reform largely has ignored the implications of these changes for the growing number of grandparents who are raising their grandchildren. Results of a qualitative study involving 36 key informants who were intimately involved in the crafting and/or implementation of California's welfare reform plan are presented. Particular attention is focused on time limits on aid, work requirements, and sanctions regarding teenage parenthood as these may impact on grandparent caregivers and their families. Cross-cutting themes also are presented. A case is made for greatly stepping up data collection and evaluative research that may help in determining the actual impacts of the legislation on intergenerational households headed by grandparents.  相似文献

A brief review of the demographics of grandparent caregivers is followed by an exploration of welfare reform legislation, including work requirements and the Healthy Marriage Initiative (HMI). The importance of state-level policies in assisting grandparent-headed households, particularly health care, school enrollment, and housing policies, are also discussed. African American grandparents serve important roles as surrogate parents. Historically they are honored and recognized for their extraordinary service in augmenting the child welfare system. This article provides a contemporary view of the significant number of African American grandparents who serve as surrogate parents. Their assets and challenges are discussed. Following on the work by Dr. Linda Burton and collaborators in 1995, this article addresses the relationship between temporal context, developmental context, and ethnic/racial context of the life course as it relates to grandparenthood in the twenty-first century. In addition to the discussion of African American grand-parenting trends, challenges and benefits in the twenty-first century, the article presents implications of these contexts for the surrogate parenting by older African Americans relative to social work education, research, and policy.  相似文献

Early welfare reform research showed high rates of employment for TANF leavers. However, work-focused welfare may not be effective during an economic downturn. We investigate the employment of Wisconsin TANF leavers, contrasting outcomes among early leavers (1998) with those who left during the 2001 recession. We use data from administrative records on about 6000 welfare leavers, tracking quarterly employment for 3 years after they left benefits. Separate panel data analyses of those exiting in two different time periods show that individual leavers are less likely to be employed when their local unemployment rate is high in the later cohort; no relationship is found for the early cohort. In a panel analysis in which the cohorts are combined, we find that leavers in the later cohort, who experienced the recession early in their post-welfare career, are less likely to be employed, a result that holds controlling for observed and unobserved characteristics. These findings raise questions about how well single-parent families and their children will fare during difficult economic times now that welfare reform has such a strong emphasis on work.  相似文献

ABSTRACT

As more and more children are being separated from their biological parents because of AIDS, substance abuse, mental and physical illness, incarceration, and child abuse and neglect, child welfare agencies are relying more often on kinship care as a viable option for out-of-home placements. In many cases, kinship care falls on the grandparents. While keeping children within their families is generally viewed as preferable by child welfare agencies, it can be a burden on grandparent caregivers, who often exist on severely limited incomes and without much assistance or support from social service agencies. A research project was conducted which used both quantitative and qualitative data from research conducted by Jones and Gibbons (2000) on grandparent care, but this study focuses on the experiences of grandfathers who participated in the project and examines their outcomes in several different areas.  相似文献

This study evaluated a state-administered Kinship Navigator (KN) program providing information and support to grandparents and other relatives caring for children who are not in child welfare custody. Caregivers’ perceptions of types of services, impact, satisfaction, and areas for improvement were examined. Caregivers (N = 92) reported feeling supported, gaining knowledge about services, and feeling highly satisfied with the program. Caregivers expressed needs for additional financial assistance and more time with their KN. Findings suggest that the KN program may meet key service needs of informal kinship caregivers, but additional staff time and financial resource advocacy would improve the program.  相似文献

The welfare concept is central to economics and to some topical problems, requiring interdisciplinary research. Psychology, biology and pedagogics may be important contributors. Economists have overemphasized economic, and among these consumption, aspects. A learning process to reduce unhealthy consumption remains topical. On the production side the diversity of labor types has been neglected. Here a central problem is job choice by maximizing welfare. Variables needed are capabilities required by jobs and personality traits. We ignore the number of independent characteristics. Path analysis with inherited and learnable traits may be extended by data on grandparents and on non-cognitive capabilities. A more precise production function of education is badly lacking. Two methods of measuring welfare functions and the shape of the latter are discussed.  相似文献

Educational attainment depends on parents' material and cultural resources. In many families, the grandparents also provide resources that directly or indirectly support their children's educational careers. That is why we applied a multigenerational view and tested if and under which conditions the resources of grandparents are relevant for the educational outcomes of their grandchildren. Using data from the fifth wave of the Survey of Health, Ageing and Retirement in Europe (N = 27,447), we examined the association between the education of children and the resources of their grandparents. The results show that the impact of grandparental resources is not generally negligible and not entirely mediated by the parental generation. The resources of the grandparents can be used as a substitute for a lack of parental resources. In addition, the “grandparent effect” also differs across countries, indicating that certain welfare state provisions seem to enhance or attenuate the relevance of grandparents' resources.  相似文献

Abstract

Nationally and internationally, grandparents support their children and grandchildren by caring for those children who may be at risk in their own home, often in the contemporary context for extended periods. Attachment theory provides a framework to consider how the lives of children, parents and grandparents are affected when grandchildren come to live with their grandparents, whether it be on a shared basis or as a long-term arrangement. The concept also provides a guide to supporting each generation in the contemporary context, as formal or informal arrangements.  相似文献

