This paper describes the emotional labour and befriending of families in East London by Family Support Workers (FSWs). The study is derived from an evaluation of the Family Welfare Association's Tower Hamlets Family Support Service. A key finding is that engaging the emotions of families enables high quality and effective support in the family home. FSWs win trust and elicit narratives from families, particularly from mothers and children. The narratives of families are a rich source of informing better practice. In line with Government objectives, the participatory work of FSWs helps to balance understanding on family support, health and child protection. According to Government and research, the early identification of child protection issues is particularly important in mitigating their worst effects. FSWs gain trust and early disclosure on child protection cases. This prevents child care problems from deteriorating into child protection issues. FSWs also act as informal advocates and help to balance social service assessments with the views of families. FSWs take a proactive, non‐stigmatizing, non‐intrusive approach to families. FSWs are sensitive and responsive to the emotions, ethnicity and specific needs of families.  相似文献

This article sets out to explore service provision for families affected by domestic violence and abuse. For most families where there are child protection concerns, there are possibilities for intervention from child welfare agencies and domestic abuse services, but these have been criticised as having distinct and disconnected practice cultures and orientation. Recognising this divergence, in this paper, we advocate for safeguarding children affected by domestic violence and abuse using the family group conference (FGC) model. This offers possibilities for a coherent response that integrates both child‐ and women‐centred concerns in a holistic approach to family safety and well‐being. Furthermore, it is well documented that safeguarding work involves professionally‐led decision‐making that is pre‐occupied with the management of risk. FGCs, however, promote a partnership approach that engages families in a more democratic decision‐making process. As such, FGCs offer families the opportunity to develop their own safety and support plans for the protection and care of children recognising the family's inherent strengths.  相似文献

Inter‐agency collaboration is seen as an effective way to support children and families with multiple and complex needs. Children in out‐of‐home care, especially those exhibiting challenging and disruptive behaviour, often require the services of multiple agencies. Ninety‐two South Australian stakeholders experienced in supporting children in out‐of‐home care were interviewed about their experience of collaborative practice, using the specific example of supporting children with extremely challenging behaviour. Participants were teachers, foster parents, child welfare workers, child mental health professionals and residential care workers. Thematic analysis revealed several tensions inherent in such collaboration. Results are discussed in terms of their unique implications for managing challenging behaviour, and suggestions are made for improving collaborative approaches to behaviour and multi‐agency practice.  相似文献

Adult mental health clinicians face a range of challenges that hinder their use of family‐focused practices when working with consumers who are parents. The purpose of this study was (a) to examine clinicians' experiences when working with parents and (b) identify strategies they found to be effective when working with parents. Eleven Australian mental health clinicians were recruited who regularly worked with consumers who are parents. Semistructured interviews were conducted within a qualitative paradigm and analysed using interpretative phenomenological analysis. Themes were identified which related to (a) managing sensitive parenting conversations, (b) making decisions about child safety in unclear or unpredictable situations, and (c) working with child protection services. Participants had developed strategies for managing the challenges of the first two practice issues and suggested organizational changes that could facilitate collaboration with child protection services. The findings highlight that the challenges of working with parents with mental health issues cannot be addressed with a one‐size‐fits‐all approach. Initiatives to facilitate the effective support of parents and their children need to be informed by contextual factors, including clinical practice.  相似文献

This paper examines the complexity of collaboration between child protection and mental health services, where a parent has a mental illness and there are protection concerns for children. The paper reports on data from focused in‐depth interviews with 36 child protection workers, adult mental health workers and child and youth mental health workers. Data were analysed thematically, using NVivo to facilitate data management and analysis. Two dimensions were identified. The first, the process of collaboration, relates to four factors that assisted the collaborative process: communication, knowledge, role clarity and resources. The second dimension considers the challenges presented to collaborative work when a parent has a mental illness and a child is in need of protection, and identifies issues that are inherent in cases of this kind. Two types of challenge were identified. The first related to characteristics of mental illness, and included the episodic and/or unpredictable nature of mental illness, incorporating information from psychiatric and parenting capacity assessments, and the provision of ongoing support. The second type of challenge concerned the tension between the conflicting needs of parents and their children, and how this was viewed from both the adult mental health and the child protection perspective. Implications for policy and practice are identified in relation to the need for service models that provide ongoing, flexible support that can be intensified or held back as needed.  相似文献

