SUMMARY

Public policy is one of the younger, interdisciplinary subfields in the social sciences, but one of the most promising in terms of its social relevance. While public policy has made major strides in terms of analytical and methodological development, it has largely ignored the development of intersectional theory-a broad theoretical paradigm that has much to offer public policy scholars. In this article, the author discusses the contribution made by intersectionality scholars to the social sciences and advances ways in which intersectionality theory could extend efforts to elucidate public policy outcomes and women's political leadership.  相似文献

ABSTRACT

An innovative national research project was undertaken in Australia to identify and explore the needs of older and isolated women who live with domestic violence. Face to face interviews, focus groups, and a national phone-in were conducted, and a wealth of rich information was provided by many women from metropolitan, rural and isolated areas. Older women from indigenous, non-indigenous, and diverse language and cultural communities spoke of their experiences as well as women with varying abilities and those with mental health problems. This paper will identify the significant themes that emerged from the phone-in and will highlight the major issues identified by older women needing attention by government authorities, health professionals, and service providers. Recommendations will be made for policy development, improved service provision, and prevention strategies.  相似文献

This article suggests that agreement on a paradigm focus for public relations scholarship would greatly enhance the probability of productive theory development. The author argues, influenced by Thomas Kuhn, that until those who call themselves public relations scholars come to agreement on the focus of public relations research and theory development, there may be much activity we call research in public relations, but there will not be much theory development.  相似文献

ABSTRACT

Few scholars have examined the collective experiences of young African American women living in the inner city and their strategies for navigating daily life there. I draw on nearly two years of field research in Central East Oakland, CA, to provide an ethnographic account of the daily experiences of poor young black women in urban public space1. I uncover a particular and routine type of public encounter, street-based micro-interactional assaults, that follow a pattern and are shaped by an act or a threat of sexual violence. I also examine how poor black women feel about and negotiate these events while trying to maintain their own safety.  相似文献

ABSTRACT

In this essay I argue that we can begin an interdisciplinary conversation by acknowledging the contributions political communication can make to social movement studies (and visa versa) as well as critically assessing how each discipline can productively contribute to the other. Social movement scholarship, for instance, can contribute key definitions and specifications to core concepts such as activism to political communication research. Communication scholarship can provide movement scholars a methodological toolkit that will help them better understand (and study) audiences, particularly how audiences understand movement messages. I conclude the essay by arguing that increased interdisciplinary engagement will grow the impact of both fields on public discourse and policy processes. An unwillingness to think across disciplinary boundaries, however, threatens to transform us into the worst version of our academic selves – close minded intellectuals unwilling (or unable) to change with the times.  相似文献

SUMMARY

Much attention has been given to the problem of sexual predators and the struggles of the legal-justice system to contain them. In response to public outcry over high-profile sex crimes, federal and state legislators have responded in the past decade with innovative but controversial public policy initiatives, called “sexually violent predator statutes.” In 1996 President Clinton signed “Megan's Law,” mandating all 50 states to develop requirements for convicted sex offenders to register with local law enforcement agencies and to notify communities when a sex offender lives in close proximity. Less publicized have been the civil commitment statutes introduced by 16 states which allow convicted sex offenders to be evaluated for involuntary and indefinite confinement in a psychiatric hospital following their release from prison. This article will review the literature regarding community notification and civil commitment as interventions designed to combat sexual violence. The history and context of each policy will be discussed, as will a review of available research evaluating the impact of each policy. Implications for future research and social policy will be examined.  相似文献

ABSTRACT

Social movement scholars often want their research to make a difference beyond the academy. Readers will either read reports directly or they will read reviews that aggregate findings across a number of reports. In either case, readers must find reports to be credible before they will take their findings seriously. While it is not possible to predict the indicators of credibility used by individual, direct readers, formal systems of review do explicate indicators that determine whether a report will be recognized as credible for review. One such indicator, also relevant to pre-publication peer review, is methodological transparency: the extent to which readers are able to detect how research was done and why that made sense. This paper tests published primary research articles on and for social movements in Latin America for compliance with a generous interpretation of methodological transparency. We find that, for the most part, articles are not methodologically transparent. If transparency matters to social movement scholars, the research community may wish to formalize discussions of what aspects of research should be reported and how those reports should be structured.  相似文献

Hospital Mergers     
Abstract

When secular and sectarian (often Catholic) hospitals merge, women's reproductive healthcare services are often put in jeopardy. Some merger efforts are successful and others fail. Several issues arise as a result of this situation. First, what role do women's reproductive rights activists and their supporters play in effecting hospital merger decisions? This question does not assume that all women support women's rights organizations or that all women support a full range of reproductive rights. Secondly, what other factors seem to effect the outcome of merger discussions? In order to answer these questions, it is first necessary to understand the extent of Catholic hospital expansion and the nature of the hospital merger movement itself. These considerations will provide perspective for the two case studies of the American hospital merger movement that provide venues for examining the issues relating to participation and other factors that effect the outcome of merger talks. Cumberland and Baltimore are the two communities examined in this study. Though it would be a mistake to generalize to all merger situations based on these two cases, there are lessons that women's reproductive healthcare advocates can learn from the experiences of these two communities.