SUMMARY

A number of studies report the multiple problems facing women during the welfare reform transition. Within this group is a large number of single mothers struggling with both poverty and chronic health problems or disabilities. Those with these additional challenges might be expected to experience less success in moving out of poverty than those without these health challenges. In this study, we examine the progress of 178 women around the state of Wisconsin who were interviewed repeatedly about their experiences with welfare reform and poverty between 1997 and 2000, when the Wisconsin Works (W-2) program was being implemented. The incidence of health problems is related to level of education, and the type of disability has major impacts on expected outcome. Those with less education are more likely to suffer from health problems, especially mental health issues, depression and post-traumatic stress, which seem to be the most debilitating. These women also had difficulty accessing non-work support, such as Supplement Security Income (SSI), a federal assistance program for disabled persons with little or no income, or assistance from the Department of Vocational Rehabilitation (DVR), a federal and state program of assistance to promote the employment abilities of adults with disabilities.  相似文献

This paper argues for a conceptual reorientation to research and practice that emphasizes the prominence of institutional and organizational factors in the lives of those who are involved in child welfare systems. Current child welfare reform efforts are premised on the idea that agencies—their structures, management, and internal approaches to organizing their workforce and frontline services—may be influential drivers of and barriers to innovation in practice and policy. We unpack this premise by providing an introduction to the institutional and organizational context of child welfare practice that highlights the diverse contexts and contributions of public and private child welfare agencies. We then review five domains for future research and present examples of studies that might be undertaken. The paper concludes by introducing the symposium papers and identifying their contributions to child welfare and human service research.  相似文献

The child welfare system is responsible for identifying long-term caregivers for children whose biological parents are unable or unwilling to care for them. Although grandparents are increasingly identified as custodians for their grandchildren, little is known about how grandparents are assessed by state actors. Using ethnographic data, this article unpacks the failure of one 63-year-old African American grandfather and his wife to gain custody of his grandson from foster care. This case–known informally as ‘the pimp case’ because of the unverified but widely accepted belief that he had earned income through sexual solicitation–illustrates how men's aging bodies and histories undermine their efforts to be seen as competent caregivers. This article shows how this grandfather's aging body and its perceived limitations became problematic, how his illegitimate social history was at issue, how their family form as grandparents (and thus, non-parents) was deemed illegitimate, and how these came together to mark race, class, and gender in interrelated–but also contradictory–ways.  相似文献

It has now been over a decade since the passage of the 1996 welfare reform legislation ( Personal Responsibility and Work Opportunity Reconciliation Act ). In this paper, we synthesize the expansive literature on how welfare reform has affected poor families and nonprofit agencies that serve them. In particular, we explore state variation in welfare policies and the dramatic declines in welfare caseloads. We also investigate the employment, earnings, and levels of material hardships among current and former welfare recipients. Moreover, we examine what we know about welfare reform's impact on marriage, nonmarital childbearing, and child well-being. Lastly, we report on how welfare reform has affected nonprofit agencies that serve poor families. We are left with a complex account of the impacts of welfare reform that reveals both positive developments in a number of areas and a great deal of remaining challenges.  相似文献

A primary purpose of the 1996 welfare reform was to remove features of the existing welfare system that were believed to encourage out-of-wedlock childbearing. This paper presents evidence that the policy changes in one state did influence marriage and childbearing outcomes. Data from a random assignment test of Delaware's A Better Chance Program (ABC) show that, after only 18 months of operations, ABC had positive impacts on marital cohabitation among women who were under age 25 and those with less than 12 years of education. The reform also raised marriage expectations among women with less than 12 years of education, but led fewer better-educated women to expect to marry. Although ABC had only a small impact on actual fertility in one subgroup, it sharply reduced desires for more children among women with intermediate durations of past welfare receipt, women who were 25 of age or older, and those who had ever married.  相似文献

In the wake of welfare reform, many poor people have exhausted their benefits and must now live with less government support. While all of these former welfare recipients are struggling, some are experiencing housing problems that are quite severe. This article uses survey data on former welfare recipients who have used up the maximum time limits for receiving welfare to better understand three core explanations for rural housing problems among the poor: community, individual, and family factors. We estimate models to weigh the relative effects of these factors on the likelihood of experiencing several housing outcomes, finding that rural location is the most consistent predictor of housing outcomes, predicting home ownership, and whether families reside in low‐quality housing. We also find that individual and family factors affect the type of housing one has. We conclude that housing policies must be tailored to improve specific housing outcomes.  相似文献

This paper provides a conceptual discussion of the relationship between the surrogate parenting role of contemporary American grandparents and temporal, developmental, and ethnic/ra- cial contexts of the life course. Grandparents who are surrogate par- ents, either operate as co-parents by assisting their adult children in the rearing of their offspring, or they assume total responsibility for providing the necessary care and socialization their grandchildren re- quire when their parents cannot. The surrogate parenting responsibili- ties of grandparents are hypothesized to be affected by: (1) temporal context, which concerns the sequencing and synchronization of the assumption of surrogate parenting responsibilities by grandparents relative to their age, peer relationships, and other social role responsibilities; (2) developmental context, which focuses on how grand- parents personal development is hindered or facilitated by the as- sumption of the surrogate parenting role; and (3) ethnic/racial context, which refers to the cultural influences grandparents bring to the surrogate parenting role. The implications of these contexts for the surrogate parenting role of grandparents relative to research, policy, programs, and education are discussed.  相似文献