Child welfare systems internationally exhibit very large inequalities in a variety of dimensions of practice, for example, in rates of child protection plans or registrations and out‐of‐home care. Previous research in the midlands region of England (Bywaters; Bywaters et al.) has detailed key aspects of the relationship between levels of neighbourhood deprivation and intervention rates. This paper reports further evidence from the study examining the intersection of deprivation with aspects of identity: gender, disability, ethnicity and age. Key findings include a decreasing gender gap and a decreasing proportion of children in need reported to be disabled as deprivation increases. The data challenge the perception that black children are more likely than white to be in out‐of‐home care, a finding that only holds if the much higher level of deprivation among black children is not taken into account. Similarly, after controlling for deprivation and age, Asian children were found to be up to six times less likely to be in out‐of‐home care. The study requires replication and extension in order that observed inequalities are tested and explained. Urgent ethical, research, policy and practice issues are raised about child welfare systems.  相似文献

This study looks at the short-term impact that the media coverage of children in need of protection had on the number of cases reported to child protection agencies. The number of reports (N = 11,646) made to these agencies in Canada was tallied each week during a 24-month period. During the same period, a content analysis of print media was conducted regarding child maltreatment and/or child protection services (CPS) to identify and count the number of articles published (N = 1,211) and single out media frenzy events. Results show a statistically significant relationship between media coverage and the number of cases reported to child protection agencies.  相似文献

To evaluateinvestigative practice, the survey aimed to (i) document existingarrangements for police/social services investigation and managementof CSA cases; (ii) identify the main organizational models informingsuch work, and (iii) explore the perceptions of police and socialservices managers of the key policy and practice issues posedby such work. The criteria for judging the benefits of jointwork were: reduction in the number of occasions children wereinterviewed, clarification of the role of professionals involved,increased coordination of service delivery, and establishmentof group support for difficult decisions. Post‐apartheid, South African agencies have been required to shift their services in fundamental ways, including offering services in previously un‐resourced areas, honouring the rights of children and families, ensuring that users, staff and governing bodies are representative of the population and providing developmental social welfare services in place of child protection‐oriented interventions only. A study of urban South African child welfare agencies provides insight into the complex task of managing and leading change. In view of overloaded change agenda and resource constraints, managers focused on effecting incremental change and prioritized the most ‘rewarding’ change efforts. Transforming practice towards a developmental approach was less successful. Structural interventions were also not prioritized. Child welfare agencies internationally face demands to transform in response to the effects of local change and globalization. The study's insights might resonate with agencies working for change in other societal contexts.  相似文献

The influence of family poverty on professionals’ decision‐making in cases of physical punishment reported to child welfare agencies was examined. The sample was drawn from the Canadian Incidence Study of Reported Child Abuse and Neglect. The influence of five indicators of poverty on six investigation outcomes was assessed. In addition, a Poverty Index was constructed from these five variables to assess whether the family's overall poverty status influenced investigation outcomes. The outcome variables examined were case substantiation, provision of ongoing child welfare services, referrals to child and family support programmes, out‐of‐home placement, applications to child welfare court and police involvement. Together, the poverty indicators did not account for more than 6% of the explained variation in any of the outcome variables, nor did the magnitude of the Poverty Index affect the likelihood of any of the investigation outcomes. These findings suggest that family poverty does not influence professionals’ decision‐making in cases of physical punishment reported to child welfare agencies in Canada. The findings have implications for the ongoing development of policy aimed at reducing parental use of physical punishment.  相似文献

Indigenous children and young people are over‐represented at all stages of the Australian child protection system. Policy and legislative initiatives exist in the state of Victoria, Australia aiming to support the connection between Indigenous children and young people in state care and their culture and community. This exploratory research involved focus group consultations with seven child and family welfare agencies to investigate the impacts, barriers, benefits and limitations of cultural support planning for Indigenous young people in, and leaving care in, Victoria. Findings indicated that cultural planning was of value when it could be completed. However, various shortcomings of current systems were identified including limited resourcing of Aboriginal Community Controlled Organisations to generate plans and provide direct and secondary consultation services to implement plans, difficulty gathering information for plans and some Indigenous young people expressing disinterest in connecting to their culture and community. Complexities in the relationships between the Indigenous and non‐Indigenous agencies that aimed to support Indigenous young people in care were also acknowledged. Participants identified a number of strategies to improve outcomes, such as facilitating better relationships between agencies, promoting opportunities for ongoing cultural training for staff in mainstream agencies and improving the resourcing of Aboriginal Community Controlled Organisations to deliver planning and to support cultural connections.  相似文献