The issue of hospital mergers and the availability of reproductive healthcare services for women does raise an additional issue. Private sector decisions are being made that have a direct impact on public services, that is, the availability of a set of healthcare services in communities. This is not the direction that most public policy analysts consider.

The more frequently asked policy questions begin with public policy decisions and ask how they influence non-governmental decisions.  相似文献

Abstract

Why do some issues surge to the forefront of our attention while others languish in obscurity? Feminist scholars have explored the emergence of issues such as rape, battering, no-fault divorce, pay equity, and other women's issues on the public agenda. Despite a burgeoning body of literature on feminist social movements within history, political science, and sociology over the last twenty-five years, scholars of agenda setting, public policy, and American politics more generally have largely ignored this work. Not surprisingly, this research cannot be simply added in to the dominant agenda setting theoretical paradigm; rather, the findings disrupt conventional understandings. This essay critiques two canonical works, Kingdon's Agendas, Alternatives and Public Policies(1995) and Baumgartner and Jones's Agendas and Instability in American Politics(1993), and discusses exemplary feminist research. It argues that if we want to know how norms change we need to broaden our scope beyond political elites and interest groups to include social movements and newly politicized grassroots activists. We must see change as produced by networks of insiders and outsiders rather than exclusively caused by elites in formal positions. Feminist scholarship also takes seriously the discursive and emotional aspects of politics rather than utilizing a narrow pluralist framework. Moreover, it recognizes the important yet neglected role of law as both an arena and a discourse.  相似文献

Abstract

This article examines the political efficacy and effectiveness of American Indian and Hispanic women leaders in New Mexico. Using qualitative data from personal interviews with 50 grassroots activists and public officials involved in state, local, and/or tribal politics, I address the following research questions: Do American Indian and Hispanic grassroots activists and public officials perceive themselves as politically efficacious? How do their perceptions of efficacy differ? How effective are these activists and officials at influencing public policy and politics in New Mexico? The findings indicate that there are greater similarities among grassroots activists and public officials, as well as among Native and Hispanic women leaders, than might be expected from readings of classic political science literature. More importantly, while the majority of the leaders feel personally efficacious, there is substantial evidence of their impact both at the organizational level and in the larger political arena of state, local, and tribal politics.  相似文献

Since Schattschneider (1960), several scholars have argued that the least powerful groups in society will have limited access to the governmental arena; the bias inherent in the system will largely prevent those lacking in power from attaining many of their policy preferences. ABSTRACT

This research suggests that, contrary to popular perception, there exists a pool of women of color with avid interest in science, and the academic skills to pursue that interest. It further suggests that these women, if given the support necessary to persist in science, will choose careers that address many other needs, domestic and international, including schooling and science education; rural and urban health care, public health and medical research; the environment; and other public service fields. Investing in the retention of high-achieving women of color in science yields returns on multiple levels. This conclusion is based on a study of high-achieving women of color interested in studying science, and an evaluation of a university enrichment program for science students of color.  相似文献

ABSTRACT

The parenting roles and responsibilities of incarcerated men have not traditionally been considered an important public concern. The impact of criminal justice policies and practices on family functioning has rarely been addressed by policy makers or family scholars and men's family obligations have not been a priority for the individuals responsible for the safety and security of correctional institutions. Similarly, and with few exceptions, fathers in prison have been out of sight and out of mind of community organizations concerned with family life and children's wellbeing. Several recent developments challenge this historical approach to handling parental incarceration and responsible fatherhood initiatives involving incarcerated fathers are being promoted. This article examines the individual and societal issues that must be addressed if responsible fatherhood among incarcerated men is to become a serious social goal. It presents an overview of the complex family roles and relationships of incarcerated men and describes ways in which individual situations and family preferences affect their ability to function as parents. Analyses of prison location strategies and communication regulations and the post-release environment are used to show how public policies influence and shape family relationships and responsible fatherhood. The article concludes with an agenda for research to guide informed and humane policy decisions.  相似文献

Abstract

This paper considers issues of violence against women through the conceptual lens of public/private ideology, exploring numerous ways that the public/private dichotomy is reinforced in the law and public policy of rape, domestic violence, and sexual harassment. We argue that the power of this ideology continues into the contemporary law of gendered violence, as evidenced most recently by the Supreme Court's decision in United States v. Morrison (2000). We find that public/private ideology offers men a “violence shield”: freedom from scrutiny that enables gendered violence to thrive. Although gendered violence is now on the public agenda, these crimes remain shielded from scrutiny because they are associated with the private sphere. We suggest that feminist activists concentrate on undermining these ideological roots when crafting strategies to combat violence against women.  相似文献