This paper sets out to examine the basis and use of cognitive‐behavioural interventions with adolescents in residential child care. The paper outlines the results of a survey of the use of cognitive‐behavioural interventions in Scotland. The survey indicates that such interventions are used widely in residential schools and secure units in Scotland. The paper then reviews some of the studies relating to cognitive‐behavioural interventions, which appear to be most relevant to residential child care. The review revealed many of the positive outcomes of cognitive‐behavioural interventions. However, there are some cautionary notes highlighted by the survey and the review. These relate to issues about generalization of learning and the meaning of the intervention for the young person and for the staff. The paper discusses the importance of other factors in determining the success of cognitive‐behavioural interventions. These factors include the importance of accurate assessment, the role of staff training and the need to ensure that interventions are always in the best interests of the child.  相似文献

Social workers' constructions of children and childhood are central to how professionals interact with children and support their needs. The aim of this integrative review was to provide a comprehensive portrayal of child protection social workers' constructions of children and childhood. We analysed and synthesized 35 empirical studies with samples of social workers in the child protection domain where issues regarding the child or the child's situation were the study focus. The findings show that children and youth are constructed as a generalized group viewed in light of their parents. We see a fragmented and context‐free child produced by causal shortcuts strongly informed by specific and, at times, simplified and biased psychological knowledge. Moreover, we identify constructions of the child in need of protection and thereby position children as objects for intervention, separating that from children as subjects in their own rights. Although the participatory child is visible in the data material, the actual practice of involving children seems arbitrary.  相似文献

This article presents the results of an evaluation of a multidisciplinary consultation program in child protection by applying a clinical data‐mining approach. Using available agency records, data concerning mental health, substance abuse, and domestic violence consultations were extracted retrospectively for evaluative purposes. The results demonstrated that by examining existing records, child‐protection practitioners were able to evaluate the existing practices as well as recognize areas for program improvement. Additionally, differential patterns emerged in consultation types. Lastly, a discussion of the strengths and limitations as well as implications of clinical data‐mining studies is presented.  相似文献

Despite the many high‐profile Black child deaths in England, race as a factor remains a largely underexplored factor of serious case reviews (SCRs). Evidence from analysis of SCRs indicates that race receives limited attention, or is virtually absent. Given that the main function of SCRs is to provide opportunities for learning lessons to improve practice, the way in which issues of race and culture may influence child protection processes for Black children is therefore of critical importance. In this article, we employ content analysis to examine the extent that race and cultural factors are considered in SCRs involving Black children. It is argued that race is often an important factor influencing Black children's experiences of abuse and neglect, as well as their encounters in the child protection system. This article therefore poses two key questions: (a) What questions are asked about race, ethnicity, and culture in SCRs concerning Black children? (b) How did the SCRs extract lessons to be learnt for improving practice to safeguard Black children? By extending the analysis of race and ethnicity in SCRs, this article furthers our understandings of the needs of Black children in the child protection system.  相似文献

The ‘child’ in child welfare/protection is seen as a dependent waif and an object of interest, on whose behalf adults speak and act. An alternative perspective has argued for child‐centredness, and includes concepts of child liberation, rights and citizenship. Policymakers and practitioners who may accept the underlying principles may be concerned about the appropriateness and applicability of such principles in relation to practice with children and their parents in child welfare/protection cases. This paper discusses a conceptual framework for research that aims to explore participatory and child‐centred professional practice by critically evaluating and developing, for professional practice, the practical meanings of ‘participatory’ and ‘children as citizens’. We do not present research outcomes based on empirical data; instead, we present our conceptual framework as the first stage of research in progress into participatory and child‐centred professional practice.  相似文献

Little is known about how mental health services consider the parenting role and the well‐being of children when assessing parents with acute mental illness. This paper investigated how crisis mental health services addressed child well‐being in the Wellington region, New Zealand. This mixed‐method case study included: (i) an audit of the electronic clinical records of all adults presenting to the crisis assessment team; (ii) interviews with 22 key informants; and (iii) a documentary review. We found that data about children were not systematically collected. Less than half of (49 of the 104) the records of patients who were parents included information on their child's well‐being; only six (6%) contained a specified plan for action. The focus for services was the adult patient. Key informants were unclear about their role. They identified inadequate training and institutional support, inflexible funding models and limited availability or inappropriateness of referral services as problems. They saw a need for children to become more visible, for collaborative working to improve the use of existing services and for new funding models, resources and roles. Existing national policy documents contained little guidance and no practice guidelines were in use. These were lost opportunities to improve support for the parenting role and promote child well‐being.  相似文献