Abstract

While research has stressed the need for self-awareness on the part of social workers, few scholars have addressed the influence of organizational policies on spiritually-sensitive practice. Focus groups and interviews, conducted with 11 practitioners, suggested that agencies require information about clients' religious or spiritual background as part of an initial assessment; however, the parameters for using that information were ambiguous. Lacking clear guidelines, each social worker developed a personal policy for spiritually-sensitive practice, based on the practitioner's personal belief system and the NASW Code of Ethics. Recommendations are made to align spiritually-sensitive practice at the organizational and the practitioner level.  相似文献

ABSTRACT

Activists and legal scholars seeking remedies to non-consensual pornography (known colloquially as ‘revenge porn’) have generally framed it as a violation of privacy; however, the concept of privacy a fraught history, linked to women’s exclusion from the public sphere, denial of their sexual expression, and impunity for abusers. I argue that the concept of body integrity better maps onto the experiences described by victims, who seldom distinguish between digital representations of their body and the body itself and who often liken non-consensual pornography to sexual assault. However, a feminist approach to bodily integrity (rather than one rooted in classical liberalism) is require in order to account for the disproportionately negative consequences non-consensual pornography has for women.  相似文献

ABSTRACT

Women’s and gender organizations in New Zealand, like the rest of the community sector, capitalized on opportunities to engage with government as part of an inclusive turn in policymaking in the last decade. For the local women’s movement, inclusion offered the promise of strategic policy involvement at a time when the women’s movement was in “abeyance.” While governmental rhetoric emphasizes trusting and open relationships, the reality of engagement for organizations is complex, and the lasting influence they have on policy processes and outcomes is questionable. This article, based on the qualitative empirical analyses of interviews with over 30 representatives of community organizations, activists, scholars, and policymakers, identifies the opportunity structures of influence in the inclusive policy relationship. Emergent themes from the interviews showed that influence was tied to three key characteristics: fiscal autonomy, organizational legitimacy, and discursive alignment with the state’s discourses. Overall, the analysis points to new opportunities of influence created by the inclusive agenda, yet they are strained by the need to maintain ongoing collaborative relationships between the women’s sector and the state.  相似文献

Abstract

Purpose: Low rates of human papillomavirus (HPV) vaccination among young Asian American and Pacific Islander (AAPI) women need to be addressed, particularly given the high incidence of cervical cancer in this population. The current study aims to investigate predictors of HPV vaccination in young AAPI and non-Latina white (NLW) women. Methods: A secondary data analysis was conducted of a health survey administered to college-aged women (N = 2,270) at a large public university in the Midwest. Andersen's behavioral model of health services utilization guided the study theoretically, and hierarchical logistic regression analysis was conducted to investigate research aim. Results: NLW women had a significantly higher rate of vaccine completion than AAPI women (NLW = 60.7%; AAPI = 38.6%). NLW women also scored higher on all 5 measures of HPV vaccine literacy than AAPI women. Both groups of undergraduate women reported that increasing age, knowledge about HPV, greater use of gynecological services, and knowing someone who had cancer were significant factors related to HPV vaccination completion. In the NLW group, father's income was also found to be a predictor of HPV vaccination completion. Conclusions: Rate and predictors of HPV vaccination completion vary between NLW and AAPI women. Greater promotion of HPV literacy and gynecological service use should be made to young AAPI women to increase their HPV uptake. Further research should examine sociocultural factors that could hinder or promote HPV vaccination in young AAPI women.  相似文献

ABSTRACT

While cross-national work-life research is a flourishing field of research, but a recent one, it is relatively recent as national context had been the missing ‘elephant in the room’ of work–life research for decades. Based on the keynote talk I gave at the 2015 Community, Work and Family conference in Malmö, Sweden, this research note highlights three pervasive challenges which I believe need to be discussed in our community of scholars, practitioners and policy-makers so that our research makes the strongest possible impact for individuals and organisations: (1) educating practitioners and policy-makers on the structuring impact that public and employer policies have on individual so-called private work–life decisions; (2) analyzing the inequalities of access to these policies within each country, which are often masked by simplified country-level comparisons and (3) finding innovative ways to combine ambitious etic research designs with in-depth emic understanding of local cultures.  相似文献

ABSTRACT

In recent years Australian governments have significantly refocused domestic violence policies to prioritise primary prevention strategies. The objective of such strategies is to change how Australians perceive, acknowledge, and respond to domestic violence as a gender-based problem. Recognising the value of these efforts to address oppressive cultural practices, we draw attention to limitations inherent in shifting culture as a means to prevent domestic violence. We demonstrate how governments may improve policy approaches by addressing the structural inequalities that have historically forced women into positions of subordination. This will help us move toward more effective and long-term solutions to domestic violence.

IMPLICATIONS
  • Australian domestic violence policy must include structural and systems changes prioritising women’s equal rights in addition to equal opportunities.

  • To change cultural attitudes and behaviours, we must alter the environment in which oppressions and opportunities are located.

  • Social workers can shape the debate to ensure that changing culture to prevent domestic violence is conceptualised as part of a wider social and policy change agenda.
